Notes From The Mayor's Office
by Greg “ Porp” Rogers,
Mayor
Our sidewalk project is getting
closer. One of the last things we
have to do before we can go to
bid is get some property releases
signed. There are approximately
40 releases that need to be signed
before we can get final approval
from the DOT. You may be approached by a Village employee
asking for your signature for a
wider sidewalk than you have
now. This is a requirement for
the State Grant we received and
for the Federal Disabilities Act.
That Act makes sure that disabled
people will be able to pass safely
on the updated sidewalks. If you
are approached by a Village employee and have questions please
feel free to call the Village Hall
THURSDAY - SUNDAY, FEB. 12th-15th
Valentine’s Weekend – a whole weekend to
or consult your attorney. If this
is the case please act quickly so
we can get these signed and out
to bid. This work has to be completed this year, so it is important
to all of us that we get these done
ASAP. Thanks for your help and
understanding.
Soon the Board will be working
on the upcoming Budget, while
we have had an increase in our
health insurance cost we still
remain optimistic that we can
have little to no increase in the
tax rate this year.
We will keep you posted on the
progress.

Notes
Notes
Although it was a typical cold afternoon in
Western NY, we were
warmly welcomed to our
weekly Rotary meeting
by President Randy Vink.
Three LeRoy seniors,
Tom Kelso, Ryan McQuillen and Jonah Duyssen joined us for the
meeting and shared their
future educational goals.
Upcoming announcements: The Valentine’ s
Day Tea and Dance will
be held at the American
Legion on February 14th from 1
pm-4pm. Light lunch for only $5
and entertainment by the Batavia
Swing Band. President Randy is
still looking for historical Rotary
items; please give any items to
Lynne Belluscio.
The Rotary Foundation District Dinner has been rescheduled for Friday, February 13th
at Salvatore’s.
The Rotary Leadership Institute is March 21st and the
District Training Assembly is
May 2nd at the Niagara Falls
Conference Center.
Missed Meetings: Tony Gugino and Tom McGinnis both were
cited for missed meetings. Fines:
Bob Boyce for leaving his gifts at
the Cox’s home after the Christmas Party, Rob Murray for having
a mail mix-up, Marcia McKenzie
for the inaccurate time/temperature clock at Five Star bank.
Program: This week’s pro-
gram was given by Michael Messerly, publisher of the Batavia
Daily News. Michael discussed
his progression from radio host
and producer, TV producer,
managing editor and online and
digital manager to his current
position with the Daily News.
Michael noted how there is a lot
of misunderstanding regarding
the viability of the newspaper
industry. There is a misconception that there is little ability for
growth, when actually the ability
to reach people thru print, web,
mobile and video sources allow
them to reach a more diverse
audience. A couple of goals that
Michael has for the near future
is an online TV station that will
air local events and a bi-weekly
agricultural only newspaper.

LE ROY PENNYSAVER & NEWS - FEBRUARY 1, 2015
Superintendent''s Column
by Kim Cox
Superintendent of Schools
When I indicated to my friend
the other day that I was tired of
winter, the look I received was
not very reassuring. It is highly
unlikely that Punxsutawney Phil
will even bother to come out to
check for a shadow this year!! I
suggest we all plan for at least 6
more weeks of winter weather.
One of the advantages of being
on the school board or a school
administrator is that we receive
a newspaper called “On Board”,
created and distributed by the
New York State School Boards
Association (NYSSBA). The
New York State School Boards
Association is comprised of
many educators, legal experts
and school board members that
research and review many current
events in education, both legal
and academic. Another important
role of NYSSBA is that of advocate for public schools. In this
time of political controversy in
state government, the vacant seat
of the Commissioner of Education, and a Governor who seemingly wants to fix the problems he
sees in some public schools with
a one-size, fits-all approach, it is
important to have the leadership
of NYSSBA to help us all have
our voices heard.
Lynne Lenhardt, president of
NYSSBA, suggests in her commentary in the January 12, 2015
edition of “On Board”, that we
need to continue to press our legislators to support public schools.
With the improvement in the
financial footing of the State,
we need to urge the legislators
to restore funding to schools to
allow for the reforms that were
enacted in 2010. These include
eliminating the Gap Elimination
Adjustment (GEA), allowing
the Foundation Aid formula to
flow, and providing professional
development opportunities to
help schools implement higher
learning standards.
While the Governor’s Budget proposal of January 21st
does show a healthy increase to
state aid, this increase is tied to
some very difficult challenges
and changes to such things as
expansion of charter schools,
mayoral control of city schools,
teacher evaluation, and tenure.
While no one would dispute that
things can always be improved
upon, solutions need to be targeted to a specific problem. All
schools can’t be painted with
the same brush. In addition,
the Governor’s withholding of
the 2015-16 State aid runs is
impeding every school’s ability to develop an appropriate
budget or adequately involve
our communities in the process.
These projects must be released
immediately!
I ask you to have your voices
heard. Contact your legislators
and the Governor, and let them
know that our school is doing
great things and we want to keep
growing. You can find information and addresses on our school
website at: www.leroycsd.org.
Click on the District tab and look
for Budget Information. Also,
visit the NYSSBA website at:
www.nyssba.org for a lot of great
information.
Thank you for your continued
support of our students and our
schools!

R.I.T.E. Project
Thank you to the LeRoy community for approving the LeRoy
Central School District’s R.I.T.E.
Project.
The Woodward Memorial Library Staff and Board of Trustees
are very supportive of the plan for
the Wolcott Street School Library/
Media Center to move from the
Public Library to the main school
building.
For many years the Woodward
Memorial Library has experienced a mutually beneficial, collaborative relationship with the
LeRoy Central School District.
The Woodward Memorial Library
Board of Trustees and staff are
thankful for the District’s consistent support.
Businesses that
We concur with the District’s
belief that the School Library/
Media Center services will best
be delivered on the school premises. This is a win-win endeavor
as it will allow the Woodward
Memorial Library to expand its
children’s program in an exciting and innovative way and will
enable Wolcott Street School to
offer a secure library environment
and a technologically progressive
facility for their students.
We look forward to a continued
cooperative, collaborative relationship with the LeRoy Central
School District as this transition
unfolds.

Dinner Auction Celebrates A Diamond Jubilee March 7th
by Lynne Belluscio
The LeRoy Historical Society
will kick off its Diamond Jubilee
year with a grand celebration at
the LeRoy House on March 7.
Tickets are now available at $40
per person. If you are interested
in attending this gala evening,
call the office at 768-7433 or
contact Anne Fox or Michele
Penepento, who are coordinating the event.
A cash bar and appetizers will be served
between 5 and 6,
followed by dinner.
The D&R Depot has
graciously agreed to
cater the evening and
Kent Auctioneers will
be providing their services for the live auction. Everyone is encouraged to
wear a 1940s tie and to bring a
handful of dollar bills that will be
used to gather votes. The winner
with the most votes, gets to keep
their money.
Not only was 1940 the year that
the Historical Society ventured
out to help preserve the community’s heritage, it was also a
year that the LeRoy Rotary Club
began serving the community.
The world was at war. Germany
was invading Denmark, Belgium
and France. Italy entered the war.
Winston Churchill was elected
Prime Minister of England and
yet there was a sense of normalcy
that still prevailed.
It was the year that M&Ms
were introduced, as well as York
Peppermint Patties. Tiffany’s
in New York City became the
first fully air-conditioned store.
The first commercial flight with
pressurized cabins was made.
Jeep was introduced and plasma
became known as a substitute
for whole blood. The first Dairy
Queen opened in Joliet, Illinois
and the first McDonald’s opened
in Pasadena, California. Not to
be outdone, the original recipe
for Kentucky Fried Chicken,
developed by Harland Sanders,
was introduced. A long list of
well-known people were born
in 1940: Jack Nicklaus, Fran
Tarkington, Ted Koppel, Smokey
Robinson, Peter Fonda, Mario

Andretti, Willie Stargell, Chuck

Pacino, Ricky Nelson, Bernard
Shaw, Tom Jones, Nancy Sinatra,
Bruce Lee, Chuck Mangione,
Dionne Warwick, Frank Zappa,
Ringo Starr, James Brolin, Martin Sheen, Raquel Welch, John
Lennon, and Pele.
Some great music was introduced in the same year: In the
Mood; A Nightingale Sang in
Berkley Square; Fools Rush In;
Imagination; Tuxedo Junction;
It’s The Same Old Shillelagh;
I’m Nobody’s Baby; Maybe;
Trade Winds; Only Forever; The

I’ll Never Smile Again; Because

and Bewildered; Blueberry Hill;
Falling Leaves; Hi Diddle Dee
Dee; High On a Windy Hill; How
High the Moon; The Last Time I
Saw Paris; Let There Be Love;
and lest you forget - - Polka Dots
and Moonbeams.
Families would gather around
the radio in the evening to hear
the latest news and “Superman”
and “Truth or Consequences”
made their debut. And there
were some great movies - - Walt
Disney’s “Pinocchio” and “Fantasia.” Gary Cooper starred in
“North West Mounted Police”
and Charlie Chaplin starred in
“The Great Dictator.” The “Philadelphia Story starred Katherine
Hepburn, Cary Grant and James
2015
Stewart. The classic film about
the Great Depression “Grapes
of Wrath” starred Henry Fonda.
Spencer Tracy and Robert Young
starred in “North West Passage.”
Bette Davis and Charles Boyer
starred in “All This and Heaven
Too.” Judy Garland and Mickey Rooney were in the musical “Strike up the Band.” Bing
Crosby, Bob Hope and Dorothy
Lamore starred in “Road to Singapore.” And the Western “Santa
Fe Trail” starred Errol Flynn and
Ronald Regan.
It cost 3 cents to send a first
class letter and unemployment
was at 14.6%. On January 31,
Ida Fuller was the first person to
receive a Social Security check.
In LeRoy, a magnificent project was undertaken to record with
a camera, the people and places
of LeRoy. LeRoy had 26 industries. There were 1,192 students
in high school and 8 rural school
districts with three school buses
that transported 50 students into
Town.
Politically there were
1,607 registered Republicans and 500 Democrats. There were 114
people on relief, 9 receiving funds from the government sewing project
and 15 were on the WPA
project.
The Village was served
by 5 local grocery and meat stores
as well as five neighborhood
stores and four chain stores.
Fruits and vegetables were sold
house to house and three dairies
provided pasteurized cream and
milk. Town and Village workers received 40 cents an hour.
Twenty five people commuted
daily to Rochester. There were
seven doctors, five lawyers, five
dentists, five chiropractors and
one osteopath.
Come join us for a nostalgic
evening with good food, good
company and good memories.

LeRoy Nursery School celebrated Dr. Martin Luther King Jr. The
children in the Pre-K 3 Day Class made doves to represent peace.
They learned that Dr. King wanted everyone to live together in
peace. That was his dream which was in his speech. They heard
stories and sang songs about it. It helped them understand why
they had the day off of school and why it’s a holiday.
