1. INTRODUCTION
The Singapore-Cambridge General Certificate of Education (GCE) Normal Technical (N(T)), Normal Academic (N(A)),
Ordinary (O) and Advanced (A) Level Examinations are administered by the Singapore Examinations and Assessment
Board (referred to in this booklet as “SEAB”). SEAB and the University of Cambridge International Examinations (CIE)
are the joint examining authority for the examinations except for Mother Tongue subjects and subjects examined in
Mother Tongue., where SEAB is the examining authority.
Candidates sitting in the GCE N(T)-, N(A)-, O- and/or A-Level Examinations are required to observe and comply with
all instructions and regulations governing the examinations. By registering for the examination, candidates confirm that
they have read, understood and expressly agreed to comply with the Examination Instructions and Regulations
contained in this booklet.
The national examination question papers are copyrighted and must not be posted online, published or reproduced in
any other form without permission from SEAB. SEAB shall take the necessary actions if there is any copyright
infringement.
SEAB may issue additional administrative or procedural documents or instructions for the conduct of specific
examinations (for example, written papers, coursework, oral, and practical). Such documents also form part of the
instructions & regulations with any changes taking immediate effect unless stated. SEAB will disseminate the updates
to candidates through the contact information provided during registration. Candidates are advised to check the SEAB
website regularly for such updates.

2. REGISTRATION
2.1. ENTRY REQUIREMENT

GCE N(A) and N(T) Levels
a)
You may register as a private candidate if you satisfy the minimum age requirement of 15 years as
at 1st January 2016.
b)
Private candidates may register up to a maximum of EIGHT subjects.
GCE O-Level
a)
You may register as a private candidate if you satisfy the minimum age requirement of 15 years as
at 1st January 2016.
b)
Private candidates may register up to a maximum of NINE subjects.
GCE A-Level
a)
You may register as a private candidate if you satisfy the minimum age requirement of 17 years as
at 1st January 2016.
b)
Subjects Examined at H1 and H2 Levels:
Private candidates may register up to a maximum of five H1 subjects and three H2 subjects, or
three H1 subjects and four H2 subjects.
Students who are studying in the Government/Government-aided/Independent/Specialised
schools are not allowed to register as private candidates. Those who register as private
candidates for GCE N(T)-Level, N(A)-Level, O-Level and/or A-Level Examinations will have their
private registrations invalidated and their paid examination fees forfeited.
REGISTRATION PERIOD
Private candidates can register for the N(T)-, N(A)-, O- and/or A-Level through the Singapore Examinations
and Assessment Board (SEAB) internet website at https://www.seab.gov.sg from 14 March 2016 to 30
March 2016.

2.3. EXAMINATION SUBJECTS
2.3.1. Subjects in the GCE N(T)-Level, N(A)-Level, O-Level and A-Level Examinations are listed in Annex A.
2.3.2.
It is compulsory for candidates to sit for all registered components of a subject. Components
include Oral, Listening Comprehension, Practical and Written Papers. Candidates will be issued
‘Absent’ for a subject if they are absent from one or more components of that subject unless they have
been granted prior exemption for the component(s) by the examining authority.
2.3.3.
Candidates can refer to the SEAB website at https://www.seab.gov.sg for details on the examination
syllabuses.
2.3.4. Candidates cannot register for subjects that are incompatible. Refer to the ‘Notes and Remarks’ column
in Annex A for details of such subjects.
2.3.5. If the candidature for a subject is less than twenty, the subject may not be offered and candidates will be
informed. Candidates may be offered to choose another subject permitted by the regulations. Refund
will be given accordingly under such circumstances.
2.3.6.
Science with Practical paper entry requirement:
If you are registering for a Science subject with a practical paper, you must
(a) have sat the same Science subject previously, OR
(b) be currently attending or will be attending a course of instruction in Science practical at any
institute/school.
Your entry for a science subject will only be accepted if you meet the above requirement.
Candidates registering for a Science subject with a practical paper are required to declare online at the
time of registration that they fulfil the above requirement. If a false declaration is made, their registration
for the science subject with practical paper is liable to be cancelled without refund of the examination
fees.
2.3.7.
Science with SPA paper entry requirement:
(a) Only private candidates who have taken SPA in school in 2015 can register for Science subjects
with SPA paper.
(b) These private candidates need not have to sit the SPA paper. Their SPA marks obtained in 2015
will be used in the computation of their overall subject grade, under the following conditions:
(i)

Candidates declare and opt for their 2015 SPA marks to be used in the computation of their
overall subject grade. Their 2015 SPA marks would not be made known to them.
All SPA marks must be carried forward. Private candidates cannot retake any component of
the SPA assessments.
SPA marks can only be carried forward for one year.
(c) Candidates will not be able to carry forward their SPA marks if they were granted exemption from
any assessment for SPA paper in 2015. Such candidates are advised to register for a Science
subject with a practical paper instead.
(d) Candidates should refer to Annex A to confirm the paper (SPA/practical) they are registering for
the Science subject(s).
2.3.8.
Mid-Year & Year End Mother Tongue Subjects
(a) The O- and/or A-Level Mother Tongue subjects may be taken at the Mid-Year and/or Year-End
examinations. For these subjects, private candidates can choose to register for the Mid-Year or
the Year-End examination during the March registration period. Private candidates who register
for the Mid-Year examination can apply to re-sit the written papers for these subjects by
registering for the Year-End examination after the release of Mid-Year results. Candidates will
be advised on the registration procedures when they receive their Mid-Year results. Candidates
who sit the Mid-Year examination, regardless of whether they offer any subject in the Year-End
examination, will receive only one result slip reflecting all the subjects that they have registered
in the year. If they sit their Mother Tongue subject during both the Mid-Year and Year-End
examinations, the better result of the two sittings will be reflected on the result slip.

2.4. EXAMINATION FEES
2.4.1.
Candidates will pay the amount of examination fees according to their citizenship. The examination
fees payable will be determined based on the candidates’ citizenship at the point of registration.
2.4.2.

2.4.3.
A subject fee is payable for every subject entered by the candidate. Refer to Annex A for the
respective subject fee.
2.4.4.
GST of 7% is applicable to both basic and subject fees.
2.4.5.
Examination fees are not transferable from one year to another or from one candidate to another.
2.4.6.
Mode of Payment
Payment is to be made at SingPost office between 5 April 2016 and 13 April 2016 either by cash or
NETs. Alternatively, payment can also be made through Self-service Automated Machines (S.A.M.).
2.5.
AMENDMENTS OF SUBJECTS / PAPER ENTRIES
2.5.1.
Candidates are advised to check their registration details carefully before submission.
2.5.2.
During the registration period (14 March 2016 to 30 March 2016), private candidates can make
amendments to their subject/paper entries online without any amendment charges.
2.5.3.
After the registration period, an amendment fee of $20 is payable in addition to the new subject fee.
Amendment deadline is 25 April 2016 for GCE N(T)- and N(A)-Levels and 26 June 2016 for GCE OLevel and GCE A-Level.

3. WITHDRAWAL AND REFUND
3.1. WITHDRAWAL FROM ENTIRE EXAMINATION
3.1.1.
Candidates may request to withdraw from the entire examination provided that their withdrawal forms
reach SEAB before the start of the year-end written examination.
3.1.2. The withdrawal forms and any supporting document(s) must be submitted to SEAB via email
(contact@moe.gov.sg) or by mail to the Exam Operations Division, SEAB, 298 Jalan Bukit Ho Swee,
Singapore 169565. An acknowledgement will be made within 5 working days upon receipt of the
withdrawal form. (A copy of the withdrawal form is shown in Annex F.)
3.1.3.
Candidates who withdraw from the examination will NOT receive any results or result
slips/certificates for any subjects or components of subjects that they may have taken. If the results
for these have already been released, for example, the mid-year written examination results, these
results will be invalidated.
3.2. REFUND
3.2.1.
Candidates may be given a 50% refund of subject fee paid (inclusive GST) if they submit their
withdrawal requests to SEAB by 30 April 2016 for GCE N(T)- and N(A)-Levels and by 30 June 2016
for GCE O-Level and GCE A-Level. No refund will be made to candidates whose requests are made
after the respective deadlines.
3.2.2.
Candidates who have sat any part of the examination, including oral, listening comprehension and
practical components are deemed to have sat the examination and will not be entitled to any refund
of the examination fees.
3.2.3.
For candidates who withdraw from the whole examination before the stipulated deadlines, refunds will
be made directly to the candidates in the form of a cheque in approximately one month after approval by
SEAB.
3.3. ADMISSION TO TERTIARY INSTITUTIONS
3.3.1.
Candidates who wish to re-sit the GCE O- or A-Level examination but are currently applying for
admission to tertiary institutions should register during the registration period (14 – 30 March 2016) to
avoid incurring late registration fees.

3.3.2.
Candidates may apply for a full refund (less subjects which the candidates might have sat for) of
the examination fees in writing if they subsequently gain admission to the tertiary institutions.
The withdrawal forms and supporting letters of acceptance issued by the tertiary institutions must
be submitted to SEAB either by email (contact@moe.gov.sg) or by mail to the Exam Operations
Division, SEAB, 298 Jalan Bukit Ho Swee, Singapore 169565 by 30 June 2016.

4. ACCESS ARRANGEMENT
Access Arrangements are arrangements granted to candidates with specific learning and physical needs before
the examination to enable them to sit the examination without compromising assessment objectives. Access
arrangements are not intended to give the candidate an unfair advantage over other candidates in the same
examination.
4.1. APPLICATION FOR ACCESS ARRANGEMENTS
4.1.1.
Access arrangements are subject to approval by SEAB and will require necessary documents to
support the application.
4.1.2. Candidates are to download and complete the access arrangement application form from SEAB
website (https://www.seab.gov.sg/content/eservices/ApplicationForm_AA_PrivateCandidates.pdf)
and submit their applications by 31 March 2016 to SEAB:

4.1.3.
Access Arrangement applications typically require 3 to 4 months for review. Late applications
may not be approved due to insufficient time for review.
4.2. OUTCOME FOR ACCESS ARRANGEMENTS
4.2.1.
Candidates can expect to receive the outcomes of their applications for access arrangements by
June 2016, if they submit their applications by 31 March 2016. Candidates who apply for access
arrangements for the Mother Tongue mid-year examination can expect to receive the outcomes of
their applications by May 2016 if they submit their applications by 31 March 2016.
4.2.2.
Candidates with approved access arrangements are required to bring along the issued outcomes of
their applications during the examinations. Candidates are to present the outcomes to the
examination personnel before the start of the examination to indicate the access arrangements
granted by SEAB.
4.2.3. Results slips and Certificates will be annotated for the following access arrangements:
a) Extra-time allowance (including silent reading for oral exam);
b) Exemption from satisfying the full range of assessment objectives in a subject (e.g. exemption from
oral, listening comprehension etc.);
c) Modification of examination papers;
d) Use of word processor facilities and other computer aids;
e) Use of Reader or Scribe/Writer/Amanuensis;
f) Practical assistance in areas such as handling apparatus during practical examination, using
instruments or graph plotting.
4.2.4. There are two types of annotation symbols. The explanations for the symbols (provided on the results
slips and certificates) are as follows:
a) Exemption Symbol (#)
'The candidate was exempted from satisfying the full range of assessment objectives in this
subject.’

4.3. ACCESS ARRANGEMENTS WITHDRAWAL
4.3.1. Candidates, who subsequently wish to withdraw the access arrangements granted to them, are required
to submit a letter of withdrawal to SEAB at least one day before the examination. SEAB will not reinstate the provision of the access arrangements once they have been withdrawn.
4.3.2.
Candidates who do not make use of the approved access arrangements during the national
examinations will still have their results annotated on their result slips and certificates, if they do not
submit the letter of withdrawal to SEAB by the stipulated deadline.

5. EXAMINATION RULES AND REGULATIONS
5.1.
It is the responsibility of the candidate who registered for the examinations to read, understand and comply
fully with the examination rules and regulations
5.2.
Candidates may be prohibited from taking the examination, expelled from the examination room, refused
entry for subsequent papers, have his/her results terminated or a grade penalty and/or be banned from
registering for the examinations in future years, if the candidate breach any exam rules and regulations.
5.3.
A candidate would be deemed to have breached the examination rules and regulations if he/she commits
any of the following :
a) Possession of unauthorised equipment or device
 has in his/her possession within the examination premises (e.g. Examination Room, Quarantine
Room, Waiting Room) any unauthorised electronic, communication, entertainment or gaming devices
capable of capturing, storing, displaying and/or transmitting visual, audio or verbal information.
Examples of prohibited items include mobile phones, cameras, tablets, and smart wrist
watches/glasses, pen with image capturing capabilities and unapproved calculator;
b) Possession of unauthorised reference material or notes
 has in his/her possession any unauthorised reference material/notes even if the candidate does
not intend to use them. All stationery/belongings taken into the exam venue (e.g. pencil case,
calculator cover, cover for ruler, entry proof) must not have any unauthorised notes/information
written on them. Candidates must also ensure they do not have any information or notes written on
any parts of their body (e.g. hands and thighs)
Examples of prohibited items include conversion table/mathematical formula sheet enclosed in or
printed on the mathematical instrument box, any study notes or any exam question papers,
unauthorised or unidentified dictionary;
c) Inappropriate personal conduct during examination
 communicates or attempts to communicate with any other candidate/person inside or outside the
examination room during the examination or any other occasion when communication with any
other candidate/person is strictly prohibited (e.g. during group movement to the quarantine area);
 obtains or attempts to obtain or offers assistance on the examination material (e.g. copying) during
the examination;
 commits or attempts any acts of dishonesty, or the abetment of such acts;
 commits plagiarism (i.e. using someone else’s work or findings without acknowledging the source
of that information) or the abetment of such offences;
 writes any offensive or obscene materials in his/her answer scripts;
 exhibits improper conduct or misbehaviour during the examination (e.g. disrupting other
candidates, taking toilet break without approval or unescorted, not obeying instructions from
invigilators);
 starts writing before the announcement to do so, or continues to write after the stop writing
announcement had been made;

 leave the exam, quarantine and holding room without permission from the exam personnel.
d) Removal of exam material/stationery without permission
 takes away from the examination venue any answer booklet, writing paper, storage devices and
other used or unused exam stationery;
 removes any coursework material/artefact from the exam centre without seeking prior approval
from SEAB;
e) Publishing or posting of any exam material online
 post in any social media or web page any examination related copyright material (e.g. exam
question
paper,
answer
scripts)
without
prior
approval
from
SEAB;
f) Fails to comply to any other additional instructions issued by SEAB for any specific examination paper
or subject

5.4. USE OF CALCULATORS DURING EXAMINATIONS
The following rules are to be adhered to where the use of scientific calculators is allowed in
examinations. A candidate who does not adhere to the rules will be deemed to have breached the
examination regulations and may be subjected to the penalty measures in paragraph 5.2.
5.4.1.
Candidates are only allowed to use the approved calculator models listed from SEAB website
(https://www.seab.gov.sg/content/calculator/GuidelinesCalculators.pdf).
5.4.2.
The calculator must be silent, with a visual display only.
5.4.3. The working condition of the calculator (including the power supply) is the responsibility of the candidates
and any fault in the calculator will not be considered as justification for special consideration.
5.4.4. Candidates are not allowed to share calculators during the examination.
5.4.5. No calculators with an external storage function which can allow users to input and store data via
external storage media, e.g. cards, tapes, and plug-in modules, are allowed.
5.4.6. No calculators with wireless communication capability with other machines, e.g. infra-red
communication capability, are allowed.
5.4.7. Any enclosed instruction leaflets containing any mathematical formula, conversion table or instructions
are strictly prohibited, and must not be taken into the examination venue. Any such information on
the calculator that cannot be removed must be securely covered.
5.4.8. The original model number and brand must be indicated clearly on the calculator for
verification purposes.
5.4.9. No calculators with capabilities for storing and displaying verbal information are allowed.
5.4.10. The original model number and brand must be identified clearly on the calculator for verification purpose
by the exam personnel.
Additional guidelines for scientific calculators
5.4.11. No programmable calculators are allowed.
5.4.12. No calculators with permanent features of a programmed kind are allowed, e.g. calculators capable of
numerical integration, numerical differentiation, and/or expressing in irrational number form.
5.4.13. GCE A-Level:
Calculators may be used for the following subjects:
a) All Mathematics subjects
b) All Science subjects
c) Economics
d) Geography
e) Principles of Accounting
f)
Management of Business
For all other subjects, the possession of calculators is prohibited.
5.4.14. Graphing calculators are allowed for use ONLY in subjects examined at H1 and H2 Levels.
Candidates are to note the following:

a)
It is the candidates’ responsibility to clear any information and/or programs stored in the
graphing calculators before the examination. Please refer to Annex E on the steps to clear all
memory in the graphing calculators.
b)
No prepared programs may be taken into the examination room. Information (including text or
formulae) and/or programs stored in the calculator's memory must be cleared before the
examination.
c)
No calculators with built-in symbolic algebra manipulations, symbolic differentiation or integration
are allowed.

5.5 USE OF APPROVED DICTIONARIES IN THE EXAMINATIONS
The following rules are to be adhered to where the use of dictionaries is allowed in examinations. A
candidate who does not adhere to the rules will be deemed to have breached the examination
regulations and may be subjected to the penalty measures in paragraph 5.2.
5.5.1
Candidates who sit for Paper 1 (GCE N(A)- & O-Level) (composition and letter-writing) and Part 1
(GCE A-Level) (composition and letter-writing) of the following papers will be allowed to use the
approved
dictionaries.
Candidates
are
to
refer
to
the

(https://www.seab.gov.sg/content/dictionary/2016GCENOADictList.pdf ) for the list of approved
dictionaries recommended for use in the 2016 GCE N(A)-, O- & A-Level Examinations.
5.5.2
Candidates will also be allowed to use handheld electronic dictionaries in the national examinations.
The e-dictionaries must be silent and battery operated. Candidates are advised that no allowance will
be made for candidates whose e-dictionaries fail to function during the examination. Candidates
should ensure that a replacement set of batteries is available. Ear-pieces are not permitted in the
examinations venue.
5.5.3
If the electronic dictionary has an external storage, the external storage media (e.g. SD card and plug-in
modules) must be removed during the examination.
5.5.4
Candidates are not allowed to borrow dictionaries from other candidates during the examination for
any reason.
5.5.5
Candidates are only allowed to use monolingual dictionaries during the examination. There must
be no annotation on any pages of the printed dictionary.
5.5.6
For candidates offering Non-Tamil Indian Languages (NTIL), there is no approved list of dictionaries.
They can bring in any dictionary as long as it is monolingual with no annotations on any of the pages.
5.5.7
The possession of any dictionary in examinations where the use of dictionary is prohibited is an
offence. Any candidate caught may have his/her results terminated for the offence.

5.5.9.1 The question paper will be issued separately in 2 parts: Part 1 consists of Composition/Functionalwriting and Part 2 consists of Comprehension and Language Usage.
5.5.9.2 Part 1 will be issued to candidates first.
5.5.9.3 Dictionaries can only be used for Part 1 of the paper.
5.5.9.4 At the end of Paper 1 Part 1, there will be an admin break of 15 mins. Candidates should remain
seated during the admin break.
5.5.9.5 During the admin break, candidates will be instructed to place their dictionaries on the floor.
5.5.9.6 Paper 1 Part 2 question papers will only be issued after all candidates have placed their
dictionaries on the floor.
5.5.9.7 During the admin break candidates are NOT allowed to read the questions in Paper 1 Part 2,
go through their answers in Part 1 or do any writing. After the admin break, candidates may
either answer Paper 1 Part 2 straightaway or continue with Paper 1 Part 1. Candidates’ dictionaries
must be left on the floor during Paper 1 Part 2 as their usage is prohibited during Paper 1 Part 2.

6
GENERAL INSTRUCTIONS FOR SITTING EXAMINATION
6.1 EXAMINATION TIME-TABLE
Candidates can refer to our Examination Time-Table at https://www.seab.gov.sg/ which will be available at
the start of the registration in March 2016.
6.1.1 Written, Oral and Listening Comprehension Examination
Candidates will be informed, through their Personalised Entry Proof /Timetables of the date, reporting
time and examination venue by29 Jun 2016.
There is no re-sit of the examination. Candidates will be marked as ‘Absent’ if they missed the
examination.
6.1.2 Practical Examination
Candidates will be informed through letters by end September 2016 of their GCE O- or A-Level practical
examination schedule and the venue where they will take the practical examination.
6.2 ENTRY PROOF
6.2.1
Candidates registered for the Mid-Year examination will receive a Personalised Entry Proof /
Timetable by 16 May 2016. The Entry Proof/Timetable will show a candidate's Centre Number, Index
Number and Mid-Year Written Examination Centre as well as the examination date and time for the
registered Mid-Year subjects.
6.2.2
All registered candidates will receive a Personalised Entry Proof/Timetable by 29 June 2016. The
Entry Proof/Timetable will show a candidate's Centre Number, Index Number, Practical and Written
Examination Centre, the subjects and papers entered (excluding Mid-Year subjects) as well as the
examination date and time for all registered subjects.
6.2.3
Candidates are advised to provide their postal address accurately as they are likely to be posted to sit
for the examination at an examination centre near their postal address. Candidates must take their
examination at the centres they are posted to.
6.2.4
If two papers entered by a candidate are scheduled to be examined at the same time, arrangements
will be made for the candidates to take one paper first, followed by a break before he/she takes the
other paper. Candidates will be informed of the arrangements by end of August 2016 for the GCE N(T)and N(A)-Level examinations and end of September 2016 for the GCE O- and A-Level examinations.
6.2.5
All candidates are required to report to their examination centres at least half an hour before the
commencement of each examination.
6.2.6
All candidates are required to be seated at their assigned desks at least fifteen minutes before the
commencement of the examination. No make-up time will be provided to candidates who are late for
the examination.
6.2.7
Contact the Ministry of Education, Customer Service Centre at 6872 2220 if you do not receive your
Entry Proof/Timetable by 16 May 2016 for Mid-Year Examination and / or 29 June 2016 for YearEnd Examination.

6.3 CHANGE OF PERSONAL PARTICULARS
6.3.1 Candidates who need to change their personal particulars (e.g. address, contact number, email address
etc) are required to complete the ‘Notification of Change in Personal Particulars’ form which can be found in
SEAB website at https://www.seab.gov.sg. The completed form can be sent to SEAB via email
(contact@moe.gov.sg) or post to the Exam Operations Division, SEAB, 298 Jalan Bukit Ho Swee, Singapore
169565. An acknowledgement will be made within 5 working days upon receipt of the change of personal
particulars request.
6.3.2 Entry proof, result slips and other exam-related documents will be mailed to your postal address.
Candidates should inform SEAB immediately of any change to their postal address.

6.4 DURING THE EXAMINATION
6.4.1
Candidates are required to place their Entry proof, NRIC or foreign identification documents on their
desks throughout the examination.
6.4.2 Candidates with approved access arrangements are required to bring along the issued outcomes of
their applications during the examinations. Candidates should present the outcomes to the
examination personnel before the start of the examination to indicate the access arrangements
granted by SEAB.
6.4.3 Candidates should only start writing/reading when told to do so by the exam personnel
.
6.4.4 Candidates must read carefully the instructions on the question booklets / answer booklets /
Personalised Optical Answer sheets.
6.4.5 Candidates should use black or blue ballpoint pen during examination and 2B pencils for shading of
the Personalised Multiple Choice Answer sheet.
6.4.6 Candidates are required to submit their answers in the language in which the question paper is set,
unless otherwise instructed by the questions.
6.4.7 Candidates are not required to copy the questions they are attempting. They only need to write clearly
the question numbers (including the alpha character, if any) in the left margin of the writing paper and
Cover Page (if applicable). No answers should be written in the left and right margins of the writing
paper.
6.4.8 Candidates should not, at any time, fold their writing paper.
6.4.9 Candidates should not, at any time, use correction tapes or correction fluid on their answer script or
writing paper.
6.4.10 At the end of the examination, if writing paper is used, they should arrange their answers in the
numerical sequence of the questions, with the smallest number on top.
6.4.11 Candidates should remain seated at their respective desks while the answer scripts are being
collected. They cannot leave the examination room/hall until instruction is given by the invigilator.
6.4.12 Candidates are not permitted to consume any form of food in the examination room/hall. However,
candidates are allowed to drink water in the examination room/hall. Candidates are advised to place
their water bottles on the floor next to their seats in the examination room/hall.
6.5 OWNERSHIP OF CANDIDATES’ EXAMINATION SCRIPTS/MATERIALS/WORK
6.5.1
All examination scripts and materials, including but not limited to coursework, project work,
research work, SPA etc., submitted for assessment purposes are deemed as exam material and
thus shall become property of SEAB. Centres and candidates are not permitted to submit
examination materials for exhibition, competition, publication or for any other purposes without the
authorisation by the Chief Executive, SEAB. At the discretion of SEAB, coursework material may be
returned to the schools. As such materials could sustain damages during the assessment process,
SEAB will not be responsible for any loss of or damage to the materials during or after marking, but
will do its utmost to avoid any damages.

7 INSTRUCTIONS FOR UNEXPECTED SITUATIONS
7.1
HOSPITALISED CANDIDATES
7.1.1
Candidates must inform SEAB through Ministry of Education, Customer Service Hotline at 6872 2220 if
they are requesting to sit the examination in hospital.
7.1.2
SEAB will make arrangements for a candidate who is hospitalised to sit the examination in the hospital
provided that the candidate has been certified medically fit to sit the examination.
The candidate will have to provide their own writing stationery, dictionary, calculator etc. when they sit
for the examination in a hospital.
7.2 INFECTIOUS DISEASES
7.3
7.2.1
Candidates who are suffering from any infectious disease (e.g. chicken pox) but are medically fit to sit
the examination MUST inform SEAB through Ministry of Education, Customer Service Hotline at 6872
2220.
7.2.2
Candidates will be informed by SEAB where they would be sitting the paper, either in the examination
centre shown on the entry proof or at Pandan Examinations Centre.
MAJOR TRAIN SERVICE DISRUPTIONS
7.3.1
In the event of a major train service disruption, candidates should still make their way to their
assigned examination centres as stated on their Entry Proof. Candidates will be given the full
duration to sit the paper as long as they arrive before the end of the paper.
7.3.2
Candidates should follow the instructions provided at the train station on the bridging transport
services available or go to the Passenger Service Centre for assistance.
7.3.3
If the candidates believe that they are unable to reach the examination centre before the end of the
paper, they can go to the nearest examination centre to take the examinations.
If the candidates arrive at the examination centre after the paper has ended or are unable to reach
an examination centre at all, they must inform SEAB through Ministry of Education, Customer
Service Hotline at 6872 2220 immediately.
7.3.4
Candidates may be posted to another examination centre to take their examination. For such
papers, they MUST still report to the designated examination centre indicated in their entry
proof even if they are unable to reach the examination centre before the end of the paper.
Examples of such subjects are Science Practical and Foreign Languages which are only held at
centralised examination centres.
Candidates are to contact SEAB through Ministry of Education, Customer Service Hotline at 6872
2220 if there are any enquires regarding the major train service disruption.
7.3.5
The list of examination centres near MRT stations can be found at: https://www.seab.gov.sg/.
7.4 OTHERS
7.4.1
For any other unexpected situations where candidates are not able to reach the examination centre
on time for the examination, candidates must contact SEAB through Ministry of Education, Customer
Service Hotline at 6872 2220 for assistance.

8 RESULTS AND CERTIFICATION

SingPass Holders
Private candidates who are eligible to apply for SingPass will view their examination results online by
accessing SEAB’s internet Results Release System (iERRS) with their SingPass account. The
hardcopy result slips would be mailed to these candidates on the day of the results release to the postal
address that was registered with SEAB during the registration phase.
Please note that the SingPass has been enhanced with a Two-Factor Authentication (2FA) for all egovernment transactions that display sensitive individual data or those that require high level of identity
assurance. The iERRS is one such e-government service that requires a 2FA login. Private candidates
who are eligible to apply for SingPass are advised to visit the SingPass website at www.singpass.gov.sg
to register, activate and link their mobile phone/token with their SingPass account.
8.1.2
Non-SingPass Holders
Private candidates who are not eligible to apply for SingPass will only receive the notification of
examination results via post within a few days after the day of result release.
8.2 APPEAL FOR REVIEW OF RESULT
8.2.1
Candidates who are eligible for SingPass may apply to appeal for a review their examination results
online through the internet Examinations Results Release System (iERRS), no later than 5 working days
after the official release of the results.
8.2.2
Candidates who are not eligible for SingPass may apply to appeal for a review their examination results
by completing an appeal application form and paying the appeal fee(s) at the MOE Customer Service
Centre in person, no later than 5 working days after the official release of the results. The appeal
application form can be obtained at the MOE Customer Service Centre.
8.2.3
Candidates will need to make payment at MOE Customer Service Centre, no later than 5 working days
after the official release of the results or the appeal application will not be processed.
8.2.4
Appeals received after the deadline or any appeals with outstanding payment will not be considered.
8.3 CERTIFICATES AND STATEMENTS OF RESULTS
8.3.1
Successful candidates will be notified by post to collect the GCE N(T)-, N(A)- and O-Level certificates by
February and March of the following year respectively and GCE A-Level certificates by May of the
following year. This includes candidates taking only a Mid-Year subject in the GCE O- or A-Level
examinations, provided they obtain a pass in at least one subject.
8.3.2
Certificates not claimed within one year from the first date of the collection period will be destroyed and
no replacement will be available.
8.3.3
SEAB does not issue duplicate copies of a certificate but a statement of results is available on
request at the Customer Service Centre, the Ministry of Education, 1 North Buona Vista Drive,
Singapore 138675. A fee is chargeable for each statement of results. Candidates may contact
Customer Service Centre at 6872 2220 for more information.

8.4 REQUEST OF AMENDMENTS OF NAME ON CERTIFICATES
Candidates may request for a re-print of their certificate if their names registered for the examination were not
spelled correctly. A service charge of $50 may be applicable if the misspelling was found to be the
candidate’s mistake.
The requests must be made within 2 months of the issue of the certificate. All requests need to be submitted
through the Ministry of Education, Customer Service Centre together with the original certificates personally.

GCE N(T)-Level:
8.5.1.1 Candidates who obtained at least a Grade D or better in one or more subjects will receive a
Singapore-Cambridge General Certificate of Education Normal (Technical) Level.
8.5.1.2 The Normal (Technical) Level certificate will show the grade that the candidate has obtained in
each subject. Subjects that are awarded as an ‘Ungraded’ grade will not appear on the certificate.
Grades A to D are pass grades. Grade A is the highest and Grade D the lowest. ‘Ungraded’
denotes a fail grade. The grading system is as follows:

ANNEX B: ADDITIONAL INSTRUCTIONS FOR SPECIFIC SUBJECTS
EXAMINATION PAPERS WITH MULTIPLE CHOICE QUESTIONS
Candidates will be issued answer sheets called Personalised Multiple-Choice Answer Sheets (referred to in these
instructions as “PMCAS” to shade their answers for examination papers with Multiple-Choice questions. Candidates
are reminded that they should use a soft-lead pencil (e.g. 2B) to shade their answers in the PMCAS. A soft eraser
should be used for erasure if they wish to change their answers.
LISTENING COMPREHENSION
All Listening Comprehension examinations are compulsory. Listening Comprehension examinations will be conducted
via Mediacorp Radio or with CD players. Candidates are advised to report to their examination centres punctually.
SCIENCE PRACTICAL

Candidates will receive a mail pouch informing them of their Science Practical examination schedule at least 2
weeks before the exam date. The schedule will include information such as the exam centre, reporting venue,
reporting time, exam start time, exam end time and dismissal time.

Candidates should contact Ministry of Education, Customer Service at 6872 2220 if they do not receive their
Science Practical examination schedule 2 weeks before the exam date.

It is important that candidates arrive at the designated reporting venue at the exam centre before the reporting
time as stated in their Science Practical examination schedule. Candidates who arrive after the Reporting
Time may not be allowed to sit the Science Practical examination.

Science practical examinations are conducted in shifts. Candidates are required to report to the reporting room
before the start of the examination and candidates must report to the quarantine room after their examination.
Candidates must surrender all electronic devices upon reporting to the Exam Personnel. Candidates will be
quarantined before and after the examinations.

Latecomers may not be allowed to sit the Science Practical examination if they report after the scheduled
reporting time for the allocated shift.

Candidates found in possession of any electronic devices anytime at the reporting room, science laboratory or
quarantine room, be it before or after their Science Practical Examination, are liable to the same penalty as
those who commit an act of dishonesty.

Candidates are not allowed to bring in any reference materials and/or any unauthorised materials, including
the Periodic Tables and/or devices as stipulated in the Examination Rules and Regulations (Section 5.3) into
the science laboratory.
ORAL EXAMINATION

Candidates will be scheduled to sit their oral examination on one specific day during the examination period.
Candidates should refer to their entry proof for the specific date that they have been scheduled to sit for their
oral examination.

On the day of the examination, candidates will be required to report to the waiting room/area and wait for their
turns to be examined by the oral examiners.

Upon reporting to the waiting room, candidates must surrender all unauthorised materials and electronic
devices. Candidates found in possession of such materials/electronic devices within the premises of the oral
examinations (e.g. waiting room or examination room) will be deemed to have committed an act of dishonesty.

Candidates offering Literature in English (8811 and 9748) may take the texts they have studied into the examination
room with the following conditions:
 Materials that can be taken into the examination room
Only non- electronic original texts (original published editions) should be taken into the examination room.
Nothing else, including critical works or study notes of any kind, should be taken into the examination room.
The use of dictionaries is not permitted.
 Underlining and highlighting of texts
Only underlining, highlighting or the use of vertical lines in the margins is permitted. Nothing else should be
written in the texts. Separate pieces of paper such as post-its and tape flags are not allowed.
 Folding and Flagging of Pages
Any kind of folding or flagging of pages in texts (e.g. use of post-its, tape flags or paper clips) is not permitted.
MOTHER TONGUE LANGUAGE AND LITERATURE

ANNEX F: WITHDRAWAL FORM
2016 GCE N(T)-, N(A)-, O- & A-LEVEL EXAMINATIONS
Application for Withdrawal from Entire Examination
(Applicable for 2016 Private Candidates only)
1. This application form may take you 5 minutes to complete and will require the following information
 Candidate’s Personal Particulars
2. All fields are mandatory and must be completed in English in clear BLOCK LETTERS.
3. Application for withdrawal must reach SEAB before the start of the year-end written examination.
4. Candidates may be given a 50% refund of subject fee paid (inclusive GST) if they submit their withdrawal requests to SEAB by 30 April
2016 for GCE N(T)- and N(A)-Levels and by 30 June 2016 for GCE O-Level and GCE A-Level.
5. For candidates who are entitled to a refund, they will receive the cheque by mail approximately in one month’s time.
6. No refund will be made to candidates whose requests are made after the respective deadlines.
7. The completed form and supporting documents (if any) can be emailed to contact@moe.gov.sg or mailed to Exam Operations Division,
Singapore Examinations and Assessment Board, 298 Jalan Bukit Ho Swee Singapore 169565.
