“FESTIVAL IN THE PARK”
SATURDAY, JUNE 27, 2009
Our summer tradition of Franklin Park’s community day continues on with its 24th year running! The Festival in the
Park will be held on the lower fields of Blueberry Hill Park and this year we will have a new addition to the area, a
40ft x 60ft., two-story pavilion. As always, we will have a variety of foods, entertainment and games for our residents
and guests. With the growing popularity of the community day, we continue to find new types of entertainment, guest
appearances and services that we can provide. The day will be filled with inflatables for all ages, pie eating contests,
Wild World of Animals show, story telling hour in the Log House and several other activities and attractions running
throughout the day from 2:30PM – 9:00PM. With all of the positive feedback we had in 2007 about the featured
band, we decided to bring them back for an encore performance. “Night Life” will be performing in the evening
hours for your enjoyment. The evening will be capped off with a magnificent display of fireworks lasting about 18
minutes in length. Keep your eyes open for the Festival mailer for a complete schedule of the day’s events.

BLUEBERRY HILL PARK PAVILION
The long awaited Blueberry Hill Park Pavilion will be completed
this spring. This unique structure is a two-story facility located
in the meadow area of Blueberry Hill Park near the Log House.
The upper level of the pavilion is a large open area with picnic
tables that will seat 140 people. The lower level has restrooms,
a storage room, a concession stand and a picnic area that will
seat 28 people. Both levels have access to a large playground
adjacent to the pavilion. A softball ball field and a football/
multipurpose field are also available for use, when not in
use by the associations. A 70 car parking area is close by to
accommodate your guests. Electric is available on both levels to
meet your needs. The upper level picnic area is a great place for
graduation parties, family reunions or any other event requiring
a large picnic facility. The lower level picnic area is a great
place for smaller events, such as birthday parties. Plans are to
have both picnic areas available for rent starting Memorial Day

FRANKLIN PARK BOROUGH WINS
STATEWIDE AWARD
On March 11, 2008 the Pennsylvania Recreation and Park
Society, Inc. (PRPS) selected Franklin Park Borough’s
“Pioneer Living Program” as winner of its annual Excellence in
Programming competition.
PRPS presented the Excellence in Programming award during
an awards ceremony at the 61st Annual PRPS State Conference
held at Seven Springs Resort in Champion, PA.
The Pioneer Living Program, instructed by Leah Schram, offers
children the opportunity to experience what life was like on
the frontier. During the week-long program, the participant’s
activities may include: daily chores, making homemade ice
cream, dipping wax candles, churning butter, making frontier
toys and crafts, playing pioneer games and having special
guest appearances, such as Abraham Lincoln. The children
participating in this program had a tremendous learning
experience and had fun at the same time.

Scholarship Recipients
In 2008 a significant number of improvements were made
in the parks that ameliorated park aesthetics and safety.
At Old Orchard Park several major drainage issues along
the trail were resolved. Additional drainage issues will be
addressed in 2009 that will further enhance the trail. The
entrances to the trail at Old Orchard Park from Kingridge
Road and Old Orchard Road were landscaped in the fall
to improve their appearances and make the trail a more
desirable place to walk. The multipurpose field at Old
Orchard was seeded in the fall and should be available for
use early in the summer.
At Acorn Park the deck hockey court received a fresh
color coating to improve its appearance and playability.
Swing mats were installed under the swings to improve
safety and maintenance at the playground.
The hiking trail at Linbrook Park is nearing completion.
In 2008 four more Boy Scouts, working on their Eagle
Scout badges, completed sections of the trail. The last
section will be completed in the spring of 2009. When the
main loop of the trail is completed, a trailhead sign will
be installed officially designating the trail as the Linbrook
Eagle Scout Trail and recognizing the Eagle Scouts who
worked on the trail. The sign will also show the location
of the entire trail, its length and the degree of difficulty in
each section.
Safety was one of the main concerns at Blueberry Hill
Park in 2008. A number of safety measures for the
Blueberry Patch playground included: the installation of
speed bumps, angled wheel stops for parking, painted stop
blocks and new park signage. Safety mats were installed
under the swings behind the baseball concession stand
and new bleachers with safety railings were placed at each
ball field. Dusk to dawn lights were also installed near the
ball fields to ensure safety and security in that area. New
safety material was placed on the playgrounds and the sand
was replenished in the playground sandbox and on the
volleyball court. Additional improvements in Blueberry
included: (1) new lights on the girls’ softball field; (2)
new roofs on the dugouts on the pony field; (3) paving the
Activity Center parking lot; (4) installation of Dogipots;
(5) relocation of the road that went around the old barn;
(6) relocation of the meadow playground; (7) installation
of irrigation in the meadow area; (8) installation of a
backstop in the meadow area; and (9) construction began
on the new pavilion.

The emphasis for park projects in 2009 will continue to be
more towards completing pending projects and improving
existing facilities. This work will include; Acorn Park – (1)

(1) install new entrance sign, (2) enlarge existing parking
area, (3) revise the layout of the existing softball field, and
(4) construct a regulation size lacrosse field.
BLUEBERRY ACTIVITY
CENTER, PAVILION AND
GAZEBO RENTALS FOR 2010
According to Borough policy, the Borough will begin
accepting contracts for rental of the Activity Center,
Pavilion and Gazebo for all 2010 dates starting the first
Monday of March 2009. In order to secure a date, the
Borough must receive a completed rental agreement and
a deposit check made out to “Franklin Park Borough”. We
cannot reserve your requested date until we receive these
items.
BLUEBERRY HILL PARK GAZEBO
The gazebo provides a beautiful setting for something as
simple as a birthday party or something as elegant as a
wedding ceremony. The paver-stone walkways and patio
along with the stone retaining walls add even more appeal
to this site. The gazebo is available to rent for any type of
gathering and can currently seat 36 people. If additional
chairs and tables are needed for larger parties, they must be
supplied by the renter. Electricity is available at the gazebo.

BLUEBERRY HILL PARK
CLOSED ON JUNE 4TH
Blueberry Hill Park will be closed to the general public on
June 4, 2009 from 9:00 AM to 3:00 PM for the Western
Pennsylvania Chapter of the American Public Works
Association’s Equipment Show. The purpose of the
equipment show is to educate municipal officials on the
latest equipment and technologies available to increase
efficiency and effectiveness of public works departments.
Equipment vendors will display and demonstrate new
equipment for snow removal, street paving and repair,
sanitary and storm sewer maintenance, sports field
maintenance, roadside vegetation control and many other
tasks that are performed by public works departments.
Elected officials, municipal managers, public works directors
and supervisors and others from western Pennsylvania
municipalities whose jobs involve the construction and
maintenance of municipal facilities are invited.

hiking trails, restrooms and a mountain bike trail.
Blueberry Hill Park offers picnic tables, baseball/softball fields, basketball courts,
bocce court, football fields, jogging track, three super playgrounds, sand volleyball,
batting cages, concession stand (open during ballgames), restrooms, an activity center,
horseshoe pit, a log house, sled riding slope, hiking trail and a large picnic pavilion.
Linbrook Park offers picnic shelters, four ball fields, soccer field, cricket field, lacrosse field,
playgrounds, hiking trails, obstacle course, horseshoe pit, volleyball, batting cage, 1/4 mile wildflower
trail and restrooms.
Mel Lubert Nature Preserve offers a natural area for wildlife observation.

HOW TO RESERVE FRANKLIN PARK
RECREATIONAL FACILITIES
Picnic shelters, ballfields, volleyball and basketball courts can be reserved for group use. Groups using a facility are required to
leave the facility clean, orderly and deposit garbage in appropriate receptacles. Permits for picnic shelters may be obtained
through the Franklin Park Borough Office. Athletic teams or organizations desiring to use ballfields must obtain a permit from
the Franklin Park Borough Office. Proof of adequate insurance coverage and a modest user fee will be required. The volleyball
and basketball facilities at Blueberry Hill Park may be reserved on Mondays or Thursdays. Permits for two-hour periods may be
issued for those days. On other days the volleyball and basketball facilities are available on a first come - first serve basis. The
activity center, gazebo and pavilion at Blueberry Hill Park can be reserved for various group functions. Call the Franklin Park

VOLUNTEERS NEEDED
We are in need of volunteers to assist with our summer playground program. This is a great opportunity for youth
and teens to do some volunteer community service. Not only is this an enriching experience, but it is also a
substantial part in the selection of candidates for the Franklin Park Borough Scholarship Fund. Adults are also
welcome to volunteer to help with the playground program.
Many residents, and especially Boy Scout Troop 36, have volunteered their time over the years to make our
programs successful. We sincerely appreciate their help and look forward to working with them in the future.
However, we need more volunteers as our programs expand. Please consider volunteering for some of our other
programs such as: the Easter Egg Hunt, Special Needs Program, Halloween Party, etc. The personal satisfaction

Any citizen wishing to be considered for these positions must submit a resume

The EAC is an advisory body that makes recommendations to the Planning Commission and

START SMART BASEBALL
Start Smart Baseball prepares children (ages 3-5) for organized tee ball, baseball and softball in a FUN, non-threatening
environment. The program focuses on teaching children and their parent(s) a variety of baseball skills including: throwing,
catching, batting, and running/agility. Start Smart Baseball sessions are held one hour a week for six weeks. Each week
the exercises become increasingly more difficult as the class progresses and the children show improvement. At least one
parent must participate. Each child will receive a participant kit valued at $31.00 that includes fun, safe, developmentally

START SMART SPORTS DEVELOPMENT
Give your child the opportunity to try a variety of sports before settling on one specific sport. Start Smart Sports Development
Program prepares children (ages 3-5) for organized sports without the threat of competition or the fear of getting hurt. The
program focuses on a variety of general skills including: throwing, catching, kicking and batting. It gives parents and
children the opportunity to work one-on-one and spend quality time together. Start Smart Sports Development teaches
children motor skill tasks that gradually build confidence, while the children have FUN at the same time. At least one

Bring your preschool children out to enjoy a morning of playground fun. The program is designed for children who have
not yet entered first grade. It will include story telling, action songs, arts and crafts, games, simple sports and supervised
playground activities. Each week’s program is based on a specific theme. A staff member will coordinate and supervise the
program but volunteers are needed to assist in helping the children. (A parent or guardian for each child may be requested

Come and take part in an active afternoon outside at Linbrook Park. Children will each be given a rubber ducky they will
get to send down Big Sewickley Creek. Racing against one another, the rubber ducks will finish at a designated finish line.

The need for increased fitness across the country is striking. According to the Centers for Disease Control and
Prevention, 17.6% of U.S. teenagers were obese in 2006 – more than triple the rate in 1980. The CDC says, obesity
puts teens at increased risk for heart disease, bone and joint
problems, sleep apnea and psychological problems.
Boot Camp-Style fitness classes for kids: Kids will be
doing obstacle courses and drills designed for their age

The Summer Recreation Program is sponsored by the joint recreation board of Franklin Park Borough, Town of McCandless,
Marshall Township, Bradford Woods Borough and North Allegheny School District. The program consists of four weeks
of various activities for students who have completed first grade. The program is offered from June 15th through July
10th, starting at 8:45AM – 12:00PM. The locations for the program include: Marshall Middle School, Bradford Woods
Elementary, Ingomar Middle School, Hosack, McKnight Elementary and Warrendale Park.
The Sports Skill Program consists of a variety of sports including: basketball, cross country, field hockey, football, ice

The over 22 adult basketball program held at Franklin Elementary Gymnasium on Thursday evenings from 7:30-9:30 p.m.
has had good participation throughout the year. We have been playing four or five full court games each evening with
plenty of exercise and friendly competition. This program will continue at the school through May 21, 2009. Anyone over
the age of 22 interested in playing some hoops, getting some exercise and meeting some new people is encouraged to join
us on Thursday evenings.

Allegheny Mountains Amtrak Adventure
This one-day excursion will depart the Pittsburgh area for Greensburg where you will board Amtrak’s “Pennsylvanian” for
a scenic train ride to Altoona. Relax in the comfortable reclining coach seats while enjoying the beautiful views that can
only be seen by rail. You will travel through the peaceful mountain town of Loretto and visit the Basilica of St. Michael the
Archangel along with Saint Francis University and the Mount Assisi Sunken Gardens. Johnstown will be the next stop
and the famous Johnstown Flood Museum will be the first destination. Later on you will have the chance to climb aboard

Mountain Maryland Rail Adventure
You will depart Connellsville, PA by train on the Amtrak’s Capitol Limited for a scenic ride to Cumberland, Maryland. You
will travel through the Allegheny Mountains and into western Maryland. The Amtrak features a dining car and sightseer
lounge car. Upon your arrival, you will have the chance to visit the Church of St. Patrick, the Mother Church of western
Maryland. This was the first Roman Catholic parish established in western Maryland, founded in 1790. Following your

CLOVER HILL GOLF COURSE 20TH ANNIVERSARY

The first round of golf was played at Clover Hill Golf Course on April 13th, 1990. Since then, more than one half million
rounds of golf have been played over the last nineteen years at Clover Hill. With the start of our 20th golf season, we look
forward to enhancing each golfer’s experience. Year after year, we have continued our efforts in providing a quality facility
for our most valuable asset, our customer.
The 20th anniversary of the golf course is a milestone for celebration throughout this golf season. On Saturday, June 20th,
the golf course will charge the 1990 greens fee price of $5.00 per round to all customers. Throughout the year we will be
selling commemorative hats, towels and balls to celebrate this milestone. We will also be presenting a free season pass,
commemorative hat, dozen of balls and towel to the 20,000th customer in 2009. Additionally we will charge the 20th
customer each day throughout the entire season the 1990 green fee price of $5.00.
Tee times continue to be accepted and must be made no later than one hour before scheduled start. They can be made for
anytime except during scheduled leagues. Small outings, parties, reunions and special events can be scheduled at the golf
course through Bill Schweitzer @ 412-364-2447.
We have postponed some of the course renovations in light of the difficult economic climate; however we will be doing inhouse preparatory work on the first and fifth holes. We will continue to offer the maximum value to our golfers with quality

“…At 7 PM, I walked to the booth with the ticket takers. Cars were already waiting in
lines on both sides of the road, from past Mr. Winterberger’s place to Wexford-Bayne.
Looked like a full house tonight. I returned to the snack bar to box popcorn and begin
grilling hot dogs. Waving red tipped flashlights, the parking attendants tried to park
the cars from front to back, but that never worked. Families parked in the front while
couples and lovers always occupied the back rows. As darkness fell, the lights went off
and the cartoons and previews began…My shift was over at 11:30. I quickly changed out
of my white uniform and fired up my 1951 Chevy coup, powered by an Oldsmobile J4V8
engine with three deuces, dual exhausts, front spinners, and of course rear fender skirts.
What a ride! Now to pick up my girl, a short five-minute ride away. We were going to
the movies. She sat real close to me while I drove back to the drive-in, past the ticket
booth to the back row…”

COMMUNITY INTERESTS
While most Franklin Park residents were busily preparing for
their recent holiday celebrations, change quietly visited our
community.
Following a long illness, Charles Soergel was buried with
military honors at Trinity Lutheran during Christmas week.
A proud descendant of pioneer families, Mr. Soergel was a
lifetime Franklin Park resident that served his community with
distinction as mayor for sixteen years. By profession, he repaired
musical instruments and was a long time band teacher in the
North Hills School District, but his avocation was family and
community history. Through his efforts, the 200-year-old JonesNeely log house was relocated to Blueberry Hill Park and his
family history research became the basis for much of Franklin Park’s history.

Mr. Soergel’s passing marks the ending of an era for Franklin Park. Few remain who have made Franklin Park their lifetime
home, who served their nation and who quietly devoted their lives to making this community a better place for all. He will
be greatly missed.
Change also came, when at the end of the December public meeting, our popular Mayor Renny Clark resigned his position
because of his move from our community. Mr. Clark was a long-time borough resident that for many years served as chief
of our volunteer fire company and was so highly regarded by his men that they named him fire chief emeritus upon his
retirement.
At its January 7th meeting, borough council selected Dr. William Kipp to fill the final year of Mayor Clark’s term of office.
Again, our community is most fortunate to have as mayor an individual with a proven record of community service. Dr.
Kipp’s vast knowledge of Franklin Park and the issues facing our community is the result of his having served on the
Environmental Advisory Committee since 1998 and as its chairman for the past seven years. He has also been actively
involved with the important work of formulating and implementing the new comprehensive plan. Mayor Kipp’s consistent
attendance of council work sessions and public meetings will enable him to make informed decisions regarding borough
business from the outset of his term.
Franklin Park was fortunate to have had Mr. Soergel and Mr. Clark as neighbors and community leaders. They served our
community well. We mourn Mr. Soergel’s passing and wish Mr. Clark and his wife well in their new home. Mayor Kipp
faces many challenges in the coming year, but his understanding of issues, quiet dignity and professionalism will enable him
to effectively lead our community.

In the fall of 2008, the borough put the garbage and recycling contract out for competitive bid. The borough received bids
from three companies, and after careful review, it was determined that Fayette Waste had provided the lowest bid meeting
the borough’s specifications. We would like to point out that the specifications for the new contract will remain exactly
the same as the previous contract, but the costs for our residents will decrease. Fayette Waste was awarded the garbage and
recycling contract from January 1, 2009 through September 30, 2010.
Please call Fayette Waste directly at 1-888-606-0362 if you have any problem with your residential garbage/recycling
service or if you need to purchase stickers. If you find that you have a problem that is not being handled to your satisfaction,
you may also call the borough offices for assistance. Garbage and recycling should be placed at the curb no earlier than the
afternoon preceding your collection day, and you should be careful not to block sidewalks, fire hydrants or storm drains.
NORTHLAND LIBRARY TUTOR
Northland Public Library offers free, live tutoring assistance for students of all ages, from
kindergarten through adult, from 3:00pm to 10:00pm daily. Simply go to the library website at
www.northlandlibrary.org, and click on Northland Library Tutor. Students will be connected
directly with an expert tutor for one-on-one help in math, science, social studies and English.
Adults can receive assistance with continuing education projects, as well as resume and workrelated writing. Northland Library Tutor can also be accessed on any Internet-equipped

Library card who is a resident of our five supporting municipalities, including Franklin Park.

NEW STORMWATER REGULATIONS ADOPTED
In December of 2008, Franklin Park Borough adopted a Stormwater Management Plan that was also approved by the
Allegheny County and PA DEP. The plan was a requirement of Pennsylvania legislative Act 167. This Act mandated that
municipalities address specific stormwater issues. As a result of this act, the communities within the Pine Creek Watershed
area worked together to develop a comprehensive and consistent ordinance.
Each municipality that is within the Pine Creek Watershed area has adopted this ordinance. The requirements of the
ordinance will affect any Franklin Park Borough property owner that intends to make exterior improvements in an area
larger than 400 square feet. The improvements include new building construction, additions to existing buildings, driveways,
patios, walks, earthwork, clearing of trees and vegetation and diversions of any natural or man made stream channels.
Property owners will be required to submit stormwater plans showing grading contours, proposed disturbed, impervious
and semi-impervious areas, location, type and details of proposed stormwater facilities, sedimentation and erosion controls
along with other specific details. An agreement between the property owner and the Borough for maintenance of any on
lot stormwater facility is required to be executed.
This criteria will tremendously help to eliminate future stormwater issues between property owners, some forms of water
pollution and down stream flooding. The ordinance is available at the municipal building and will soon be added to the
borough website.

COMMUNITY INTERESTS
You may wonder what cricket is all about or why we have a cricket facility in Franklin Park. Perhaps you may be thinking
it isn’t a sport played in the United States, but did you know:
ß The first ever international cricket match took place at the St. George’s Cricket Club, New York in 1844. Played
between the United States and Canada!
ß George Washington was a strong supporter of cricket. He is believed to have played in cricket games with his
troops at Valley Forge, during the War of Independence.
ß The Pittsburgh Cricket Club was incorporated in 1882. The Philadelphia Cricket Club is the oldest cricket club
in the US – founded in 1854.
ß Cricket is the world’s second most popular sport after soccer.
Diversification is a large part of recreation, therefore, a couple of years ago Franklin Park developed a cricket field
in Linbrook Park. This field is experiencing considerable use on weekends, spring through fall, and is quickly
becoming Western Pennsylvania’s best cricket venue.
This past Labor Day weekend, Franklin Park hosted Toronto vs. Pittsburgh cricket matches at the Linbrook Cricket Ground
(LCG). There were players, spectators, umpires, volunteers and a busload of fans from Toronto cheering for their team!
The weekend got underway with an Open House, where spectators had a chance to learn the rules of cricket and try their
hand at bowling and batting. Following the opening ceremonies, Franklin Park Police Chief Don Dorsch and Councilman
Andy Hrishenko opened the bowling (i.e. threw the first pitch) to start the matches.
Thanks to Franklin Park Borough, the Toronto Police Association, Charpai - Indian Community Center and the Pittsburgh
Cricket Association for organizing the event, which raised over $1800 to benefit the Franklin Park Police Department.

LAND DEVELOPMENT ORDINANCE UPDATE
COMMUNITY INTERESTS
In January 2007 Borough Council approved the revised Comprehensive Plan. The Plan set certain community and development
related goals. The Plan generally increased the standards for developing land in Franklin Park. In order to achieve those goals,
the Borough has worked to update its zoning, subdivision and land development ordinances. The work should be completed
in February 2009.
On March 11, 2009 the Borough will hold a public meeting to receive citizen input regarding the proposed changes.
The major changes that are proposed are as follows:
ß conservation subdivision district in the western part of the Borough
ß natural resource protection overlay
ß business district overlay for the I-79 commercial area
ß planned economic development district
ß village overlay district for the Rochester/Nicholson Road 5-Points area
ß transitional district for properties on Nicholson Road, across from the YMCA
ß landscape and buffer requirements
ß zoning ordinance update
ß new zoning map
The borough has already adopted improved standards for multi-family building design and strengthened standards in the
stormwater ordinance.
Citizens interested in reviewing the Comprehensive Plan may do so by going to the borough website www.franklinparkborough.
us. The proposed changes to the Zoning, Subdivision and Land Development Ordinances have not been finalized. Upon
completion they will be posted on the borough website and will also be available at the municipal building. The meeting will
be held at the Franklin Park Volunteer Fire Company Hall, 2360 Rochester Road, Sewickley, PA 15143 on Wednesday,
March 11, 2009, starting at 7:30 PM. All borough residents are encouraged to attend and provide comments regarding
any of the proposed changes.
SUPPORTING OUR TROOPS
Franklin Park Police Officer, Kim Boucek, and Borough resident, Bill Howrilla each went a step beyond the call of duty this
Christmas season. Volunteering their own time, Kim and Bill spearheaded two separate projects that would make Christmas
a little more enjoyable for some of our troops in Iraq. These projects were started in order to collect items for our Soldiers
overseas and the results were overwhelming. It brought a sense of the true meaning of Christmas into the hearts of men and
women here and overseas.
In November, Kim Boucek began to circulate an idea to make this Christmas special for service members who would not be
home for the holidays. She began communicating with an Army Ranger stationed in the Middle East and compiled a list
of items that would be useful for the soldiers. The Army Unit that was to receive these items had 50 soldiers along with 10
additional K-9 handlers and their K-9 partners. Originally, the thought was that they might collect a few items for each soldier
and bake some cookies for all to share. But once the word began circulating through family and friends, the reaction was
incredible. Because of the sheer amount of gifts that were collected, each soldier received a Christmas bag in lieu of a stocking.
Totaling over 575 pounds of gifts and cookies, the packages were shipped to the troops for Christmas. When the boxes finally
made it overseas, the contact Ranger stored them on a pallet until Christmas Eve. When he rolled out the pallet, the soldiers
were ecstatic! This endeavor would not have been possible without the huge support from family and friends.
Bill Howrilla, who is part of the Marine Corps League, Three Rivers Leatherneck Detachment 310 based out of the North
Hills, devoted numerous hours collecting and packing boxes to be sent to the troops. These boxes contained everything from
Christmas decorations to toiletries, dog toys and treats, nonperishable food items, soccer balls and even some golf clubs. The
generous donations clearly showed the spirit of giving in each person that participated in Bill’s efforts. Reports back indicate
that the troops have really enjoyed the boxes they received. The golf clubs were a big hit, no pun intended, as they hit golf
balls in the desert. Bill admits that organizing the project, collecting the supplies, packing the boxes and getting them properly
shipped is a big job, but it is worth the effort to support the troops. In all, the Marines shipped over 55 boxes to military
personnel.
All who participated experienced the wonderment of selfless giving and the warm satisfaction of bringing a little bit of
Pittsburgh love to those who are fighting for their country, so far away. We want to commend Kim, Bill and everyone who
helped by volunteering their time or by contributing items. This is a tremendous sign of support from Franklin Park Borough
for our troops.

COUNCIL ADOPTS 2009 BUDGET

On December 17, 2008 Franklin Park Borough Council approved the 2009 Annual Budget. The Budget provides necessary
services for our residents without a tax increase. The deteriorating conditions of the economy will impact borough revenues
next year. The budget anticipates that declining revenues will be offset by taxes paid by new residents moving into the
Borough. Overall General Fund (GF) revenues are projected to increase 1/8 of 1%. Correspondingly, expenditures have
been adjusted downward to reflect a worsening economy. GF expenditures will decrease by 3.3%.
GF beginning cash for FY 2009 is estimated at $500,000, a decrease of $312,020 from the projected 2008 year-end estimate
of $812,029. This decrease is primarily due to expenditures for additional road resurfacing, the purchase of a new paving
roller and to facilitate the installation of an underground detention facility. These 2008 unbudgeted expenditures totaled
$283,000. They were recommended by staff and approved by Council.
As stated above, 2009 GF expenditures will decrease 3.3% from the 2008 level. Expenditures for General Government
which include: Council, Mayor, all administrative employees, legal, engineering and the municipal building, will increase
by 9.0%. This figure includes a $150,000 expenditure for repairs to the Northmont Farm Dam. The primary challenge in
the next several years will be to limit overall expenditures to the available revenue levels. Most likely this will require
postponing public works and recreation expansion projects.
The “line” functions, which include: police, fire, building/codes, public works, parks/recreation and library will decrease by
10.8% or $490,348. Much of this decrease is attributable to the number of miles that will be resurfaced. Only three miles of
roadway is scheduled in 2009. Six were completed in 2008. The budget provides funds to implement the recommendations
contained in the Comprehensive Plan. The update includes all borough codes to insure more stringent development
guidelines. The budget also allocates funds to improve Parks & Recreation facilities. A new Lacrosse field will be constructed
and a newly completed picnic pavilion will be furnished. The Parks & Recreation budget will be offset by a grant in the
amount of $58,425 that the Recreation Department was able to obtain from the State.
Notable highlights in the 2009 GF Budget are:

Continue to improve the Geographical Information System (GIS) installed in 2008.
Implement Building & Code enforcement software purchased in 2008
Complete the implementation of new financial management software.
Implement recommendations contained in the new Comprehensive Plan. The primary objective in 2009
will be to complete the Zoning and Subdivision Ordinance update to achieve the Comprehensive Plan
objectives. Adopt a new Zoning Map to reflect the changes proposed in the updates. The Stormwater
Ordinance was updated in 2008.
The borough plans to spend $574,214 to upgrade equipment and facilities.
The Borough will pay down $975,000 of principal debt. The total current bond debt is $5,085,000.
The cost of road salt increased from $45 to $104 per ton. Franklin Park uses 4,500 tons per year. Originally,
this placed an additional burden of $275,000 on the GF. The staff was able to reduce this impact to $110,000
by procuring salt under the old agreement.
In summary, the 2009 Budget maintains necessary expenditure levels for all departments and reduces the Public Works
Department’s budget. That department was given a sizeable increase in 2008. Likewise, the 2009 budget prepares the
borough for the future by updating its codes to encourage quality commercial and residential developments. Based on an
analysis of survey data gathered by the North Hills Council of Governments, Franklin Park Borough continues to provide
a very efficient and effective level of service to its residents. Should any citizen wish further information about the survey,
please contact the municipal building. The long-term financial forecast for budgetary purposes is cautionary. One of the
most pressing needs will be to rebuild the year-end cash balance. In part, this can be accomplished by postponing any new
capital construction projects until 2013, the year the GF begins to receive loan repayments from the sanitary sewer funds.

PRIORITY REGISTRATION POLICY
Please register early. Programs are filled on a first-come, first-served basis.
WAITING LISTS
When programs reach their maximum enrollment, interested participants are placed on a waiting list in the order registrations are received. These lists provide us with
a name and phone number in case of cancellations or the addition of new classes.
PROGRAM CANCELLATIONS OR CHANGES
The Borough reserves the right to cancel, postpone, or change the time, date, cost or location of programs or to make any revisions that may be necessary.
REFUNDS
Refunds will be granted according to the following guidelines:
1. If a minimum number of participants are not reached, the program will be cancelled and a full refund will be issued.
2. If a maximum number of participants are reached, the program will be closed and a full refund will be issued.
3. If for any unforeseen reason the Borough has to cancel a program, a full refund will be issued.
4. All requests for refund must be submitted in writing to the Borough at least one week prior to the program start date. No refunds will be issued after that time. A
processing fee of $5.00 or 25% of the program fee, whichever is less, will be deducted from the refund amount. Please allow 2-4 weeks for refunds to be processed.
PROGRAM FEES
Program fees are determined by the instructor’s fee and include supply costs and other expenses for minimum enrollment. All fees collected support and finance the
program.
NOTE: Some classes may require additional fees or supplies.
