 Consider a push strategy towards citizens and customers who have
the skills but are too ”laid back” to sign on their own.
 Build parnerships to make common solutions which will make it
much more attractive to citizens to use the service - and the more
people using the service the more attractive it becomes for all to join
in.
 Provide easy onboarding– and don’t be afraid to make connection
