1. Introduction
This guide is designed for immigrants living in the city centre
of Salo.
The guide contains information that an immigrant needs when
they are starting over in a new country. In this guide, you will
find information on immigration and related public and private
services with contact information. The guide has been made
with special attention to the needs of immigrants who are in
the process of learning Finnish.
This guide is published in Finnish, Russian and English.

A summary of things you need when moving to Finland:
Residence permit
If you are going to work in Finland you need a residence permit and a working
permit
A Social security number
The register office will need your name, date of birth and nationality. Fill in and
sign the form “The Registration Information on a Foreigner” at the register office.
Bring along:
◦◦ Marriage certificate (if you are married)
◦◦ All birth certificates (if you have children) - if you are an EU-citizen, an ID-card is enough
Housing
You can apply for housing by delivering an apartment application with enclosures
to the Salo OP-Kiinteistökeskus Oy ISA, Turuntie 8, 24100 Salo.
Kela-card from Kela
A permanent resident in Finland is entitled to a Kela card. Everybody who moves
to Finland will be given a decision about their social security status by the Kela
office. With your Kela-card you can prove that you have the right to Finnish social
security.
Tax deduction card is obtained from the tax office
You need a social security number or a temporary social security number in order
to obtain your tax deduction card.
Bank account
Wages are paid straight to a bank account.
Take a passport or an official identification card with you when you are going to
open a bank account.

Driving license that is accepted in Finland
A valid driving licence obtained in an EU or EEA country can be replaced by a Finnish driving licence without a driver’s exam for a person
◦◦ With a permanent residency in Finland
◦◦ Or for a person that has been studying in Finland for a period of six months (minimum).
When applying for a driving licence bring along:
◦◦ 2 photos (preferably black and white)
◦◦ Certificate stating that you are not banned from driving in any EU/EEA country
◦◦ A valid driving licence

Keeping in contact with people in your home country.
You can buy phone cards from kiosks. You can send a fax from the post office on
payment. You can use the internet in public libraries, but you will need a library
card.
There are also internet cafes were you can use the internet for a fee.
If you want to get in contact with lost relatives ask for more information from the
Finnish Red Cross.

The Finnish Constitution ensures that everyone has a right to necessary livelihood
and care.
The Social Insurance Institution of Finland
(Kela = Kansaneläkelaitos)
Kela provides basic security for all Finnish nationals during different situations in
life. Kela gives information and guidance on basic security and on filling in the application forms.
Once you have obtained a personal identification number, you can go to the nearest
Kela office and fill in an application for Finnish social security.

Every person who is a permanent resident in Finland is entitled to reimbursements
according to the sickness insurance act.
Residence is permanent if:

◦◦ He/she stays primarily in Finland
The amount of health insurance compensation varies depending on the nature of
a claim. If you are a permanent resident in Finland and you are working, you are
entitled to Sickness Allowance if you become ill and cannot go to work.
Your Kela card is your personal health insurance card. All permanent residents
of Finland are issued a Kela card. A photoless Kela card is free of charge. By presenting your card at the pharmacy, you can get a direct reimbursement for your
prescription drugs.

Immigration unit
The immigration unit provides information on immigration, studying, working and
interpreter services. The unit works together with other authorities and voluntary
organisations.

The on-call immigration unit information desk is situated in the Social Services
Centre (Tehdaskatu 2, 24100 Salo) and it is open during office hours Mon - Thurs
8:00-12:00, no appointment needed. Appointments for client meetings are made
at the information desk and through letters of invitation sent by social workers
and social instructors.

The on-call social service provides help in urgent matters outside office hours.

Salo upbringing and family clinic
The Salo upbringing and family clinic is for families with children, children at
primary and secondary school, parents and associates. The service is free of

Family Centre
At the family centre, mothers and fathers can meet other parents and discuss

Shelter Home
The shelter home provides help in case of domestic violence and can be contacted
at any time (open 24 hours). All family members who have faced domestic violence will receive attention, but children are prioritised.

Employment Service Centre
The Employment Service Centre offers help for those whose unemployment is
prolonged or is at risk of being prolonged. Clients are accepted to the centre with
a referral from social services or with an invitation from the Employment Service
Centre. There is a condition that the client must have sufficient skills in Finnish.

Health Centre
The health centre is responsible for the basic health care services. Health centre
professionals include doctors, public health nurses, nurses and various special
professionals. There are two health centres in Salo: the Main health centre and
the Western health centre.
Doctors appointments
You can see a doctor at the health centre by making an appointment or in emergency situations by going directly to the health centre. In the centre of Salo,
doctor’s appointments are available at the Western health centre and at the Main
health centre. In the other regions in Salo, the doctor has appointments at the
regional health centre, maternal health clinic and other locations that are specified
separately.

Maternal health clinic
The services of the maternal health clinic are meant for families expecting a child.
At the clinic, the welfare of the mother, fetus and family are taken care of, and the
parents are given support. At the clinic, you can discuss issues about pregnancy
and childbirth confidentially. The progress of the pregnancy is monitored closely
at the maternal health clinic.

There are approximately 11-15 clinic visits during the pregnancy. Pregnant women and their partners can participate in “family training” and small peer groups,
where they can talk with other families who are in the same situation.

Child health clinic
The Child health clinic provides guidance and information in all situations a family
may experience. At the clinic children’s development and overall health from an
infant to school age is followed. Children are also vaccinated at the clinic. Before
a child goes to school, the public health nurse will call the child in for a “school
start” check-up. If further examinations are required, the clinic will give a referral
to other professionals such as psychologists, speech therapists, nutritional therapists or physiotherapists.

School and student health care
Pupils and students have a right to school and student health care services.
Every school has its own public health nurse who works together with parents,
students and teachers. The goal is to secure the pupil’s growth, development and

The goal of family planning is for every child to be welcome and as healthy as

Occupational health care
Employers are responsible of organizing occupational health care services for
their employees. The occupational health unit of Salo health centre provides
health care services and medical treatment for workplaces and entrepreneurs in
Salo’s regional area.

Speech therapist
In speech therapy, the speech and voice is rehabilitated and examined. Both adults
and children are treated by speech therapists. You usually see a speech therapist
by a doctor’s or nurse’s referral.

Nutritional therapist
Nutritional therapist gives information about diet and food preparation when a
special diet is necessary due to an illness or when there are other problems with a
diet. A referral is required for an appointment with a nutritional therapist. Contact

Nurse’s reception
Nurses perform medical operations and write out certificates about being away
from work due to an illness. Nurses and public health nurses give treatment and

Health centre bed departments are for those who are not able to live independently at home (after surgery for example). These departments give an opportunity to
further examinations if needed, to recovery from illness and to rehabilitation after
an illness or an operation. A doctor’s referral is needed.

Home Hospital
Home hospital is an acute, short-term option for intensive home treatment that
supplements other forms of outpatient treatment.

It is in use in all Salo regions and it includes treating clients at old people’s homes
and housing service units. Nurses can be reached both in the morning and the
evening shifts, 7:00 - 22:00.
If necessary, doctors perform house calls during weekdays as agreed. Planned
home calls are not made at night, but the clients using home hospital services can
reach a nurse by telephone even at night.

A social worker gives advice on different issues related to social security, medical
rehabilitation, the treatment of chronic diseases and social services. Social workers also perform home calls.

Physiatrics
The aim of physiatrics is to prevent, assess, treat and rehabilitate functional disorders, caused by diseases or injuries, together with physiotherapists and occupational therapists and other rehabilitation staff so that the patient’s entire situation
in life is taken into consideration.
There is a doctor specialized in physiatrics at the health centre rehabilitation unit.
Patients are referred to the specialist by their own doctor or by doctors working at
the Salo Regional Hospital.

Physiotherapy
The unit of rehabilitation services offers perpetuating and healing physiotherapy.
They will also help you with planning the need for aid instruments and estimations
for adjustment works with your apartment required for instance due to physical
disability. Physiotherapy is available at the Salo Main health centre, at the Western
health centre, at health centre bed departments and at the different units and
outpatient departments of Salo Regional Hospital. If necessary, physiotherapy can
also be given at clinics, schools, workplaces, homes and different institutions.
Customers are invited to physiotherapy by letter or telephone.
It is also possible to receive individual guidance at the Fitness Clinic without a
doctor’s referral.

Occupational therapy
Occupational therapy for children and young people at Salo health centre includes
counselling for children and families, support for parents as they deal with developmental problems in children and young people, and work done in the immediate network. Individual goals that help in implementing occupational therapy in
stages are created based on an evaluation.
An occuparional therapist can give instructions to be followed out at home, at day
care or at school without a doctor’s referral.

Occupational therapy for adults
The occupational therapist assesses the functional capacity of adult clients and
their possibilities to live independently in their own environment by interviewing,
observing and using different kinds of tests. Based on the results, the occupational
therapist and client set targets for a possible therapy period. A doctor’s referral
is needed for an assessment of the capability of a person and for occupational
therapy.

Service guidance
The service counsellor provides counselling and guidance in matters related to
services and social security for the elderly. He/she is also responsible for transportation services in accordance with the Social Welfare Act.

Assessment of care need and client placement activities
(SAS working group)
The goal when assessing care need and scaling care is to place the client in a
location that corresponds to his/her functional capacity and need for assistance.
SAS is an acronym for the Finnish words selvitä (clarify), arvioi (assess) and sijoita
(place).

Family caregiver care
Relatives or other people close to the client can care for an elderly person at
home. In such cases, the city can pay this person a caregiver allowance if he/she
meets the requirements for receiving caregiver allowance.

Home help service
Provides assistance for elderly people to manage at home when their capability to
cope with everyday life has deteriorated either temporarily or permanently. Home
help services support living and assist in daily activities, such as medical treatment and personal hygiene. Clients can get support services if needed: transport,
sauna, laundry and food services, for example.

24-hour care
24-hour care includes intensive assisted housing and homes for the elderly. 24hour care can be short-term, periodic or long-term in nature.
Sheltered homes
Sheltered homes are for those old or handicapped people, who need assistance
day and night.

There are two old people’s homes in the centre of Salo: Kukonkallio and Paukkulakoti. These are homes for those elderly people in Salo who cannot live at their
homes independently.

Debriefing
When a person living in the area faces a

Student welfare
Student welfare includes the services of a school psychologist and a school social worker. The aim of the school psychologist’s work is to enhance the school
attendance and welfare of children and young people by addressing problems as
quickly as possible. Parents, a teacher or even a student can contact the school
psychologist concerning, for example, a child’s development, learning or matters
related to the life situation in general. You can contact the school psychologist

The school social worker supports students in their school attendance and promotes social welfare and positive overall development. Parents, a teacher or even a

3. Day care and Education
Day care
Children under school age are entitled to day care or alternatively to home care
subsidy or private care subsidy. The early education office will help with issues
such as day care placement and home care subsidies. The goal of day care is to
offer the families education of the child, which supports the development of the
child individually. Day care is carried out in day care centres and as group family
day care and family day care. The charge depends on the income of the family.

Preschool
All six-year-old children are entitled to preschooling. Also those seven-year-olds
who start their school one year later than other children and those five-year-olds
who have a longer compulsory attendance at school are entitled to preschooling.
In Salo, preschool is carried out in day care centres. There are approximately four
hours of teaching every day during school terms.
Preschool is free of charge. If necessary, day care supplementing preschool can be
applied for using the correct day care application form. Day care will be charged
for according to the act on customer payments.

Afternoon activities for school children
The afternoon activities for school children are meant for children attending the
1st and 2nd grades and they are organised at primary schools as decided by the
municipality. Children are to primarily take part in the afternoon activities organised at the school they attend regardless of which area they live in. NB! If a child
has been registered in afternoon activities, the municipality does not arrange or
finance school transport home.

The play park activities are meant for children over 2 years old who are being cared for at home. You can leave your child to play at the play park in the supervision
of an attendant. The length of the play time is agreed upon with the attendant.

Personal tax deduction card
All income is taxable in Finland. The tax deduction card indicates how high the
tax percentage is. Your tax percentage depends on your income and it can be
altered during the year if your income changes. Keep an eye on your income and

Driving licence
A valid driving licence is needed in Finland. Different rules apply for driving licences obtained from different countries. Usually, a foreign driving licence must be

The traffic in Finland is right-handed. Driving in winter months can be dangerous
due to icy roads. Winter tyres are required from December to February. Drivers

The youth workshops are primarily for 15 to 25 year olds living in the Salo area
who do not have a place to study or are unemployed. The workshops offer youths
an opportunity to practice working and everyday life and to plan for their future
based on their personal needs.

The youth information and advice centre Suunta is meant for people aged 15 - 29
living in Salo. The information and advice centre provides help with for example
looking for apartments, studying, working life, hobbies and questions related to
social and health services. There are three computers that the clients can use
either independently or guided by a Suunta worker.

Outdoors and camping areas
The camping area in Teijo is surrounded by many lakes and offers excellent fishing
waters. It is located in Mathildedal, 20 km from Salo. Teijo camping site offers
various camping possibilities, services varying from accommodation to golf and
downhill skiing. There are over 40 km of paths that are marked with guide signs.

13. Information about Finland
The Republic of Finland is a sparsely populated country. Most of the population live in
the southern parts of the country.
Some facts about Finland:

◦◦ 76,4% of the population belong to the Evangelical Lutheran Church of Finland

◦◦ Finland is a part of the Nordic Countries and a member of the European Union
◦◦ Our currency is the euro
◦◦ Finland is a parliamentart republic
◦◦ The president is elected for a six-year term by direct popular vote
◦◦ Prime minister is head of the government
◦◦ There’s a common liability to military service in Finland
◦◦ Also women (18 years of age and above) are entitled to enroll as a voluntary militant

Finland has been divided into five provinces and in addition to Åland’s self- governing
Islands. Salo and Turku belong to the Province of Western Finland and to the VarsinaisSuomi region. The area of Finland is 338 144 km2. Finland is a country of thousands of
lakes: there are nearly 188 000 lakes and ponds that have a minimum size of 500m2.
Finland is the ninth most forested country in the world. Most of our land is covered with
forests and wooded swamps. The conifer forest is the main type, but there are also some
broad-leaved trees. Forests provide a habitat to many animals such as lynxes, rabbits,
foxes, squirrels, elks, bears, reindeers, bats and many birds.
The four seasons of Finland are each very different
In the winter
the average temperature goes below 0°C. Good heat insulation in houses is important.
Snow is an essential part of the Finnish winter, of which people enjoy mostly when travelling to Lapland. Downhill and cross-country skiing are popular winter sports. Santa
Claus, who lives in Korvatunturi in Lapland plays a very important role in traditional
Finnish Christmas.
The spring
symbolizes a new beginning for the Finns. The flowers blossom and the snow melts
away. The average temperature is between 0°C and +10°C.

The summer
season begins soon after spring around the end of May and a long summer holiday
looms in the eyes of students. The sun goes down later than usually and some of
the nights are very bright, especially in Lapland. Swimming in the lakes during
summer is especially popular.
In the autumn
the trees shed their leaves and suddenly the forests change their green colours to
brown, red, yellow and purple. Autumn is said to be the most artistic season of the
year. It starts around August-September and lasts until the beginning of winter,
around October-November.
Finland’s road traffic seldom has traffic jams; 21 highways connect the biggest
cities. Trains and buses run reliably. There are good connections from Salo to Helsinki and Turku for example.
The nearest airport is in Turku. The biggest airport of Finland is located in Vantaa,
close to Helsinki. You can also travel to Sweden, Estonia and Germany by ship or
ferry.
Sauna, “sisu” (guts) and closeness to nature describe the Finnish culture well.
There are many spoken dialects in different parts of Finland.
Finland has great poets, authors and composers. The most well-known poets and
authors are Finland’s national poet Johan Ludvig Runeberg, whose most popular book is “Vänrikki Stoolin tarinat”; author Elias Lönnrot, who collected the
stories for Finland’s national epic “Kalevala”; the creator of Finnish fiction, Aleksis
Kivi, who published “Seitsemän veljestä” (Seven brothers) in 1870 and Väinö
Linna who described the war and people’s years of fate from new aspects in his
novels “Tuntematon sotilas” (The unknown soldier) and “Täällä Pohjantähden alla”
(Here under the North Star). The national composer of Finland is Jean Sibelius,
whose most appreciated works are his seven symphonies, his symphonic poems
and his violin concerto.
