COMMUNITY BACKGROUND
Welcome to Hales Corners Wisconsin. Hales Corners is a suburban community with a 2015 population
of 7,670. Hales Corners offers valuable resources and amenities for residents. A large central shopping
area concentrated along the State Highway 100 corridor, excellent schools, Whitnall Park and its worldfamous Boerner Botanical Gardens, and Wehr Nature Center are all shared with bordering communities.
Hales Corners Park offers a community pool and the Alyson Dudek International Ice Center, and is
home to the Veterans Memorial. Additional community highlights include the Hales Corners Public
Library and adjacent Ben Hunt Cabin. These are a few of the reasons Hales Corners has the reputation
of being “a great place to live”. The village’s website is www.halescorners.org.
The Village, occupying an area of 3.2 square miles, is located in western Milwaukee County with
convenient access to Interstate Highways 43 and 894, and is less than twenty miles from downtown
Milwaukee. Hales Corners shares borders with the Cities of Greenfield, Franklin, and New Berlin and
with the Village of Greendale.

CITY GOVERNMENT
Hales Corners is a “Village” with the governing body
consisting of a Village President and six trustees, all
elected at large and on a non-partisan basis. The Village
President is elected for three year terms. Trustees are
elected for three years in staggered terms.
The Village Board meets regularly as a Committee of the
Whole the first Monday of each month. They also meet
as a Village Board on the second and fourth Mondays of
the month (except in July and August, when they only
meet on the second Monday). Meetings are held at 6:45
p.m. in the boardroom at Village Hall. All meetings are
open to the public, unless otherwise noted.
The Village Board is responsible for adopting policies
affecting Village affairs, the annual budget, enacting
ordinances and resolutions, and providing policy
direction for Village departments.

CURRENT CHALLENGES AND LEADERSHIP OPPORTUNITIES




Fiscal Sustainability: Because of the uncertainty of the
amount of shared revenue the Village will receive in
future years, combined with state imposed levy caps, the
new administrator needs to ensure that essential services
are provided in a timely and efficient manner to the
citizens of Hales Corners. Program evaluation, financial
planning and forecasting, and evaluating potential new
revenue sources will be important.
Organizational Development: Provide leadership in
succession planning, the filling of key leadership
positions, developing a high performance workplace; skill
in enhancing employee interaction and team-building.
Encourage a collaborative work environment.
Intergovernmental Relationships: Continue to enhance
intergovernmental relationships and cost sharing
agreements; work closely with local agencies/boards as
well as monitoring proposed and pending legislation that
will impact the Village.
Community Strength and Effectiveness: Encourage civic
engagement and dialogue.





Communication: Assist in developing improved
communication methods through enhanced technology
and social networking that will better serve residents,
Village staff and Board members.
Maintenance of Services: Partner with Village Board and
staff members to maintain core programs and customer
services and evaluate, retool and strengthen programs
and services as needed.
Infrastructure Needs: Address the increasing demands for
maintenance and replacement of current infrastructure by
finding greater efficiencies and partnerships and/or
dedicated revenues. Work collaboratively to minimize the
impact of Highway 100 re-construction to the community.
Continue working with the Community Development
Authority and Chamber of Commerce to revitalize the
core business district.

PROFESSIONAL ANNOUNCEMENT

Village Administrator
Suburban Milwaukee County community with abundant parks and community resources, located
convenient to major Interstate and State highways. Village President and six Board members elected on
a non-partisan basis. $8M operating budget; 37 FT employees. Serves as statutory clerk and treasurer.
One Administrator since 1994. Salary $90K to $105K plus benefits, DOQ.
Require Bachelor’s degree in public or business administration; prefer Master’s Degree with at least 3
years municipal management experience with preference as manager or administrator. Desire a strong
background in budget development and financing including TIF; capital improvement and community
planning; IT (Digital Government); public works and engineering management; commercial redevelopment; personnel management and cultivating positive and productive relationships with Village
Board and staff members. The successful candidate will be an innovative person with a demonstrated
high level of integrity, a strong work ethic, open and positive communication skills, dynamic leadership
skills, and a team building approach in addressing community issues and carrying out Village Board
policies.
