Impressionless Technique
using 3M's LavaCOS Scanner

Traditional impression taking for
fixed prosthetic treatment has
changed little throughout the history
of dentistry. Historically, dentists
have had no other alternative for capturing the patient’s anatomy other
than using impression materials.
Though impression materials have
performed wonderfully through the
years, incredible technological advances have now been developed to
record these preparations digitally.
Dr. Smith will discuss his experiences using the unique 3D in motion
LavaCOS system. He will outline
some benefits of incorporating this
technology into the dental practice
as well as some of the difficulties.
During this presentation Dr. Smith
will show clinical applications and
images captured during the procedures that produced the restorations.
Following the presentation Dr. Smith
will provide a hands-on demonstration
of the LavaCOS sytem.
Dr. Smith received a bachelor of
science degree in 1983 from Ursinus
College in Pennsylvania and graduted
Magna Cum Laude from Georgetown
University School of Dentistry in 1987.
He is a clinical instructor at the University of Connecticut School of Dental Medicine and a materials and product tester for 3M. Dr. Smith has practiced restorative, rehabilitative and
cosmetic dentistry for more than 20
years and maintains a full-time private practice in Middlebury, Connecticut.
The Tuesday, March 10, 2009 scientific lecture will begin at 5:30 p.m.

A Stimulus Package to Believe In
On February 6, the DC Dental Society and the Howard University College of Dentistry “gave a smile” to more
than 140 kids from Bancroft Elementary School in Washington, D.C. This was the seventh year for Give Kids a
Smile Day, and like the six previous years, its success was ensured by the hard work of the volunteer dental
society dentists and their staffs; the Howard University administration, faculty, staff, and students; and the D.C.
Dental Society leadership and staff.
As a faculty member at Howard, I am always amazed by the impact events such as this have on our students.
Dental students are greatly influenced by the dental environment they encounter daily. The opportunity to work
side by side with “actual” dentists and watch them selflessly give back to the community, to have them share
experiences acquired through years of practice and to see the reaction of the kids receiving treatment all add up
to profound learning experience for the future leaders of our profession.
Give Kids a Smile Day is not the only event that has an impact on future dentists:
On February 11 and 12, student representatives from every dental school in the country met in
Washington to lobby their respected Congressional representatives about dental issues.
On February 14, the dental and hygiene students at Howard hosted their annual dental health
fair at the dental school for the local community.
On April 4, Howard dental and hygiene students have scheduled their second annual Oral Cancer Walk, starting at Dupont Circle and ending back at the dental school. This event is supported
by a generous donation from the D.C. Dental Society Foundation. If you would like to participate
in the walk contact me at (202) 716-2949 for details. There is no better way to meet and learn
about our future oral health professionals than to “walk in their shoes.”
On April 16, the D.C. Dental Society has invited the third and fourth year dental students at
Howard to an all day lecture at the Nation’s Capital Dental Meeting. This is an important col
laboration during the Society’s annual conference, giving students the chance to hear top-tier
lecturers.
As you may realize, by supporting and working with these dental students, our Society has made a significant
investment in the future of our profession, an investment that will pay huge dividends. Wow – a stimulus
package guaranteed to be a positive investment in 2009!

2009 Give Kids a Smile Day
A total of 146 children from Bancroft Elementary were treated at the 2009 Give Kids a Smile Day on
February 6th at Howard University College of Dentistry.
Dr. Michael Blicher, president, welcomed 70 Society members and their staff, 150 junior and senior
dental students and faculty at the morning briefing. Dr. Leo Rouse, dean of Howard University, stressed
to the dental students that they should learn from the day’s event and have an appreciation for the
dental care needs of the underserved. He encouraged the students, as they enter practice in the next
few years, to recognize the need to increase treatment to those in need.

What’s New in Infection Control?
During the morning session Dr. DePaola will discuss the numerous pathological conditions that exist in the
mouth. Some are benign, others are life-threatening, requiring immediate attention. Therefore, recognition
and diagnosis of oral lesions is critical. It cannot be accomplished without taking the time to perform a
comprehensive oral examination that visualizes all of the oral soft tissue. This clinic will illustrate how to
perform such an examination and how to describe pathologic lesions. Dr. DePaola will also discuss oral lesions
associated with HIV and other systemic/STDs along with the detection, risk factors and pathological presentation of oral cancer.
In the afternoon session, Dr. DePaola will present what’s new in infection control. In October 2007 the
CDC released the updated Guideline for Isolation Precautions: Preventing Transmission of Infectious Agents
in Healthcare Settings 2007. A thorough review of the CDC guideline as well as the Guideline for Infection
Control in Dentistry, 2003 and other current CDC/OSHA infection control recommendations will be presented. Emphasis will be placed on compliance issues pertaining to the new 2007 CDC guidelines and how a
practical, cost effective “safe workplace” can be achieved.
This clinic will meet the District of Columbia Board of Dentistry’s infection control requirement for the
2010-2011 license cycle.

The Society's Testimony to the City Council

Dr. Michael Blicher, president and Mr. C. Jay Brown, executive director, presented testimony
on changes in the District of Columbia Dental Practice Act (Bill 17-801). Bill 17-801 if adopted
will amend the practice act to require registration of dental assistants and prohibit non-dentists
from owning a dental practice.
Dr. Blicher stressed the need to prohibit non dentists from owning a dental practice. He stated
that it is the Society’s position that ownership of a dental practice should be by a dentist. There are
thirty (30) states that have a similar prohibition on non-dentists. In the District, currently there
are at least two (2) non-dentists who own dental offices. Two have had legal problems. One was
found to be practicing dentistry and was ordered by the D.C. Health Administration to cease and
desist the unlicensed practice of dentistry. The other was sentenced to six months confinement
and ordered to pay restitution of $164,000 and $40,000 fine for insurance fraud.
In commenting on the new registration of dental assistants, Dr. Blicher stated that the Society
feels that the procedures performed by dental assistants under close supervision of dentists have
not caused harm to patients. He further stated that there is nothing wrong with how dental assistants are currently trained or in how they are utilized in the dental office that would necessitate
their licensing. Although this is short of licensing, it in fact will be viewed as a license. This new
registration will cost something. The dentist, not the dental assistant will most likely pay the fee.
Also, there are continuing education requirements being drafted as part of the rules and regulations. The continuing education requirements will address which procedures can be delegated
such as, application of tooth whitening agents and taking x-rays. Society leadership has worked
diligently with the D.C. Board of Dentistry on the language of new rules and regulations that will
be created.

The new District rules and regulations address
the maintenance of dental records. The law states
that the dentist shall: “maintain records for each
patient which shall accurately reflect the evaluation
and treatment of the patient and which may include
the following:

Patient’s name and the date of treatment;
Updated health history;
Treatment plan;
Informed consent document(s);
Diagnosis and treatment rendered;
List of drugs prescribed, administered,
dispensed and the quantity;
Radiographs;
Patient financial/billing records;
Name of dentist and/or dental hygienist
providing service(s); and
Laboratory work orders

In the discussions with the D.C. Board of Dentistry, the Society officials were able to add the word
“may” so that the list of items in the patient record
would be suggested rather than mandatory.
The rules set as a minimum of three(3) years
as the length of time to retain records or three(3)
years after a minor patient reaches eighteen(18)
years of age.

Tooth Whitening and
D.C. Law
The new District rules and regulations governing the practice of dentistry address tooth
whitening procedures. The new rules specifically state that tooth whitening is a dental procedure that can only be delegated to an auxiliary staff (i.e.; dental assistant or dental hygienist) that has appropriate training.
All dental assistants who have performed
tooth whitening procedures for at least three (3)
months prior to January 9, 2009, have been
“grandfathered” by this rule change. Those who
have not are required to complete training in a
CERP approval program or a course recognized
by the Dental Assisting National Board or the
ADA Commission on Dental Accreditation.

The Foundation Task Force Meets
The Society’s Foundation has created a task force on community service and philanthropy. The
task force met on January 28, 2009. Members of the group are Drs. Sally Cram, Bonnie Beamer,
Michael Blicher, Margaret Culotta-Norton, Charles Dietrich, Paula Russo, Michael Pascal and Alan
Singer.
The following goals were set for their future activities:
Increase funds to support increased access to dental care by at risk groups.
Increase the D.C. Dental Society visibility in the community.
Provide resource for increased member volunteerism.
Data collection and/or research on the access to dental care in the District, the
status of oral health of District residents and determination of at risk groups.
Collect data from members as to their donated dental care.
Provide a mechanism to increase access and provide care.
Increase networking within the “at risk” groups and community to help determine
dental access to care for those individuals.
Three (3) groups were identified as at risk groups that warrant further research and ideas on how
to provide more care to these populations:
