2013 Pan American Canoe Slalom Championships ICF Ranking Event Information Bulletin #1 Union de Tula, January 7th 2013 To All de National Federations affiliated to COPAC Dear Sport Friends, The Pan American Canoe Federation-COPAC, the Mexican Canoe Confederation, and the Town of Union De Tula are please to invite your Federation to participate in the 2013 Canoe Slalom Pan American Championship, to be held in Union De Tula, State of Jalisco, Mexico to take place March 2-3, 2013. Your participation at this competition will help to strengthen the Sport of Canoe Slalom in the Americas, and build up to the Pan Am Games in Toronto 2015. The 2014 Pan Am Championships will be the qualifier for the 2015 games. The inclusion of Canoe Slalom in the 2015 Pan Am Games in Toronto for the first time will become a turning point in American Canoe Slalom. The fight to include Canoe Slalom in the Pan Am Games began in 2000 so we need your strong support and participation to show PASO and the Toronto Organizing Committee that we are an established sport in the Americas. Your National Federations’ participation is essential to grow Canoe Slalom, and to pave the road for Toronto 2015 and beyond. Octavio Morales Vallarta Pan American Canoe Federation Mexican Canoe Federation President President HISTORY OF UNION DE TULA: During the 18th Century and the beginning of the 19th Century, in an area of small valleys between Tenamaxtlán and Autlán many "haciendas" (farms) where settled: San Clemente, Santa Ana, San Cristobal y Santa Rosa. San Clemente was the most important one and self sustained, but the owners of the other three "haciendas" decided to get together and to found a village with many purposes, among them, it was to ensure human labor for their land and to concentrate services in one place only. This is how, in May 28th 1821 a village was founded and the four founding families decided to call it "Unión de TVLA". "Unión" was named after the commemoration of one of the three guaranties of the "Plan de Iguala" and "TVLA" after the first letters of the founder families: Topete, Villaseñor, Lazcano and Arriola. For the foundation they chose to buy the "hacienda" of San Cristóbal, property of Fr. José María Villaseñor Gómez, for the price of 2200 Pesos. The soul (or the leader) of the foundation was Don Pedro GarcíaLazcana León, who, with exception of short periods, was mayor of Unión de TVLA since its foundation in 1821 to his death in September 1865. Unión de TVLA is considered the first village founded in the Independent Mexico. LOCATION: Union de Tula or Tvla is located in the southern state of Jalisco, in the coordinates 19 º 41 '30 "to 19 ° 55' 02" north latitude and 104 ° 07 '35 "104 ° 22' 30" west longitude, at an altitude of 1,350 meters above sea level. HYDROLOGY: Water resources of Unión de Tula are provided by Ayuquila, Ayutla and other smaller rivers of permanent flow: El Castillo, Elotes, Cebadita y El Gavilán. Ayuquila River is regulated by the Tacotan and Trigomil Dams. WEATHER: The climate is partially dry, with winter and spring cool and dry, with no defined temperature change. The annual average temperature is 21.2 ºC, with 29º maximum and 13.3º minimum temperatures. The rain period is between June and August, with average 817.5 mm of rain fall. The annual average days with frost are 27. The dominant winds run from southwest to northwest. Parks and reserves: • Mirador del Vertedero. • Mesa del Capitán. • Cerro La Ventana. • Cerro de San Lorenzo. • Cerro El Gavilán. • Presa Tacotán. • Presa Trigomil. • Presa Charco azul (Santa Rosa). SLALOM COURSE ON RIO AYUQUILA: Situated 1 km from the dam Trigomil and 20 km (40 minutes) from Union de Tula. It has become a natural slalom course 250 meters in length. Depending on rainfall and the level of the dam, from October to June there is a rate between 6 and 15m3/seg. The optimum flow for the competition is 10m3/seg. The race channel is class III whitewater, with two central islands, water moves symmetrical with a warm up and cool down zone. The slalom course is equipped with side cables to support the gates. DIRECTIONS TO THE UNION DE TULA: The nearest international airport is Guadalajara. From Guadalajara take (54D) Juarez Acatlán South go west (80) to Union de Tula. TRANSPORT FROM THE AIRPORT TO UNION DE TULA: Transportation Options: • Renting a vehicle. ICF RANKING RACE The Organizing Committee is happy to announce that the 2013 Pan Am Championships will also be an ICF Rankings race. Each National Federation will be able to nominate 6 athletes per event. All Federations can compete in the ICF Rankings competition. EQUIPMENT CONTROL: Unofficial equipment control will be available from February 28, 2013. Official equipment control will be on March 1, 2013 according to groups. ANTI-DOPING CONTROL: In line with the World Anti-Doping Authority (WADA) and the ICF Anti-Doping rules, the organizing committee may conduct random testing at the competition. DEVELOPMENT TRAINING CAMP: In the following of the development of CSL in America, a TIP (Talent Identification Program) continental training camp will be held from the 21st of February to the 4th of March 2013. The place of the camp is the venue planed for the American Continental CSL 2013: Union de Tula, Mexico. This action is made in cooperation between ICF/COPAC/Mexican Canoeing Federation/Panam 2013 Organization Committee. The main targets are: • Following of the work done before with TIP’s and preparation of the American CSL Championships 2013 • Promoting women participation • Training, preparation and suggestions for the 2014-2015 seasons • Educational technical officer classic Slalom ORGANISATION Invited countries All American countries 12 paddlers will be accepted for the camp Registration a maximum of 2 paddlers per NF: 1 female/1 male Registration a maximum of 1 coach per NF The final list of selected paddlers will be released on the 11th February • • • • • According to the positive answers received as numerical entries we will receive, we might have to reduce or increase the number of places allowed to your NF. MEDICAL SERVICES: An ambulance and a first aid station will be at the race venue from the first day of official practice through the end of the competition.
