area. Our historical society is very active and takes great
pride in the wonderful historical area that they maintain.
Here you can visit an original cordwood house or take a
peek at a collection of historical stones including a section
of The Great Wall of China. A visit to the Four Wheel Drive
Museum is a definite must where you will learn how the
ball and socket steering joint located at both the front and
rear axel allowing for four wheel drive traction was first
created.

the traditions of friendship, cooperation and commitment
to the future. We are fortunate to have the variety of
business, industry and natural resources that we have in
our city. Clintonville is a great place to live with an active,
forward thinking city government, with excellent schools,

T
he Clintonville area is built on a
foundation of historical intrigue.
Clintonville is widely known as the
home of the four-wheel drive vehicle,
as the first all-wheel drive cars and
trucks were first created in Clintonville in 1908. The Four
Wheel Drive Museum, located at 105 E. 12th St., can be
toured by anyone looking to learn more about the history
of the Four Wheel Drive Corporation and how it helped to
put Clintonville on the map.

buildings to tour. Each one tells a different story, and all
are packed with historical items that show what life in the
Clintonville area was like through the years. Operated by
the Clintonville Area Historical Society, the park features
the following attractions: History House, a two-story frame
house built in 1861; Clintonville’s first town hall and fire
department; Doty-Besserdich House, made of stovewood
walls with pieces piled on top of one another and held
together by mortar; Stavemaker Cabin, built in 1869 by
Ralph Denn to serve as his stave-making factory and
home; and one of the most unique collections of stones
in the United States, including Pioneer Park’s “Great Wall
of China”.
The Marion, Embarrass and Bear Creek areas
also feature historical interests that are unique
to each community. These communities were
founded along waterways such as the Pigeon
River and Embarrass River, and are in very
close proximity to the Wolf River, which was the
lifeline for area communities throughout the
19th century. Embarrass was named after the
Embarrass River, whose name derives from a
French word for “impede” or entangle, because
logs so often snagged along the waterway. Bear
Creek started out as a lumber camp in 1850 when
the state of Wisconsin was just two years old. In
those days, the only inhabitants of the area were
Menominee Indians. Like many pioneer towns,
Marion, Bear Creek and Embarrass went through
the stages of Indian campsites, logging points and
trading centers.
The Clintonville area is a treasure trove of
historical wonders waiting to be discovered.

The Chamber of Commerce was established in 1910
as a not-for-profit organization to promote, support and
advance the Clintonville area businesses and industrial
sections of our community as well as our surrounding
communities. Our goal is to be the main organization
through which all other facets of community life, clubs,
schools, organizations, churches, and private citizens, as
well as business and industrial people, can focus their
efforts for the betterment of Clintonville and surrounding
area, enabling all to enjoy “the Good Life Unlimited.”
Over 150 businesses and organizations support and
work together with a 9 member board of directors and
part-time staff to promote member’s businesses, tourism
and economic development. The office serves as the
primary communication center for providing information
about area events, facilities, relocation and clubs and
organizations.
The CACC actively supports and works with the
Waupaca Visitors and Promotional Council, Waupaca
County Economic Development Corporation, Waupaca
Job Center, University of Wisconsin Extension, Fox Valley
Technical College, Clintonville Industrial Development
Corporation, the City of Clintonville and it surrounding
townships.
Our goal in providing this Directory and Community
Guide is to highlight the many resources in our community
as well as surrounding communities, encouraging our
residents and visitors to experience Clintonville and
surrounding areas.

The City Hall staff is responsible for ensuring the
smooth day-to-day operation of all administrative
functions and services. Our Administrative staff
includes the full time City Administrator, City ClerkTreasurer, Deputy Clerk-Treasurer and an Administrative
Assistant staffs the Administrative Office. The goal of the
Department is to execute all duties and responsibilities
in a responsive, courteous, and cost-effective manner by
ensuring that all administrative requirements are met
in a timely fashion and that the day to day operations
and affairs of the City are managed responsibly and
professionally. The City of Clintonville has an elected
Mayor that serves a two-year term. The Mayor’s
responsibilities include presiding over the Council
meetings and acting as the Chief Elected Official. The
Mayor assists the staff in carrying out the policy directives
of the Common Council. The Mayor holds regular weekly
office hours to give the citizens of Clintonville, staff and
other elected officials a chance to meet with her to discuss
concerns. The City of Clintonville also elects a ten member
Common Council that is headed by the Council President.
The City is divided into five aldermanic districts. Each
district has two alderpersons that are elected to two-year
terms. The Council is charged with developing local policy
through legislative process, and directing the activities of
the staff. The City of Clintonville also has a number of
independent Commissions and Boards that are appointed
by the Mayor and approved by the Common Council. Some
of the members of these entities are not Council members.

The Clintonville Police Department provides 24 hour
police protection with patrol, including 24 hour dispatch
and walk-in services. Police School Liaison services are
provided in the schools through a mutually funded police
position with the school district.
Clintonville Fire Department
Emergency 911
The Department is managed by a Fire Chief, two
Assistant Chiefs, three Captains, and three Lieutenants, all
of who are part time. Fire protection and rescue services
are provided by 32 paid on call volunteer firefighters. The
Department is responsible for responding to emergency
calls, conducting safety inspections, and advising the City
staff and community on matters of fire protection. The
Fire Department also provides protection to three area
townships, Bear Creek, Larrabee and Matteson. These
municipalities have a contract with the City and are
charged a portion of the annual expenses. The calculation
for the annual payment is based partly on population
and partly on the past three year’s fire calls. The goal of
the Clintonville Fire Department is to provide responsive
fire protection service using modern suppression
techniques that minimize damage to property and save
lives. The Department is also committed to working with
the community’s residents and business owners to take
measures that will help to prevent fires before they start.

The City Park and Recreation Department is staffed
by a Park and Recreation Director, a Park Foreman and
two Park Laborers, all of who are full time. However, one
Park Laborers also have janitorial responsibilities. The
goal of the Department is to provide a system of easily
accessible and well-maintained open spaces and parks,
which will provide recreation opportunities and enhance
the quality of life for all City residents and visitors. The
City has two community parks and nine neighborhood
parks. In addition there is a boat landing near Hemlock
and N. 12th Streets. The Department is also serviced by
as many as 50 temporary part-time employees to ensure
that adequate staff is available to perform all functions.
The Department provides many opportunities for people
young and old to participate in recreational activities.
There are a wide variety of classes and programs offered
by the Department. The City owns and operates an
outdoor pool in Bucholtz Park, the Recreation Center at
55 E. 12th Street and a Community/Senior Center at 30 S.
Main Street. There are six outdoor shelters, which can be
rented by the public.

The Clintonville High School Rec Center is open to the
pubic seven days a week. Ammenities include a large pool
with 8 lanes for lap swimming with a maximum depth of
ten feet, a small pool with a maximum depth of four and
a half feet, a whirlpool, an extensive fitness center, and a
community gym with 6 basketball hoops. Admission to
the rec center is available by purchasing a daily pass or
an annual pass. Various programs are offered including
swimming lessons, water aerobics, weight training, first
aid, CPR, SCUBA, and lifeguard training. A community
education room is also available to rent for hosting parties
or get togethers.

The Clintonville Community Center features 5,200
square feet of usable space. It can be rented for various
purposes, such as birthday parties, family reunions, baby
and bridal showers. The cost of rental depends upon how
much of the facility is used. A well-equipped kitchen is
available. A DVD/VCR, movie screens, presentation boards,
white boards, etc. are also available for use. Through the
use of movable acoustical walls, the large activity room
can be arranged into three smaller rooms. The facility is
available nights and weekends as well as a portion of it
during the day, Monday through Friday.
Clintonville Public Library
opens the Saturday after school is out. Regular swim hours
are 1:30-4:30p.m. and 5:30-8:00 p.m. daily.

Connect to the past, present, and future through books,
DVDs, CDs, magazines, newspapers, and other items
available in the library which is located at the corner
of Eighth and Hemlock Streets. Surf the web on public
Internet computers or Wi-Fi. Research local history and
genealogy through local newspapers which are available
on microfilm. Attend any of the over 300 programs offered
each year for children, teens, and adults. More information
about these programs and services can be found on the
website or on Facebook. The library is open MondayThursday 10-8, Friday 10-5, and Saturday 10-1:30.
The City is part of a Wisconsin State Statute 66.30
agreement which allows the creation of an ambulance
service and is one of 9 co-owners of the service. The
service provides 24 hour Advanced Life Support Care and
Transport to the Cities of Clintonville and Marion plus
9 other surrounding municipalities. Service is provided
through 2 fully staffed stations by approximately 35
dedicated paid employees. The service also receives
assistance from several first responder groups in the
outlying areas. The service is overseen by a Director and
Commission. The commission is compromised of one
voting member from each co-owner municipality. The
commission outlines the overall preferred functions of
the service and the budget. Part of the budget includes a
subsidy or contract payment from each municipality which
is based on the current available population. The Director
is responsible for all daily operations of the service. An
Administrative Secretary, Deputy Director, Training
Coordinator and Health Nurse also assist with some
operations of the service.

The City operates a municipal outdoor swimming
pool at Bucholtz Park. The pool has three diving boards
and a separate wading pool. The pool is staffed by a full
time pool manager and approximately twelve full-time
and part-time employees. The pool is open June through
August. Approximately 125-150 people take swim lessons
each year.

The City owns and operates a Municipal Airport on
the southeast corner of the City. The Airport handles all
types of aircraft, including corporate jets. It has two paved
runways that are 4,600 and 3,300 feet long and one 2,010foot grass runway. The City has five commercial hangars
along the ramps that are leased by four different aviation
related companies. There is no City water and sewer at the
site so the buildings are served by a private well and septic
system. There are approximately 21 private hangars that
others have built on the land leased to them by the City.
One of the aviation businesses operates the city owned
fuel system. The City has a part-time contract employee to
serve as the Airport Manager to oversee all the operations
at the Airport. The Airport has erected a chain link fence,
surrounding the facility, for safety to keep the animals out.

The Clintonville Area Waste Service is operated under
a 66.30 agreement between the City of Clintonville, Town
of Larrabee and the Town of Matteson. The residents of
these three municipalities may bring their garbage and
recyclables to the site for disposal.
CAWS Hours:
Friday 8 a.m. to 5 p.m.
Saturday8 a.m. to 4 p.m.
When disposing of garbage, it must be in clear plastic
garbage bags not to exceed 30 gallons or 27 lbs. It is the
policy of the CAWS Board that no cash be accepted at the
site. Checks will be accepted for the amount of purchase
only. Stickers to dispose of garbage bags can be purchased
in sheets of 5 for $10 at area stores such as EconoFoods,
Pamida, and City Hall.
Education
The Clintonville Public School District with an
enrollment over 1700 serves the greater Clintonville area.
The school district includes an early learning center
(4-K, Headstart and Early Childhood), an elementary
school (grades K-4), a middle school (grades 5-8), a new
high school constructed in 2002 (grades 9-12), and two
parochial schools. Programs available to students include
fiber optics distance learning which provides specialized
and advanced placement courses, gifted and talented
opportunities, special education for children with special
needs, and an aggressive School-to-Work experience, a
cooperative learning initiative with area businesses and
industries.
In addition, Fox Valley Technical College, located in
Appleton, has a regional center in Clintonville serving over

Quality health care is provided by two medical clinics.
In addition to caring, quality family healthcare, the
Affintity Medical Group Clinic and Theda Care Physicians
Clinic offer a variety of x-ray, laboratory, and specialty
services. The Clintonville Area Ambulance Service provides
emergency service on a 24-hour basis. Four ambulance
units manned by 2 licensed personnel and 36 EMTs are
located at two stations and operate at the Advanced Life
Support level. They were chosen EMS Service of the Year
for 1999. Two hospitals are located within 15 minutes of
Clintonville.
Three nursing homes for residents needing extended
care and several assisted living facilities are available in the
community.
Dentists, optometrists, chiropractors, and rehabilitation
therapy centers meet the needs for total healthcare. The
community is also served by two veterinary clinics for pet
and animal care.
Manufacturing
Our industrial community has a unique heritage
serving as the birthplace of four wheel drive technology.
The City of Clintonville has a large, diverse industrial park
located north and south of state Highway 156 and east of
state Highway 22. There are numerous improved lots that
are ready for development. The current occupants include
businesses that manufacture plastics, paper products,
metal forging, fire apparatus, and metal fabrication.
The Clintonville Industrial Development Corporation is
a local corporation that is interested in assisting businesses
to locate in Clintonville and to help existing businesses
expand. The city has Revolving Loan Funds available at
a low interest rate to assist in the creation of new jobs.

Transportation
Public transportation is offered by a local taxi service.
Commercial air service is available from airports in
Appleton (35 miles), Green Bay (40 miles), Mosinee
(60 miles) and Milwaukee (130 miles). Clintonville’s
municipally owned airport handles all types of aircraft,
including corporate jets. It has two lighted, hard surface
runways and a turf runway. Full service maintenance,
including avionics, paint, fuel, instruction and complete
aircraft maintenance, is available at this facility. The

 Library Cards: Any resident of Wisconsin may apply
for a library card, free of charge. Proof of residence
is required for adults when the card application is
completed. Children under the age of sixteen must
have a parent’s or guardian’s signature on their
application. There is no minimum age requirement
to obtain a library card. A picture ID is required to
check out materials if a card is forgotten. Library
cards are valid for three years. There is a $3

Village of
embarrass
T
he Village of Embarrass was named
after the Embarrass River, whose
name derives from a French word for
“impede” or entangle, because logs so
often snagged along the waterway.
The beautiful river community has grown to become a
picturesque fishing destination. Embarrass also features
a large community park that is home to Embarrass Fun
Daze every August. The event celebrates the village’s
unique identity and is put on by the Embarrass Fire
Department, a volunteer force that is a vital contributor to
the community both in safety and fire protection services
as well as community involvement.
Village of Bear Creek
B
ear Creek started out as a
lumber camp in 1850 when
the state of Wisconsin was
just two years old. In those
days, the only inhabitants
of the area were Menominee Indians. Like many pioneer
towns, Bear Creek went through the stages of Indian
campsites, logging points and trading centers.
Enterprising lumberman Welcome Hyde became the
founder of the village when he located his lumber camp
on the bank of the river and cut the first road into the
area. Within a short time, other families began building
homes nearby and many of these earliest settlers found
employment in many lumber camps that came into the
territory. There was no village in the whole township
area of the present Deer Creek until the railroad was
built in 1880. About this time, F.M. Hyde build a store at
what became Bear Creek Station. Truman brothers built
a second general merchandising store after Hyde, and
a depot was built and post office started. Before very
long, the station became a settlement of considerable
importance in this lumbering area.
Catastrophe hit the village in 1902, when fire wiped
out three quarters of its area. This fire, still referred to by
old times as “The Big Fire”, was the main reason behind
the move to incorporate the village that same year. One of
the first steps taken by the village fathers was to provide
as much firefighting equipment as possible. Within two
months, the village had a hand powered engine with 500
feet of hose and a large cistern reservoir.
When the village was incorporated, it was named
Welcome to honor its first settler but within a few years
the name was changed back to Bear Creek because of the
confusion resulting from the village and railroad station
having different names.
Presently, Bear Creek has a population of 415. The
main industry in the Village is the Great Lakes Sauerkraut
Company, which is the largest sauerkraut company in
the world. The original Flanagan Sauerkraut Factory was
opened in 1916.
Some of the main events that are held in the village are
the St. Mary’s Sauerkraut Festival, held on Saturday and
Sunday of the first full week in August every year. Garden
tractor pulls are held in the Village in spring and fall.

Area Lakes and Rivers
 Pigeon River
Five miles long, the Pigeon River flows southwest
through the center of Clintonville. Fish species include
smallmouth bass, northern pike, pan fish and forage
species. Access for fishing and boating is available at
several points in the area.
 Woodlands and Wetlands
Woodlands are located within the City of Clintonville
along the banks of the Pigeon River. Around the city,
woodlands are located primarily north and south of
Pigeon Lake. They are identified as high-value wildlife
areas in east central Wisconsin.
Area Parks and Trails
 Navarino Nature Center/Navarino Wildlife Area,
W5646 Lindsten Road, Shiocton
Recently designated as a State Wildlife Viewing Area,
this 14,500-acre preserve is the fifth largest wildlife area
in Wisconsin. An abundance of walking trails, beautiful
forests and swamps makes this a great place to see a
variety of wild animals. Visit a private nature center
located in the southeastern corner that includes a selfguided nature trail and picnic grounds. The center also
offers cross-country skiing, snowshoeing, sledding, birding

 Cloverleaf Lakes
Cloverleaf Lakes is a resort area located north of
Clintonville, with hotels, motels, restaurants, park facilities,
fishing and much more. Cloverleaf Lakes consists of three
beautiful lakes that form the image of a cloverleaf. Enjoy
boating, fishing and swimming.
 Arbor View Gardens
Arbor View Gardens is located at E20540 County Road
C, Clintonville. The gardens are located just a stones throw
away from Embarrass and provide some of the prettiest

 Navarino Wildlife Area
Of the approximately 15,000 acres of wildlife area,
1,000 extend into northeastern Waupaca County. Provides
excellent habitat for waterfowl and forest game. Hunting,
hiking, cross country ski trails and a nature center are

 Pigeon Lake/Pigeon Lake Wayside
Located directly northwest of Clintonville, Pigeon
Lake is a 218-acre impoundment created by a dam on
the Pigeon River. Fish species include northern pike,
largemouth bass, bluegill, black crappie, rock bass,
pumpkinseed, bullhead and white. Fishing and boating
access are available at several points. A picnic area, hiking,
fitness/exercise trail, nature trail and sledding hill are also
available.

Chicken on the Run offers tasty, Broaster chicken
Broaster Chicken is now available at Chicken on
the Run, 325 ½ S. Main Street. Located in the former Bud’s
Cheese Haus location at the Shell gas station, offers a wide
variety of grab-n-go Broaster Chicken items.
Jodi Keller is the sole proprietor of the business, which
officially opened on Aug. 20, 2012.
“I have worked with my husband and father-in-law as
a Broaster Chicken product and equipment distributor
since 1993,” she explained. “Their territory covers northeast
Wisconsin and the Upper Peninsula of Michigan. There are
75 Broaster Chicken distributors worldwide and not many
people know that Clintonville is home to one of them.
Keller said they worked many long hours to get the
facility set up with all the necessary equipment. They also
put in a lot of time making sure everything met state codes.
Keller explained that Broaster Chicken is the second
largest chicken program in the world, and is unique
because of the pressure frying procedure. As each order is
received, the chicken is placed inside the Broaster Company
manufactured pressure fryer, designed to cook each
individual piece of chicken “under pressure” in the chicken’s
own natural juices, limiting the absorption of cooking oil
and driving the heat deep down to the bone while searing
the chicken with a crispy-crunchy coating. All Broaster
foods are prepared and cooked in a similar fashion.
A number of combo meals are available, including
chicken by the bucket, appetizers, a Friday fish fry, BBQ
smoked ribs on Saturday, and an assortment of salads,

Chicken on the Run does not do catering, but large
parties will be accommodated if they are willing to pick up
their orders. Delivery is not offered on any orders. A 24 hour
notice is required for chicken orders of 50 pieces or more.
All orders are for carry out only.
Chicken on the Run is open every day except Tuesday
from 11 a.m. to 8 p.m. Customers can order over the phone

partners at Erickson’s Home Medical Equipment located
at 8 South Main Street, Clintonville, since 1988. The store
offers almost any equipment needed in the home care of
elderly or disabled persons. “If we don’t carry it we will find
it,” says Jim Dins co-owner of the store. “We cater to what
the public is looking for and needs.”
The business has the largest selection of lift chairs in
stock north of Milwaukee, and the choices are extensive
and can fit into any decor. They also offer home oxygen
systems, sleep apnea equipment, canes, rollaters, walkers,
wheelchairs, sturdy bathroom accessories to make daily
showering and toileting easier, hospital beds, and numerous
self help aides. They also provide full diabetic shoe wear

Erickson’s Home Medical Equipment has 24-hour

Looking for a fun family activity, or an

further than Clintonville Lanes and Banquet Hall, located
at 250 Cty. Rd. I. The convenient location is easily accessible
for all vehicles. A snowmobile trail runs right next to the
property, making it easily accessible for winter sports
enthusiasts as well.
Steve Hanson is an owner and manager of the bowling
center and banquet hall. His passion for the sport of
bowling is used to provide opportunities for others to join
in the fun at Clintonville Lanes.
Ladies bowling leagues compete on Tuesdays, while
mens leagues compete on Thursdays. Couples leagues take
the alley on Saturdays. A number of youth bowling specials
are also offered, and family specials are offered
on Sundays. Tournaments are offered throughout
the year, and corporate parties and tournaments are

John and Charlie Klein, along with the friendly

construction, the new Klein Chevrolet
Buick dealership opened its doors to
customers on Monday, Dec. 5, 2011.
The new 24,000-square foot dealership
is located at 111 W. Madison Street.
The Klein’s are excited to begin a
new era from spacious facility, which
is the only recently new built Chevrolet
facility in the state. “The facility
has turned out even better than we
expected,” said Charlie Klein, Owner of Klein Chevrolet
Buick. “It’s very modern and accommodating, and we’re
happy to provide the best in sales and service from this
great new location.”
An increase of 20 acres means the new lot is able to
accommodate more than 100 vehicles. The dealership also
boasts 12 service bays, a hoist for heavy duty truck repairs, a
Quick Lube, and many customer friendly amenities.
“We believe a visit to our dealership
is definitely a welcome experience for
customers,” said Klein.

Owners take newspaper back to its roots
Brown County Publishing, headquartered in
Green Bay, acquired the northern Wisconsin publications
and websites of Journal Community Publications Group,
which includes the County Post East, in December of 2012.
The sale also included the Buyers’ Guides in Waupaca,
New London, Clintonville, Marathon County, Wood County,
Stevens Point and Rhinelander. Total circulation for the
northern Wisconsin publications is about 200,000.
Brown County Publishing is a family-owned business
that was started in 1953. Among the company’s former
publications were the Door County Advocate and the Green
Bay News-Chronicle.
Publisher Frank Wood sold the Advocate and the NewsChronicle to Gannett, along with 32 other publications to
Gannett, in 2004.
The company currently has $22 million in total annual
revenues and employs 100 people. Its printing facility is
in Brookfield. About 75 employees in Journal’s northern
Wisconsin group will begin working for Brown County
Publishing.
“This brings us back to publishing in a big way and
back to our roots,” according to Patrick Wood, CEO of
Brown County Publishing. “After we sold to Gannett, we
always thought about going back into newspapers.”

Wood has been involved in community publishing for
over 20 years. He started his career with Brown County
Publishing as the Circulation Manager for the Green Bay
News Chronicle from 1991-98.
From there he was named General Manager of Tri
County Publications, which included the Algoma Record
Herald, the Kewaunee Enterprise and the Luxembourg
News – all of which were paid weeklies, along with two
total market coverage products for Kewaunee County.
When the publications were sold to Gannett in 2004,
Wood stayed with the papers for 4 1/2 more years. In that
time he worked to combine the above five papers into three
core products.
In 2008, Wood came back to Brown County Publishing
and sold advertising for Auto Plus. He then moved over
to the Auto Gazette after it was purchased from Journal
Community Publishing Group. Since then he has also
taken on the position of General Manager of Bullseye
Distribution.
Through the years, Wood has remained very involved in
the local communities where he has worked and lived.
