The City of Bella Vista has offered to purchase three properties from the association for $1,874,600. The properties are: • The Town Center Building, located at 101 and 103 Town Center, which currently houses the association’s Membership Services Department, the Bella Vista Police Department and Bella Vista Fire Department & EMS – station No. 1. The estimated market value is $2.8 million. • The Trafalgar Road Building, located at 8300 Trafalgar Road, which currently houses the Bella Vista Fire Department & EMS – station No. 2. The esti¬mated market value is $428,000. • The Glasgow Road Building, located at 215 Glasgow Road, which currently houses the Bella Vista Fire Department & EMS – station No. 3. The estimated market value is $110,000. The purchase price represents a discount from the market value, which was determined in a September 2010 appraisal conducted by Rife & Co. The discount is based on the cost of some remodels to the buildings the city believes are necessary, as well as the shared interest the city and the Property Owners Association have to continue to meet our members’ safety and welfare needs. The city estimated it would cost more than $4 million to purchase land and build new police and fire stations in Bella Vista. Therefore, city officials decided that it is in the best long-term interest of the residents of Bella Vista to purchase these existing buildings. “The association’s Board of Directors has evaluated this offer and supports the sale and transfer of these properties to the City of Bella Vista for $1,874,600. The Board believes this sale and transfer is in the best interest of all Bella Vista Village property owners and encourages all members to vote in favor of this proposal,” Board Chairman Ed Morgan said in a letter that will accompany the ballot. See Election • Page 3 POA To Sponsor Easter Egg Hunt, Carnival Get ready for a hopping good time. Join the Bella Vista Village Property Owners Association for its 9th Annual Easter Egg Hunt on Saturday, March 30, at Riordan Hall, 3 Riordan Drive. The Easter Egg Hunt, which will begin promptly at 10 a.m., will be open to children 12 and younger and split into different age groups. More than 10,000 plastic eggs – filled with candy and prizes – will be hidden around the Kingsdale Complex. In addition, parents will have the opportunity to take pictures of their children visiting with the Easter Bunny from 10 to 10:45 a.m. A carnival with children’s activities, such as bean bag tosses and face painting, will follow the Easter Egg Hunt and conclude at noon. Free tickets to the carnival are required. The tickets are available at Riordan Hall, beginning Monday, March 4. Tickets are limited and will be given on a first come, first served basis. The Goose Reproduction Intervention Program (GRIP) is a volunteer-based effort with the goal to stop reproduction in the resident Canada goose population, so that geese are not introduced into this already over-abundant population. However, such a large effort requires numerous volunteers. The Property Owners Association will furnish the supplies and training for a process call egg oiling, and Volunteer Coordinator Bob McGrath will handle all data acquisition and collect summaries from each team. A volunteer orientation is planned from 6 to 8 p.m.Tuesday, March 5, with a second orientation scheduled from 9 to 11 a.m. Thursday, March 7, for those who cannot attend the first training. Both orientations will be at Bella Vista Village’s Riordan Hall, 3 Riordan Drive. During the orientation, Darrell Bowman, the association’s lake ecologist and fisheries manager, will give a short PowerPoint presentation explaining the process and giving results from the last four years. This year’s tournament was moved from the first week of July to June 17-20, which coincides with the LPGA Tour’s Walmart NW Arkansas Championship Presented by P&G. Bella Vista Village has a large number of property owners that volunteer each year for the Walmart NW Arkansas Championship Presented by P&G, POA General Manager Tommy Bailey said. Many of those same property owners volunteered during last year’s KPMG Stacy Lewis Junior Open in Bella Vista. “We were concerned that, by hosting the event at the same time as the LPGA, we would be forcing our volunteers to choose between the two worthwhile tournaments and, potentially, taking away from both events,”Bailey said. In January, the AJGA named the 2012 KPMG Stacy Lewis Junior Open the Newcomer of the Year Award.The tournament took place on Bella Vista Village’s Highlands Golf Course. Throughout the tournament, more than 250 members volunteered for various positions, enhancing the tournament experience. This year’s KPMG Stacy Lewis Junior Open will be from June 17-20 at Lost Springs Golf & Athletic Club in Rogers. The owner of a lot is entitled to membership privileges and has access to all of the amenities Bella Vista Village has to offer, including eight golf courses, seven lakes, swimming pools, tennis, walking trails, a gun range and recreation centers. A preliminary list of the properties is available for viewing on the association’s website – http://www.bellavistapoa.com/ auctions/judicialsalelist/index.asp. The starting bid for each lot is $500. All 39 lots are unimproved and located in various areas of the village. The starting bids may be adjusted and the number of properties offered may be reduced prior to the date of sale. The final list will be presented to bidders the morning of the sale. All lots will have taxes paid through 2011. Buyers will be responsible for the 2012 taxes and all future taxes. Upon purchase, the buyer is subject to the Declaration and Protective Covenants and other governing documents of the association. Each lot is subject to property association assessments, which are $16 per month, and will begin to accrue April 1. Beginners Golf Seminar Resumes in April Bella Vista Village will resume its popular beginners’ golf seminar for adult property owners in April. The instructional seminar will be from 5:30 to 6:30 p.m. on four consecutive Wednesdays from April 3 through April 24 at the Tanyard Creek Practice Center, 10 Nature Trail Lane. The cost is $20 per person, and space is limited to the first 20 applicants. The seminar will include golf skill instruction, such as driving, iron play, chipping and putting. Participants will also be instructed on proper course etiquette. Basic rules, safety, keeping score and ready play will be reviewed during the course. On-course play will be offered in the last teaching session at a casual yet structured setting using fun, skill-enhancement formats. Seminars also will be offered: • 10 to 11 a.m. May 4-25 on four consecutive Saturdays. • 5:30 to 6:30 p.m. June 5-26 on four consecutive Wednesdays. • 10 to 11 a.m. July 6-27 on four consecutive Saturdays. • 5:30 to 6:30 p.m. Aug. 7-28 on four consecutive Wednesdays. • 10 to 11 a.m. Sept. 7-28 on four consecutive Saturdays. Residents should call the Property Owners Association’s Maintenance and Construction Division between 8 a.m. and 3 p.m. Monday, March 25, through Thursday, March 28, to request that appliances be picked up. Collections will not be scheduled outside of the designated timeframe. Appliances – of all colors – will be picked up by Republic Services and the association during the week of April 1-5 on the customer’s regularly scheduled garbage collection day. Garbage and appliances must be in separate piles and on the street by 6 a.m. on the collection day. Accepted appliances are washers, dryers, ranges, air conditioners, dehumidifiers, water heaters, dishwashers, refrigerators and freezers. Appliances must be empty or they will not be picked up. Crews will only pick up items that have been scheduled through the Maintenance and Construction Division. Every resident that schedules a pick up will be given a reference number to place on their items. Items without a visible reference number will not be collected. To register, call 855-5093. The number will be activated to accept calls on March 25. Bella Vista residents are reminded that Republic Services also will collect one “bulky item,” such as household and lawn furniture, electronics and lawn mowers, each week. However, the waste company does not accept tires, batteries, oil or hazardous materials. City Offers Facts About Yard Sale Signs With spring quickly approaching, thoughts will naturally turn to spring cleaning and yard sales. The City of Bella Vista’s Planning and Code Enforcement Department would like to remind residents that yard sale signs do not require permitting. However, if placed incorrectly, signage can be removed.The city offers a “Yard Sale Sign Fact Sheet” on its website – www.cityofbellavista.com – below the Planning and Code Enforcement tab. Generally, these signs must be made of a durable, weather proof material and contain the responsible party’s contact information. Six signs for each yard sale are allowed – one at the site and five directing traffic to the site. Yard sale signs cannot be attached to anything within the right-of-way and must be securely attached to the ground with a stake or pole. Signs must be placed at least 6 feet away from the road edge and should not be placed more than 5 miles from the yard sale location.
