those parties who request a copy or to those who have commented on
the project. Appeal provisions will be included with both the summary
and the complete copy of the final decision.

To Whom It May Concern:
Tacoma Firs Golf Center, located at 4504 S Tyler Street, Tacoma (tax parcel #’s 0220133010 & 0220133000) is planning to
expand & modernized their facility to enhance the golfing experience, to re-brand their facility as a family-oriented, golfing
entertainment center. The facility is a “practice range” foremost and the lounge & bar areas are ancillary spaces to
accommodate guests while they wait to golf or to socialize afterwards. It is the Owner’s goal to begin construction this
September 2016 so that the new facility would be ready for use by the beginning of 2017.
The current facility consists of:
1. 17,244 SF 2-tier tee off stations (8,622 SF & 40 tee-off stations per floor);
2. 5,731 SF single-story club house (dining, kitchen, pro shop & multi-purpose room);
3. Driving range, putting & chipping green and miniature golf course,
4. 184 car parking lot.
Proposed building expansion & modifications:
A. Retrofit tee-off stations with an automatic sprinkler system.
B. Refurnish tee-off stations.
C. Remodel & replace roof of existing club house.
D. New 14,900+ square foot addition to the existing 2-tier driving range
a. Main floor to be approximately 7,454 square feet
b. Upper floor to be approximately 7,454 square feet
E. Retrofit driving range with hi-tech targets and replace the entire artificial turf surface.
The existing golf driving range with a miniature golf course and putting & chipping greens, has been in operation for over 15
years. This use is consistent with comprehensive plan for Parks and Open Space and the propose changes will make the facility
more family oriented.
The proposed building changes will not compromise health & safety issues or impact the general welfare of the adjacent
neighborhood. Nor would there be a need for any special emergency services. The entire facility will have an automatic fire
sprinkler system as well as a fire and security system. The parking and building will be barrier free. The existing
driveway/road approach complies with current road standards.
The generation of noise and/or offensive emission to surrounding neighborhood would only be associated and limited to normal
building construction. Construction would be limited to normal weekday business hours.
The site is quite secluded from the adjacent residential neighbors. Both the parking lot and buildings are not visible from the
S.Tyler Street and adjacent residential neighbors due to the site topography and forested site periphery. This setting also
minimizes any off-site glare caused by car headlights and exterior lighting for the parking lot & driving range.
The proposed project is in keeping with existing operations but with the intent to be more family orient, attract more customers
and provide employment opportunities.

Tacoma Firs Golf Center, located at 4504 S Tyler Street, Tacoma (tax parcel #’s 0220133010 & 0220133000) is planning to
expand & modernized their facility to enhance the golfing experience, to re-brand their facility as a family-oriented, golfing
entertainment center. The facility is a “practice range” foremost and the lounge & bar areas are ancillary spaces to
accommodate guests while they wait to golf or to socialize afterwards. The conference rooms and banquet rooms would only
be used by larger gatherings such as an office Christmas party, family reunion etc., in tandem with renting out tee stations.
Parking Variance Request:
Per the site plan drawing sheet A1.0, the minimum parking requirement code review determined that the existing parking lot is
deficient by thirteen (13) stalls – (197) stalls required and (184) stalls provided. A request for a parking variance be approved
based upon the following criteria:
1. Current daily attendance (9am to 9pm) averages (120) customers with parking demand less than 1/6th of provided
parking at any given time or (30) stalls . The projected average daily attendance is (600) customers per day and would
need about 1/3rd of provided parking at any given time or (50) stalls.
2. Parking scenario with maximum occupancy of (54) tee stations w/(5) customers each, (26) tee stations w/(1) customer
each and a staff of (50) employees:
a. (296) customers/ (2.5) per car and (1) car for each employee = (167) cars needed.
3. Historically, the demand for the miniature golf course has been low since it is not the featured destination/main
attraction for visitors and therefore does not need much parking.
a. A minimum of (45) stalls is required for the miniature golf course which nearly equals the demand for
average parking needs for the principal site usage as outlined in item #1 above.
Barrier Free Site Access Variance Request:
Should the propose building expansion project require that the site be upgraded to meet accessibility requirements, then a
request for a variance for barrier free site access be approved based upon the following criteria:
A. The site is not served by public transportation.
B. The change in grade elevation from public sidewalk along S. Tyler Street to the parking lot is over 60 feet.
C. The travel distance from the public sidewalk, starting at the drive way to the main building entrance is over 1,200 feet.
D. The BF sidewalk/ramp would occur within a portion of the site considered to be steep slopes.
E. To construct a BF sidewalk/ramp would be impractical due to the terrain and would cause more site disturbances than
the proposed building expansion.

Current daily attendance averages (120) customers and the projected average daily attendance is (600) customers.
Weekday use is sporadic throughout the day with peak usage being around lunchtime and after work.
The weekend is projected to have the highest use throughout the day until closing.
The project could accommodate an occupancy of (54) tee stations with (5) customers each, (26) tee stations with (1)
customer each and a staff of (50) employees.
