Voters do not need a reason to vote early. A suburban Cook County registered voter can vote early at any of the suburban Cook County early voting sites. They must present a government-issued photo ID. Important Dates ◘ ◘ ◘ ◘ Presidential General Election November 6, 2012 Grace Period* Voting October 10, 2012 – November 3, 2012 Early Voting October 22, 2012 – November 3, 2012 In-House Absentee* Voting November 4, 2012 – November 5, 2012 * Grace Period and In-House Absentee Voting only occur at: → All Cook County courthouses Monday – Friday → The Cook County Clerk’s Office, 69 W. Washington St., 5th floor, Chicago Monday – Sunday. → Chicago Heights City Hall, Cicero Community Center and Niles Village Hall Grace Period Voting only Monday – Saturday Hours for Early Voting ◘ Most Sites Monday – Saturday 9:00 a.m. – 5:00 p.m. No Sunday ◘ Permanent Sites* Monday – Saturday 9:00 a.m. – 5:00 p.m. Sunday 9:00 a.m. – 3:00 p.m. Any voter in line at closing must be allowed to vote. Hours and locations are published to comply with the law; they cannot be changed and new sites cannot be added. * Permanent sites: both Cicero sites, Arlington Heights Village Hall, Dolton Public Library, Evanston Civic Center and Oak Lawn Village Hall. 8/29/2012 10 Voting Equipment and Setup The following will be at each Early Voting site on October 19, 2012: ► ► 5 Touch Screens (minimum) 2 Card Activators (minimum) Each touch screen, card activator and the duffle bag will have a luggage tag identifying the Early Voting site. Set up all touch screens and card activators on October 19, 2012. Forms Fill out all forms (written and web forms) completely. Follow the instructions in this Handbook. You will be replaced if you do not perform this duty accurately. 8/29/2012 11 Conduct ► Conduct yourself in a professional manner at all times. ► No profanity or foul language. ► No loud music. ► No use of personal cell phones, beepers or pagers during working hours in the voting room. ► No use of personal laptop computers, iPods, DVD players or headphones during working hours. ► Food or drink is not permitted at your work stations at any time. Eat away from the equipment and work materials. ► Dress code: → Business casual dress Monday through Thursday. − Dress neat and not sloppy, as you are representing the Cook County Clerk’s Office. − Casual dress on Friday and Saturday. Jeans are OK. − No political items may be worn including buttons, t-shirts, hats, etc. − Hats should not be worn in the voting room. ► If you violate the rules and procedures, you may be subject to termination. ► Attendance: → Call the EV Call Center and your fellow EMs if you are sick and unable to work or running late. If you are late a second time, we will strongly consider replacing you. ► Cell Phone: → Your cell phone must be turned on during Early Voting. Make sure to answer our calls. We must be able to contact you at all times. ► Arrival: → Be at your Early Voting site by 8:00 a.m. every morning. Early Voting sites must be open and ready for the 1st voter at 9:00 a.m. each day. 8/29/2012 12 Electioneering The Campaign-Free Zone provides an intimidation-free election environment for voters approaching and in the Early Voting site. ► Electioneering is strictly prohibited within 100 feet from the door to the Early Voting building. Electioneering includes wearing campaign buttons, badges, tee shirts, sweatshirts, caps, or any type of clothing in specific colors or with slogans, pictures, etc.; asking voters to vote a particular way; or leafleting. ► Intimidation is a felony under Illinois law. Pollwatchers Pollwatchers must present an Early Voting credential to you upon entering the Early Voting site. They will need one for each day they want to enter the Early Voting site. Place credentials in Envelope 604. You, as EMs, and Cook County Clerk’s staff or authorized rovers from the Cook County Clerk’s office are the sole authority in the Early Voting site. You may expel observers who violate these rules. Media Due to the growing number of independent and online news outlets, we now allow reporters and photographers to use their staff ID or business card for access to the Early Voting site. A few guidelines for working with the media: ► EMs should ask to see media ID when media personnel enter the Early Voting site. ► News crews can photograph and film inside. ► Asked to be excluded if you or a voter does not want to be filmed, photographed or interviewed. ► Interviews should be conducted at a distance so as not to disturb voting. ► If a problem arises or if you are not sure who to grant access to, contact the Clerk’s media coordinator at (312) 502-3268. 8/29/2012 13 Long Lines – Division of Labor ► Process voters quickly but accurately. ► Hand out applications on clipboards. Equipment Managers managing the busy line: → Make sure applications are filled out before getting to the online confirmation table. ► Equipment Managers confirming voters online: → Do not spend time talking to voters about how to vote on the touch screen when handing the voter the Activation Card Warning slip. ► Hand voters a number so that you can call the next voter when a touch screen becomes available. ► Equipment Managers monitoring the touch screens: 1) Retrieve the number given to the voter. 2) Remind voters to cast their ballot before removing their activation card from the touch screen. CHECK the box next to each item as it is completed. Check Step# Task to complete 1 Place the touch screen on a table with the wheels facing the edge or on the floor with the yellow rectangular areas facing upward. 2 Open the compartments on the side of the touch screen that are facing upward. Remove the items from all three compartments. Replace the covers. 3 Separate the metal legs by pulling on both sides, like an accordion. DO NOT place the pin in the hole on the crossbars between the legs yet. 4 5 Straighten the top crossbar between the legs. The top bar (with the pin) should be horizontal and the bottom bar (with the hole) should be pointing upward in an upside down “V” shape. When the crossbars are correctly positioned, the legs should point slightly outward. Insert the legs: → Be sure that the legs are positioned as in step 4 before trying to push them fully into place. → Align the legs with the color coded yellow and black holes on the touch screen. → Push the legs into the holes until you hear a “click”. Note: pushing all the legs in at the same time makes the connection a bit easier → After the legs are in place, connect the crossbars by inserting the pin into the hole. 6 1. Fully extend the legs by pulling them upward and allowing the pins to click into place. → If your site requires you to move the touch screen from one room to another: • Do not fully extend the back legs. • Insert the wheels onto the back legs. • Make sure the touch screen stands level. 2. Stand the unit up onto its legs. Remember: Turn the touch screen over in pairs! Do not attempt to turn the touch screens over by yourself. 8/29/2012 20 7 Remove the cover of the touch screen and place it aside. Raise the screen of the touch screen and place the brace in the middle groove. 8 9 10 Note: Lift the screen gently from behind so you can see where the groove is located. Be careful to only raise the screen and not to raise the screen too far; this can damage the unit. Attach the privacy panels. Insert both metal prongs in the holes on either side of the touch screen (left and right are labeled on the panels). When properly inserted, the panels will click into place. Connect the top flap to both sides using the Velcro. The flap should hang off the rear of the machine and be flush with the privacy panels in front. Plug the unit in by connecting the cord from the outlet on the blue lower right side of the machine to a power source. If necessary, tape the cord to prevent voters from tripping. Place the headphones and Velcro strap in the back of the machine. Confirm the seal numbers from the Polls Open/Close cover, the Cartridge Ports cover and the printer on the Touch Screen Audit Log. • Both EMs initial on the line next to the HDC initials. 11 8/29/2012 12 Turn on the power to the touch screen by pressing the right side of the red rocker switch (on/off button) in the rear of the machine. 13 Wait…The touch screen machine may take several minutes to boot up. 21 → Break the white seal on the Polls Open/Close cover. 14 → Unlock the Polls Open/Close cover using the 1001 key. Note: DO NOT remove the seals on the Printer and the Cartridge Ports cover. Open the polls on the touch screen machine. 15 → Pull down the cover labeled “Polls Open/Close” in the back of the machine. → Turn the knob to “Open”. → Close and lock the cover. Remember: Never close the polls once they are opened. 1. Seal the Polls Open/Close cover with a red seal. 2. Wait…The unit will boot for several seconds. 16 3. Record the red seal number on the Touch Screen Audit Log. • Both EMs initial on the line next to the seal number. Note: If the touch screen has the message “Results Cartridge Removed”; see Touch Screen Troubleshooting, “Results Cartridge Removed”, page 114. 17 8/29/2012 Print an AM zero tape on the touch screen. To do this, press “Print” at the bottom of the screen as soon as the unit stops booting. The machine will ask if you want to review every page. Select “YES”. Note: If the touch screen goes straight to the “To Begin Voting” screen after booting up, see Touch Screen Troubleshooting, “Touch screen fails to print an AM zero tape”, page 110. 18 Verify that all of the totals on the printout are zeros. After each page has been checked, touch “Next Page” on the screen. Repeat this step as many times as necessary. 19 Press the “DONE” button in the middle of the screen after the last page has been reviewed. The paper will advance so that there is no printing visible. The ballot will appear on the screen 20 Press the “DONE” button on the bottom right of the screen. 21 Press “Start Voting” on the touch screen when the option appears. 22 Confirm the protective counter number on the Touch Screen Audit Log. • Both EMs initial on the line next to the HDC initials. 22 23 Turn off the touch screens once the setup of all machines is complete. NOTE: If the green light on the front of the printer cover is flashing or not lit, see Changing Touch Screen Paper Tape and/or Touch Screen troubleshooting. Repeat all steps for each touch screen 8/29/2012 23 8/29/2012 24 8/29/2012 25 Setting up the Card Activator FOLLOW the steps on this checklist to set up the card activator. CHECK the box next to each item as it is completed. Check Step# Task to complete 1. Confirm the serial numbers on the Card Activator Audit Log. 2. Initial on the line next to the HDC initials to confirm that you have the correct card activator. • Both EMs initial on the line next to the HDC initials. 1 Step 1 2 Step 2 1. Remove the card activator and the power cords from the black case. 2. Connect the two sections of the power cord. 3 1. Plug the round end of the power cord into the back of the card activator unit. • The flat end of the black plastic connector should be facing up. 2. Connect the cord to a power source. 8/29/2012 4 Flip the black power switch, located on the underside of the left side of the unit, up to turn the unit on. 5 Wait…It may take several minutes to boot up. 6 Confirm that the machine boots up. 7 Flip the black power switch down to turn the unit off. 26 8/29/2012 27 Setting up the Computer FOLLOW the steps on this checklist to set up the computer. CHECK the box next to each item as it is completed. Check Step# 1 Task to complete Plug in the computer and turn it on. Click on the “Early Voting website” icon. → If there is no Early Voting website icon, 2 1. Click on the “Internet” icon (usually a blue “e” symbol). 2. Type https://earlyvoting.cookcountyclerk.com in the web address bar at the top of the screen. The Early Voting website cannot be logged into at this time. Shut down the computer 3 1. Click the “Start” tab at the lower left corner of the screen. • The Start up menu will appear on the lower left side of the screen. 2. Click on “Shut Down” at the lower right of the Start up menu. • Select “Shut Down”. Immediately call the Early Voting Call Center and let them know that all touch screens, card activators and computers are set up. 8/29/2012 28 8/29/2012 29 EM Responsibilities • First Morning ○ Touch screen ○ Card activator • Early Voting Website ○ First log in • Each Morning 8/29/2012 30 8/29/2012 31 First Morning of Early Voting Be at your Early Voting site by 8:00 a.m. and obtain entry into the EV room. Prepare your name badge and wear it everyday. Touch Screens The touch screens will have already gone through the open polls process as part of the setup on October 19, 2012. The new Open/Close Polls seal number will have been recorded by the person setting up the equipment. DO NOT open the Polls again. FOLLOW the steps on this checklist on each touch screen that is set up on the first morning of Early Voting. CHECK the box next to each item as it is completed. Check Step# 1 2 Task to complete Confirm all the seal numbers from the Touch Screen Audit Log. Turn on the power to the touch screen by pressing the red rocker switch in the back of the machine. • The screen will display “Please Wait”. This may take several minutes. 3 The machine will display “Waiting for first voter”. 4 Confirm the protective counter number on each touch screen from the Touch Screen Audit Log. Write the date and the public counter number from the bottom of the screen of each touch screen on the first “AM Public Counter” line in the “Daily Log” portion of the Touch Screen Audit Log. 5 8/29/2012 32 6 Press and hold the green button on the back of the touch screen until it beeps. • 7 8 The screen will show a menu screen. When the menu screen appears: • Press “Zero Proof Report”. Print the AM Zero tape. Note: This is your second AM Zero tape. Once each AM Zero tape is done printing, the touch screens are ready for the first voter. 8/29/2012 33 Card Activator FOLLOW the steps on this checklist to set up the card activator. CHECK the box next to each item as it is completed. Check Step# Task to complete 1 Turn on the card activator by pressing the power on/off switch on the bottom left side of the unit. 2 The card activator will initialize. Once the card activator is done initializing, you are ready to activate cards. Do not run a configuration tape or an AM Zero tape on the card activator. 8/29/2012 34 8/29/2012 35 Early Voting Website You must use the Early Voting Website to process a voter’s Early Voting application. The website is used to verify each voter’s eligibility to vote. You will not be allowed to log in until 8:01 a.m. on October 22, 2012. First Time Log In FOLLOW the steps on this checklist to log into the Early Voting Website the first time. CHECK the box next to each item as it is completed. Check Step# 1 2 Task to complete If the screen is not showing the Early Voting Website Login page, type https://earlyvoting.cookcountyclerk.com in the web address bar at the top of the screen. 1. Enter your User Name and Password in lower case letters. • Your User Name is your first and last name with a period between the two. Example: john.smith • Your Password for your first login is “password” (lower case). 2. Click the “Login” button. Step 1 8/29/2012 Step 2 36 You will immediately be prompted to change your password. 1. Enter the Current Password as “password” (lower case). 2. Enter your New Password. • The password may be anything you choose, but it must be a minimum of 7 characters. • Remember that passwords are case sensitive. • Write down the new password so you don’t forget it. 3. Confirm the new password in the “Confirm Password” box. 4. Click the “Change Password” button. 3 Step 3 Step 4 Step 2 Step 1 When the screen shows that your password has been changed, click “Continue”. 4 All Early Voting EMs are required to change their password during the first login. You will only be asked to change your password once. Immediately call the Early Voting Call Center and let them know that you are up and running and ready for the first voter. 8/29/2012 37 Each Morning of Early Voting FOLLOW the steps on this checklist to set up the touch screens and the card activator. CHECK the box next to each item as it is completed. Check Step # Task to complete Touch Screens 1 Turn on the power to each touch screen. 2 Confirm that the seal number on the Cartridge Ports cover for each touch screen is the same as the number from the previous day. 1. Record the beginning public counter number from each touch screen in the “Daily Log” portion of each Touch Screen Audit Log. 2. Confirm the number is the same as the closing number for the previous day on each touch screen. 3 Step 1 8/29/2012 Step 2 38 Card Activator 1 Turn on the card activator by pressing the power on/off switch on the bottom left side of the unit. 2 The card activator will initialize. Once the card activator is done initializing, you are ready to process voters. Check Step# 1 Task to complete Hand each voter an Early Voting Ballot Application. • Each application has 4 different languages: English, Spanish, Chinese and Hindi. Instruct each voter to complete the white portion of the Early Voting Ballot Application and hand it back to you. The voter may fill out the following information in the English, Spanish, Chinese or Hindi section of the application. • Name (print) • Address (print) • Signature 2 8/29/2012 44 1. Complete the upper grey portion of the Early Voting Ballot Application. • Early Voting Site • Date • Signature of Official (your signature) 2. Ask to see the voter’s government issued or university photo ID. Check the box next to the type of photo ID the voter is using. The photo ID is for facial recognition purposes only. • If other ID is used, list the type where indicated. 3 Step 1 Step 2 Note: If a mistake is made on the Early Voting Ballot Application by the voter or EM, fill out a new application. Click on the “Voter Search” tab. 2. Choose at least 2 of the 4 search fields offered. • We suggest the voter’s last and first name. *We will use James Nelson for illustration purposes. Note: If the voter has a common last name that will produce a long list of names, type in the voter’s date of birth or the first two letters of the voter’s street name. 3. Click on the “Search” tab. 4 Step 1 8/29/2012 Step 2 Step 3 46 A field listing all voters in Cook County that match your search criteria will appear. 1. Note a small color coded box next to each name in the Voter ID column. These boxes indicate whether a voter is “Active” or “Inactive”. • If a voter is inactive, he/she must show a second form of ID and must complete the Affidavit for Universal or Provisional Voters. (See page 45 for acceptable forms of ID.) ○ Record the type of ID on the line indicated in the ID portion of the Early Voting Ballot Application. ▪ Voters who do not have proper second ID must vote a provisional ballot. 2. You must write the voter’s township and precinct on the Township Ward Precinct line on the paper application. The voter’s precinct is the last 3 numbers on their web application on the Township line. If you are in Berwyn and Evanston, you must also write the voter’s ward (the 2nd set of numbers). See page 50. 2. Check the signature carefully. The voter must sign the paper application. Compare their signature written on the paper application with the signature on the web application. If it is not close, you must challenge the voter and give the voter a provisional ballot. In this case, fill out an Affidavit for Universal or Provisional Voters, check the box on the web application and enter the provisional ID number from the card activator on the web application and on the Affidavit. Don’t forget to give the voter the yellow receipt on the back of the Affidavit. 3. Provisional voters. Provisional voters must have an Affidavit (see #2 above) and an EV paper application, unlike Election Day where you only need the Affidavit and leave the paper application in the application book. Both the paper application and the Affidavit must be filled out completely and have the same application number. 4. Check the address carefully. The address on the paper application must match the address on the web application. If they do not match and the voter has moved, send the voter to the closest Grace Period site to re-register and vote during Grace Period voting. 5. The voter’s photo ID is used to verify the voter’s identity. It does not have to match the web application. The written application is the form that must match the web application. Do not use their photo ID to verify the voter’s address. 6. Inactive voters must show you 2 IDs. The first must be their government-issued photo ID. On the paper application, write the type of ID that was used for their 2nd ID. Inactive voters also must complete the Affidavit for Universal or Provisional Voters. On the Affidavit, you must record both types of ID and the ID number from each one. If they do not have a 2nd ID, they must vote a provisional ballot. You must also check the appropriate boxes on the web application. 7. If a voter requests assistance from a judge, there must be 2 judges at the touch screen with the voter. 8. Voter Correction Requests on the web application are for voters you have incorrectly confirmed or who fled or changed their mind in voting after you confirmed them. Use the Application Book Correction Sheet for changes to a voter’s record, for example wrong birth date. 8/29/2012 60 9. Remove the card and hand it to the voter along with an Activation Card Warning Slip. (Do not assume that taping the slip to the touch screen is enough. This step is not optional.) 6 Tell the voter to leave the card in the machine until they have pressed the “Cast Ballot” button and the touch screen directs them to remove it. Tell them they must follow the prompts to review their ballot. Before removing their card, the tape must be blank and the screen should read Note: This step is extremely important. The voter is required to show identification because he or she is inactive but does not have two pieces of ID. The voter was mailed a ballot, but did not return it to the judges. To issue an activation card for a provisional voter, follow the steps below. Check Step# Task to complete 1 Follow all of the steps to complete the judge’s portion of the top (pink) section of the Affidavit for Universal or Provisional Voters. (see page 57) 2 Instruct the voter to fill out and sign the voter’s section of the top portion of the Affidavit for Universal or Provisional Voters (pink copy). The activator will also print the number. Write the provisional ID number in the bubble provided on the Affidavit for Universal or Provisional Voters. This number must also be entered on the voter’s web application. Important: Without the provisional ID number you will disenfranchise the voter. 9 Check the box at the bottom of the affidavit indicating the reason why the voter was given a provisional ballot (boxes 12, 13 or 16). 1. Cut the tape with the provisional ID number for that voter from the card activator. 2. Attach the tape to the affidavit. 10 3. Place the affidavit into Envelope 604 (pink and white copies), with the provisional ID slip attached. 4. Give the bottom yellow copy and the Provisional Voting Instructions to the voter. Remove the card and hand it to the voter along with an Activation Card Warning Slip. 11 Tell the voter to leave the card in the machine until they have pressed the “Cast Ballot” button and the touch screen directs them to remove it. Tell them they must follow the prompts to review their ballot. Before they remove the card, the tape must be blank and the screen should read Note: This step is extremely important. You must add a final (7th) digit to activate the card. • In a General Election, this digit represents a regular or federal-only ballot. The 7th digit for all early voters is “1”. 3. Press the “Yes” button. 5 Remove the card. Accompany the voter to any available touch screen unit with an accessibility handset. Note: Each Early Voting location will have at least one touch screen with audio capability. 1. Remove the accessibility handset and plug the headphones into the headphone port on the side of the handset. 2. Attach the Velcro strap to the back of the handset. 3. Hand the voter the headphones to put on. Then slide the handset onto the voter’s hand in the correct position. 4. Tighten the strap if necessary and be sure that the voter understands where buttons are located. 6 5. Explain to the voter that there are 6 raised buttons, plus volume and speed control buttons. Tell them to press the HELP button (round button at the upper right of the handset) at the beginning of the Audio Ballot to hear an explanation of the buttons. See page 70 for a more detailed explanation. 6. Insert the card into the touch screen for the voter. 7. Tell the voter to leave the card in the machine until they have cast their ballot and the touch screen directs them to remove it. 8. Return to your Station as soon as the voter begins voting. 8/29/2012 72 Audio Ballot Instructions for the Voter The audio ballot comes equipped with instructions that are spoken to the voter. The voter is guided in making selections by a series of prompts. Below is a description of the instructions that the voter will receive while using the accessibility handset and the headphones. Steps Instructions to the voter from the audio ballot The audio ballot will first ask the voter to choose a language. 1 → This is done by using the pink UP arrow button or the purple DOWN arrow button. → When the voter hears a desired language, he/she will press the green square SELECT button. 2 The voter will press the green square SELECT button a second time to enter the audio ballot instructions. 3 After listening to the instructions, the voter will press the green square SELECT button. This will take him/her to the first contest. If the voter waits more than 30 seconds to press a key, a Help Message will activate to assist the voter. 4 After hearing the names of the candidates, the voter will press the pink UP arrow button to move through the list of names one at a time. The voter can go back through the list by pressing the purple DOWN arrow button. 5 The voter will press the green square SELECT button to choose a candidate immediately after hearing the name. 6 The audio ballot will then confirm the selection by reading it back to the voter Write-In Candidates The voter can also select the write-in candidate option in races where a write-in candidate has filed to run. → Prompts allow the voter to press the UP and DOWN arrow buttons to navigate through the alphabet to spell the candidate’s name. → The voter will press the green square SELECT button to choose each letter. → After completing the candidate’s name, the voter presses the green square SELECT button to move to the next race. 8/29/2012 73 7 The voter will use the yellow LEFT and blue RIGHT arrow buttons on the keypad to move backward and forward through the contests. → The voter can use the blue RIGHT arrow button to skip contests after the name of the contest is read. After the voter reaches the end of the ballot, the voter can review the selections by pressing the green square SELECT button. 8 → The narrator will read each contest name. → After each contest, the audio ballot will inform the voter: • • 9 10 “This contest is fully voted” and will read the name of the candidate selected. Place them in the proper storage bin on the bottom of the touch screen. 13 Release the pin from the hole in the crossbars. 14 Remove the leg assembly from the holes on the touch screen unit by pressing and holding each of the retention pins while pulling the legs out of the holes. Hint: Take one side out at a time. Grab and pull two legs on the left, then the same on the right. 15 Open the three bottom storage covers and replace the items. Replace the storage covers. In other cases, the equipment manager will have to call the Call Center. The table below notes some common situations and the corrective action required. Problem Tasks to Complete: - Printer Problems Touch screen fails to print an AM Zero Tape after booting up or opening the polls. If the touch screen goes straight to the “To Begin Voting” screen: 1. Press and hold the green button in the back of the machine until it beeps. 2. When the menu screen appears, touch “Zero Proof Report” and follow steps 18-21 in “Setting Up a Touch Screen”, page 22. Touch screen shows “Printer off-line” Disconnect and then re-connect the printer cable to the touch screen. Make sure the light on the printer is solid green. Green light on the printer is flashing or not visible. Remove the printer cover. Check the printer head switch to make sure it is in the locked position and the green light is no longer flashing. Make sure that all cables are connected by pulling out each one and re-connecting them to the machine. Note: Anytime you break a seal on the printer canister you must replace the seal and record the new number. 1. Turn the machine off by pressing and holding the red rocker switch in the back for 5 seconds. o The machine will shut down. 2. Turn o o o o Voter inserts activation card incorrectly Touch screen shows “Vote Save Error” when voter casts ballot the touch screen on again. The machine will re-boot. Ballot was successfully cast. The screen will go back to “To Begin Voting…” The voter cannot vote again. In most cases, the card will automatically eject. If the card remains stuck in the yellow slot, there are two ways to remove it: 1. Press and release the green “activate” button. 2. Turn the power off, wait 5 seconds then turn it back on. If steps 1 and 2 do not work, call the EV Call Center. This message indicates that the vote could not be saved. A soiled card typically causes this message to appear. If this occurs, take the card from the voter and set it aside. Issue the voter a new card and direct the individual to vote again. Clean the sensor or chip on the back of the card with a clean, soft cloth. The activation card can then be re-used. Be sure that the voter de-selects any choices made on the ballot and then have a judge: Voter has been issued wrong ballot style 8/29/2012 1. 2. 3. 4. Press and hold the green “activate” button. Release the button when “Blank Ballot?” is displayed. Touch the “Cancel Activation” button on the screen. Reactivate the card using the correct activation code (ballot style). 112 Screen turns red with the message, “The voter card is not valid.” To remove the card, tap the green activate button. The card will eject and the screen will return to normal. A. If the voter left the polling place without making any selections on the ballot, two judges (one from each party) should: Voter leaves polling place before casting ballot (Voter fled) 1. Press and hold the green “activate” button. 2. Release the button when “Blank Ballot?” is displayed. 3. Touch the “Cancel Activation” button on the screen. B. If the voter fled after making selections on the ballot, two judges (one from each party) should: 1. De-select any choices that the voter has made anywhere on the ballot. 2. Press and hold the green “activate” button. 3. Release the button when “Blank Ballot?” is displayed. 4. Touch the “Cancel Activation” button on the screen. Four methods to remove the activation card if it is stuck in the slot: → → Voter card is stuck in → the yellow slot → Try to remove it by gently pulling it out. Tap the green “activate” button in the rear of the machine. Press and hold the green “activate” button. Re-boot by turning the machine off for 5 seconds and turn it on again. If the card is still stuck, call the EV Call Center and take the unit out of service. Cancel the ballot by doing the following: Voter requests an audio ballot, then decides to vote with assistance (without audio ballot). 8/29/2012 1. Press and hold the green “activate” button in the back of the unit. o The unit will beep. o The screen will change to an option screen. 2. Touch “Cancel Activation” o The “To Begin Voting…” screen appears. 3. Activate a new card and hand it to the voter or the person providing assistance. 113 - Power Problems Missing power cord Follow steps 1-9 in Setting up a Touch Screen, page 20, to set up each machine. Then continue with step 11 (the touch screen has a backup battery). Call the EV Call Center and inform them of the missing cord. Power is accidentally turned off Turn the power back on by pressing the red rocker switch in the rear of the machine. Voting can resume, with no interruption to the count, as soon as the touch screen completes its start up testing. Immediately call the EV Call Center (312) 603-1178 to report a Power failure at the power failure. The touch screen machine has an internal Early Voting site battery that will last from 45-90 minutes (depending on usage and other factors). → Check all connections. → Make sure the cord is plugged into the touch screen and No green power light into the wall. → Make sure the wall outlet and/or power strip is working properly. - Results Cartridge Problems → Re-boot the touch screen: 1. Turn the machine off by pressing and holding the red rocker switch in the back for 5 seconds. o The machine will shut down. 2. Turn the machine on again. o The machine will re-boot. o The screen will display the correct screen. Error message: “Results Cartridge Removed. Service Required” 8/29/2012 → If Re-booting doesn’t work: 1. Turn the machine off by pressing and holding the red rocker switch in the back for 5 seconds. o The machine will shut down. 2. Break the seal on the Cartridge Ports cover in the back. 3. Unlock and open the Cartridge Ports cover. 4. Remove and re-insert the cartridge firmly into the same port. 5. Close, lock and seal the Cartridge Ports cover. Record the replacement red seal number on the Touch Screen Audit Log. 6. Check to see that the green light on the front of the touch screen is illuminated. o If the light is not on, the machine may not be getting power. Check all connections. 2. Re-boot by turning the machine off then back on using the red rocker switch in the back of the touch screen. The screen freezes 8/29/2012 Re-boot by turning the machine off then back on using the red rocker switch in the back of the touch screen. 122 8/29/2012 123 Touch Screen Replacement When you receive a new touch screen to replace one that is not working properly, the technician or rover will have a replacement form to fill out. They will keep this form and return it with the touch screen. Check Step# NEW 1 Task to complete Remove the paper roll from the non-working machine. Sign the tape and place it in the purple pouch. 1. Check the serial number of the Touch Screen Audit Log to make sure that you fill out the information for the correct touch screen. 2. Record the public counter of the touch screen you are sending back in the “Daily Log” portion of the Touch Screen Audit Log for the date you are sending the touch screen back. 3. Record the date and time that the machine was returned on the designated lines at the bottom of the Audit Log. Problem: Task to complete: Card activator does not work properly Re-boot the machine by flipping the power switch off and then back on. If the card activator still does not work, call the EV Call Center. Voters may continue voting by putting the touch screen in manual mode (see page 115). Card activator does not turn on The power is connected incorrectly or not installed. Check that both ends of the adapter cord are plugged in. If they are plugged in, check the power strip and wall outlet. If the wall outlet is not working, IMMEDIATELY call the EV Call Center. Voter claims the activation card is faulty Check the status of the card. Insert the card into the card activator and press the “Card Status” button. If the activator says that the card has been voted, the person is not allowed to vote again. If the card has not been voted, ask the voter which machine they voted on to verify there was no error in removing the card. If there was an error, there will be a message “Error writing to voter card”. Activate another card. If no message, you can reuse the first card by re-activating it. The error message, “Invalid Selection Code” appears on the screen The wrong activation code (selection code) was entered. Check the activation code on Early Voting Ballot Application and remember to add the 7th digit. Enter the correct 7 digit activation code into the card activator. The error message, “Zero Proof Failed!
