maximize our intrinsic strength that we have accumulated during last 28 years.

We have passed more than a half of year 2015 with the positive results. However, there are
still pending works that we need to implement to achieve our objective as well as our plan in
2015 particularly and long term plan in 10 years from 2015 to 2024 as a whole. We have to

Hoa Binh received the reward certificate from Ministry of Finance
On 25th July 2015, 15-years-operation anniversary of
HCMC Stock Exchange (HOSE) with the participation of
Prime Minister-Nguyen Tan Dung was formally celebrated
at HoChiMinh City.
On this occasion, Hoa Binh received the reward
certificate from Ministry of Finance for the company’s
achievement in building and developing the stock market
HOSE during the period 2010-2015.

Hoa Binh responds to National Brand Week
From 1st to 4th August 2015, National Brand Program
organized the National Brand Week with many interesting
activities such as “Proud of Vietnamese Brand” parade,
music show, celebration at Ho Chi Minh President
Mausoleum, Vietnamese Brand forum. Hoa Binh and 62
enterprises of 2014 National Brand participated in these
activities. This is the program organized by Vietnam Trade
Promotion Agency (Ministry of Industry & Trade).
National Brand Program was conducted with the
purpose of promoting the image of country and national
brands through the brands of products and services. It
also aims to improve the competitiveness of Vietnamese
product brands in domestic and international markets in
the integration process, as well as enhance the perception
of domestic and international distributors and consumers
towards Vietnamese brands. Hoa Binh is honored to be
one of 23 enterprises selected to participate in National
Brand Program for 4 times continuously since 2008.

The inspection of the compliance with the quality processes
From 5th to 21st August 2015, QA/QC Department
combined with ISO Department to conduct a
comprehensive inspection of the compliance with the
quality management process in the construction at
the construction sites in the South area, including The
Ascent, Tropic Garden, Estella Heights, German House,
Saigon Centre, and Depot Tham Luong.

commemorating the heroic martyrs and 64 sacrificed
martyrs at Gac Ma Island (on 14th March 1988) was
organized by Vietnam Buddhist Institute at Vinh Nghiem
Pagoda, HoChiMinh City.

– The immortality circle" painting of Artist Bui Le Trang
(Phu Yen) from the auction with the price of 1.28 billion
VND successfully. This amount of money was used to
support for the families of 64 sacrificed martyrs at Gac Ma
Island in 1988. Each family was provided 20 million VND.
Especially, Chairman of the Board of Director Le Viet Hai
sent "Gac ma – The immortality circle" painting to Vietnam
Military History Museum to keep this painting in order to
save the story of 64 sacrificed martyrs in Gac Ma Island
protection in 1988 for next generations.

In the morning on 8th August 2015, Hoa Binh organized
a meeting with the subcontractors at Sky Pax Office with
the participation of 30 subcontractors in Ho Chi Minh city
and the South area.
At the meeting, the Board of Directors of Hoa Binh
Company has introduced new incentives policies
and practical benefits corresponding with 3 ranks
of subcontractors as Platinum, Gold, and Silver. The
company will widely disseminate those policies to the
subcontractors of Hoa Binh. The company will also
establish a channel for information exchange between
Hoa Binh and the subcontractors. The Board of Directors
collected the honest comments and opinions of the
subcontractors that would contribute to the sustainable
development of Hoa Binh Company.
On this occasion, the Board of Directors awarded the
medal and 13 Platinum subcontractor cards for the first
period of 2015.

HBC has started the Project of Multiple Grade School and Kindergarten
In the morning on 3 August 2015, Hoa Binh held the
opening ceremony to start the Project of Multiple Grade School
and Kindergarten (168 Phan Van Tri Street, Ward 5, Go Vap
rd
District, HCMC) invested by The City Real Estate Investment
Limited Company.
Hoa Binh is the main contractor to implement the raw
construction of this project, including reinforced concreting
and digging up the basement. It is estimated to be completed
within 120 days.
After completion, the project will be used mainly for the
residents who are living in the area. This project is also one
of the schools with the best investment in facilities at Go Vap.
According to the report, at the beginning of July 2015,
Hoa Binh has started the project of Zone A – CityLand Z751
Residential invested by The City Real Estate Investment
Limited Company.

Awarding 244 Le Mong Dao scholarships
On 9th August 2015, Le Mong Dao Education Fund
and Hoa Binh Company awarded 81 scholarships for the
monks of Vietnam Buddhist Institute who are studying
first year of Course 1 of Preschool Education Industry
with total value of over 200 million VND.
Previously, on 12th July 2015, Le Mong Dao Education
Fund awarded 163 scholarships for poor students at
Thua Thien Hue province with total value of nearly 250
million VND.
It is estimated that this fund would continue to award
scholarships for good students in Hanoi, Hung Yen, Ha
Tinh, and Quang Binh from now until the end of this year.

In the morning on 9th July 2015, Tien Phat Company
organized the grand opening of Soho Riverview Apartments
Project Seller at 609 Xo Viet Nghe Tinh, Ward 26, Binh
Thanh District.
At the ceremony, Hoa Binh 1 Real Estate Trading
Organization - Binh Thanh Branch officially launched with
over 30 salespeople. The selling organization is next to the
construction site of the project that helps the customers
to easily approach Soho Riverview Project, as well as
conveniently supervise the construction progress of this

Organizing the training courses to improve the profession
Recently, Hoa Binh has organized the training courses
to improve skills and profession of the company’s staffs.
On 23rd July 2015, Hoa Binh has collaborated with
Hanoi Construction Engineer Training Institute to open
the course of “Construction Supervision Profession
Training”. There was the participation of 54 staffs working
at the construction projects in the North area. The course
consists of 12 sessions to enhance the knowledge,
skills, and experience in management organizing and
operational administration at the construction sites.
The course also updates the staffs about of the latest
construction science and technique.
On 5th August2015, the training course of
“Commanders’ Profession Fostering” has also been
organized by Hoa Binh Company and Academy of
Managers for Construction and Cities (Hanoi). There was
the participation of 23 staffs working at the construction
sites in the North area.
In addition, Hoa Binh Company coordinated with
FPT School of Business (FSB) to organize the course
of “Effective and Professional Communication Skills” –
Period 2 in order to improve the communication skills of
the staffs working at the construction sites. The course
takes place in 2 weeks, starting from 3rd August to 14th
August 2015, and consists of 3 sessions per week taught
by FSB lecturers.

In July, the market index
continued to rise since two
previous months. VN-Index closed
at 621.1 points, increased 4.72%
compared to June, corresponding
to an increase of 28 points, while
HNX slightly increased 0.19 points
corresponding to 0.22%. Trading in
the market was positively good due
to the information that Vietnam is
negotiating to sign TPP Agreement
and decide to expand room for
foreign investors of the Government
at the end of June 2015.
Although the point increased, but
the volume of transactions suddenly
dropped on both of 2 markets.
Accordingly, the average volume
of transactions fell 3%, reached
approximately 139 million shares
on HSX; fell 16.42%, obtained 51.7
million shares on HNX. However,
in July, the value of transactions
on HSX increased slightly by 9%
compared to the previous month.
Meanwhile, the value of transactions
on HNX decreased 14.95%
compared to 46.11% in June.
The investment of Market Vectors Vietnam ETF and FTSE Vietnam ETF in July did not make the transactions
of foreign investor group in Vietnam stock market increase when net volume and net value of transactions of this
group sharply fell. The positive point is that net buying of foreign investors was still ongoing with total value of nearly
752 billion VND, equivalent to 36.49 million units last month. The level of market participation of foreign investors
reached 24.16% and 5.84% on HSX and HNX respectively.

The price of HBC’s share at the
end of July was 17,400 VND/share
after adjusting when paying 15% in
cash and 30% in shares for dividend.
In addition, trading in HBC remained
the positive performance when the
average matched volume continued to
increase 30.4% compared to previous
month. Accordingly, after the price
of HBC’s share decreased to 15,900
VND /share on 13th July, the price of
HBC’s share has reached to 17,900
VND /share during the remaining days
of July.

With the positive
forecasts, many
listed companies
have strongly set the
impressive targets in
2015.
Positive prospect
According to general appraisals of
the experts, the construction industry
(residential, industrial, infrastructure)
has the positive prospect in the
coming years. The legal regulations
in Housing (changed) in 2014 allow
the foreigners to purchase houses
in Vietnam that is expected to be an
important driving force in the real
estate market. Currently, there are
approximately 500/80,000 foreigners
in Vietnam owning their houses.
Therefore, this policy would create
the huge demand in luxury house
segment. Besides, the credit package
of 30,000 billion VND was very useful
in the difficult situation of real estate
industry in the period 2013-2014.
This credit package contributed
to open a new way in order to
solve the troubles at that time.
There are currently about 91 social

residential projects (NOXH) is being
implemented with total investment
value of 28.500 billion VND. In those
projects, 55,830 apartments are
converted from commercial housing
to social housing. The estimation is
that 4.2 million people of our country
would have the housing demand by
2020, equivalent to 33.6 million m2
approximately. Accordingly, there
might approximately need 430,000
apartments for low-income people,
equivalent to 17.8 million m2 with
the capital investment of 100,000120,000 billion VND.
Another important factor is that the
economy of our country is improving
with the Government’s support such
as reducing basic interest rate and
other stimulus policies. Hence, the
real estate market has started to
recover at the end of 2014. It is
forecasted that this trend will continue
in 2015. Therefore, some real estate
companies are currently carrying out
the large projects such as Vinhome
Tan Cang, Dai Quang Minh, Lotte
Smart Complex (2 billion USD), Amata
City - Long Thanh (530 million
USD) and Hanoi West Gate - Kepple
Land (140 million USD). The capital
amount of investment in manufacture
industry is the highest proportion
in the structure of FDI capital
(accounting for 40-50%), equivalent
to the average disbursed capital
amount 4-5 billion USD/year. Our
country is currently negotiating 6 new
FTAs agreements that include TPP
with the improvements in logistics
system and business environment.
Thus, the prospect of industrial
construction would be positive in
the coming years. Similarly, the
infrastructure construction sector
is forecasted to be better when
there is currently about 40% of road
transport system having low and very
low quality. Therefore, the estimated
capital amount needed for upgrading
the road transport system would
reach 48-60 billion USD until 2020,
equivalent to the annual investment
demand of 202,000 billion VND/
year. In addition, the Government
also planned to build 26 airports
(10 international airports and 16
domestic airports) until 2020.
The big business goes on the

There are currently about 119
listed companies in construction
industry on 2 stock markets HOSE
and HNX (accounting for 19% of
all listed companies). However,
according to analysis data of
FPTS, the value capitalization of

strengths, and key products, as
well as use the underdeveloped
technology. It has caused the waste
and loss in manufacturing and
access the advanced management
methods and construction techniques
such as Cotec Construction Joint
Stock Company (CTD) and Hoa
Binh Construction and Real Estate
Joint Stock Company (HBC). Those
companies are focusing on Design Build Model to create the increased
value for the construction packages
and improve gross margins. It
would be the trend and upcoming
strategy of Vietnamese construction
companies.
Those enterprises determined
the right direction so that they
are expected to gain the positive
business results in 2015. In
particular, the estimated revenue
in 2015 of CTD would be 9,541
billion VND (increase 25%) and the
estimated after-tax profit would be
410 billion VND (increase 25%),
equivalent to 8,762 VND/share of
EPS (included 1 million ESOP shares
and 3.6 million exchange shares
issued for shareholders). At the end
of 2014, total value of the contracts,
which were carried out by HBC,
was approximately 5,000 billion
VND. In that amount, it is expected
that 3,000 billion VND would be
accounted for the revenue in 2015
and the rest of that amount would be
accounted for the revenue in 2016.
In the quarter I -2015, HBC has
signed new contracts with total value
of 3,000 billion VND. In addition,
total value of upcoming contracts,
which are in the negotiation process
with the high ability of succeeding,
would be 3,000 billion VND. They
could increase the total value of
estimated new contracts in 2015
to 6,000 billion VND (2,000 billion
VND is expected to be accounted
for the revenue in 2015). Based on
this basis, the Board of Directors of
the enterprise has set the target in
2015 (approved in the shareholders'
meeting) with the revenue of 5,300
billion VND (increase 40%) and the
net profit of 180 billion VND (increase
150%).

From a small-scale construction
company changed to a joint-stock
enterprise from December 2006, Hoa
Binh Construction and Real Estate
Investment Joint Stock Company
(HBC) became one of leading civil
construction enterprise in Vietnamese
market. The next goal of HBC is to
become a top contractor in Asean.
During the last 10 years of operating
in the form of a joint-stock company,
although the enterprise has passed
many difficult periods, but the
growth of HBC could show that if the
enterprise has the potential capacity
and a good development strategy, it
is potential for the business to raise
capital from stock market.

the Terminal of Can Tho International
Airport in 2010.
The position of Hoa Binh
In 2006, as listed on the HCM
City Stock Exchange, HBC is a
construction company with a capital
of only 69 billion VND, revenue of
205 billion VND. There were dozens
of brands of famous construction
enterprises at that time. However,
for many consumers, especially
construction experts and investors,
today Hoa Binh’s brand awareness is
one of leading general contractors in
Vietnamese market and reaching the
international market.
During the period 2006-2014,
HBC’s revenue grew 17 times, from
205 billion VND to 3,518 billion
VND, the equity increased over
14 times, from 69 billion VND to
996 billion VND. HBC currently has
1,500 permanent employees and
approximately 3,000 workers. There
are also thousands of employees
working in the contractor system and
900 suppliers. In total, HBC system
has about 11,000 employees.
On the stock market, HBC has
achieved the market value of 1,400
billion VND approximately. However,
the greatest value that HBC built
up until today is the brand of Hoa
Binh. Hoa Binh brand is the core
value that not only helps HBC to be
confident in the competitive market
but also brings to Hoa Binh the peace
of mind and the resonant value for
customers. Indeed, reviewing the real
estate development process at Ho Chi
Minh City and Hanoi, HBC contractor
has contributed significantly to many
famous real estate projects such
as Saigon South of Phu My Hung,
Sunrise City of Novaland, Phu My
Apartment of Van Phat Hung, or Tan
Hoang Minh, Mipec in Hanoi. HBC
has supported the investors during
their difficult period.

After nearly 30 years of operation

a leading contractor in Vietnam

won the international contractors to
construct Vietinbank Tower Project
which is the highest building in
Vietnam and Saigon Centre Project
which is the deepest project in
Vietnam with 28m deep basement.
In Vietinbank Tower Project,
HBC was selected due to the
competitive price compared to
foreign contractors with the same
nature of work that was appraised
by the leading consultants in the
world. In Saigon Centre Project, HBC
demonstrated the technical capability
of the company when competing to
other international contractors to be
selected to be the general contractor
for this project.

market and its competitive ability
among large contractors in the world.

the modern construction techniques
of the world such as Aluminum
Formwork, Table Falsework,
basement construction techniques
like top down or top down semi.
To build the competitive ability
in constructing the large-scale
projects with high requirements of
techniques and art, HBC has applied
the advanced quality certification
systems in the management such
as ISO 9001:2008; OHSAS 18001;
ISO 14001:2014, Conquas quality
assessment system for construction
projects of Singapore. The company
has also applied ERP (Enterprise
Resource Planning), management
solutions and information extraction
by 3D BIM model (Building
Information Modeling). All of them
aim to quickly and conveniently
provide the best products and
services to the customers in the
construction and real estate industry
with the criteria Fast – Durable
- Beautiful. HBC is aware of the
importance of socio-environmental
factors when applying the highest
social standards such as not hiring
under-18-years employees, same
wages for both male and female,

On December 2006, HBC has
issued 6.9 million shares for the
strategic shareholders and 1 million
shares for existing shareholders,
earned 448 billion VND, sharply
increased the capital for business

In the next 10 years 2015-2024,
HBC’s target revenue is 45,000
billion VND. HBC’s revenue grew 25
times in the period 2005-2015. If
HBC’s growth rate could be a half of
previous period, HBC would obtain
the revenue of 3 billion USD in 2025.

great opportunity for construction
companies in general and for HBC
in particular in the next 10 years.
HBC set the growth targets with high
expectations because we recognized
that Vietnam construction industry
needs to develop in foreign countries
and participate in the markets
dominated currently by foreign
contractors. There is no reason that
Vietnam could not do business as
Korea. They also have the barriers
of language, culture and market
experience, but they still go abroad
to carry out the large projects. HBC
tends to develop with that direction to
become a construction company with
international scope."

The big consolation
After the requiem for 64
sacrificed martyrs at Gac Ma
Island in 1988 and the auction
of “Gac Ma - The immortality
circle” painting at Vinh Nghiem
Pagoda, the organizers received
the letter of thanks from the
representative of martyrs’
families. In this bulletin, the
editorial board would like to
publish that emotional letter.
I am Tran Thi Thuy, a daughter of Mr. Tran Van
Phuong, a heroic martyr who protected the country flag
and sacrificed at Gac Ma Island – Truong Sa Archipelago
in the battle with China.
Recently, I attended the requiem for my dad and his
colleagues who sacrificed at Vinh Nghiem Pagoda. Their
families and I received the amount of money from the
auction of “Gac Ma - The immortality circle” painting. I am
behalf of my family to thank for the encouragement of all
of you. I would like to give many thanks to the organizer
of Vinh Nghiem Pagoda and all the monks in Vietnam
Buddhist because they organized the requiem for my dad

and his colleagues. This is a first largest requiem since my
dad died during the last 27 years. That is not too long but
not too short time for my family, the families losing their
family members, the mother losing her son, the wife losing
her husband, and the son and daughter who never could
see their beloved father. That is the big hurt that could not
be compensated by anything.
During the last 27 years, I have not
ever seen or attended at any requiem to
pray for the soul of those heroic martyrs
who sacrificed themselves for the country. Until today, I
can attend a very great requiem. I really feel happy, as
well as it is also the big encouragement for my family and
other 63 martyrs’ families.
I would like to thank the artist Bui Le Trang who drew
that skillful painting with the humanities. I would also
thank to the director of Tri Viet Creative Culture Company
(First News) for their idea and activities with the organizers
and the sponsors in “Gac Ma - The immortality circle”
painting auction. I really appreciate for their activity from
this auction because the amount of money from the
auction was provided to 64 martyrs’ families. This is a
helpful activity that could be a big
encouragement for us on this
occasion of 27th July.
The death of my dad and his

the encouragement, caring and
sharing to pass the difficulties
and challenges in life. All of

Why the human usually feel
“insecure”
When we worry and think that “we
cannot do it, we are not confident
at all” and when we feel that we
have “not enough experiences” or
“not enough skills”, we would feel
“insecure”.
When we could not make any
conclusion, do not have enough
information, could not find the
solutions for problems, and our
brain could not make any decision,
that situation would perform as the
“insecure” mood.

avoid the disliked things, this might
create a vicious cycle that might make
us worse if facing to those things.
Besides, if we just want to run away
and have no action, we would not get
more experiences as well as would
lose our confidence. It means we

anything but just worry, the insecure
feeling would increase more that is a
characteristic of “insecure”.
What is the “insecure” feeling?
Everyone has the “insecure”
feeling. Thus, each person must
have own way to respond to his or
her insecure feeling. Normally, when
the people fall in the insecure mood,
their nerve would be suffered the
“behavioral inhibition”. The common
result is that we could not do anything
in the meantime.
In summary, the “insecure” feeling
occurs when the people do not know
they can do it or not, and how to do
it well. When the people are in this
mood, even though they want to
To solve the “insecure”
In order to overcome the
“insecure” feeling, firstly we must
have action. If we are scared of
failure, we should ignore the results,
and just try to do it. Although it is
difficult to see the target objective,
we should still set the objective for
each section, and then try our best to
achieve them. We should believe that
while we are patient to carry out those
small missions, our vision would be
expanded.
The problems, which we might
face to, would be solved over time.
However, when we already finished
solving those problems, and then
review the previous time, we would
smile and recognize that those
problems are just small things.
As the phase “Bearing is easier
than worrying”, if we do not try to do
but just worry about it, we could not
know that what we can do. Therefore,
“do and regret”, or “do nothing and
regret”, which option will give you
the experiences to apply in your life?
Depending on the choice of each
person, it will make the difference
for his or her life. If your body is not
healthy, you have to start treating it by
going to the hospital.
When we feel scared, worried,
and insecure, we should talk and
persuade ourselves that “let us try
it, there is nothing to be scared”. Let
stand up and do it.

In the first day at FLC Travel Vinh
Phuc, I was completely attracted by
the large and green space. There
are beautiful view and good smell of
the rice field, the cornfield, and the
group of cow. The investor chose
this place to construct a resort.
Thus, the greenery is very necessary
on this construction site. The more
special thing is the road to this
construction site where is always
muddy.
Although there are many troubles and the
road to the construction site is muddy, Vinh
Phuc FLC Travel is still getting higher.

that “Hoa Binh is the greatest job
school for the young engineers. We
can work with the senior workers to
learn their experiences during the
construction process.”
After talking to Mr. Vuong, I went
to meet other workers to collect
more sharing about the construction
project. When my shoes were dirty
because of muddy road, I felt a bit
uncomfortable. However, that feeling
was fast disappeared when other
workers laughed at me that I could
not get that kind of dirty thing in
Hanoi, just this construction site get
it. They made me be proud of us,
as well as feel the humanity and the
culture of Hoa Binh’s family.
I asked those workers about the
difficulties during the construction
process. They told me that the most
difficult time is the period before and
after Tet holiday. At that time, the
supply of employees is not stable
and the labor price increases. The
Board of Leaders at the construction
site might face to the troubles in
maintaining the human resource.
Especially, the distance from the
construction site to the city centre
is about 70km, and the traffic is
not convenient, the suppliers might
get the difficulties in transporting
the materials to the construction
site that would affect to the
project timing. Nevertheless, those
difficulties could not discourage
the workers. Mr. Luu Van Vuong
said that “My passion might
include constructing the projects,
experienced new projects, and
achieving the given objective.”
After a working day with those
workers, I understand of what they
are striving. They might represent a
new generation striving to improve
themselves gradually in order to be
appropriate with the slogan “I am a
Hoa Binh’s person.”

HOW TO DEAL
WITH THE UNCERTAINTY
Recently, many scholars, entrepreneurs, managers
argued that because the environment is changing so fast,
we might not predict what will happen in the future, even
tomorrow, an hour later, a minute later… Therefore,
we should not establish too long-term strategy (5-10
years or longer). Accordingly, they do not much concern
about the analysis and forecast (macro, micro, industry,
market,..) for strategic planning. They sometimes reject
the establishment of long-term goals and long-term
strategies. They only focus on “dealing with uncertainty”.
However, the "uncertainty" is “uncertain” that is also
unsecured and unpredictable. To know its possibility of
happening, we have to make the forecast in some way.
It is not easy to establish a strategy for dealing with
uncertainty. It must be proactive and reactive. How could
we proactively do when facing to the "ghosts" or invisible
and uncertain things? Is there a paradox?
In fact, “strategy for dealing with uncertainty” is
only the "tips" which "surround" and "shield" many
directions, make many scenarios, leave the eggs in many
baskets… Some suggestions for “strategy for dealing
with uncertainty” I have researched as follows:
1. Using the analytical techniques which do not
require high accuracy
Beside of the quantitative analysis that requires
accurate data and results, the qualitative analysis based
on logical thinking with general forecasts of future trends
is also very necessary.
2. Preparing for many kinds of outcomes
We have to prepare for many kinds of target and
expected outcomes. We should not be too rigid to
achieve an only goal. The outcomes could exchange for

settlement with the investor (They are mostly Government
organizations). In addition, we need to concern for the
process of seeking customers, construction bidding,
contract negotiation, construction implementation,
construction checking, and payment... in this field.

target. If the profit could not reach the target, the brand
awareness has to be increased. In some cases, the
enterprise might have to sacrifice this goal to achieve
other goal. It is not bad to sacrifice the growth to

apply this exchange in their backup plan.
5. Be nimble, flexible, fast response
Combining with a consistent and proactive strategy,
we must have the flexible tactics to fast respond to the
unexpected happening which is usually very different. A
working accident is also an unexpected circumstance. We
must have the way to solve those situations quickly and
cleverly in order to avoid their damages, as well as get
the necessary lessons for same kinds of problems.
3. Basing on some predictable factors instead
of only one factor
When developing strategies, the input factors must
be diversified to minimize the risks of depending on
only one factor. For instance, when establishing the
investment strategy, you should consider a range of
factors such as investment trends, capital resource,
cash flow, market, legal, human resources, and other
risks. You should not just focus on the estimated
financial data.
6. Maintaining the reputation, creating the
trust for customers; doing the right things
for customers even there is sometimes
disadvantageous for us.
In spite of the changes of business environment,
we still have to keep our customers by maintaining
the reputation, creating the trust, and doing the right
things for customers. All strategies, which are carefully
established, could be changed according to general
changes of environment. However, if we could keep the
belief of customers, we would pass all the difficulties to
win.
4. Focusing on the quality of process and the
inputs instead of only the outputs
The achieved outputs do not much depend on the
inputs and the process. When setting the strategic
goals (including functional strategies), we need to pay
attention to the inputs as the subjective and objective
conditions which need to be satisfied to achieve those
goals, as well as the methods to achieve the goals.
For example, when setting the goal of development
for the infrastructure construction to obtain specific
revenue after several years, we must pay attention
to the conditions of human resources, infrastructure
construction experiences, the relationships in the
field of infrastructure, the characteristic of agreement
8. Consistent but not blindly, knowing fear but
not panic!
The strategy must be consistent, but it is not
conservative, slow and stays at one place. When there
are suddenly major changes that could seriously affect
to the strategy implementation, we must review the
entire strategy. If necessary, we must change the entire
strategy. We must know "fear" and recognize the big
risks to avoid the trap of fear, the danger, and the "trick".
However, we should not be panic because it would make
us lose our spirit and efforts. Knowing the fear is to
recognize where to stop that is different with the mood of
panic and disorientation.
In summary, although the business environment is
uncertain, the leaders still need to be consistent with the
principles and fundamental values (which we call as core
values); and still have to pursue long-term vision and
goals proactively. We should not wait for the happening of
the uncertainty to respond them reactively.
Naturally, as mentioned above, accompanying a
strategy, there need the proactive tactics which are
flexible and diversified to respond to the happening on our
way.

7. Planning the long road, but do not take the
long step, please takes the short step and
observe.
The strategy is a long road that we have to point out
to get our direction. However, we must divide the strategy
into the detailed plans to be able to go step by step and
observe each section and each specific objective. If we
take the long step without the observation, we would
easily fall. For example, when our strategy is to develop
in the international market, we must prepare carefully
and participate in the appropriate projects, and then
experience on them to continue with the larger projects.
