And sitting on dumpster, Jacob Stites (high school friend of Seth Lambright). There was a great turnout of volunteers and helpers this past Saturday November 7th to handle the first of two Saturdays that are scheduled for our annual leaf cleanup. There were four 30-cubic-yard dumpsters located at our maintenance yard for residents to bring their leaves for disposal for free. As you might imagine, residents used any method they could to haul their leaves to the yard some in cans and bags, with others tying tarps together to make a huge haul at once. As the cars and trucks arrived, they were directed to one of the open containers, and they were generally unloaded in less than a minute. Some folks requested that their paper bags be emptied and returned to them, as they were planning several trips, and re-using the bags would save a little money. No problem! The leaves are taken to a yard waste processing facility, usually owned and operated by the bigger names in lawn care products, where they are mixed in existing windrows of grass and yard waste that was collected over the summer. Windrows are long piles of grass, wood chips, and any other kind of waste from your yard or garden, and in late fall, it’s not uncommon to see ground-up pumpkins and gourds in the piles too. The windrows start out as piles about six feet high, ten feet wide, and possibly a half mile long. These piles are where the decomposition of the material takes place. SNOW WARNING FOR PARENTS Please keep your children off of the snow piles created by the plow trucks. If the trucks are out plowing or come back to do clean up, they may not see children playing behind the snow pile. This creates a serious safety issue. Each windrow has a probe inserted to the center of the pile, where the temperature is closely monitored, and when a certain temperature is reached, the entire windrow is turned over by a large machine that also grinds the material too. As the machine travels down the windrow, sometimes it’s obscured from view by all the steam being released from the warm moist material. The turning over process is usually done every two to three weeks, and with each pass of the machine, the piles become much smaller. By early spring, the piles appear as long small piles of quality black dirt. The material is screened, with the finer screenings placed in bags, and with a bit of fertilizer mixed in, those bags are marketed back to you as potting soil, humus, or any variety of lawn and garden products that appear at our garden centers in the springtime. So now you know where all that stuff comes from! Many thanks to all our volunteers, of which we had 16 on the first Saturday. A big thank you goes out to everyone who helped with the leaf collection this year, especially Jim Brefeld for taking on the responsibility of organizing the event. Without the volunteers, the leaf collection project would not take place. Again, thank you to everyone who gave up one or two of their Saturday mornings. Without the volunteers, this project (sponsored by Lake Management) would not happen. Are you interested in making a difference in your community? Candlewick needs the good people who have the best interests of our community at heart to consider running for the Board of Directors. Last month’s article mentioned some of the things that will be required of you. There will be monthly Board meetings as well as special meetings, retreats and Board workshops. You will be expected to be a part of some committees, commissions, road clean-ups and other activities. To do the job right, you will need to prepare for meetings with research and have facts and figures to back up your votes and opinions. Plan on this being a time consuming job. You will receive phone calls, emails and in-person questions and comments from the residents. Yes, your votes will anger some no matter what your position, and that is just part of the situation you must accept. On the flip side, you will meet some great people who work tirelessly to better our way of life. You will be a part of decision-making that will affect us for years to come. All our resident’s opinions matter, but it is on your shoulders to cast the vote. There will be three seats open for election in the coming year. Be sure to look further in this issue of our paper to see the qualifications as well as the instructions for filing your resume and application. Please consider this if you are willing to put forth the effort to be a Board member who will give it your all. Candlewick Lake News DECEMBER 2015 3 President’s Prerogative by Ken Dillenburg, Board President Since we won’t be “speaking” again until the January paper, let me wish you all a Merry Christmas now. I hope we all remember this is more than gifts and gettogethers, it is celebrating the birth of Christ. This is also the time of year to consider running for the Board of Directors. Three seats will be up for grabs this year, and your resumes will need to be in starting January first, so the time is short for contemplation. If you have a thick skin and want to make a difference, this is your chance. Understand if you take this on it is time consuming, and you will be expected to attend many meetings as well as being involved in miscellaneous special projects. There are some good people out there so give it some thought. You will see information in this paper. October 26th, I thought we might be in trouble. Picking up litter on Caledonia Road is the responsibility of your Board of Directors. The road was finally mowed the prior week, so we were able to clean it after being unable to do so for several months due to the high weeds. The timing was not great with one Board member on vacation and another under the weather. We put out the call for help from our community. I believe this was the fastest clean up I have witnessed for Caledonia Road. Lots of bags of trash but plenty of people to do the job, so it was great and not a big load on anyone. I can’t thank you enough. I personally spent only about an hour and fifteen minutes so it was an easy job. Continuing along the same vein, volunteers showed up in droves to man the November leaf drop off. It went smooth as silk, and this was without a doubt the most leaves ever dropped off. It just keeps growing, but with all the help it is actually a good time for all the volunteers. Jim Brefeld did another outstanding job organizing this project. As you know, the plan is to do something with the Outpost since it is an irreparable condition. Plans have been drawn, and bidding is in process to see what a feasible construction plan is considering functionality as well as available funding. As I have noted here before, we do not borrow, so funding will need to be from available sources. Your Board is also taking a hard look at the pool houses. They are in need of interior renovation. Hopefully, a lot of this can be accomplished in house with our existing crew. Same parameters apply. We are performing due diligence as a decision is being made. This is your money, and we must not decimate our reserves when making these decisions. Your reserves are currently in good shape and need to stay that way for future Boards. Your Board and management are currently in the process of finalizing a budget for the next fiscal year. Many continued on page 15 2015-2016 Fee Schedule Candlewick Collection Policy Annual invoices for assessments (dues) are mailed out at the end of March each year. The due date for payment of annual dues is May 1st. Payment covers the time period of May 1st through April 30th. PAYMENT OPTIONS: Monthly Electronic Fund Transfer (ACH) US Mail or online bill pay to Candlewick’s lockbox (27 N Wacker Dr. #825, Chicago IL 60606-2800) Online one time payment via echeck or credit card (MasterCard, or Discover). There is a $14.95 convenience fee if paid via a credit card. Log into www. smartstreet.com and select “Online Payments” Pay in Person at the Association Office by check or cash. Credit cards are not accepted for dues payments in the office. DELINQUENT ACCOUNTS: An account is considered delinquent if payment in full is not processed before May 1st or an Electronic Fund Transfer Agreement is not submitted by May 1st. To be considered current, monthly payment of dues is only allowed if processed via an Electronic Fund Transfer (ACH). All delinquent accounts will proceed through the Collection Action Process. NSF CHECK OR NSF ACH: An account that has an electronic payment or check returned unpaid by the financial institution will be charged $35 and mailed a letter notifying them that if payment is not received in 5 business days then c-pass, guest list and member i.d. card privileges will be suspended until payment is received in full. If an ACH is returned THREE times or your bank account is closed between May 1st and April 30th then the electronic funds transfer agreement will be terminated and the entire balance is due. If payment is not received your account will proceed through the Collection Action Process. CITATIONS: Citations must be paid within 30 days of receiving a letter stating that the citation was reviewed and/or validated by the Citation Review Committee. After 30 days, c-pass, guest list and member i.d. card privileges will be suspended until payment is received in full. The balance due on citations will proceed through the Collection Action Process. COLLECTION ACTION PROCESS: 30 days Past Due - 7% interest is added to the account 40 days Past Due - A letter is mailed giving notice of intent to lien. If payment is not made within 10 days, then c-pass, guest list, and member i.d. privileges will be suspended. 50 days Past Due - A lien and a lien fee of $100 will be placed on your account unless there is already a valid lien placed on your property. Public Safety Citations/Warnings – Public Safety issued 81 Citations and 149 Warnings during the month of September. 2. Savannah Oaks Events –Fall Bags League, King of the Course Tournament was cancelled (9/26), Pub Trivia (9/26), Vino Van Gogh (10/3). 3. Completed Community Events – Community Garage Sales (9/18 and 9/19), Bocce Ball Demonstration (9/22), Annual James Gosnell Catch & Release Bass Tournament (9/26), Holiday Craft and Vendor Fair (10/3), Floral Arranging was cancelled (10/9). 4. Seal-Coating Parking lots – The parking lots at the Administration Office and Savannah Oaks have been sealed and striped. 5. Additional Road Repairs –The additional road repairs at Savannah Ridge and Liverpool/Michael done in conjunction with Aqua man-hole repairs were completed October 5th. 6. Volunteer Appreciation Dinner – The Volunteer Appreciation Dinner has held on October 10, 2015. There were 80 volunteers who sent an RSVP that they would attend, there were 62 in attendance. 7. Stewardship of Natural Areas – Tallgrass Restoration has completed their eight visits at Firefly Bay and their five visits at Friendship Park for 2015. 8. Employee Reviews – The employee reviews have been completed. 9. VLMP - The Volunteer Lake Management Program with the Illinois EPA has been completed for the year. A big thank you goes to Chuck Hart for doing the testing again this year. 10. POS System – The POS system and necessary equipment has been purchased, installed, and is up and running at the Pool, Recreation Center, Administration Office and Savannah Oaks Clubhouse. 11. HVAC Preventative Maintenance – Agreements have been signed with Allen Heating for the preventative maintenance of the HVAC systems on all Candlewick buildings. 12. Fish Shocking – The fish shocking took place on 9/25. The shocking was completed by JadEco and a great group of volunteers. 13. Beach Closed for Season – The beach has been closed and buoys have been removed. 14. Playground Mulch – Mulch has been distributed to the Rec Center playground, Friendship Park Playground, Whiting Park, the Outpost, and Highland Valley Green. 15. Ice Control Material – Bids were obtained for the purchase of Ice Control material for the 2015-2016 winter season. An agreement for purchase has been signed. 16. Review of the Emergency Plan – The annual review of the emergency plan has been completed. ON-GOING PROJECTS 1. Implementation Grant – The implementation grant application has been accepted by the EPA. Of this $88,000.00 grant, the EPA will cover 60% of the expenses toward our bio swale project. CWL will pay 40%. The first request for reimbursement has been submitted and received. The core Watershed group continues to meet. There was a meeting held April 22 at 6:30 to update residents on the project and to ask for volunteers. The areas have been marked and maintenance has sprayed twice in preparation for the plantings. The planting phase started May 9th and was completed on July 18th. Tallgrass is contracted for the stewardship on these areas. They have completed all seven visits for the year. On 9/16/15, the sub-committee members toured the bio swales. The second reimbursement request has been submitted. 2. Lighting Replacement – The lighting at the Recreation Center will be changed out when the ComEd rebates are available again. This will result in better lighting at significant cost savings for many years to come. 3. Savannah Oaks Golf Course Maintenance Projects –The sand traps have been “loosened up” with a rototiller meaning there is no hard-pan. Sand will be added when ground is frozen if needed. Tree removal has been moved back on schedule. The out of bounds markers and ball washers are all in place and functional. The distance markers have been purchased and are installed. It has been challenging to get enough water on the greens and tees. The greens mowing was increased to 5 times per week as needed as a result of feedback from golfers. Aeration and top dressing of the greens were completed on 10/6 and 10/7. 4. Programs: The programs currently running at the Rec Center include Fitness Orientation Class (9/14) (9/24) (10/16) (10/21), Pickleball, Dance Team, Amenity Usage New Roofs & Windows Maintenance If you are changing the color of the shingles on your house, you need to get the color change approved Reminders by Candlewick Lake but a permit is not necessary. The Rules and Regulations state that a Candlewick Lake Photo ID Membership Card (Member Card) are required for use of the amenities (pool, golf course, fitness center, gymnasium, and boating and fishing facilities). The rules further state that any Member that is not in good standing shall have their Membership Card privileges suspended until said Member rectifies his/her membership standing. This includes the privileges for all registered Members. The rules do not say that a Member can’t pay the daily fee for use of the amenities. The Board of Directors passed a resolution at the April 21, 2015 Board meeting that any Owner, Associate Members, Tenant, and any other family members who reside in a House will not be allowed to pay the daily fee to use the amenities if their amenity privileges have been suspended. Additionally any Owner, Associate Members, Tenant, and any other family members who reside in a House and are not in good standing they will not be permitted to rent any of the Candlewick Lake facilities. Are You a “Snowbird?” It is that time of year when many property owners are getting ready to leave to spend the winter in areas where the weather is warmer. If you are a “snow bird” please notify the Administration Office of your winter address. Our system allows for an alternate address that we can put in and remove each year. The thrusters and aerators have been shut off for the season .Maintenance spray for weeds and algae as needed. The Eco-Harvester works great when it is out on the lake. There have been repair issues that maintenance has worked through. It should be ready to go for spring. Landscaping Committee – The Landscaping Committee continue to work on the flowers throughout the community. Volunteers are always welcome. Pool – The pool has closed for the season. Maintenance has painted the pool and is in the process of doing the pool shut down and winterizing. The baby pool leak is still being investigated. Rec Center Deck – Several deck boards have been broken and need replacement. The materials have been delivered. The work should be completed by the end of November. Mowing – Mowing of our Parks, Entrances, Common Area, and Empty lots continues. Mowing of abandon property and unmaintained property owner lots continues as well. Playground Upkeep – The playgrounds are inspected on a regular basis. There are plans to repaint all park benches as time permits. The swings at the Outpost has been moved, Restoration has been completed. Tree Removal – We have rented a lift and removed the dead trees in various areas within the community. This project should be completed for the year by the middle of November. Ditch work – Several areas have been scheduled for ditch work. The area on Pembroke and Bounty have continued on page 15 • If you notice something that needs to be addressed by our department, please call 815-765-3503. • Proceed with caution when you see maintenance crews doing road/ditch work. • Snow removal will be starting soon. News Trick-or-Treating to Remain on Sundays In last month’s paper, there was a survey, asking for your input on which day you would prefer Trick-orTreating, Saturday or Sunday. It has always been on Sunday afternoons, but a recent request was submitted to the Board of Directors asking them to change it to Saturday. There were 48 responses received with 28 wanting it to remain on Sunday, 17 wanted it changed to Saturday, 2 didn’t care and 1 asked that Trick-or-Treating be on Halloween. Some of the comments received were that too many people work on Saturdays, many communities Trick-or-Treat on the 31st which is usually a school night, and some that like it on Sunday. A big concern came from the mail carriers who submitted a letter signed by three CWL mail carriers and their subs, asking that it not be changed to Saturday as they are often still delivering mail well after 2:00 PM and this could pose a safety hazard. Given that the majority of the responses received wanted Trick-or-Treating to remain on Sunday, the Board of Directors voted at their November 17, 2015 meeting to keep it on Sunday. Rental Restrictions The Board of Directors approved capping the number of houses that can be rented at any given time to 15% and implemented restrictions. Below are the restrictions for rental properties: 1. There will be a 15% cap on Houses that can be subject to Rental Agreements at any given time. This 15% rental cap will be effective October 1, 2015. 2. There will be a “Waiting list” for Rental properties once the cap has been met. 3. Should a property on the “Waiting List” become eligible to rent and the Property Owner decides not to rent, they will be removed from the waiting list. 4. There will be no granting or giving of one properties’ eligibility to another property. 5. If a “Rental” Property should not be rented for a period of six (6) months then it will no longer be considered a “Rental” property and will have to go on the waiting list should they want to rent it in the future. Property owner does have the right to request up to a three (3) month extension from the Board of Directors. Request must be made in writing. 6. If a property owner has multiple rentals, each property will be considered on an individual basis. 7. There will be a $250.00 fine for failure to register a rental property. If the rental property has not registered within 30 days of the initial fine, a second fine in the amount of $500.00 will be issued. Subsequent fines in the amount of $500.00 will be issued every 30 days until compliance is met. The fine(s) will be charged for each property not registered. 8. “Hardship” situations will need to be appealed to the Board of Directors in writing. The Board will consider these on a case by case basis. Remove Leaves from Ditches With autumn comes the falling of leaves from trees. Many property owners rake their leaves and dispose of them. Others choose not to. Although there is no rule that states leaves must be raked up, there is a rule that requires the ditches to be clear and unobstructed. If you have leaves in the ditch in front of your property, please be reminded that they must be raked and removed from the ditch. When leaves are left in the ditch, they can be washed into the culvert which obstructs the water flow or they end up in the lake which causes problems. To avoid citations, please rake the leaves from your ditch. The yard waste pickup is over for the year, so any leaves you still have will need to be picked up in the spring. Many of our members are commuters and it is important to plan ahead for those cold icy mornings. Please do not call the gates to tell them it is snowing, or ask if the snowplows are out. Please be patient! Maintenance watches the weather reports and prepares snowplows and ice material prior to a snow event forecasted. For your convenience we have outlined the following procedures for snow and ice control. When to expect the plows out: Snowplowing does not begin until there is 2-inches of snow on the ground and more is expected or when ice begins to make the roads hazardous. Ice control material is applied to locations on an “as needed” basis. If the snow reaches 2 inches during the night, it is more economical to begin snow and ice control between 4:00 AM and 7:00 AM. The plows continue until the roads are plowed or until 12 midnight when for operator safety sake they are taken off the roads. WHEN BLINDING CONDITIONS EXIST, ALL EQUIPMENT WILL BE PULLED OFF THE ROADS UNTIL IT IS SAFE TO OPERATE THE EQUIPMENT. Road Classifications: There are three classifications for roads, which help us to determine which roads need to be plowed first. HIGH VOLUME means HIGH PRIORITY. With the high volume roads, we consider the traffic flow, emergency use, and the bus routes. The HIGH VOLUME roads are the first to be plowed. These include Candlewick Dr., Candlewick Blvd., Lamplighter Loop, Galleon Run, and Constitution. The MODERATE VOLUME roads are the roads that lead to and from the high volume roads. The MODERATE VOLUME roads are plowed after the High Volume roads have been plowed. Courts, dead ends, cul-de-sacs, and parking lots are considered LOW VOLUME roads and are plowed last. Maintenance will try to plow the North parking lot at the Rec. Center when working on moderate volume roads. If the snow is heavy, drifting or falling steadily, Maintenance will continue to keep the high volume and moderate volume traffic roads open before opening courts, dead ends, cul-de-sacs, and parking lots. Do not park on the road during the snow removal process. Citations will be issued to violators. Driveways: Do not push snow on to the Roadway! This creates a very hazardous condition. You are subject to fines if you deposit material such as snow or ice onto the roadway. Maintenance personnel are not authorized to plow driveways and plows will not be lifted at the entrance to each individual driveway. Clearance of driveway entrances is the responsibility of the resident. Plows may make several passes in order to widen the roads. “Windrows” are unavoidable. Mailboxes: The trucks get as close to the mailboxes as possible, but it is the Homeowner’s responsibility to keep the area in front of the mailbox cleared for the mail carrier. Garbage Totes: Garbage and Recycle totes must be kept 2 feet off of the roadway. The snow plow drivers will not get out to move your containers and will not be responsible for any damage to the tote. You will have to purchase a new one from Advanced Disposal. Specific problem areas will be handled as soon as possible after maintenance has taken care of the overall situation. If you feel a specific area needs to be addressed, you can call the office with the location. Residents are asked to check areas along the roadway and remove any obstruction such as posts or large rocks that are within 10 feet of the shoulder. Basketball hoops must be kept off of the roadway. Maintenance will not be responsible for damage to basketball hoops if left in the roadway. They should be at least 10 feet from the road. Property owners are liable for any equipment damage or injuries caused by any obstruction of the right-of-way. When Maintenance is out on the roads, stay a safe distance behind the trucks. If you cannot see the mirrors on the trucks, they will not be able to see you. Please be patient and courteous. Parents…Please keep your children off of the snow piles created by the plow trucks. If the trucks are out plowing or come back to do clean up, they may not see children playing behind the snow pile. This creates a serious safety issue. Protect Your Waters and Stop Aquatic Hitchhikers! Americans love to spend time on the water. Protecting aquatic resources is important for all users. The spreading of harmful plants, animals and other organisms threatens America's water habitats. Aquatic nuisance species hitch rides on clothing, boats, and items used in the water. When brought to another lake or stream, the nuisance species may spread. If conditions are right, these introduced species become established and cause drastic changes. Stopping aquatic hitchhikers requires only a few simple procedures. (Details in the links that follow.) Simple Preventative Procedures: Remove any visible mud, plants, fish or animals before transporting equipment Eliminate water from equipment before transporting Clean and dry anything that contacted water (boats, trailers, equipment, clothing, dogs, etc.) Never release plants, fish or animals into a body of water unless they came out of that body of water Aquatic Hitchhikers Can: Reduce game fish populations Ruin boat engines and jam steering equipment Make lakes/rivers unusable by boaters and swimmers Increase the costs of operating drinking water and power plants Complicate dam maintenance and interrupt industrial processes Reduce native species populations Degrade ecosystems Affect human health Reduce property values Affect local economies of water-dependent communities Clarification of Terms: For the purposes of this campaign and the related materials, Aquatic Hitchhikers are defined as non-native, harmful aquatic plants, animals or microscopic organisms that can readily be transported to other waters via popular recreational activities. Different terms will be used interchangeably throughout the campaign to describe aquatic hitchhikers. These terms include: aquatic nuisance species, ANS, aquatic invasive species and nonnative, harmful aquatic species. Campaign sponsors use these terms to facilitate a better understanding about the issue and to assist with ease of reading. Candlewick Lake News DECEMBER 2015 Lake News DID YOU KNOW… That the money from the cans collected at the three can bins (Castaway, Highland Valley Green, and the Recreation Center Peninsula) is used for funding projects to benefit both the lake and the community. The funds have been used to help pay for fish stocking, building fish structures, purchase of a GPS that is used for lake related issues, lake plantings, waders, laser lights (to chase the geese), and the Kids Fishing Tournament. If you have aluminum cans that you are either throwing away or putting in the recycling bin, please consider bagging them and taking them to one of the can bins located in Candlewick. The Friends of Candlewick have recently voted to use funds from the cans for projects that could either benefit the lake and/or the community. This is expanding the scope beyond specific lake use, and may be used to benefit the entire community where needed. The leaves have dropped and so have the temperatures. Soon there will be ice on our lake which means it’s time to think about winter safety on the frozen water. It may be a non-designated seasonal or a one day, both can be purchased at the Administration office or at the Recreation Center. Guest passes must be purchased by resident with proof of residency. • Guest use of the lake is permitted provided that the property owner is on or within the immediate vicinity of the lake at all times. The immediate vicinity is defined as the shoreline or a property owner’s lakefront property. Exceptions will be made when there are extenuating circumstances, predetermined by Public Safety that would prevent a property owner from being with their guest. The property owner is responsible for contacting Public Safety, in advance, so that the request may be considered and logged. The log will be maintained so that an individual that has an “approved situation” will not have to call Public Safety every time their guest wants to use the lake. If Public Safety Staff members or certified volunteers see any pattern of abuse to this rule exception, it will result in a withdrawal of the exception privilege for the remainder of the season/year. When there are extenuating circumstances that prohibit the property owner from being on or within the immediate vicinity of the lake, the property owner must still be within Candlewick Lake. (Policy 09-11) • All shanties must be marked with name and address of owner, and cannot be left on the ice overnight unattended. • Only 2 lines per person. • This could include: 2 rods, 1 rod and 1 tip up, or 2 tip ups. • No Minnows allowed. You can use a bluegill or perch on a tip up if they have been caught in Candlewick Lake. Worms, leeches or dead smelt may also be used. Get Yours Today! 8 DECEMBER 2015 Candlewick Lake News NEIGHBORS HELPING NEIGHBORS SIGN-UPS CONTINUE Christmas Dinners & Gifts Neighbors Helping Neighbors sign-ups continue at the Recreation Center Activity Desk during normal business hours. We now have 12 Candlewick families for which to provide the makings of a Christmas dinner as well as gifts for children ages 17 and younger. The sign-up began on November 14th with 12 Candlewick families representing 25 adults and 43 children. Each child has two gift tags, one for a clothing item and one for a non-clothing item. With these 86 tags, plus the 12 turkeys and 12 dinners there were 110 individual items from which residents could select. There are still plenty of tags, dinners and turkeys from which to choose. For those who would like to help but cannot provide a dinner or a gift beginning Monday, November 30th there will be containers located at the Administration Office and Recreation Center where non-perishable food items which will be included with the dinners. These can be everyday food items such as peanut butter, jelly, soup or mac ‘n cheese. You can also donate toiletries or household cleaning products. We are also collecting small toys, games, wrapped candies, etc. that will be used in Christmas stockings for children 12 and younger. These containers will remain in place thru Friday, December 11th. It sure got here fast, so I’ll bet everyone’s very busy. It’s that time of year when we seem to never have enough time in the day. Please slow down a little every day and take a few moments to contemplate how our lives are going. Are we being safe during our busy lives? Are we taking short cuts maybe we shouldn’t? Are we making good safe decisions for ourselves and our families? Sometimes a few minutes of reflection can save hours of frustration. Please have a safe holiday! Things are going along well in Candlewick Lake. We appreciate your taking the time to read our article and think about the safety of our community, your home and your family. We’ll try to touch on a few safety tips during the holiday season in this month’s letter. Lake Patrol The ice is coming. During the holiday season, the biggest concern of the Public Safety Department, relative to our lake, is “thin ice.” By January, the ice covering on Candlewick Lake is generally thick enough to walk and ride on. Ice fishing will not be a problem. But until then, please BEWARE of the thin ice. Educate your kids as to the dangers of falling through the ice. Please use “Ice Safety.” Holiday Safety Tips The holidays are a time when thieves and con artists are frequently on the prowl. Here are some tips to help keep our home, your car, your possessions, and your family safe: Keeping Your Home Safe • We all want our homes to reflect the joy of the season, but avoid displaying gifts where they can be seen from a window or doorway. • Arrange to have packages delivered to a neighbor if you’re not home to receive them. • Packages left on porches or doorsteps are “easy picking” for thieves. It also draws unwanted attention to your home. • Consider simple outside decorations. Elaborate or large lawn pieces are often stolen right out of the lawn. • Be sure not to obscure the view from your windows. You need a clear view of your property. • Always lock your home’s doors and windows, even if you’re only gone for a few minutes. • Compact or dispose of packaging discreetly. Often criminals will spot something you’ve discarded and can target you for their next burglary or theft. • When leaving town, have a trusted friend or neighbor take care of your home. Consider canceling general deliveries such as mail, newspapers, and other services when leaving town or going on vacation. • Notify the Public Safety Department when you’re planning an extended absence. We can provide a vacation watch and extra patrol for your home. Keeping Your Neighborhood Safe • First, share these tips with your neighbors. Establish a network with your neighbors and make a plan for mutual protection and notification. • Join our “Neighborhood Watch” program. Visit the elderly and others in your area that may be isolated Staying Safe When Shopping • Always lock your car and close your windows, even if you’re gone a few moments. When possible, lock all merchandise or packages in the truck of your car. Load your packages before departing, not at the next destination. • Shop with at least one partner. Have your car or house key in your hand as you approach the door. If attacked, use those keys as weapons! • Stay alert to your surrounding and the people around you. Look inside your car and around it as you approach. • Be extra careful with purses and wallets. Carry a purse under your arm. Keep wallets in an inside pocket. • Avoid carrying large amounts of cash. • Avoid street vendors, many times these hucksters are selling stolen or unlicensed merchandise. • Plan your trips. Instead of one big shopping trip, try several small ones. This will cut down on the amount of money you carry, the packages you’ll be encumbered with, and it will make your shopping less stressful. • Walk everywhere with a sense of purpose, show you are calm, confident and know where you are going. • Park in well-lighted areas that will be well-lighted when you return. Keeping Your Credit and Identity Safe • If you write checks, use only the necessary information, name, address, phone number. Never give your social security number. • Safeguard your credit cards and checks as you do cash. Do not leave them in jacket pockets or sitting out in restaurants, stores and hotel rooms. • Keep your purse or wallet on you. Shoulder straps should cross your body, not dangle from your shoulder. Do not lay purses in a shopping basket. Be sure they are closed securely. • Make a list of all your credit cards, debit cards and checks with account numbers. Keep the list in a secure place at home. • Notify issuers immediately if your card is lost, stolen or misused. • Take your time when making a purchase. Be sure you collect your license, credit card, checkbook and your receipt. • Keep your receipts and reconcile your statement. Promptly report any discrepancies to the issuer. • Consider direct deposit of your payroll or benefit checks; it’s safe and convenient and prevents the theft of your checks. ABOVE ALL, IF YOU ARE VICTIMIZED, REPORT IT TO POLICE IMMEDIATELY. Real estate signs must be placed against the house or garage and may not be out in the yard. Political signs are only allowed to be displayed 30 prior and 10 after an election. Political signs may not be placed in the ditch, on common ground or any CWL owned property. Contractors are not permitted to place signs on your property. These include but are not limited to siders, roofers, landscapers, remodeling and driveway companies or any other type of construction. In addition no event or any other type of signs are allowed. When you are having work done on your house or yard, please advise your contractor that they may not display their signs. Citations will be issued to the member if signs are displayed. Use of Common Ground Use of the common ground for personal property is prohibited unless the General Manager grants permission. This includes gardens, woodpiles, etc. Trampolines, swing sets, pools, boats, etc. are strictly prohibited and permission for these type of items will not be granted. If you would like to use the common ground, you may pick up an application form in the office, to be filled out and submitted for approval by the General Manager. Vacant Lots for Sale If you have your unimproved (vacant) lot for sale, you may keep the selling information on file in the Candlewick Lake office. This information will be available to anyone interested in purchasing a lot in Candlewick Lake. Forms are available in the Administration Office, which must be filled out and placed in the book by the property owner. It is the responsibility of the lot owner to remove the form when the lot has been sold or is no longer for sale. Candlewick Lake Association does not act as a selling agent for property owners. By signing the form, you are authorizing Candlewick Lake Association to provide the information to the general public. Some of the listings go back to 2009. The intended audience is anyone, of any age, who has an interest in reading. Reading is something which needs to be encouraged and nourished. It has been suggested that parents spend 30 minutes per day reading to and/or with their child. So CANDLEWICK LAKE RENTAL REGISTRATION NOTICE As you may be aware, Candlewick Lake Association recently voted to put a fifteen percent (15%) rental cap in place. Under this new rule, all rental units are defined as non-owner occupied homes. If you own a home in Candlewick, but do not personally live in the home, it will be considered in the count towards the fifteen percent cap. Registration forms were sent to all those that the Administration Office had identified. If, however you did not receive notice, or are not sure if your home qualifies, please contact the Administration Office immediately. Failure to do so may result in further monetary penalties as outlined under the approved change. The fifteen percent (15%) rental cap has been reached. If you wish to rent your home and it was not previously identified and registered as a rental property, you will be put on a waiting list until we fall below the rental cap. Please contact the Administration Office with any questions regarding rental properties. turn off the TV, put away the video games, and pick up a book! The following rules have been put in place to help make this program work. PLEASE: Leave only as many books as you are taking so the space does not become cluttered with too many books. Paperbacks and hardcovered books are fine to leave; due to space requirements please do not leave comic books or coloring books and crayons. Place children’s books on the lowest shelf so as to discourage any climbing. Parents – please assist your children when books are being selected as your children are your responsibility. Thank you, the Recreation Commission 14 DECEMBER 2015 Candlewick Lake News Meeting Minutes MINUTES OF THE REGULAR BOARD MEETING October 20, 2015 Board Members Present: Ken Dillenburg, Don Parisi, Jeff Lutzow (arrived at 6:35), Rich Witt, Steve Lambright Absent: Chuck Corso, Bonnie Marron Staff Members: Theresa Balk, Valerie Alt, Roland Wood, Leann DeJoode The meeting opened at 6:30 PM at the Rec. Center by President Ken Dillenburg followed by the pledge to the flag and a prayer. There were five members present. The public forum policy was read. Bruce Buck wanted to know what the policy was on leaves, stating he has neighbors who don’t rake the leaves, but blow them into the ditch and on to the street and another neighbor that rakes them in a big pile in the yard and leaves them. Buck was advised that there is no rule requiring that leaves must be raked but there is a rule that they can’t be raked or blown into the ditch or street. End of the Open Forum Session. Dillenburg asked about the testing of the weed harvester with Balk responding it was okay the last time it was used; it will be out one more time before winter. 2B.) Building Department Report: The September 2015 report was reviewed. Witt stated on the bottom of page two it shows a warning was issued for a satellite dish in the ditch and then again two weeks later for the same thing (on page 3). Savannah Oaks Clubhouse Report: The September 2015 report was reviewed. Dillenburg reported revenue was up and expenses were down compared to September 2014 and 2015. Witt asked if the expenses included salaries with the response given that they do. Parisi read the hours for the Clubhouse after 11/1/15 are as follows: Sunday: 11:00 AM to 9:00 PM; Monday: 4:00 PM to 9:00 PM (or until the football game is over); Tuesday, Wednesday and Thursday: Closed; Friday and Saturday: 4:00 PM to 12:00 midnight. The Clubhouse will close on 1/1/16 and reopen on 4/10/16. BOARD COMMITTEE REPORTS 1.)The Financial Report was given by Lutzow who reported the fund balances as follows: Total Operating Cash $620,085.68; Total Operating Investments $785,386.33 Total Road Investments $3.14; Total Reserve Investments $3,368,035.31; Total Investments $4,153,424.78; Total Cash $4,773,510.46. The revenue is $6,000.00 ahead budget; the expenses are $150,000.00 under budget; the budget is $156,000.00 “to the good”. Dillenburg stated the road investments will be rolled into the reserve account. 2.) Citation Review Hearing: The 10/10/15 meeting report was reviewed. Parisi made a motion, seconded by Lambright to ratify the decisions of the Citation Review Commission subject to the Member’s right to appeal for the 10/10/15 review. Motion carried unanimously. 3.)ECC: The 9/16/15 and 10/7/15 meeting report was reviewed. Parisi stated the Committee has been getting some strange requests. The ECC will be discussing boats on lots. 4.)Lake Management: The 10/13/15 meeting report was reviewed. The Commission is recommending that all bass should be catch and release until further notice. The recommendation is based on the fish shocking and fishing reports. Parisi made a motion, seconded by Witt to approve the recommendation. Motion carried unanimously. 5.)Recreation Commission: The 9/24/15 meeting report was reviewed. 6.)Golf Commission: The 10/7/15 meeting report was reviewed. The Commission is recommending that the Clubhouse be open through the winter as long as there are planned activities. Dillenburg stated this was tried last year and is not feasible. Parisi added that it was not budgeted to keep it open and made a motion, seconded by Lambright to close on January 1, 2016 as planned. 7.)Public Safety Commission: The 10/8/15 meeting report was reviewed. 8.)Events Commission: The 10/5/15 meeting report was reviewed. Witt asked if the $100.00 for the DJ is for every event. DeJoode stated it was a note for next year, to budget to pay $100.00 for each event instead of the $50.00 that has been paid. Parisi asked about the wellness fair, stating it wasn’t on any agenda. DeJoode said it is scheduled for 11/14/15. 9.)Communications Commission: The 9/30/15 meeting report was reviewed. UNFINISHED BUSINESS 1.)An update was given on the Outpost. Witt had preliminary drawings of the proposed building and stated the existing foundation and as much of the existing frame as possible will be used. The plans include an attached pavilion extending from the back of the building and have been sent out for bids. Witt gave a further description of the plans. There was discussion on the capacity of the building. 2.)Caledonia Road Clean-Up was discussed. Witt stated the ditches were mowed today. Dillenburg stated he would check the road tomorrow and if it is accessible to clean will contact the Board to set up a clean-up date. 3.)The Friendship Park Fence Replacement was tabled. Signs need to be put up that say vehicles are not permitted on the grass. 4.)Mobilitie’s proposal was tabled. 5.)Halloween Trick-or-Treating (Saturday vs. Sunday) was tabled. 6.)The CWL website was discussed and will be up by the end of the month. NEW BUSINESS 1.)A list of bad debt write-offs in the amount of $13,473.38 which consisted of 4 properties and were banks only paying back six months was reviewed. Lutzow made a motion to approve writing off the bad debt, seconded by Parisi. Motion carried 5/0 by a roll call vote with all voting aye. Accounting adjustments in the amount of $59.83 was reviewed and consisted of applied interest after payout letters were done and ACH error. Motion carried 5/0 by a roll call vote with all voting aye. 3.)Resolution 15-R-32 for the purchase and installation windows at the Pool House was tabled. 4.)The Volunteer Appreciation Dinner was tabled. 5.)A memo regarding gate access for repossession companies was read by Lambright. Repo companies have been allowed into CWL provided they were escorted by the Sheriff’s Department. The Sheriff’s Department only requires that repo companies provided paperwork in case they get a call that the property was stolen. They feel their resources are better used in other ways than having to escort repo companies in to CWL and have asked that we come up with a different process. The State’s Attorney’s office has said it is our choice if we want to allow them in. Parisi stated we should have a court order. Wood explained we are a gated community and the property owners have a right to privacy but do not have the right to not pay their bills; basically these would be auto repossessors. Discussion was held on how this issue is currently handled. It was the consensus of the Board that as long as CWL gets notification from the Sheriff’s Department that they have received proper documentation from the repossessors, they will be allowed into CWL. There were property owner comments and questions. Witt made a motion, seconded by Lutzow to allow repossession companies into CWL with the proper notification from the Sheriff’s Department. Motion carried unanimously. 6.)Budget meetings were discussed and the next meeting will be held on 11/11/15 at 6:30 PM at the Administration Office. The meeting will be to discuss wish list items. Illinois state law requires that anyone planning an outdoor project that requires digging, regardless of the depth or the size of the project, must call JULIE first. Is JULIE, Inc. a utility company and/or government agency? No. JULIE is a not-for-profit corporation. JULIE does not own or mark any underground lines. The organization’s mission is to prevent damages to underground utilities, the environment and property, reduce service interruptions and costly repairs, and save lives. How much does it cost to use JULIE, Inc.? The call to JULIE and the locating service provided by utility members are free to homeowners and excavators. When is the Call Center open? Call Center operators are available 24 hours a day, 365 days per year. Will JULIE, Inc. tell me the specific location or depth of the public utilities? No. JULIE does not have information on the specific location or depth of underground lines. If I am the subcontractor on a job, do I have to get a locate request ticket or will the general contractor’s ticket protect me? According to state law, the person doing the digging is required to call JULIE with the locate request information at least 48 hours/two working days in advance of the start of the excavation, not the homeowner or company for whom the work is being done. The general contractor’s locate request only applies to its company. The general contractor should only request a locate if the general contractor itself is planning to dig at the site. When should I pre-mark the work site? If the excavation site cannot be clearly and adequately identified through the locate request, JULIE recommends that the excavator designate the route or area to be excavated using white paint, flags, stakes or a combination of these methods prior to contacting JULIE. Black may be used when snow is on the ground. May I dig after the 48-hour advance notice? State law requires that the excavator exercise due care at all times to protect underground utility lines and CATS lines. If, after waiting the required 48 hours, the excavator observes clear evidence that there is an unmarked utility or CATS line in the area of the proposed excavation, the excavator should not begin excavating until two (2) hours after an additional call is made to the Statewide One-Call Notice System for the area. What are the excavator’s responsibilities while digging? The excavator has an obligation to honor all time/ marking requirements and then to dig in a reasonable Ad Disclaimer and prudent manner, taking all reasonable and required precautions to avoid damaging underground lines. It is recommended that you follow current industry practices, such as hand digging and/or vacuum excavation within 18 inches on either side of a marked underground line. I have hit an underground line - what do I do now? First, if you have created a potentially dangerous situation (i.e., damaged gas line, etc.), evacuate the area and immediately call 911 and/or the proper emergency responders. State law requires the excavator call JULIE and the owner of the damaged utility. How long do I have to wait after calling in an emergency locate request? An emergency locate request call is processed immediately by the JULIE system. According to state law, excavators must wait at least two hours (or until the date and time requested on the notice, whichever is longer) before digging. Are all underground line owners members of JULIE, Inc.? While all underground line owners and operators (except for the Illinois Department of Transportation, rural electric cooperatives and railroads) are required by state law to be members of JULIE, Inc., there may be some line owners and operators who are not current members. Upgrade cameras at East and West Gates – Maintenance, Public Safety and IT departments are working together on upgrading the video cameras for the gates. 4. Replace windows at the pool – Maintenance is coming up with a plan to replace the windows at the pool. This is scheduled for this year’s budget. 5. Twice as many bluegill as last year. Northern pike are thinner than expected, but this is not a concern. There were a lot of yellow perch, which shows that there has been spawning success. Discussion on whether limits should be placed on bass to preserve the population. There is potential of doing a shocking in the spring of 2016. 5.
