An Important Lesson: McMinnville learns
the value of a diverse industrial base
BY JEB BLADINE
The importance of manufacturing
to a community can be hidden by
long-time strength in that segment
of the economy. But in McMinnville,
people still remember when
McMinnville Industrial Promotions
was created in 1953 in response
to lost jobs and an approaching
economic crisis.
The local economy suffered from
food surpluses, a confusing
government price support program
and reduced agricultural spending,
as well as the surplus of wood
harvested during World War II.
Those natural resource-based
industries accounted for much of
a McMinnville economy that was
staggered in 1953 by the loss of
300 jobs with closure of the Nestle’s
Milk Condensary and the Engle and
Worth Sawmill.
"Manufacturing tends to
congregate near other
successful operations"
Town leaders created and financed
MIP, which helped fund a loan that
brought Archway Cookies to town
in 1954. Yamhill Plywood follwed a
year later, then Rex Mobile Homes.
MIP, converted to a for-profit
corporation, raised $300,000 to
build a mobile home plant for
lease to Rex, which employed 250
people by 1961.
Other industries followed, from
Nelson Paint Company to Norwest
Woolen Mills, from Bradley Frozen
Foods to Mrs. Smith’s Pies, from
Hazelwood Farms to Pillsbury.
few. Along the way, MIP developed
a major industrial park where new
operations could locate.
Manufacturing tends to congregate
near other successful operations,
which led to McMinnville’s October
1968 celebration of “9 for ’69.” That
group of new businesses included
Consolidated Metal Products,
Cascade Steel Rolling Mills, Oreland Industries, Rex Mobile Homes
Expansion, Motor Rim and Wheel,
Zieman Manufacturing Company
and Skyline Mobile Homes.
Since then, more companies
have located in McMinnville – and
in Newberg, in West Valley and
elsewhere in Yamhill County. Many
of them are featured in this section.
Agriculture still is important, fueled
in recent decades by the wine
industry. But a diverse industrial
base provides payroll and property
taxes that are key to the county’s
economic health.
More companies followed: Kelsey
Hayes Axle, Neonex Leisure
Products, Atlas Plastics, Diane’s
Foods, Hewlett-Packard, D Stake
Mill and Elastomeric, to name a
McMinnville learned that lesson
60-plus years ago. This Made in
Yamhill County section is our annual
reminder that the lesson is just as
relevent today as it was in 1953.

Exports place Yamhill County on the
International stage

A Yamhill County company exports
tea to ... guess.
What's the least likely country to
import tea from Oregon? If you
guessed China, you're as surprised
as Dick Sadler, the owner of the
Dundee Fruit Company -- and he's
the guy shipping the tea to China.
"Talk about sending coals to
Newcastle, right?" said Sadler.
"Who would have thought we
would be selling tea to China? We
just sort of lucked into this small
market where they like our tea.
They market it as a tonic."

after World Class Technology was

Exports from Yamhill County appear
slim, looking at the records of the
Port of Portland. Only the Newberg
companies Ad-dec International and
George Packing of Newberg are
listed among the exporters.

against Portland," he said. "We try
to go for the best rate."
Many Yamhill County businesses
have begun breaking into the
international market, said Jody
Christensen, the executive director
of the McMinnville Economic
Development Partnership.
"Manufacturing tends
to congregate near
other successful
operations"
"Food processing companies are
definitely interested in exporting,"
said Christensen. "I know some
wineries are exporting product. I
used to work at a winery, so I know."
In fact, global trade specialist Alexa
Hamilton from Business Oregon
(formerly the Oregon Department
of Business Development) worked
with owners of Adelsheim and
Stoller vineyards in 2013 to identify
global markets. Business Oregon

also gave Adelsheim, Stoller and
two other Willamette Valley wineries
$6,178 in grants to help them
defray the cost of attending the
ProWein trade show in Germany.
Business Oregon officials boast
the trade show netted the wineries
more than $57,000 within three
months. The state agency is
similarly helping other Yamhill
County companies branch out
internationally.
"We have worked with nine Yamhill
County companies since January
2013 to help them break into
international markets," said Ryan
Frank, communications manager
for Business Oregon.
Germany, Chile, Australia, Israel and
Japan," Frank said. "In response,
they reported about $400,000 in
international sales from those grants."
Christensen said McMinnville
Economic Development Partnership
is also helping local businesses
with global markets. "Our office is
the one-stop shopping for business
consultation in the area," she said.
"Freelin Wade exported a few
products," she added. "One was
a product a customer practically
across the street who said he could
get cheaper in China. A few years
later, they were beating China on
the price, so I guess the customer
learned his lesson."
Schwarm said the McMinnville
company doesn't sell a lot of its plastic
tubing overseas, but it does maintain a
strong international presence.
The companies include Action
Vibratory Equipment, Harco
Manufacturing, Northwest UAV
Propulsion Systems, PPM
Technologies, RP Advanced
Mobile Systems and World Class
Technology.
"We provided $38,000 in export
grants to these companies to
help them attend trade shows in
"We've really been exporting
since our inception 34 years ago,"
Schwarm said. Latin and South
America are particularly strong for us,
also Singapore, China and Malaysia."
Solid numbers on the export
business in Yamhill County are
difficult to obtain, said Will Summers,
a workforce analyst for the Oregon
Employment Department.
"Import/export activity is a function
of Gross Domestic Product (GDP),"
said Summers. "The lowest level
I can find for GDP data is for
Metropolitan Statistical Areas
(MSA). Yamhill County, for better
or worse, is considered part of the
Portland MSA."
Most of the industry-level data is
confidential at the MSA level in
Oregon, he said.
"This is a very complex topic, one
that is normally covered by the U.S.
Bureau of Economic Analysis," he
added. "I checked the state BEA
site and did not find any information
about GDP or import/export
activity."
Yet judging strictly from anecdotal
reports, Christensen said, Yamhill
County has become an extremely
viable player in international markets.

County because of A-dec.
"Our presence here with A-dec is
literally by chance," Ackerman said.
"We found it was more affordable
to run a business in the county,
especially in McMinnville.
"I don't necessarily see a direct
correlation where one business
spins off from another, but often the
growth of one business feeds the
growth of another," Knottingham
said. "As one business grows,
it needs more services from a
complimentary business."
"However, we help A-dec, and they
help us. It works out well to have both
of us working in the same area."
A-dec, for example, maintains sales
operations in the United Kingdom,
Australia and China in addition to
the U.S. It distributes its products in
more than 100 countries.
Knottingham said he loves that kind
of talk.
That requires a lot of boxes, and
many of those boxes come from
Mid-Valley clients have been
involved in packaging, labeling,
parts assembly and testing of parts.
In the agency's Wood Products
Division, clients have been cutting,
drilling and stacking.
Mid-Valley says A-dec has provided
it with more than $6 million worth of
business over the past 13 years.
Knottingham said all this reflects
how synergy should work. "This
helps both A-dec and people in the
community who need some help
with job training," he said.
"Everyone wins."

It’s often said that the people with the best jobs are those who do
the things they love. Count Henry is in that group. Henry, founder of
Fire Mountain Brewery, turned his love of good beer into an artisan
brewery where each beer is created entirely by hand.
Henry created Fire Mountain’s first beer, Oregon Pale Ale, in 2009. He
credits the Coast Range’s unique water for making the brewery’s beers
surprisingly smooth and drinkable. Henry says that Fire Mountain’s
India Pale Ale is smooth without the harsh bite found in other IPAs and
the brewery’s Bad Henry is a perfect companion with food,
especially dark chocolate.
Henry emphasizes that Fire Mountain’s beers are never sold until they’re
ready, no exceptions. He believes that if he can’t turn out beers of
exceptional quality, he has no business brewing. Fire Mountain Brewery’s
beers are available in 22-ounce bottles or kegs, when available.

RB Rubber was established in 1985
by Ron Bogh when he purchased
an inventor’s experimental process
for making matting products out of
recycled tires. The company grew
rapidly to become the leading
manufacturer of equine matting in
the United States. In 1995, the company developed the molding
process that is used to produce playground safety tiles and other
products, and it purchased a tire recycling facility in 1998.
RB Rubber was purchased in 1999 by Accella Performance
Materials (previously DASH Multi-Corp), a diversified St. Louisbased holding company established in 1974 by the entrepreneur
Marvin Wool. The company greatly expanded its flooring products
offering via the addition of a rolled rubber production process in
2001. In May 2014, Accella acquired RDT Manufacturing and
RTH Processing. RTH is the largest US manufacturer of EPDM
granules, available in a limitless variety of colors. RDT produces
rolled rubber products and tiles made from recycled materials. With
the combination of these companies, the Accella Rubber Group is
stronger than ever. With these new strengths came the need for a
new name, Ultimate RB.
Today, Ultimate RB is one of the largest and most technically
advanced manufacturers of recycled rubber products in the world.
There are several factors that distinguish Ultimate RB from other
manufacturers of recycled rubber products. First, Ultimate RB is
the only manufacturer with the three distinct production processes
described above, and this allows the company to offer an unrivaled
variety of products for use in many different industries and
applications. Ultimate RB also stands out as the only manufacturer
producing its own tire crumb, EPDM granules and, through its
affiliation with other Accella subsidiaries, its own urethane binder.
With full control over the production of materials used to make its
products, Ultimate RB can offer quality control and reliability that no
competitor can match. Finally, Ultimate RB is the only manufacturer
with production facilities in the east and the west, which enable the
company to economically serve customers from coast to coast.
With this combination of product line diversity, quality control and
multiple production sites, Ultimate RB is uniquely positioned to
offer consistent quality and value to customers in a broad range of
industries.

Newberg realizes that 75-80
percent of our job growth will come
from our existing businesses and
the need for our manufacturing
companies to expand their market
presence. With this business
retention focus, the City of Newberg
and the Chehalem Valley Chamber
of Commerce are cooperatively
reviewing the community’s economic
development strategy, including the
retention efforts with our existing
manufacturers, to enhance our
assistance to our local companies.
Retention of our existing manufacturing
businesses is key in attracting
new manufacturing companies to
Newberg. The best spokespeople
for our manufacturing sector come
from our existing companies, and
their ability to access national
and international markets for their
products in the global economy.

It’s not surprising that thousands of local
farmers, vintners, landscapers, gardeners
and homeowners have come to trust
the high-quality compost, bark, rock and soil blends that are the
mainstay of Recology NW Greenlands. Offering some of the highest
quality compost in the valley, Greenlands compost promotes healthy
plant life in vineyards, nurseries, farmland, gardens and yards.
Greenlands’ mission is to eliminate waste by making the best and
highest use of valuable natural resources. Yard trimmings that make
up the company’s compost feedstock are diverted from landfills and
processed into premium compost products. The result is a product
that returns life and vigor to agricultural soils.
Greenlands can provide products to customers who want any
quantity, from a small to large. Product delivery, vineyard spreader
rentals and concrete mixer rentals are also provided, including
a popular blower truck. Greenlands takes the guesswork out of
agricultural endeavors and helps the farmers and gardeners of this
the Yamhill Valley!

You might not think twice when
you see one of an average of
40 trucks a day carrying Cascade
Steel Rolling Mill’s reinforcement
bar (rebar) product to customers
located in Oregon, Washington,
California, other U.S. states or even western Canada. Rebar is
rebar, right?
Wrong! However much rebar looks like it hasn’t changed on the
outside, over the years Cascade Steel has been at the forefront of
a steady evolution of the strength and quality of rebar. Through the
1960s and 1970s, 40-grade rebar (steel with a strength of 40,000
pounds per square inch) was the common product that reinforced
this nation’s concrete buildings and bridges. Today, Grade 60
is the standard, and increasingly, even Grade 80 steel is being
used in more and more projects. This means that many of today’s
structures are being built with steel twice as strong as they were just
forty years ago.
INNOVATIVE
QUALITY
A.R.E. Manufacturing, Inc. is a family owned contract machine shop,
specializing in the manufacture of machined components using high
precision CNC equipment and employing Lean Manufacturing principles
in every process. Capabilities include CNC milling and turning, manual
machining, automatic sawing, tube bending, welding and vibratory
finishing. The business began in the owner’s garage in Dundee in 1980
and currently occupies a 23,000 sq. ft. facility in Newberg, employing 40
people. A.R.E. Manufacturing, Inc. has extensive experience serving the
dental, marine, recreational and hydraulic industries, and has the capability
to manufacture components for nearly any industry.
By using higher-strength rebar manufactured by Cascade Steel in
their construction projects, our customers can realize substantial
savings in material, time and labor costs.
However, Cascade Steel is not just a part of this evolution of
structural materials, it is a national leader. Not only does Cascade
Steel produce a significant portion of Grade 80 rebar in the country,
it is the only American manufacturer of an ultra-high-strength,
corrosion-resistant rebar that is twice as strong as what is in most
buildings and bridges today and helps impart a far greater lifespan
to structures.
Cascade Steel accomplishes this all while being one of Oregon’s
largest recyclers. Creating products from recycled steel significantly
reduces mining wastes and the production of greenhouse gases.
Cascade Steel was acquired in 1984 by Schnitzer Steel Industries,
Inc., a global leader in the metals recycling industry that has operated
for over a century. Being part of a Fortune 1000 company has
enabled Cascade to grow stronger and introduce cost efficiencies
and state-of-the-art environmental controls into its operations.
The mill prides itself in the quality of its products, its competitive
pricing and its exceptional customer service. Cascade Steel is
committed to contributing to the social and economic development
of McMinnville and the greater Yamhill County area.

Ortho Country is a new orthodontic
practice coming to the Yamhill
Valley. Dr. Tom Pitts, an orthodontic
specialist with 45 years’ worth of
experience has recently relocated from Texas to launch this new
and exciting practice right here in McMinnville! “We are delighted
to establish our state-of-the-art practice here to bring top-notch
orthodontic care to patients from all over the area,” said Dr. Pitts.
Dr. Pitts and his friendly staff are full of energy and truly love what
they do: creating amazing, appealing smiles for all of their patients.
The professionals at Ortho Country will go out of their way to make
sure all patients are proud to show off their new beautiful smiles.
From your first visit to the exciting day you get your braces off, Dr.
Pitts and his staff will nurture you through every step of the process.
“My staff and I believe nothing should get in the way of achieving
a dazzling, confident smile,” said Dr. Pitts. “Every patient deserves
this and we are committed to achieving the best possible results for
each patient.”
Unlike most traditional orthodontic practices, Ortho Country will
be located inside a cutting-edge orthodontic manufacturing facility
here in town. “It’s exciting to have our practice located at the site
of manufacture,” Dr. Pitts said. “This enables us to provide patients
with advanced state-of-the art technology and first-rate care.” Dr.
Pitts said that this feature can streamline the process and increase
efficiency, benefitting patients tremendously.
The new Ortho Country practice opens in August, but you can
schedule your complimentary consultation now by visiting www.
orthocountry.com. “We look forward to serving the people of the
Yamhill valley,” said Dr. Pitts. “Visit our web site today to see how
we can give you a stunning new smile.”

Welcome to Yamhill County!
Located in the heart of the Willamette Valley, an hour from the
coast and the mountains, Yamhill County is a center for economic
growth that offers unique support to growing businesses. Through
the GROW economic development office we offer two innovative
grant programs that focus on job creation, business expansion,
business retention, relocation and equipment purchases. Through
the Economic Development Small Grant Program we awarded over
$100,000 in 2015. Awards were given to local businesses, nonprofits and educational institutions who are working hard to grow
the local economy, create jobs and prepare a ready workforce. Our
second opportunity, the Strategic Investment Fund, focuses on the
same criteria and we welcome applications from businesses year
round. Yamhill County will continue to invest in businesses that
choose to operate here.
With a solid infrastructure and reliable workforce, our county
is well suited to support diverse business growth at every step
of the way. Phase I of the Newberg-Dundee Bypass is currently
under construction and expected to open in 2017. The bypass
will create a seamless flow of traffic through the valley and will
improve transportation and supply chain efficiencies. Further,
our collaborative local governments are eager to work with
your business, connecting you to local resources and a thriving
network of dynamic industries. Yamhill County boasts the lowest
effective tax rate in the region and our planning department has
a documented track record of saying “yes” to helping businesses
thrive, ensuring our residents live out their version of the American
Dream. Our county has a long history of fiscal responsibility;
coupled with transparency and integrity — that’s the Yamhill County
difference! Along with an unbeatable quality of life, Yamhill County
is a destination for business growth. You can get there from here!
Sincerely,
Yamhill County Board of Commissioners
