Best Cities for Young Families in Illinois
A recent report conducted by consumer advocacy site Nerdwallet has released the
annual edition of their study, “Best Cities for Young Families in Illinois.” The
Village of Glen Carbon ranked 22 out of 220 places.
Village Officials:
Nerdwallet analyzed U.S. Census Data to assess several key factors such as, home
affordability, growth and prosperity, education quality and family friendliness.

The volunteers on the Glen Carbon Community Events Committee are planning the annual
Glen Carbon Homecoming which will take place Fathers’ Day weekend, Friday, June 19
and Saturday, June 20, 2015. Through the generous donations from businesses and residents, the Glen Carbon Homecoming has become a successful community event with growing crowds each year. This will be the 10th consecutive year this Committee has planned,
organized and worked the event.

The festivities will once again take place on Main Street in “Old Town” and will include a
wide variety of food, drink booths, nightly live entertainment, games and carnival rides. The
Covered Bridge Run will take place on Saturday morning. At 5 pm Saturday, we will have
the Homecoming parade. A fantastic fireworks display wraps us Saturday night’s festivities.

Annual Glen Carbon Drive Thru Micro-chip & Rabies Clinic
April 25, 2015 from 9AM to Noon
$11.25 gets your pet micro-chipped and registered. (Sorry, we can’t micro-chip kids or
husbands.) The micro-chip is the size of a piece of rice and lists your name, an alternate
contact, phone numbers, email addresses, etc. Should your pet get lost or in case of a fire
or displaced by a weather emergency, you no longer have to speak for your pet. We can
help find his way home to you with a quick scan of the micro-chip.
The State of Illinois only requires a rabies inoculation for your pet and the required rabies
tag from Madison County. The other preventatives are worth every penny but are not required. With no office visit fees it’s a great way to update and inoculate without ever getting out of the car. The drive thru clinic was designed for the convenience of Glen Carbon
residents but is open to the public to make sure everyone has an opportunity to be proactive about their pets. Call Jamie Foster, PSO for more info. 618-288-2639.

Warmer weather should be just around the corner and Daylight Savings time begins on Sunday, March 8.
Hopefully, you and your family can enjoy our Village parks, walking and bike trails and everything that makes
Glen Carbon unique.
Glen Carbon is One of the Top 22 places in Illinois for Young Families
Congratulations to Village residents, employees and volunteers that continue to make Glen Carbon an award
winning community. See the front page of this Communicator. This unsolicited recognition from NerdWallet
confirms once again the importance of Glen Carbon being part of an excellent school district. This recognition
also demonstrates that well informed young families aspire to live in a town that is not only growing and prospering but that also enjoys a competitive municipal real estate tax rate. Glen Carbon continues to be one of the
best places to live, work and raise a family in the metro east.
Congratulations Mike Govreau and Lynn Weller
Our Public Works Coordinator Mike Govreau will retire on April 30, 2015. Mike has worked for the Village
of Glen Carbon for over 32 years. He started working for the Village in the parks department in 1982 and
soon transitioned to the wastewater department. In 1985, the Village combined the water and sewer departments into our current Utility Department. In 1996, Mike became Utility Superintendent. Mike was awarded
the Southwest Central Water Plant Operators Association Operator of the year in 1998. He also was recognized as the 1st runner up in the Illinois Portable Water Supply Operators Association Distributions System in
1998 and was acknowledged as the 3rd runner up in 2009. On May 8, 2012, the Village Board voted to accept
my nomination and to appoint Mike Govreau to become the Public Works Coordinator. I want to congratulate
and thank Mike for his many years of dedicated service to Glen Carbon.
Congratulations to Glen Carbon Treasurer Lynn Weller on his retirement at the end of April as well. Lynn
was first appointed Treasurer in December 2004. Lynn’s business continues to expand and he found that the
demands on his time were such that he could no longer fulfill his duties to consistently attend board and finance and administration committee meetings. I want to thank Lynn Weller for his ten plus years of service to
the Village as Treasurer.
Village Finance and Budgeting
The Village is currently in the budgeting process for our 2016 fiscal year. Our fiscal year runs from May 1 to
April 30. The Village Board will vote on next fiscal year’s budget at our regular board meeting at 7 p.m. on
Tuesday, April 28, 2015. The draft budget will be available for reviewing beginning April 6, 2015. A public
hearing on the draft budget will take place at 7 p.m. on Tuesday, April 14, 2015. Residents are encouraged to
attend these meetings and to review the draft budget. For more information, call our Finance Director Patty

During the past four years, our Village wide Equalized Assessed Valuation has been relatively flat. For the
2014 real estate tax year we do not anticipate that our total Village wide EAV will significantly change. Our
total 2014 municipal tax rate should approximate $.8842 per $100 of EAV. Glen Carbon continues to main2
tain a very competitive municipal tax rate, especially compared to nearby communities, including Highland,
Maryville, Edwardsville, Wood River, Collinsville, Alton and Granite City. Note the 2014 municipal tax rate
does not include the Glen Carbon Centennial Library as they have become a separate taxing district with the
County and file their tax levy separate from the Village’s. Previously the Library’s levy was included with the
Village’s tax levy.
Our local retail sales tax receipts show an increase - up 26.57% - from the same period last year (i.e. sales
made from February 2014 through November 2014). For the entire month of November 2014, Glen Carbon
had receipts this fiscal year that were 10.7% higher than November 2013. It will be interesting to see the results of retail sales from entire holiday shopping season.
Glen Carbon Municipal Elections
On Tuesday, April 7, 2015, Glen Carbon voters will elect three (3) Village Trustees. Micah Summers, Douglas Dial, Steven Slemer, Luke Harris, Mary Ann Smith, and Ross Breckenridge are the six candidates seeking
three Trustee seats. The last day to register to vote in this election is Tuesday, March 10, 2015. Grace period
registration is offered from the close of registration until the 7th day before an election. Early voting will be
available from Monday, March 23, 2015 through Saturday, April 4, 2015. Polls will be open from 6 am to 7
pm on election day. Contact the Madison County Clerk's office at 618-692-6290 for further information or

Annual Chamber of Commerce Dinner Fundraiser
On Saturday evening March 14, 2015 at 5:30 pm our local Chamber of Commerce will host its Annual Community Awards and Dinner Auction in the SIUe Meridian Ballroom. Please consider supporting our local

Ginger Creek Medical Marijuana Dispensary Application Withdrawn
On January 26, 2015, the Village learned that the application to locate a medical marijuana dispensary in the
abandoned bank/pharmacy located at 1 Ginger Creek Meadows had been withdrawn. Consistent with Illinois
law, Glen Carbon Village government remained neutral on this State issue per the statute; thus, the Village
avoided exposing taxpayer funds to any potential claim.

As spring time approaches, the staff of the Building and Zoning
Department would like to remind our residents that many spring
projects require permits. The following projects are just a few that

Obtaining permits will ensure that your construction projects are
completed and approved in accordance with the Glen Carbon Zoning Ordinance and Building Code requirements. Building permit

Building and Zoning Department between the hours of 8:00am4:30pm, Monday through Friday.

WHAT’S IN YOUR WALLET
It seems that every week there is another
data breach by a business and your credit/
debit information is at risk. What can you
do now to protect yourself from identity
theft? Here are a few tips from the Illinois
Attorney General’s Office to help protect
you.
DON’T carry in your wallet:
 Social Security Card – Keep this card in a safe
place and not on your person. Your Social Security
number is the key personal identifier that scammers
need to commit identity theft.
 Medicare Card – Make a copy of your Medicare
Card, then black out the last four digits. Those last
four digits are what make your number unique. If
there is ever an emergency situation where your
Medicare number is needed for billing purposes and
you are unable to supply your insurance card, the
medical group can always re-bill Medicare.
 Personal Checks – don’t carry blank personal
checks with you. If you prefer to pay for most
transactions by personal check –make sure your
checks contain as little information about you as
possible. Make sure your checks DO NOT contain
your Social Security or Driver’s License Number.
Next time you order checks, order them with just
your first initial and last name which will make it
more difficult for a con artist to forge checks.
 Numerous Credit Cards – consider carrying only
one credit card for shopping and emergency purposes. In the event of theft, it’s a lot easier to close the
account on one credit card than on multiple cards.
 Birth Certificate – Your birth certificate contains
personal information about you that can be used to
steal your identity.
 Bank Account Numbers – Never write your bank
account numbers or pin numbers on a piece of paper that you keep in your wallet or pocketbook.
 Large amounts of cash – Don’t carry large amounts
of cash. Only carry what you will need to get
through the day ahead.
 Spare key – Never carry a spare home or car key.
Keep spare keys somewhere safe, such as a lockbox
or with someone you trust.

 Emergency Contact Information – carry a piece of
paper or laminated card containing the name(s) and
contact information of the person(s) who should be
contacted in case of an emergency. Let your contact person(s) know your insurance information in
case of emergency.
 Medications you are taking – Create and carry a list
of all the medications you are taking, both prescription and over-the-counter. In an emergency situation, it is important that first responders have access
to as much information as possible about your
physical health.
 State Identification Card – If you don’t drive, consider obtaining a State Identification Card from
your local Secretary of State’s Office. This card
serves the same purpose as a driver’s license when
you’re asked to verify your identity.
IF you become a victim of Identity Theft. TAKE IMMEDIATE ACTION
A fast response to identity theft is the best way to minimize the damage to your name and financial health.
Report Fraud to Creditors. Check with your credit
card companies and banks to see if any new accounts have been opened in your name or if any
unauthorized charges have been made. Work with
these companies to stop further damage as quickly
as possible.
 Place a Fraud Alert on your credit report. Contact
the toll-free number of an of the three credit reporting agencies listed below to place a fraud alert on
your credit report. A fraud alert notifies potential
creditors to contact you and verify your identity before approving a credit requires in your name. You
only need to contact one of the three companies,
because that company is required to contact the other two.

Once you place a fraud alert on your file, you are entitled to free copies of your credit reports. You will
receive a letter telling you how to order your free
copies. When you receive your credit reports, review
them carefully and look for any suspicious activity.
If you find unauthorized accounts, report the fraud to
those creditors and dispute the accounts with the
credit reporting agency.
File a police report. Illinois law requires police departments to accept and provide reports of identity
theft. After completing the police report, be sure to
get a copy of it or, at the very least, the number of the
report. It can help you deal with creditors who need
proof of the crime.
Decide whether you want to place a security freeze
on your credit report. A security freeze will allow
you to prohibit your credit report from being released
to another person without your prior express authorization, which can help to prevent identity theft when
personal information has been compromised.
If you are a victim of identity theft, call the Illinois
Attorney General’s Identity Theft Hotline. You will
be assigned a Consumer Advocate to guide you
through the recovery process. The hotline is open
from 8:30am to 5:00pm Monday through Friday.

Boy Scouts will participate in the annual preMemorial Day service at Oaklawn Cemetery and
Buck Road Cemetery. The names of the 39 veterans

This year's annual Glen Carbon Homecoming parade will be held on Saturday, June 20, 2015 at 5 p.m.
lf you wish to participate in the parade by entering a float, car/truck, novelty, or just walking, please complete the
bottom section of this form and return to the Glen Carbon Community Events Committee no later than Monday,
June 1, 2015. NOTE: All entries must be received by this date. There is no entry fee for the parade. The
Committee reserves the right to reject any entry.
The parade will start at the intersection of Glen Crossing Road and Main Street. However, we will be
assembling at the Glen Carbon Elementary School at 141 Birger Avenue, Glen Carbon. Parade participants
must be in their assigned staging area no later than 4:30 p.m. You will be notified by mail of your assigned
parade staging area. The parade coordinator and volunteers will be present to direct you to your assembly
position.
Public officials are invited to participate and identify themselves as such.

and about! We will host an
A.A.R.P. Safe Driving Class on
Wednesday, April 29th and Thursday April
30th, from 12:30 to 4:30 PM each day. It’s a
great way to keep up with the rules of the road
and you might be eligible for a rate reduction
on your insurance policy! Seating is limited,
so call early to reserve your seat!
For the last several years, Senior Services
Plus has provided a SHIP (Senior Health Insurance Program) officer to come to the Center
each month, to answer questions regarding
senior health care. They can provide a side-by
-side comparison of insurance plans to help
seniors select a plan that fits their needs; help
those who are signing up for Medicare for the
first time; or provide assistance with Medicaid
or Medicare issues. Their representative is also available to sign you up for the Benefit Access Program, (formerly known as Circuit
Breaker). SSP is available at the Center on the
first Tuesday of each month from 8:30-10:30
AM.
If you need legal assistance with a will, power
of attorney or just have a legal question, the
Land of Lincoln might be able to help!
They are an organization that offers free legal
assistance to most seniors, age 60 and older.
They are available at the Center on the second
Tuesday of each month from 10-1 PM. Call
for an appointment.
Need help with your heating bill? If
you are a senior and an Ameren IL
customer, you may qualify for help with your
heating bill this winter. Please call Michele
for more information.

Fire Protection District
WE SERVE BECAUSE WE CARE

This article is dedicated to the firefighters and paramedics who provide services to the
Glen Carbon Fire Protection District. The firefighters and paramedics do more than answer fire and medical calls; they also provide services on their own time to residents within the Glen Carbon Fire Protection District.
According to Fire Chief Well firefighters responded to 1462 alarms for the past year. Director of Ambulance
Service Wilson paramedics responded to 1431 medical calls for the same time period.
On their own time firefighters and paramedics provided services for residents and groups within
the Glen Carbon Fire Protection District. Paramedic Cori Simpson provided CPR classes to police
personnel as well as AED training. She reviewed with police personnel components within the
new first aid kits. Paramedics also provided classes for fighters in CPR and reviewed the equipment on all ambulances. Three members of the firefighters and paramedics (2 firefighters and 1
paramedic) have been certified as safety seat technicians. These technicians provide child safety seat inspections and installation without any cost. For the last year 60 inspections and installation were done by these
technicians.
Assistant Fire Chief Hood has organized training for probationary firefighters. He has also organized training
in the area of Wide Land fire training. He is presently organizing classes in Rapped Intervention Team training and a class in dealing with LP liquid propane gas training. Firefighters and paramedics collected $8,500 in
the Fill The Boot program for Muscular Dystrophy Association (MDA). Firefighter Russ Kopesky is the firefighter responsible for this project for the past several years. A plaque was presented to firefighter Kopesky on
behalf of the firefighters and paramedics for collecting the highest amount collected in the Madison County
area for MDA. The firefighters donated $100 for the Legion children Christmas party. Also, the firefighters
donated $200 to the burn camp. Free CPR training is provided by paramedics to groups and individuals. Captain Dan Picarella is in charge of the free give away of fire detectors to residents in
the Glen Carbon Fire Protection District if the residents meet the qualifications. Captain Dan Picarella has been in charge since its inception. Paramedic Jason Whitaker is in charge of the 6th
Golf Scramble which will take place on June 13, 2015 at Oak Brook golf course. The entrance
fee is $240 for a team of four and $100 to sponsor a hole. Paramedic Whitaker can be contacted
at 288-1225.

A BIG THANKS to the firefighters and paramedics for all they do for residents in the Fire District.
FACTS TO KNOW: The first full time fire department is believed to have begun in Rome in some 2000 years
ago. The Roman government selected people to roam the city streets to sound an alarm and put out the fire
and enforce the fire code (sometimes with corporal punishment). The selected local people were called “Corps
of Vigiles”. Augustus Caeser formed the corps using slaves.

At this writing, old man winter hasn’t been all that
bad for us here in the middle of the country. We had
quite a cold spell, but no real travel problems locally.
We are cautiously waiting for the other shoe to drop. Our annual
Christmas party was a success and very well attended. Fifty-nine of
our members participated in the buffet luncheon (more like a feast),
followed by about a dozen other seniors from the area, who came to
enjoy the Elvis Presley program put on by impersonator Steve Smith.
Everyone had a great time, especially our dancing duos.
After several weeks away from the Center due to the holidays, our
group reconvened on January 6th with 40 members who braved the
cold for the fun of our get together. On January 20th, The Madison
County State’s Attorney, Tom Gibbons presented a program of interest to seniors with many do’s and don’ts being learned by
the attendees. It was an exhilarating presentation with a
lot of interaction on the part of the attendees. The applause for Tom at the end of the presentation was as
loud as I’ve ever heard after a program, even though our
attendance was down from our usual 45 to 50.
Looking forward to Spring and grubby gardener hands, mowing
lawns, and most of all, back out on the shuffle board courts behind the Center. What are we planning? March
31st will be our first Pot-luck luncheon of the year. It will also mark the date, 17 years ago that this group of
rag tag seniors first met in the lower level of the Village hall, to show support for a grant to get a Senior Center. If you are interested to participating in this event, which is being hosted by the world famous Glen Carbon
area cooks, let Michele (288-2664) know several weeks ahead. Also our Taco Tuesday this year falls on Cinco de Mayo (May 5th) as it did during our first celebration. Planning is incomplete at this time, but if you are
interested check with Michele in early or mid-April.
We are also looking at holding our usual silent auction in mid April, tentatively April 14 th. This event is also
open to the public. Silent auction bids will begin around 1 pm with closing of the bidding at 2:30, at which
time you may pick up and pay for any merchandise for which you are the top bidder
On a sad note, we lost another of our faithful members over the Holiday Season. Elizabeth “Betty” Gilda
passed away in mid-December. Betty had been a regular attendee since joining the group in April 2011.
We hope that Betty enjoyed her time with us as much as we enjoyed her company.

into a very busy spring. If you enjoy working outdoors
or just like to help with community activities please contact Village Hall. We would also like to thank our occasional community volunteers who aren’t able to serve on
the committee but provide much needed assistance.
Upcoming Activities: March is for potato planting and
assisting with spring bed preparation by weeding and
general cleanup around the Village. Thanks to the crew
from public works who installed our new garden fence.
Hopefully we will be able to donate more produce and
feed fewer groundhogs. If the weather cooperates we
plan to have our potatoes in by mid March and the
pumpkins in early June.
Arbor Day is celebrated on April 24th. Over the years
the committee has planted trees in several locations
throughout the community. The maple trees planted
along the walking path in Green Space North were beautiful this year. Please check the Village website for details as we finalize our plans for 2015.
May is definitely a busy time for the Village Gardener as
the in ground floral gardens, numerous containers, and
welcome signs are all planted. This is also a good time
to consider entering your property or that of a neighbor
in our annual Glen Award Contest.
