W e l c o m e t o th e Bluffton Home Series The Town of Bluffton is excited to offer this series of home designs, ranging in sizes, styles and price points for current and prospective property owners looking to build a house. Homes in this series are available for both modular construction and traditional sitebuilt construction. We hope that you will find this Home Series helpful in selecting your new home. Additionally, many of the designs are preapproved by the Town’s Historic Preservation Commission for construction in the Old Town Bluffton Historic District. WHat’s a modular home? A modular home is simply a home that is built off-site in a factory and then transported to its new location to be assembled by a builder, as opposed to being built completely on-site. What are the BENEFITS OF A MODULAR HOME? »» Modular homes save time. They are built in a climate controlled environment, and, therefore, not affected by typical weather delays of site-built construction. Modular homes can be completed in a few weeks as opposed to months; and harmful weather never touches the inside of the home. »» Modular homes have strong quality control. Because modular homes need to be moved to the site, they are engineered to a higher standard of strength than stick-built homes. Third party inspections ensure the highest level of quality through the entire modular construction process. »» Modular homes are energy efficient. The quality in construction translates into heating and cooling savings for the homeowner. »» Modular homes are resource conscious. Building in a factory setting greatly reduces waste because materials and resources are recycled and reused. »» Modular homes are less expensive. Because they are constructed faster and more efficiently than 100% site-built homes, costs savings are natural. Just like site-built homes, modular homes can be customized to your own personal tastes and budget. Each home in the Bluffton Home Series has standard features, as well as dozens of options and upgrades available. Is a modular home the same as a manufactured Home? »» No, a modular home is not a manufactured or a mobile home. »» Manufactured and mobile homes are not placed on permanent foundations, are considered personal property (like a vehicle), and typically depreciate in value over time. A modular home is constructed on a permanent foundation, considered real property, and typically appreciates in value the same as traditionally-built homes. The Workforce Homeownership Program seeks to: »» Increase homeownership opportunities to low and moderate income families; »» Increase affordable workforce housing within the Town of Bluffton; »» Expand accessibility to quality, affordable housing options for infill development and redevelopment that preserves the Town’s culture, character and history; »» Improve the quality of existing housing stock by offering options for poor quality housing; »» Increase opportunities for homeowners to build wealth through equity by offering options for replacing manufactured homes with permanent constructed homes; and »» Create a livable, sustainable community with enhanced quality of life. Potential assistance available through the Workforce Homeownership Program include: »» Homebuyer Education and Credit Counseling; »» A $5,000 grant towards the purchase of a home within the Bluffton Home Series; »» Up to $1,750 towards the cost for engineering, design and site planning; »» Permit and Other Fee Waivers; and »» Up to $3000 towards the cost of removal of an existing home that has been replaced by a home built under this program. Level of assistance is dependent on availability of funding. Only single-family home designs within the Home Series are eligible for program. It may be more affordable than you think. While the overall cost of a modular home may be more expensive, the additional cost associated with a monthly payment may be minimal, especially if you already own your property. Also, unlike a manufactured home, a modular home qualifies for mortgage programs. The same mortgage rules and regulations apply to purchasing a modular home as to a site-built home. The following table illustrates a comparison between the estimated monthly payment cost for a modular home and for a manufactured home. DO YOU KNOW WHAT YOU CAN AFFORD? • The best way to find out is to get pre-qualified for financing. Ask your bank about a potential mortgage or contact the Town of Bluffton for a list of South Carolina State Housing approved lenders. • If your household makes no more than 120% of the Beaufort County Median Income, you may qualify for homeowner assistance.
