We are in the process of switching our telephone
systems to a VOIP system. Unfortunately, we were not
able to retain our current phone numbers. The good

Egg Addling
Volunteers needed…..If you have a nest with goose
eggs on your property, please call the office and we will
put you on a list for our volunteer egg addlers. The
volunteers will be going out, starting April 9th looking
for nests with eggs. When they find the eggs, they oil
them, thereby prohibiting them from developing. If you
remove the eggs yourself, the geese will just lay more
eggs. If you give us permission to go on your property,
allow us to addle the eggs, you will be helping to improve
the water quality of our lake. If we can keep the population of our resident geese down, we will help reduce the
nutrients that they bring into our lake. If we can reduce
the nutrients, we will have a healthier lake. If you would
like to become a volunteer for this project, please call
Theresa in the office at 815-765-2827 x 204.
The Outpost in its current state.
There was a Town Hall Meeting held Sunday, March 13,
concerning what we should do about the current state of
disrepair of our Outpost building, and what a better place
to hold the meeting, than in the Outpost itself. Residents
began arriving in a slow rain, and for many, it was their
first visit to the vintage building. It was clear to see that the
structure had seen better days. We were given a look around
the building, and even though I thought we could patch this
up and maybe paint that, I think the time has come to take
the bull by the horns, and decide what we need to do as a
community to make this something we’re ALL proud of.
A brief history of the building would probably surprise
most of us - it was originally built as a sales office on James
Circle in the early days of Candlewick, and as the development grew it was moved to its present location to serve the
young lake community in a variety of ways, including as a
teen center. It has proved its worth as a rental facility over
the years, with many a family reunion taking place there as
well as Boy and Girl Scout meetings, and the list could go
on.
Rich Witt, a member of our current board, had done
some research into what might work for us, and had some
information of how we might improve the building using
its present foundation, thus reducing the cost a great deal,
as well as new ideas about adding an outdoor pavilion too.
There were many suggestions from the group of what they
would like to see regarding a new building -- there were
some very cool ideas. The design of the new building would
include exterior doors that would allow access to bathroom
facilities for people using the dog park and the other
amenities at Outpost Park. The electrical system would be
revamped, and to meet today’s building codes a sprinkler
system would be installed as well. Lots of good ideas for
this old “diamond in the rough.”
Many people in the group said they have celebrations
coming up in the near future - weddings, graduations,
birthdays, or whatever, and might need a larger place to
hold these events. Candlewick will need places to hold our
usual events: cards, walkers, etc. Many residents said they
would love to hold their events there, but find the current
state of affairs at the Outpost unacceptable. This might be
hard to believe, but sometimes, the Rec Center is kind of
squeezed for room too, and having this additional space
would be a good thing.
Nothing is written in stone right now as to what we
should do regarding this ancient building, but there were
over 45 people kicking around some very good ideas, and
with three board members present, it seems it might be a
doable thing with a very minor dues increase, or perhaps
none at all. We shall see.
Spring Cleanup
It is that time of year to start your spring cleaning. This
does not just mean inside your home. The outside may
need a little TLC as well. Public Safety has been directed
to start issuing warnings, following up with citations for
properties that are not being maintained.
Residents are responsible for the following: removal of
all debris or rubbish from property, preventing the existence
of any other condition that reasonably tends to detract
from or diminish the aesthetic appearance of property, and
keeping the exterior of all improvements constructed on
property in such a state of repair or maintenance so as to
avoid their becoming unsightly.
Take pride in your property. The exterior of your house
must be maintained in an attractive manner. There should
be no significant blistering or peeling of exterior painted
surfaces. Any exterior building components (i.e. siding,
gutters and downspouts, roof shingles, windows and
doors) which are missing, broken or otherwise in a state of
disrepair must be repaired as quickly as possible. If you
have a broken window, replace it. If a screen has fallen out
of a window, remove it. If you have mold on the exterior
of your house, clean it off. Mailboxes, trees, shrubs should
also be maintained.
What happens if you do not maintain your property? If
there are conditions that diminish the aesthetic appearance
of your home or property, a warning will be issued first with
a reasonable time frame to correct the problem(s). Upon reinspection, if the problem has not been corrected, a citation
will be issued. If you are having difficulty correcting the
problem, contact the office and we will try to work with you
to get your issues resolved and your property improvements
made.
Prescribed Burn
Please be advised that there will be prescribed burns
taking place along Candlewick Drive at the bio swale
areas and at Savannah Oaks Golf Course for the prairie
grasses in April. Please watch the sunshine signs for
when dates become available. This work will be scheduled depending on weather and area conditions.
Prescribed burns are a safe way to apply a natural
process, ensure ecosystem health and reduce wildfire risk. Many of our plant and animal communities are dependent
on a regular occurrence of fire for a healthy existence. Prescription burning is appropriate for modifying vegetative communities/structure without the use of herbicides;
accelerating nutrient cycling, spring green-up, sprouting,
forage availability, modifying soil temperatures; and
modifying soil moisture conditions.

President’s Prerogative

I will stick with one subject this month, that being the
Outpost. This piece is long but goes full circle, so please
read to the end.
Three board members along with our Rec Center
manager were charged with the task of developing a plan
of action to handle our deteriorated Outpost building. Many
months have passed, and a lot of meetings and investigation
have resulted in a preliminary drawing of a very attractive
building with an attached pavilion. It would be a great
addition to our facilities. The existing Outpost is really in
bad shape. The inside is not terrible, but if you walk around
the outside and see the rotting siding and roof in need of
replacement, something must be done. It is a true eyesore.
Even the architecture doesn’t fit our community.
The investigative phase is still in progress. A town hall
meeting was held to present options to our property owners
and see how we should progress. We can tear it down and
forget it, we can simply rebuild the building itself, or we
can build it with the attached pavilion. As I type this, I have
no report regarding any conclusions from the meeting but I
understand it was well attended.
It is easy to look at this proposed new building as a
perfect shiny red delicious apple. Just as some were charged
with making the plans, others must look for the worms in
the apple. I for one am conservative, probably to a fault.
Here are some of my concerns.
Yes, we must do something, but when I heard the initial
guesstimate of cost, it was staggering to me. For the full
build, the guess was $350,000. We have been told the
building can be built on the solid existing foundation. The
flooring as well as the wall studs should be salvageable for
the new building. Looking at this from a novice’s viewpoint
I think to myself... if I had the lot paid for and a foundation
in place along with flooring and some studs what kind of a
home could I build for $350,000.00? It would be one heck of
a home. The cost is far more than I had expected. Part of the
problem is it would have to be built to standards of a com-
mercial building, and that changes the game a lot. Kitchen
equipment, doors, you name it will have higher standards.
The sprinkler system alone is extremely expensive.
Our association went through a period some years ago
of unprecedented spending. That is why our dues are where
they are today. We have worked very hard in the last few
years to contain expenditures as much as possible, and that
has resulted in very minimal dues increases. Yearly dues are
one factor in desirability of a community to potential buyers
along with attractive amenities. It is a balancing act.
This year we are having an updated reserve study. The
reserve study gives us an indication of how much we must
contribute yearly to offset replacement costs. Our replacement reserves are currently fully funded. My concern is
the new study may indicate we have not been contributing
enough to adequately fund our roads program. I believe that
is a real possibility. If the new study tells us we need to fund
even another $100,000 for roads yearly, it will interpret into

Policy
Annual invoices for assessments (dues) are mailed out at the end of March each year. The
due date for payment of annual dues is May 1st. Payment covers the time period of May
1st through April 30th.

US Mail or online bill pay to Candlewick’s lockbox (27 N Wacker Dr. #825, Chicago IL
60606-2800)
Online one time payment via echeck or credit card (MasterCard, or Discover). There is a
$14.95 convenience fee if paid via a credit card. Log into www.smartstreet.com and select
“Online Payments”
Pay in Person at the Association Office by check or cash. Credit cards are not accepted for
dues payments in the office.
DELINQUENT ACCOUNTS:
An account is considered delinquent if payment in full is not processed before May 1st or an
Electronic Fund Transfer Agreement is not submitted by May 1st. To be considered current,
monthly payment of dues is only allowed if processed via an Electronic Fund Transfer
(ACH). All delinquent accounts will proceed through the Collection Action Process.
NSF CHECK OR NSF ACH:
An account that has an electronic payment or check returned unpaid by the financial institution will be charged $35 and mailed a letter notifying them that if payment is not received
in 5 business days then c-pass, guest list and member i.d. card privileges will be suspended
until payment is received in full. If an ACH is returned THREE times or your bank account is closed between May 1st and
April 30th then the electronic funds transfer agreement will be terminated and the entire
balance is due. If payment is not received your account will proceed through the Collection
Action Process.
CITATIONS:
Citations must be paid within 30 days of receiving a letter stating that the citation was
reviewed and/or validated by the Citation Review Committee. After 30 days, c-pass, guest
list and member i.d. card privileges will be suspended until payment is received in full. The
balance due on citations will proceed through the Collection Action Process. COLLECTION ACTION PROCESS:
30 days Past Due - 7% interest is added to the account
40 days Past Due - A letter is mailed giving notice of intent to lien. If payment is not made
within 10 days, then c-pass, guest list, and member i.d. privileges will be suspended.
50 days Past Due - A lien and a lien fee of $100 will be placed on your account unless there
is already a valid lien placed on your property. Your c-pass, guest list and member i.d. card
privileges will have been suspended.
60 days Past Due - Account is sent to the attorney for collections. Further collection actions
may include a Notice of Demand, Money Judgment, Garnishment and a Forcible Entry and
Detainer Lawsuit.

The Candlewick Lake News is the primary source of information and communication to all its members. The News is now mailed to individual homes in the community. Property owners who reside offsite will also receive the News by presorted
postal standard rate. Additional copies of the News are available at the East and

COMPLETED PROJECTS
1. Public Safety Citations/Warnings – Public Safety
issued 70 Citations and 68 Warnings during the month
of February.
2. Completed Community Events – Valentine Bingo
(2/12), Bunco (2/19), CPR classes cancelled due
to lack of interest (2/25 & 2/27), Family Pickleball
was cancelled due to conflict with gym usage (3/5),
Breakfast with the Easter Bunny (3/12).
3. Board Elections – There were three open positions
for the Board and three candidates. The election was
held; no candidate’s forum was necessary. 4. Mailing – The election ballots and the annual meeting
proxy were mailed out 2/17/16.
5. 2016-2017 Budget –The preliminary 2016-2017
budget was published in the February paper for the
membership to review. The Budget hearing was
held on Sunday, February 7, 2016. The budget was
approved at the special Board meeting on March 7,
2016.
6. Road Commission - The first meeting was held
March 8th. A Commission charter has been approved
by the Board.
7. Employee of the Year – The committee meet
to determine the Employee of the Year. The
2015 winner is Matt Hehn from the Maintenance
Department.
ON-GOING PROJECTS
1. Implementation Grant – The implementation grant
application has been accepted by the EPA. Of this
$88,000.00 grant, the EPA will cover 60% of the
expenses toward our bio swale project. CWL will
pay 40%. The first request for reimbursement has
been submitted and received. The core Watershed
group continues to meet. There was a meeting held
April 22 at 6:30 to update residents on the project and
to ask for volunteers. The areas were marked and

Several property owners volunteered their time recently to help with important Candlewick Lake projects. March 12, 2016 was the ballot counting, and the following property owners helped count ballots or helped as
runners: Ed Ferkel, Joe Messineo, Shirla Sullinger, Karen
Ferkel, Barbara Boncler, Marion Benson, Sandy Morse,
Sharron Meade, Louanne Gotsch, Marie Messineo, Pam
Steinhilber, and Cecelia Bagnuolo, and staff members
Theresa Balk and Valerie Alt.
The annual meeting, held on March 20, 2016, requires
volunteers to sign in the property owners and proxy
holders. The following volunteers gave up their Sunday
afternoon to help with this project: Abbi Balk, Rachel
Balk, Barbara Boncler, Shirla Sullinger, Marie Messineo,

The Landscape sub-committee is looking for a couple
of volunteers. If you are interested in helping with the
landscaping at the entrances to our community, please

MOWING DATES
The mowing dates for vacant lots are as follows: May
15th, June 15th, July 15th and September 1st. If you are the
owner of a vacant lot, please make arrangements to have
your lot mowed prior to these dates, whether you do it
yourself or hire a contractor. If the lots are not mowed,
a citation will be issued and Candlewick Lake will hire a
contractor to mow the lot and you will be charged that fee
as well.
All lots that have a house on them must be mowed on a
regular basis so as to keep the property looking neat.

was completed on July 18th. Tallgrass is contracted
for the stewardship on these areas. They have
completed all seven visits for the year. On 9/16/15,
the sub-committee members toured the bio swales. The second reimbursement request has been received. A sub-committee meeting was held on November
17th to focus on moving forward and obtaining our
next grant.
Programs: The programs currently running at
the Rec Center include, Fitness Orientation Class,
Pickleball, Dance Team (beginning 3/3), Yoga, Total
Body Circuit Class, Zumba Mix-Up, Karate, CWL
Morning Walkers, Sewing by the Lake Club (for
quilters, knitters, and crocheters), Tot Gym Time,
After School Program, Preschool and Little Learners,
Line Dancing, Biggest Loser, and weekly Pony
Canasta.
Upcoming Events: Bunco (3/18), Spring Craft and
Vendor Fair (3/19), Dues Raffle (3/1 – 4/18), Back
Yard Bird Feeding Class (3/31 & 4/3), Polar Plunge
(4/1), Bunco (4/15), Community Clean Up (4/30),
Community Garage Sales (5/20 -5/21).
Savannah Oaks Upcoming Events: Golf Course
opens for the season 4/8 weather permitting.
Rec Center Deck – Several deck boards have been
broken and need replacement. The materials have
been delivered. The work is on the schedule for this
spring.
Shoreline Stabilization – Rip Rap will be purchased
and installed by our Maintenance department in the
spring.
Replace windows at the pool – A contractor has
ordered the windows and is obtaining a County
permit. This work should be done before April 15th,
weather permitting.
Photo Contest: The Communication Commission
will be holding quarterly photo contests with a $25
prize. The rules have been published in the January
paper.
9. VOIP Phone System – The Board has approved
contracting with IP Communications to host the phone
service. The phone system switch over should be
completed by 3/31.
10. Outpost – Subcommittee has been working with a
contractor to come up with a plan to rebuild. We
are currently trying to contract with an architect who
will draw up preliminary plans to be used for the
construction bidding process. A town hall meeting
will be held on 3/13 to get public input.
11. Tallgrass Contract – The contract for stewardship of
Friendship Park, Firefly Bay, and bio swales for 2016
has been approved. Work scheduled May – October.
12. Pool Water Heaters – Replacement of two water
heaters at the pool house has been approved. Water Heaters have been purchased and delivered. Maintenance will install.
13. Pool Heaters – Replacement of the two pool heaters
has been approved. Installation has been contracted
with Nelson Carlson Mechanical Contractors.
14. Pool Deck Replacement – Replacement of the
decking over the pool pit has been approved. This has
been contracted with Lake Ridge Building Company. This is scheduled for completion by 4/30.
15. Park Signs – The park signs have been painted. The
exterior posts will be painted in the spring.
16. Public Safety Open Positions – Public Safety is in
the process of filling part time gate, patrol, and lake
positions.
17. Road Maintenance – Plow and salt roads as needed. Fill potholes as they develop.

scheduled for March 13, 2016 at 1:00 PM at the

The Rules and Regulations state that a Candlewick Lake
If you are changing the color of the shingles on
your house, you need to get the color change approved
by Candlewick Lake but a permit is not necessary. However, a Boone County Building permit and inspections are required. Please contact the County Building
Department at 815-544-6176 for further information.
Because of changes in the energy code, the County
now also requires a permit for any window change. If
you are changing any window, please contact the Boone
County Building Department. If you change a window
but the size does not change, Candlewick Lake approval
isn’t necessary. However, if the size does change or if
you are changing a window into a door or a door into a
window, you must submit plans for ECC approval.

Photo ID Membership Card (Member Card) are required
for use of the amenities (pool, golf course, fitness center,
gymnasium, and boating and fishing facilities). The rules
further state that any Member that is not in good standing
shall have their Membership Card privileges suspended
until said Member rectifies his/her membership standing. This includes the privileges for all registered Members. The rules do not say that a Member can’t pay the daily fee
for use of the amenities. The Board of Directors passed
a resolution at the April 21, 2015 Board meeting that any
Owner, Associate Members, Tenant, and any other family
members who reside in a House will not be allowed to
pay the daily fee to use the amenities if their amenity
privileges have been suspended. Additionally any Owner,
Associate Members, Tenant, and any other family members who reside in a House and are not in good standing
they will not be permitted to rent any of the Candlewick
Lake facilities.

NOTICE
As you may be aware, Candlewick Lake Association
recently voted to put a fifteen percent (15%) rental
cap in place. Under this new rule, all rental units are
defined as non-owner occupied homes. If you own a
home in Candlewick, but do not personally live in the
home, it will be considered in the count towards the
fifteen percent cap. Registration forms were sent to all
those that the Administration Office had identified. If,
however you did not receive notice, or are not sure if
your home qualifies, please contact the Administration
Office immediately. Failure to do so may result in further monetary penalties as outlined under the approved change.
The fifteen percent (15%) rental cap has been reached. If you wish to rent your home and it was not previously
identified and registered as a rental property, you will
be put on a waiting list until we fall below the rental
cap. Please contact the Administration Office with any
questions regarding rental properties. News

RESULTS/ANNUAL
MEETING
On Saturday, March 12, 2016 the Election Committee
and a group of volunteers met to open and count the
ballots for the Board of Directors election. There were
516 valid Secretary Envelopes returned with the results as
follows: Steve Lambright – 386; Randy Budreau – 367;
and Greg Waite – 358. All have been elected to a threeyear term. There were 57 envelopes found to be invalid for the
following reasons: 25 Ballot Envelopes were received
that were not inside the Secretary Envelope; 1 Secretary
Envelope was received torn open; 31 Secretary Envelopes
were received after the March 9th deadline. Additionally there were 18 invalid ballots for the
following reasons: 1 ballot had a written in candidate; 3
ballots were received with no votes cast; 4 ballots were
loose in the Secretary Envelope; 8 Ballot Envelopes were
not sealed; 2 Ballot Envelopes had markings on them.
The Annual Members Meeting was held on Sunday,
March 20, 2015 and opened at 1:12 PM with approximately 55 - 60 people in attendance. A quorum
had been met with 569 present by person or proxy. Boy
Scout Troop 77 presented the flag and the pledge was
given. The prayer was given by President Chuck Corso. Secretary Chuck Corso reported that the notice of the
annual meeting had been mailed to all property owners
and was published in the CWL News. Chuck certified
that a quorum had been met and read the certification
of the 2016 election results. All three candidates will
fill a three year term. An Annual Report giving a brief
overview of some of the accomplishments of the various
departments and committees/commissions was handed
out to the members upon their arrival. Randy Budreau
and Greg Waite, two of the newly elected Board members
were sworn in by Secretary Chuck Corso. There were
comments from numerous property owners. The meeting
adjourned at 1:45 PM. A thank you goes to all those returned their proxies,

2. Annual Meeting – The Candlewick Lake Annual
Meeting is scheduled for Sunday, March 20, 2016. We
are working hard to collect enough proxies to be able
to hold the Annual Meeting as scheduled.
3. Annual Mailing – The mailing with annual
statements, ACH information, Options to pay
information, and Amenity Registration information
has gone to the printer. This mailing is scheduled to
go out around March 25th.
4. Savannah Oaks Open Positions – Savannah Oaks is
in the process of filling seasonal positions for inside
sales/bartender, cart attendant, and course ranger.
5. Recreation Center Front Desk Position – The
Recreation Center is in the process of filling a parttime position for the front desk.
6. Commission Charters – All commission charters
need to be reviewed by their respective commissions. They will be submitted to the Board for approval at
the April meeting.
7. Turf Maintenance – Request for bids have gone out
to four vendors. Bids are due back on March 14th. 8. Community clean up – The annual Community
Clean UP is scheduled for April 30th, with May 1st as
a rain date.
9. Fitness Class Questioner – A questioner has been
developed to find out the needs of the community. What kind of classes, what time for classes, punch
cards vs paying per class? Results are coming in.
10. Recreation Center Indoor Painting – Maintenance
has started the painting project of all rooms that need

entries at the West Gate totaling 300,087 gate entries for
the year.
• There were 221 stop sign violations issued and 197
speeding violations issued.
• There were 1,488 warnings and 266 ordinance violations
issued.
• There were fifteen (15) vehicular burglaries and one
(1) residential burglary reported. BCSO was able to
apprehend a suspect on the vehicular burglaries.
MAINTENANCE
• Performed road maintenance and repairs, re-grading
of road shoulders, patching of all pot holes, and street
sweeping.
• Repaired the loop for the inbound West Gate C-Pass lane.
• Replaced the C-Pass card reader at the South Gate.
• Replaced the gate operator on the inbound property
owner lane at the West Gate.
• New lights have been installed for flag poles at the
Administration office, the East Gate and the Outpost.
• Administration Office was painted and new carpet
installed throughout entire building. This was done with
minimal customer service interruption.
• Performed vehicle repairs and preventative maintenance
on all vehicles and equipment throughout the year.
• Maintenance education included training and recertification for Illinois Pesticide licensing.
• Performed various lake maintenance projects including
dock installation and removal, repairs to the handicap
fishing pier before installation, and weekly weir readings.
• Treated the lake for weeds and algae throughout the year.
• A new boat bailer was constructed and installed to use
while treating the lake.
• A new Eco-Harvester was purchased and placed in
operation. This machine is designed to pick up algae
and weeds. It was delivered on July 9th. The machine
worked great when it was working; we experienced a
multitude of mechanical issues which meant it was in
the shop for repairs a great deal. It is ready to go for the
2016 season.
• Performed ongoing maintenance on the lake thrusters all
summer/fall.
• Rebuilt back steps at the Outpost building.
• Replaced under the road culvert at Liverpool and
Michael.
• Replaced the culvert at Highland Valley Green.
• The annual fire extinguishers inspection was completed.
• Playground and landscape mulch was delivered and
installed.
• The beach was opened for Memorial Weekend and closed
after Labor Day. • Friendship Park bathroom was opened in the spring and
winterized in November.
• Picnic tables and garbage cans were set out for use at all
the parks.
• Signed HVAC Preventative Maintenance agreements with
Allen Heating for HVAC at all Candlewick buildings.
• Mowing equipment was prepped; seasonal mowers
were hired. Maintained and mowed parks, East, West,
and South gate entrances, Candlewick Lake empty lots,
common areas, the areas above and below the dam, 293
vacant lots and 62 lawns of vacant homes.
• Rented a lift and removed dead trees at various locations
within the community. The trees were removed, the
stumps were ground down and grass seed was planted.
• Swing set at the Outpost were moved.
• Three bubble windows were replaced at the Whiting Park
playground. Replacement was necessary due to vandalism.
• Four premium steel basketball nets were purchased to
replace the ones at the Outpost, Friendship Park and
Whiting Park.
• Friendship Park fence has been removed. The plan to
put boulders around the perimeter was put on hold by the
Board. No parking on grass signs have been installed. A
barrier may not be needed.
• Re-grading of roadside ditches including culvert cleanout
and cutting/removal of damaged culverts for better water
flow at several locations
• Repaired and replaced gate arms at all gates as needed.
• Updated, installed and replaced multiple traffic signs
throughout the community.
• Administration Office and Savannah Oaks parking
lots were seal-coated and striped by Wally’s Blacktop
Sealcoating. The striping and handicap markings were
completed by maintenance at the Recreation Center and
the Outpost.
• The tennis backboard was built and installed by
Maintenance.
• Holiday decorations were installed and removed in a
timely manner at the Administration Office, Recreation
Center, East and West gates, and Savannah Oaks.
• Hired one (1) new union maintenance employee.
• Removed and repaired damaged siding at Recreation
Center.
• Painted the Pergola at the Recreation Center.
SAVANNAH OAKS
• Savannah Oaks opened for the season on April 16th and
closed following the New Year’s Eve Party on December
31st.
• Events and programs held at Savannah Oaks this year
included: Derby Day (5/2), Cinco de Mayo (5/3 – 5/5),
Memorial Day Golf Tournament (5/24), Pub Trivia

• Contracted with Links Management for the golf course
maintenance. • The North Boone Fire Department completed a prescribed burn on April 1st.
• Pumpstation Professionals installed the 40 HP 230 VAC 3
PH Pump with lockable metal enclosure, infloating intake
screen, 40 HP VAC VFD, 4: Badger Meter Mag Meter,
and the new steel manifold to connect well pump and
pond pump to the irrigation system. The pump is now
working to pump water from the silt pond to the irrigation
system for the course.
• Purchased a Lastec 3300 Zero radius mower in July.
• Sand traps were “loosened up” with a rototiller meaning
there is no hard-pan.
• Out of bounds markers and ball washers were all in place
and functional. Distance markers have been purchased
and installed.
• Greens mowing increased to five (5) times per week as a
result of feedback from golfers.
• Aeration and top dressing of greens were completed
October 6th and 7th.
• Course was fertilized in October.
• The course stayed open a few extra days at the end of the
season, closing on November 4th.
• Worked on the irrigation system including cleaning
sprinkler heads, replacing valves, fixing leaks and blew
out the system at the end of the season. New controller
faceplates were installed this season.
• Preventative maintenance and repairs have been done on
all equipment in preparation for the 2016 season.
• Clubhouse closed after the New Years Eve party for the
remainder of the season.
• There were 6,241 rounds of golf played last year; 5,394
rounds were resident and 847 rounds were non-resident.
This was up from the 5,987 total rounds we had in 2014,
5,220 rounds were from residents, 767 were non-resident.
• Total revenue through the month of December 2015 was
$105,242 with total expenses of $169,278
INFORMATION TECHNOLOGY
• The POS system and necessary equipment was purchased, installed, and is up and running at the Pool,
Administration Office, Recreation Center, and Savannah
Oaks Clubhouse.
• The new web site was launched. • Upgraded cameras were installed at the East, West, and
South Gates. Installation of four light poles were included
in the project. Cameras have been mounted to the light
poles for additional coverage of the area. SWIMMING POOL/BEACH
• Pool rules were reviewed and approved by the Board
• The Pool was open for operation on May 22nd and closed
for the season on September 7th.
• Purchased the following deck furniture: three (3) tables,
twelve (12) chairs, seven (7) umbrellas with bases, and
twelve (12) lounge chairs.
• Safety equipment purchased for the pool included three
(3) rescue tubes, backboard straps, backboard head
immobilizer, and three (3) solartek umbrellas.
• Aqua exercise equipment purchased this year included
resistance bells, resistance gloves and job belts.
• A total of forty-eight (48) children enrolled in swimming
lessons this year. This was up from the thirty-five (35)
last year.
• Aquacize had three (3) participants weekly (five-week
program). Last year, there were five (5) participants.
• The pool was painted and winterized after closing.
• RECREATION CENTER
• The “Out Post Run” Dog Park officially opened in July. The plans, rules and regulations, and the name were approved. The fence and gates were installed. There were
forty-eight (48) dogs registered.
• Six signs were purchased for the dog park – Four
advising you to clean up after your pet, and two that
distinguish between the small and large dog areas.
• EZ Court lines were purchased to outline the portable
pickleball court in the gym.
• Eight umbrellas were purchased for the Rec Center deck.
• Direct Fitness continues to perform preventative
maintenance on the equipment in the Fitness Center. • Purchased a FTS Glide Functional Strength Trainer.
• Five (5) eight foot (8) rectangular picnic tables were
purchased and placed at the Rec Center.
• Annual sprinkler system inspection was completed by
Automatic Fire Systems. A jockey pump on the fire
pump had to be replaced. • The annual alarm system inspection and testing was
performed by Midwest Alarm Services. • Specialty Floors Inc. applied two coats of Oil Modified
Urethane (OMU) finish to the gym and stage floors in
January.
• Wall calendar, pocket chart, math center and various art
supplies were purchased for the Preschool/Afterschool
programs.
• Three children’s life vests were purchased, four were
donated
• There are 48 active extended memberships.
• The Fitness Center usage fluctuates from 25 to 30 residents per day. The busiest times are from 9:00 – 11:00
am and 5:00 – 7:00 pm.
• Open gym attendance is comparable to the Fitness Center.
• Wednesday Coffee has been discontinued; Card Club and
the Flames continue to use the Lake View Room on a
regular basis.
COMMISSIONS & COMMITTEES
LAKE MANAGEMENT COMMISSION
• EPA Implementation 319 Grant project continues to move
forward. The bio swale plantings have been completed. Tallgrass Restoration has been hired to provide stewardship to the newly planted bio swale and no mow areas. Multiple watershed meetings were held throughout the
year. Quarterly reports were submitted to the EPA. • Tallgrass Restoration was contracted again to maintain
the plantings at Firefly Bay (8 visits) and the established
plantings at Friendship Park (5 visits). Tallgrass
completed a prescribed burn at Friendship Park on March
3rd.
• Joe Rush was retained as a lake management consultant
to work with Lake Management and the Board of
Directors providing guidance and direction on lake
related matters and grant issues.
• Eight (8) new fish structures were made from hardwood
trees/branches and added to the lake.
• Fish limits were adjusted for the year.
• Educational material on the Blue-Green Algae and Algal
Toxins continued to be available to the property owners
in the newspaper.
• The Lake Management Commission Charter was approved by the Board of Directors.
• The 26th Annual Catch & Release Bass Tournament was
held on June 6th.
• The Blue-Green Algae flagpole and flags were purchased,
installed and ready to use.
• Lake Management participated in the Independence Day
Parade.
• Thrusters for Fisherman’s Cove project was cancelled;
funds were used to purchase the Eco Harvester.
• The goose addling program continued around the lake
and at Savannah Oaks (5 nests with a total of 25 eggs
were destroyed this year).
• The Kids Annual Fishing Tournament was held June 21st.
• A shore fishing tournament was held September 12th.
• Annual James Gosnell Catch & Release Bass Tournament
was held September 26th.
• JadEco completed a fall “fish shocking” on September
25th with the help of volunteers.
• Lake Management members organized and ran a very
successful leaf collection program. Collection days were
November 7th and 14th. Seven and a half (7 ½) dumpsters were filled. Thanks to all the volunteers.
• In April Logan Hollow delivered 2,200 Channel Catfish
(8” – 10”) and 2,200 Walleye (6”-8”) to replace what
did not survive in the fall 2014 order. The Fall order
included 1,100 Smallmouth Bass (4” – 6”) and 2,200
Walleye (6”-8”).
• Lake Management Safety Sub-committee continued to
place educational articles in the Candlewick paper.
• Continued the Volunteer Lake Management Program
(VLMP) with the Illinois EPA.
PUBLIC SAFETY COMMISSION
• Goals of the Commission for 2015 were: review emergency procedures and protocols, review the Candlewick
Disaster Plan; attempt to initiate a car seat safety check
and a bike safety checkpoint (possible at National Night
Out).
• Recommend the purchase of the Lund boat for boat
patrol.
• The Commission toured the East Gate building and made
several recommendations for improvements. Carbon
monoxide detectors were recommended.
• Reviewed the 2016-2017 budget wish list.
CITATION REVIEW COMMISSION
• Conducted eleven (11) citation review hearings at which
ninety-eight (98) citations were heard. Seventy-nine
(79) were found valid (sixteen (16) were as a result of
property owners not showing up and two (2) of which the
property owner paid the citation and chose not to go to
review). Fifteen (15) were dismissed, (one (1) as a result
of the staff member not showing up).
ENVIRONMENTAL CONTROL COMMITTEE
• There were no new homes built and no homes approved
to be built in 2015.
• 103 miscellaneous construction applications were
approved and permits issued.
• 13 miscellaneous construction applications were approved but permits have not yet been issued.
• 191 miscellaneous construction applications were
approved that did not require a permit.
• 6 variance requests were granted.
• There are 1,822 homes completed to date.
• There are two (2) homes under construction.
• There were two (2) rule changing policies that were
approved. Policy 15-02 clarified the rules for real estate
signs. Policy 15-07 changed the rules to allow one
additional pier for each additional lot in a replat.
COMMUNICATIONS COMMISSION
• Provided continuous input for the Candlewick Lake
newspaper covering many events.
• Built and installed a nice display at Sinnissippi Park
depicting Santa fishing out of a boat.
• Provided continuous input for the Web Site.
• Organized the Candlewick Lake Association booth at
the Boone County Fair. Committee members, board

members, staff and volunteers manned the booth for the
six days.

• The quilting club has changed their name to “Sewing
by the Lake”. They continue to meet twice a month

away.
• Breakfast with Santa (12/12) - fifty-four (54) adults,
fifty-one (51) children in attendance.
• Holiday Lights Contest (12/21) - cash prizes for 1st, 2nd,
and 3rd place.

FINANCE COMMISSION
• Held monthly meetings to discuss and review the
monthly financial reports.
• Monitored and managed the investments of the
Association.
• Played an active role in monitoring and managing the
cash flow.
• Discussed and reviewed the proposed budget for the
fiscal year 2016-2017.
GOLF COMMISSION
• Reviewed the proposed charter for the Commission and
made recommendation for membership.
• Discussed course conditions and made recommendations
for improvement.
• Assisted in coordination of the tournaments.
• Recommended addition of course ranger on peak
weekends for 2016.
• Made recommendations to the budget wish list for 20162017.

friend of our family who lives in Belvidere just recently
had a wish granted which involved special equipment.
Equipment that without their help would have been
impossible.
Wishes are more than just a nice thing. A wish
experience can be a game-changer for a child with a
life-threatening medical condition. “This one belief guides
us in everything we do at Make-A-Wish®. It inspires us
to grant wishes that change the lives of the kids we serve.
It compels us to be creative in exceeding the expectations of every wish kid. It drives us to make our donated
resources go as far as possible. Most of all, it’s the

they are far more than gifts, or singular events in time.

Regulations
April 2016
• A State Fishing license is required for all persons age
16 and over.
• Your Candlewick Lake Member ID is your Candlewick
fishing permit. You need to carry this with you while
you are fishing on the lake.
• A guest fishing pass is required for each guest. It
may be a non-designated seasonal or a one day, both
can be purchased at the Administration office or at the
Recreation Center. Guest passes must be purchased by
resident with proof of residency.
• Guest use of the lake is permitted provided that the
property owner is on or within the immediate vicinity of
the lake at all times. The immediate vicinity is defined
as the shoreline or a property owner’s lakefront property. Exceptions will be made when there are extenuating circumstances, predetermined by Public Safety that
would prevent a property owner from being with their
guest. The property owner is responsible for contacting Public Safety, in advance, so that the request may
be considered and logged. The log will be maintained
so that an individual that has an “approved situation”
will not have to call Public Safety every time their guest
wants to use the lake. If Public Safety Staff members or
certified volunteers see any pattern of abuse to this rule
exception, it will result in a withdrawal of the exception
privilege for the remainder of the season/year. When
there are extenuating circumstances that prohibit the
property owner from being on or within the immediate
vicinity of the lake, the property owner must still be
within Candlewick Lake. (Policy 09-11)
• No Minnows allowed (dead or alive). All other live
bait are prohibited also. Exception: Perch and bluegill
caught at Candlewick, worms, leeches and dead smelt
may be used.

all you boaters and/or fisher people: ARE YOU READY?
Hopefully you CLEANED all your gear/equipment
before you put it away for the winter. If not, NOW is
the time to start. The goal is for a great season on the
lake – the best way to get started is for your boat and all
the equipment to be CLEAN and IN GOOD WORKING
ORDER.

basic check list such as:

For the past several years, we have instated a size and
quantity limit for largemouth bass allowing the harvest of
smaller fish. This size and harvest (creel) limit was put
there to reduce the numbers of fish in this size range. With
the high population of juvenile bass the food supply for
big fish is reduced. It restricts adult bass from the growth
potential we would like to see. By reducing the numbers
of these predators, we allow the remaining bass to more
food available to them and, in turn, would be able to grow

Greetings from Public Safety
Spring has arrived. We hope everyone is enjoying the
weather. With the arrival of spring, so changes many of our
daily activities from indoors to outdoors. Without snow and
ice our driving habits change, generally for the faster. Please
be cognizant of this! There are now many pedestrians and
bicyclists sharing our roads with us. And many of these
folks are our children. The Officers of our Public Safety
Department will be ever more vigilant in monitoring traffic
through the CWL community. Please slow down.
Also with spring, the warm, wet weather starts the grass
growing. Every year, I ask our residents to take the effort
necessary to manicure their lawns. Invariably, we still have
many residents who need to be warned and eventually cited
to get them to “cut the grass.” Please remember, you agreed
to these rules when moving into the CWL community. It
is our task to enforce them. We would prefer to keep this
enforcement to a minimum and let our staff focus on other
issues.
Later this month, the piers will be installed, and more
boats will travel Candlewick Lake. Please make sure you
have completed a thorough equipment check of your boat.
Our Lake Enforcement Officers will be looking for violations, including equipment and registration infractions.
Storm Safety
Thunderstorms and tornadoes are violent by nature. Both
are identified by extremely strong winds. They are capable
of completely destroying well made structures, uprooting
trees and hurling objects through the air like deadly missiles, this includes hail. Although severe tornadoes are more
common in plains states, tornadoes have been reported in
every state.
KNOW THE DIFFERENCE
Tornado Watch – Tornadoes are possible in and near the
watch area. Review and discuss your emergency plans, and
check supplies and your safe room. Be ready to act quickly
if a warning is issued or you suspect a tornado is approaching. Acting early helps to save lives!
Tornado Warning – A tornado has been sighted or indicated by weather radar. Tornado warnings indicate imminent
danger to life and property. Go immediately underground to
a basement, storm cellar or an interior room (closet, hallway
or bathroom).
HOW TO PREPARE FOR A TORNADO
• During any storm, listen to local news or weather radio
to stay informed about tornado watches and warnings.
• Know your community’s warning system.
Communities have different ways of warning residents
about tornadoes, with many having sirens intended for
outdoor warning purposes. (Candlewick Lake has three
(3) sirens placed strategically about the complex.)
• Pick a safe room in your home where household
members and pets may gather during a tornado. This
should be a basement, storm cellar or an interior room
on the lowest floor with no windows.
• Practice periodic tornado drills so that everyone knows
what to do if a tornado is approaching.
• Consider having your safe room reinforced. Plans for
reinforcing an interior room for this purpose can be
found on the web.
• Prepare for high winds by removing diseased and
damaged limbs from trees.
• Move or secure lawn furniture, trash cans, hanging
wind and become a projectile.
• Watch for tornado danger signs: Dark, often greenish
clouds – a phenomenon caused by hail, Wall cloud –
isolated lowering of the base of a thunderstorm, a cloud
of debris, large hail, funnel cloud or a roaring noise.
WHAT TO DO DURING A TORNADO
• The safest place to be is an underground shelter, basement or safe room.
• If no underground shelter or safe room is available, a
small, windowless interior room or hallway on the lowest level of a sturdy building is the safest alternative.
• Mobile homes are not safe during tornadoes or other
severe winds.
• Do not seek shelter in a hallway or bathroom of a
mobile home. If you have access to a sturdy shelter or a
vehicle, abandon your mobile home immediately.
• Go to the nearest sturdy building or shelter immediately, using your seat belt if driving.
• Do not wait until you see the tornado.
• If you are caught outdoors, seek shelter in a basement,
shelter or sturdy building. If you cannot quickly walk
to a shelter, immediately get into a vehicle, buckle your
seat belt and try to drive to the closest sturdy shelter.
• If flying debris occurs while you are driving, pull over
and park. Now you have the following options as a last
resort:
Stay in the car with the seat belt on. Put your head
down below the windows, covering your head with
your hands and a blanket if possible. If you can
safely get noticeably lower than the roadway, exit
your car and lie in that area, covering your head with
your hands.
Your choice should be driven by your specific circumstances.
WHAT TO DO AFTER A TORNADO
• Continue listening to local news for updated information and instructions.
• If you are away from home, return only when authorities say it is safe to do so.
• Wear long pants, a long-sleeved shirt and sturdy shoes
when examining your walls, doors, staircases and
window for damage.
• Watch out for fallen power lines or broken gas lines
and report them to the utility company immediately.
• Stay out of damaged buildings.
• Use battery-powered flashlights when examining
buildings – do not use candles.
• If you smell gas or hear a blowing or hissing noise,
open a window and get everyone out of the building
quickly and call the gas company or fire department.
• Take pictures of damage, both of the building and its
contents, for insurance claims. Use the telephone only
for emergency calls.
• Keep all of your animals under your direct control.
• Clean up spilled medications, bleaches, gasoline or
other flammable liquids that could become a fire
hazard.
• Check for injuries. If you are trained, provide first aid
to persons in need until emergency responders arrive.
• Finally, help your neighbor!1

Property owners wishing to add a driveway extension
or a parking area need to be reminded that the rules have
changed. Any driveway extension or parking area must be
paved with concrete, asphalt or paving bricks. Gravel or
stone as a surface is no longer acceptable. Additionally,
the rules were recently changed to state that plans for
extensions and parking areas needs to be submitted for

Signs
Please be reminded that the only type of signs that are
allowed in Candlewick Lake are real estate and political
signs. Real estate signs must be placed against the house
or garage and may not be out in the yard. Political signs
are only allowed to be displayed 30 prior and 10 after an
election. Political signs may not be placed in the ditch, on
common ground or any CWL owned property. Contractors are not permitted to place signs on your
property. These include but are not limited to siders,
roofers, landscapers, remodeling and driveway companies
or any other type of construction. In addition no event or
any other type of signs are allowed.
When you are having work done on your house or yard,
please advise your contractor that they may not display
their signs. Citations will be issued to the member if signs
are displayed. Mowing
Requirements
It is the responsibility of each property owner to mow
and maintain the ditch area in front of their property. Please be sure to mow the entire ditch, up to the road
shouldering. This applies to the ditch in front of a vacant
lot or a developed lot (lot with a house on it). If you hire a
contractor to mow your lawn or vacant lot, be sure they are
aware of the rule. If there is concrete curbing in front of or on the corner
of your vacant or developed lot, the grass must be trimmed
around the curbing. Also, trimming is required around any
sign post and/or mail box posts that are in the ditch area or
in the easement adjacent to your property. When a vacant lot is mowed, it is expected to be mowed
entirely. Rows (strips) of uncut grass is not acceptable. PLANS DUE – BY NOON

Office with Change
If you have recently moved, please take a few minutes
to contact the Administration Office to give us your new
address. Many mailings done by the Association are sent
out bulk mail. Unfortunately, the post office will not
forward bulk mail, but will instead return it at a considerable fee. We are charged about $4.00 to receive the CWL
News back.
If you have disconnected your house phone (land line)
and are only using cell phones chances are the Office does
not have your current number. The Association has no
way of contacting you in an emergency situation. The
same is true if you change your phone number. Please take a few moments to contact the
Administration Office at 815-765-2827 ext. 200 to be sure
we have your address and phone number(s) on file. Use
of Common Ground
Use of the common ground for personal property is
prohibited unless the General Manager grants permission. This includes gardens, woodpiles, etc. Trampolines, swing
sets, pools, boats, etc. are strictly prohibited and permission for these type of items will not be granted. If you
would like to use the common ground, you may pick up an
application form in the office, to be filled out and submitted for approval by the General Manager. Vacant
Lots for Sale
If you have your unimproved (vacant) lot for sale, you
may keep the selling information on file in the Candlewick
Lake office. This information will be available to anyone
interested in purchasing a lot in Candlewick Lake.
Forms are available in the Administration Office, which
must be filled out and placed in the book by the property
owner. It is the responsibility of the lot owner to remove
the form when the lot has been sold or is no longer for
sale. Candlewick Lake Association does not act as a selling
agent for property owners. By signing the form, you are
authorizing Candlewick Lake Association to provide the
information to the general public. Some of the listings go back to 2009. If you have put
a form in the book, you may want to consider stopping in
the office to review your form to be sure it has updated
information with regards to your address, phone number,
asking price etc.

ACH – EXISTING SETUP
What do I need to do? If you have a current ACH in place, you consent to the current year’s monthly amount, and there are no changes required then you need to do
nothing! Again, if you had an ACH processed in March, we will process the next payment
in May unless otherwise directed by you. Your Electronic Fund Transfer Authorization
Agreement is for the withdrawal of funds in payment of the current Candlewick Lake
Association Dues Assessments, Road Trust/Long Term Capital Funding, and accumulated
interest. We will begin taking out the upcoming year’s (2016-2017 Fiscal Year) assessments
in May. If you do not consent to continue your ACH and/or would like to pay in full, you
must notify us in writing on or before April 15, 2016. Unless we receive such a request,
your current ACH Agreement will continue with your consent to the new current year’s
monthly assessment. Attach a voided check to a completed Electronic Fund Transfer
Agreement if you want to utilize a new bank account. Forms must be received in the
Candlewick Lake Office on or before April 15, 2016. Your account is automatically debited
on the first business day of each month beginning May 1, 2016.

You can set up a one-time payment using an eCheck or credit card. There is a $14.95
convenience fee if you pay via a credit card. There is no charge for eChecks, however you
will have to register as a smartstreet user. What do I need to do? Simply follow the directions below:
• Log in to smartstreet.com or candlewicklake.org (documents/smartpay)
• Select “Online Payments”
• Choose “Pay as a Guest” for credit card payments or “Sign In or Register” for one time
eCheck payments • Select your homeowner’s association and follow the instructions on the screen

Notice
In order to more efficiently handle your checks, we have elected to use a check scanner to

MINUTES OF THE REGULAR BOARD MEETING
February 16, 2016

The meeting opened at 6:30 PM at the Rec. Center by President
Ken Dillenburg followed by the pledge to the flag and a prayer. There were seven members present. The public forum policy was read.
Gloria Van Cleve thanked Bonnie Marron and stated she wished
she was coming back and extended the same to Chuck Corso. Van Cleve stated: she wished there had been a Candidate’s
Forum; in Randy Budreau’s last line it says “to examine if we
need a bar”; this upset a lot of people; people don’t consider it a
bar, but an amenity; Randy is automatically elected; asked why
Savannah Oaks was closed now. Dillenburg responded that we
lost money last year when it was open at this time and added that
Randy is entitle to his opinion.
Randy Budreau stated we do need to examine if we need a bar; at
the front gate, every day is the sign that has events for Savannah
Oaks and then no one attends the events. Corso gave the
numbers from this year compared to last year for Savannah Oaks. Budreau stated he didn’t say anything about closing it down, just
that it needs to be looked at. Budreau asked if there was a new
road policy, with Dillenburg responding no. Budreau stated that
Tracy Carter sent him Policy 15-97 which calls for flowable fill
and the contractor working for Aqua told him they were using
stone; said we should have an engineer look at this. Balk said
she will contact the contractor tomorrow; if she would have
known about this today it could have been done today. Budreau
said an engineer should look at our policies.
Witt made a motion, seconded by Marron to approve the agenda. Motion carried unanimously. Marron made a motion to approve the minutes of the January 19,
2016 regular Board Meeting, seconded by Parisi. Motion carried
unanimously. The Aqua update was read by Marron. The lift station project
is ahead of schedule and the work began on the gravity sewer
improvement on 2/15/16. MONITORING REPORTS 1.) General Manager’s Report: The January 2016 report was
reviewed.
2A.)Maintenance Department Report: The January 2016
report was reviewed. Marron stated the Board used to get an
upcoming schedule for the Department and hasn’t been receiving
them.
2B.)Building Department Report: The January 2016 report
was reviewed. 2C.)Public Safety Report: The January 2016 report was
reviewed. 2D.) Savannah Oaks Golf Course Report: There was no report
as the course is closed. 2E.) Savannah Oaks Clubhouse Report: There was no report
as the Clubhouse is closed. Corso reported year-to-date the loss
at Savannah Oaks was $57,152.00 less than last year and listed
each line item. BOARD COMMITTEE REPORTS
1.)The Financial Report was given by Dillenburg who reported
the fund balances as follows: Total Operating Cash $772,225.78
Total Operating Investments $439,312.47; Total Road
Investments $0.00; Total Reserve Investments $3,525,960.64;
Investments $3,965,272.81; Total Cash $4,737,498.59. The revenue is $35,733.78 ahead budget; the expenses are $293,402.11
under budget; the budget is $319,135.89 “to the good”. 2.)Citation Review Hearing: The 2/13/16 meeting report was
reviewed. Parisi made a motion, seconded by Witt to ratify the
decisions of the Citation Review Commission subject to the
Member’s right to appeal for the 2/13/16 review. Motion carried
unanimously. 3.)ECC: There was no 1/20/16 meeting. 4.)Lake Management: The 2/9/16 meeting report was reviewed. The Commission discussed the possibility of requiring boat
inspections every five years. Witt discussed a grant for the retention pond and volunteer hours really help. Balk stated she didn’t
think the volunteer hours went toward this grant. 5.)Recreation Commission: The 1/28/16 meeting report was
reviewed. Marron said the Commission is recommending having
a Town Hall meeting to discuss the outpost. Marron gave a
report of what was discussed at the meeting and the upcoming
events. Witt stated an Eagle Scout came to the Lions Club meeting to ask for permission to construct a bocce ball court for a cost
of $1,000.00 and suggested possibly having the same for CWL. 6.)Golf Commission: There was no 2/3/16 meeting. 7.)Public Safety Commission: The 2/10/16 meeting report was
reviewed.
8.)Events Commission: The 2/1/16 meeting report was
reviewed. Marron reported that Valentine Bingo had 45 in
attendance with Dandy Donut donating hot dogs, chips and soda
to sell and the proceeds went to the fireworks fund. Marron read
the upcoming events.
9.)Communications Commission: The 1/27/16 meeting report
was reviewed. Marron stated there will be a quarterly photo
contest and at the next meeting the people will vote on the
winner. Marketing CWL is being discussed and a new owner,
Ray Hanania, has come up with ideas to do so. Photos of events
should be sent for press releases; a cost effective way is to target
by zip code and put on Facebook with the average “like” being
$0.25 - $0.35.
10.) Roads Commission: There have been no meetings yet. UNFINISHED BUSINESS
1.)An update was given on the Outpost. There was discussion
on doing the project in two phases but most disagreed with this
idea. A suggestion was made that an ad should be in the paper
stating that this building is available for rentals.
NEW BUSINESS
1.)A list of bad debt write-offs in the amount of $102.44 which
consisted of one property and was a bank only paying back six
months was reviewed. Witt made a motion to approve writing
off the bad debt, seconded by Parisi. Motion carried 5/0 by a
roll call vote with all voting aye. Accounting adjustments in
the amount of $854.41 was reviewed and consisted of associate
member fees and a mowing charge. Witt a motion to approve
writing off the accounting adjustments, seconded by Parisi. Motion carried 5/0 by a roll call vote with all voting aye. 2.)The Road Commission Charter was read by Witt who
motioned to approve, seconded by Marron. Marron stated
that a minimum of 3 is needed for a quorum. Balk stated that
if there is less than 5 (ex. only 4) than 2 would be a quorum. Marron said under “Commission Organization” it should say
the Secretary forwards the minutes to the staff liaison, not to
the Administrative Staff. Marron stated if the meetings are on
an as needed basis how are property owners supposed to know
when they are. Marron said under “Voting Members” it should
say 3 unexcused absences, not meetings. Marron questioned
the term limits of one year with Dillenburg explaining that Balk
can renew the member list each year. The number of alternates
was changed to three. Witt and Marron amended their motion to
include the changes. Motion carried unanimously. 3.)Resolution 16-R-06 for Agreement for Deed was read by
Marron who motioned to approve, seconded by Witt. Parisi
stated a normal AFAD needs to be submitted to CWL but only
a memorandum needs to be recorded so all the information
isn’t given to the public. Paragraph 9D will be changed to a “A
Memorandum for the Articles for Agreement for Deed must be
recorded with the Boone County Clerk’s Office”. Dillenburg
questioned the paragraph above Section II in the Agreement
for Deed. The first motion was rescinded and Witt made a new
motion, seconded by Marron to approve the resolution with the
change to paragraph 9D and to get clarification from the attorney
on the section in question. Motion carried unanimously. 4.)A Town Hall Meeting was discussed. Dillenburg stated the
Recreation Commission has recommended having a meeting for
the Outpost, but felt we weren’t in a position to have a meeting
yet since no architect has been selected, there is no builder and
not bids and wasn’t sure what there would be to discuss and
suggested having a Town Hall Meeting after the new board takes
over. Further discussion was held on the meeting which was set
for March 6, 2016. 5.)A Special Board Meeting to approve the 2016-2017 Budget
was set for Monday, March 7, 2016 at 6:00 PM at the Rec Center. Balk stated there will be an ice rescue training held on the lake
on February 23, 2016
Discussion on the Outpost continued with Dillenburg stating
that in the Reserve Study funding is available for the Outpost. Since a new street sweeper wasn’t purchased and the cost of the
brushes will be taken out of the operating expenses, there is a
$93,000.00 savings. Dillenburg questioned what will happen if
there is an accelerated depression of assets in the next Reserve
Study. The Outpost will need picnic tables, there will be
maintenance, electricity and other additional expenses involved. Dillenburg discussed the possible cost to build the Outpost which
didn’t include engineering prints and landscaping. Parisi stated
these are all things that we have to address and said he wants
input from the community. Further discussion was held on the
reserves. Marron made a motion to adjourn the meeting at 8:00 PM

The meeting opened at 6:00 PM at the Recreation Center by
President Ken Dillenburg. There were two members present.
The public forum policy was read.
Steve Johnson explained his request to open the gates for the Town
Hall meeting. This will be discussed later in the meeting.
Lutzow made a motion to approve the agenda, seconded by Witt. Motion carried unanimously. NEW BUSINESS
1.)Resolution 16-R-07 to adopt the 2016-2017 operating budget
and fee schedule was read by Lutzow who motioned to approve,
seconded Witt. Motion carried 5/0 by a roll call vote with all
voting aye. (Parisi had not arrived yet.)
2.)Resolution 16-R-08 to adopt the 2016-2017 capital reserve
budget was read by Lambright who motioned to approve,
seconded by Witt. Motion carried 6/0 by a roll call vote, with all
voting aye. 3.)Requests to open the gates for town hall meetings was discussed. Marron read Steve Johnson’s request which was to have
a town-hall style meeting for The Friends of North Boone Fire
Protection on 3/10/16 from 6:00 – 9:00 PM at the Rec Center. The
same request came from Capron Rescue Squad for a meeting on
3/13/16 from 2:00 – 4:00 PM. Lutzow made a motion to approve
for discussion, seconded by Lambright. Lambright and Marron
voiced concern about the meetings being open to the public. The
other Board members voiced their opinions. The motion was
amended to approve the requests and to open the gates a half hour
before the events start. Motion carried unanimously. Witt made a motion, seconded by Lambright to adjourn at 6:19
PM. Motion carried unanimously.

ANNUAL MEETING OF MEMBERS
MARCH 15, 2015
The annual meeting of members opened at 1:06 PM in the
Lakeview Room the Recreation Center.
The flags were presented by the Scouts from Cub Scout Pack 77. The pledge to the flag was given. Chuck Corso gave the prayer. CALL TO ORDER: The meeting was called to order by
President Don Parisi. The other Board members in attendance
were Ken Dillenburg, Bonnie Marron, Jeff Lutzow, Chuck Corso,
Steve Lambright and Rich Witt.
PROOF OF NOTICE/ESTABLISHMENT OF QUORUM: Secretary Ken Dillenburg reported that notice of the annual meeting had been mailed to all property owners and was also published
in the CWL newspaper in December 2014, January 2015, February
2015 and March 2015. The official certification was made by the
Association Secretary, Ken Dillenburg that a quorum had been
established. The required number is 467. There were 500 present
by person or proxy. (Note: This number was corrected to 499;
there were 55 present by person and 444 by proxy.) MINUTES APPROVAL: A copy of the minutes of the March
16, 2014 Annual Membership Meeting were distributed to the
members as they entered. Richard Cartwright made a motion to
approve the minutes, seconded by John Schwartz. Motion carried
unanimously. CERTIFICATION OF ELECTION: Ken Dillenburg reported
on the election. The ballot counting was held on March 7, 2015. There were 422 valid Secretary Envelopes opened. There were
five seats open this year. The results of the election were: 293
– Ken Dillenburg – 3 year term; 286 – Donald D. Parisi – 2 year
term; 301 – Jeff Lutzow – 3 year term; 300 – Richard T. Witt – 3
year term; 276 – Steve Lambright – 1 year term; 145 – Lennard
Lund.
ANNUAL REPORTS: Don Parisi reported that in lieu of verbal
reports an Annual Report, giving a brief overview of some of the
accomplishments of the various departments and committees/
commissions was handed out to the members upon their arrival. Sharron Meade made a motion to approve the report, seconded by
John Schwartz. Motion carried unanimously. SWEARING IN OF NEW DIRECTORS: The swearing in of
the new Board members took place with Director Chuck Corso
administering the Oath of Office to Don Parisi, Ken Dillenburg,
Jeff Lutzow, Steve Lambright and Rich Witt
PUBLIC COMMENT:
Richard Cartwright asked about the restaurant. Don Parisi stated
there has been no interest in it except for Dandy Donut, who withdrew their request to operate the restaurant. When Candlewick
ran the restaurant we lost money; the Association is going to take a
couple of months to decide what to do with the space. Bob Cooke
suggested making it a snack bar like it used to be years ago. Grant
Whittacker asked for confirmation on the money that was lost on
the restaurant. Jeff Lutzow gave a report on the restaurant. Vicki Brace made a motion to adjourn at 1:20 PM, seconded by
Pam Cangelosi. Motion carried unanimously.

Revised Rental
Restrictions
At the February 16, 2016 Board of Directors meeting,
Resolution 16-R-06 was approved. This resolution add #9
to the Rental Restrictions, as listed below. The Articles
for Agreement for Deed form will be available in the
Administration Office and on the Candlewick Lake website. The Board of Directors approved capping the number
of houses that can be rented at any given time to 15% and
implemented restrictions. Below are the restrictions for
rental properties:
1. There will be a 15% cap on Houses that can be subject
to Rental Agreements at any given time. This 15%
rental cap will be effective October 1, 2015.
2. There will be a “Waiting list” for Rental properties once
the cap has been met.
3. Should a property on the “Waiting List” become
eligible to rent and the Property Owner decides not to
rent, they will be removed from the waiting list.
4. There will be no granting or giving of one properties’
eligibility to another property.
5. If a “Rental” Property should not be rented for a period
of six (6) months then it will no longer be considered
a “Rental” property and will have to go on the waiting
list should they want to rent it in the future. Property
owner does have the right to request up to a three (3)
month extension from the Board of Directors. Request
must be made in writing.
6. If a property owner has multiple rentals, each property
will be considered on an individual basis.
7. There will be a $250.00 fine for failure to register a
rental property. If the rental property has not registered
within 30 days of the initial fine, a second fine in the
amount of $500.00 will be issued. Subsequent fines
in the amount of $500.00 will be issued every 30 days
until compliance is met. The fine(s) will be charged for
each property not registered.
8. “Hardship” situations will need to be appealed to the
Board of Directors in writing. The Board will consider
these on a case by case basis.
9. In order for a house not to be considered subject to the
rental restrictions the following must be met:
a. An “Articles of Agreement for Deed” form must be
submitted to and approved by the Candlewick Lake
Administration.
b. A meaningful build-up equity must be included in the
Agreement for Deed as follows:
i. End of Year 1: 6% (5% down and 1% over the
first year)
ii. End of Year 2: 8%
iii. End of Year 3: 10%
iv. End of Year 4: 12%
v. End of Year 5: 15%
c. The seller’s use of amenities must be waived.
d. A memorandum of the Articles for Agreement for
Deed must be recorded with the Boone County
Clerk’s Office.

The raffle will run from March 1, 2016 through April
18, 2016. Tickets will be available during normal

Selected recipients (winners) will have the amount
deducted from their Association dues as a credit; no
cash or checks will be distributed. This will apply
only to the 2016-2017 dues. Should a property owner
be in arrears then the amount will be deducted from
back dues owed to the Association.

Raffle will be advertised in the CWL newspaper, on
the Sunshine Boards, blast e-mails, website, posters
and/or flyers and a notice will be included in the
2016-2017 dues notices mailing.
A random drawing will be held at the Recreation
Center Lakeview Room and is open to all residents
during the April 19, 2016 Board of Directors meeting
which begins at 6:30pm.
So as to allow for the most number of recipients a
property owner can only win once no matter how
many lots are owned.
So as to allow for the most number of recipients monies will be distributed as follows: For every $500.00
in raffle tickets sold a recipient will be selected (i.e.,
if $1,500.00 in tickets are sold then 3 recipients will
be selected each receiving a $500.00 dues reduction; if $1,800.00 in tickets are sold then 3 selected
recipients will each receive a $600.00 dues reduction.
If $2,000.00 in tickets is sold then a fourth recipient
will be selected and so forth).

around a $40.00 dues increase per year.
We have been setting aside cash in the reserves for
replacement of the Outpost. There is not enough to cover
the entire $350,000, but the majority is there. Even if
$180,000 is required in additional reserve funding that will
be amortized over 39 years, meaning an addition of a couple
bucks per lot per year. The increased contribution would
also be offset by items that are already fully depreciated
so there is no major impact. In other words, the building
will have little effect on necessary dues contribution to
replacement reserves. There will be some impact in the
operating budget by the items we will need to purchase for
the new pavilion including picnic tables and other accessories, however this in theory may be offset by more rental
income. Maintenance cost will increase, as I would guess
will insurance rates as well as electricity. None of this is
insurmountable but it will affect dues to a small extent. I do
want to take a hard look at the plans when they are closer to
final to remove any unnecessary bells and whistles. We need
an attractive, functional building but not a showplace.
Initially I was against the project unless the cost was less
than $150,000, but as I continued to dig, I find the actual
budget impact will be minimal, and the building will be a
fine replacement for the current structure. I point this out so
all will realize if there is more than a small dues increase it
will be because of the reserve study, not the Outpost.
We could simply re-side the building and put on a new
roof, but in a few years more would need to be done with
this aging building. Add to that the fact that part of a
realtor’s tour will probably include pointing out “our” local
Rescue Squad station and dog park. Having an attractive
new Outpost and pavilion in the area will only add to the
appeal.
I am now in. I will vote yes for the new building barring
some unforeseen circumstance. This is my personal stand
on the issue. It is up to the Board as a whole to determine if
this is the correct course. We will see.
I will close with this from Calvin Coolidge, “There is no
dignity quite so impressive, and no independence quite so
important, as living within your means.”

meeting Tom Pinkowski, Sr. brought up the issue of boat inspections. After the initial boat inspection, there are no other safety
inspections required for that boat. There was discussion about
requiring an inspection every 5 years. It was suggested that Public
Safety do spot checks to help boaters stay in compliance. Fish Stocking and Habitation – There will be additional fish structures added to the lake this year. Todd Jones has been in contact
with Dean Becker and they will be working on the placement of
the fish structures this week. 100 cinderblocks will be ordered
from Menards. Todd Jones will purchase the rope and wire and
submit the receipt for reimbursement.
Service Activity Projects – No report
Lake/Water Safety – Pam Cangelosi will talk about safety issues
on the lake with the weather changing.
Volunteers – No report
Unfinished Business: 1. EPA Grant- There will be a meeting on March 3, 2016 at 3:30
PM to walk the creek which leads to the dip. During the meeting,
the spring algae issues will be monitored, along with assessing the
area for the retention pond as part of a grant project. Everyone is
invited to attend.
2. ILMA conference is in Springfield from 2/19 – 3/2. The program agenda is now on line. If anyone is interested in attending,
please contact Theresa.
3. Fish Structures were already covered in the Fish Stocking and
Habitation report. New Business:
1. Chuck Hart explained the VLMP program to Jayne Phoenix. Jayne is a student at Belvidere North who is interested in doing
a project for her Advanced Topic class on the Candlewick Lake. She was invited to attend meetings for the EPA grant as well.
2. There was discussion on the perch population. We have a
reproducing population which was evident when the young of the
year perch were found during the fish shocking. We should not
have to stock perch for awhile. We do need to keep monitoring
their population.
3. The 2015-2016 Lake Management Charter was handed out. Next month, the 2016-2017 Charter should be reviewed.

Garbage Proper
Disposal Information
Normal household trash must be put out in sealed containers. Bags set next to the toter are prohibited and citations will be
issued to those violating the rules. If you need an additional toter,
please contact Advanced Disposal at 815-874-8431. If you only
occasionally have an additional bag of garbage that doesn’t fit in
your toter, you may put it in a regular garbage can. You are required to have your garbage at the curb by 6:00 AM
on the day of collection. To avoid being missed, please be sure to
have your garbage out by 6:00 AM.
An electronic recycling drop-off site is located at the Boone
County Highway Department.
Hazardous waste materials (paints, paint thinner, oil, etc.) can
be taken to the Rock River Water Reclamation District located at
3333 Kishwaukee Street in Rockford. Their hours are Saturdays
from 8:00 AM to 4:00 PM and Sundays from noon to 4:00 PM. You can call 815-387-7510 to get a complete list of what is accepted and what is not. Things they don’t accept are compressed
gas, explosives and radioactive material.
Tires (except tractor tires) may be taken, up to four at a time, to
Rock River Water Reclamation District.
Sharps (used syringes, needles and other medical equipment)
should not be disposed of in your household trash or recycling
as this poses a significant health risk to waste haulers. Anyone
working in the trash handling industry can unexpectedly come
in contact with these materials and is in danger of accidentally
puncturing themselves and be at risk of contracting any number
of diseases – including Hepatitis B and HIV – from contaminated
syringes. Most pharmacies offer a free sharps collection program. You can pick up a sharps container at no charge; once your
container is full, you can exchange it for a new container. This
free service is a simple solution for the safe disposal of SHARPS.
