PRESIDENT’S MESSAGE It gives me great pleasure to share with you the 2013 Branch highlights. It was a fantastic year - thank you on behalf of the Executive Committee to the many dedicated volunteers and Branch staff that contribute their time, energy and expertise to furthering the Branch mission and strategic goals. The Swim to Survive program was propelled forward in 2013 with the receipt of $250,000 from the provincial gaming grant program. Funding support of $19,212 to teach all Grade 3 students in the Nanaimo and Ladysmith School District was the largest Swim to Survive grant to date. I had the pleasure of joining the Executive Director for a meeting with the Minister Dalyce Brandt of Education, Peter Fassbender, to discuss the Swim to Survive program and potential funding opportunities. The Minister was very supportive of the program and offered to assist the Branch in future applications for gaming grant funds, but was unable to commit funding assistance from the Ministry of Education. For the first time the Branch took part as an exhibitor at the Union of British Columbia Municipalities convention trade show. The Convention was held September 16-20 at the Vancouver Convention Centre. Trade show exhibitors met face-to-face with many of the over 2,000 delegates from BC local governments and the provincial government. Networking with other exhibitors, delegate inquiries and positive feedback was well worth the energy and expense. There was a high number of drownings in the summer of 2013, which was attributed partially to the warm dry weather. Radio and TV interviews with the Executive Director and Education Director were outstanding in delivery and messaging. I’m pleased to share that our own Dr. Steve Beerman, former President of both the Lifesaving Society Canada and the International Life Saving Federation, received a $100,000 Grand Challenge grant for work in Bangladesh. Congratulations Dr. Beerman. In May I was honoured to represent the BC and Yukon Branch in Charlottetown, PEI for the National Lifesaving Society AGM and board meeting. Learning and sharing with fellow Lifesaving Society representatives from across the country to further the mission of the Society is a very gratifying experience. My two year term as President of the BC and Yukon Branch has been very rewarding. I wish to thank the members of the Executive Committee for their diligence and support in accomplishing our goals throughout 2013. I look forward to continuing my involvement with the Society in any future roles that I might fulfill. For the first time ever, the Society had a booth at the 2013 Union of BC Municipalities (UBCM) convention in Vancouver attended by over 2,000 municipal and provincial politicians from every corner of the province. Our main objectives were to increase the Lifesaving Society profile, make them aware of the grant opportunities in the Swim to Survive program and to promote the idea of a consistent by-law throughout the province pertaining to fencing around backyard pools. We made many excellent connections with delegates and will continue to nurture those important relationships. In October, I was most fortunate to be able to attend the 2013 World Conference on Drowning Prevention (WCDP) in Potsdam, Germany. With over 500 delegates from 58 countries, there was an amazing variety of presentations to learn from and bring some drowning prevention ideas back to BC & the Yukon. One thing that stood out for me was the success seen in Ireland with wide-spread placement of ringbuoys available for public use on unsupervised beaches. Many of the drownings in BC through 2013 could have had a better outcome if a ringbuoy was close at hand. Dale Miller With 20 delegates representing Lifesaving Society Canada in Germany, there is obviously great interest in participating in international drowning prevention efforts and events. With this in mind, our national organization will be putting forth a bid to host the 2017 WCDP in Vancouver. It’s a daunting yet exciting prospect for which we will be needing lots of help, so stay tuned. In our on-going aim to improve service to our Affiliate customers, a few progressive changes were made in 2013. To recognize those Affiliates already running combined Bronze level courses, and to provide further motivation to run them, a pricing adjustment was made. There was also a modification in the Bronze Star Item 6, Object Support, to make it more realistic, based on feedback from Affiliates and seeing the high failure rate at that level related specifically to that item. We were also very pleased to receive the inaugural ‘Friend of the Sector’ award from the BC Recreation and Parks Association. It was presented by Lieutenant Governor Judith Guichon at BCRPA’s annual symposium in Whistler last May. Their reasons for choosing the Lifesaving Society to receive this award were, “For its long history of providing consultation service for recreation agencies in communities throughout BC and for its leadership in aquatic lifesaving for the benefit of recreation departments.” It’s always nice to receive recognition and pass it on to our great office staff and volunteers who, year after year, make it all happen. We thank you all for your on-going support of our work in 2013 as we continue our path toward excellence. Dale Miller, Executive Director 4|Page PROGRAM AND PUBLIC EDUCATION REPORT Where 2012 saw a focus on launching the revised National Lifeguard program, this past year was dedicated to the Lifesaving program stream. The Leadership Committee and the Branch office worked closely to develop a variety of resources to include lesson plans, rescue cards, candidate workbooks and progress cards for each of the Bronze Medal levels. These resources are being presented to Instructors in the Lifesaving Instructor Recert clinics that started in the spring of 2013. We would like to thank Monica Sicotte (Leadership Chair) and her team in the development and piloting of these resources. Wendy Schultenkamper & David Rose Although the bulk of the National Lifeguard program launch occurred in 2012, this past year saw the culmination of that project with the in-person NLI Recert clinics. The focus of the clinic was a program review and introduction to the use of rescue tubes. Thank you to the NL Committee for their work in the development and delivery of the 2013 NLI Recert clinics. The First Aid program has been under revision since 2009 and this past year saw that project come to a close with a First Aid Instructor Trainer clinic that focused on the delivery of the new First Aid Instructor course. The Branch now has a group of dedicated FAITs who can deliver FAI courses/Recerts and act as Mentors within their regions to First Aid Instructors and Apprentices. National Leadership revisions for the LSI, LSIT, NLI and NLIT programs that began in February 2009 have resulted in several working meetings in Toronto over the past year. A big thank you goes out to Graham Esplen for his tireless work in assisting with the revisions process and to Karen Hillmann for her work in piloting the LSI materials. Drowning Prevention Week was held from July 20th to July 27th and focused on a public education campaign that encouraged Affiliates to make contact with their local media outlets to provide water safety messages to their communities. Unfortunately, there were a number of drownings that week that saw Dale Miller and Wendy Schultenkamper at the centre of the media attention with spots on radio shows, the evening news and a variety of morning shows. In 2013, the Branch office continued to develop relationships with Affiliates through site visits, the Aquatic Safety Audit Program and by participating in the annual Aquatic Programmer Development Meetings (APDM), regional Affiliate meetings and the BCRPA Ripple Effects Aquatics Workshop in Burnaby. In closing, we would like to thank all of our co-workers at the Branch Office, our Affiliates and the tireless efforts of Society volunteers who have played a part in making this another successful year. Wendy Schultenkamper - Education Director David Rose - Program Coordinator 5|Page SWIM TO SURVIVE Thanks to generous contributions from the Province of British Columbia, the RBC Foundation and the Recreation Foundation of British Columbia, the Lifesaving Society has been able to continue its mandate to train Grade 3 students throughout the Branch in the Swim to Survive standard. In 2013, the Lifesaving Society approved $104,825 grant funding to train 6752 Grade 3 students. Of those students, 33% are from the Lower Mainland, 31% the Island, 18% the North, 15% the Thompson-Okanagan and 4% in the Kootenays. Our goal is to provide at least 50% of Grade 3 children with these important water survival skills to help them deal with an unexpected fall into deep water. Roll into Deep Water 6|Page Bella Coola Swim to Survive Program WATERWISE BOAT SAFETY TEAM The WaterWise Team successfully completed their 14th season, visiting BC’s Interior, Vancouver Island and the Lower Mainland providing information at schools, summer camps, boat launches and high profile events. Through the WaterWise Wisdom education program, the Team was able to promote their water and boat safety messages to 2,738 students. The aim was to spread the message to students who currently enjoy boating as well as future boaters. The Team also shared knowledge through public education booths and distribution of various boating publications in their ‘Safety Kits’ including the SunCruiser Magazine, Discover Boating Magazine, Georgia Straight Alliance’s Guide to Green Boating, the AdventureSmart Trip Planner and the WaterWise Team’s Safety Checklist. If you would like the Team to visit your facility this summer, please contact the branch office to check availability. The Team was also very active with the Vancouver Police Departments Marine Unit in on-water ride-alongs and at the annual fireworks nights. Over the two years as Committee Chair, it has been a time of support and dedication from an amazing group of committee members who volunteer their time and efforts through monthly meetings, working on group projects and discussions or debates. In 2013, the NL Committee along with the Branch office, worked on the following projects and resources: Procedural and resuscitation videos were updated. Resource supplements were created for the NL Instructor Recert clinics (Wet/Dry Time Guidelines, skill check sheets and the NL Precert/Recert guideline). The NL Instructor Recert pilot was conducted in April 2013 prior to NL Instructors starting their recert updates between April and June 2013. Topics for the NL Instructor Recert included policy reviews, scanning, communication, professionalism, principles vs procedures, 2 breaths, simulation design, time management and the use of the rescue tube. In May 2013, a document was started consisting of frequently asked questions from the NLI Recert clinics; this was later posted in the NL Instructor Group. Additional NLI Recert clinics were set up in the Fall of 2013 to accommodate Instructors that were unable to complete their updates in Spring 2013. A vomiting/regurgitation video was created in Fall 2013 and this was posted in the Lifesaving Society website. Plans were started to have another NL Instructor Pro-D clinic for Spring 2014. The committee has also been looking at how to continue to increase numbers for the NL Instructor courses. Screen shot of the Vomit vs Regurgitation video. 8|Page NL COMMITTEE REPORT CONT’D… National Lifeguard programs and numbers for 2013: Two NL Instructor courses were offered in Langley and Creston with 16 new Instructors starting the process of working towards completing their NL Instructors. Thanks to the Affiliates, the Instructor Trainers and the Branch office for hosting, supporting or teaching the clinics. 23 people finished the NL Instructor process and 8 new Recert Conductors were appointed. We welcome these people to teaching courses and Recerts. From the NLI Recert clinics, Instructors that recertified included 203 in Pool Option, 93 in Waterpark, 42 in Waterfront and 7 in Surf. NL Recert Conductors that completed their updates included 111 in Pool Option, 56 in Waterpark, 32 in Waterfront and 7 in Surf. For NL Instructors, please remember that the Committee is there to represent you. If you have any questions, input or ideas, don’t hesitate to ask. With arrangements being made in advance, any current NL Instructor is welcome to attend a Committee meeting. The Committee actively participates in all aspects of the NL program to provide quality and consistency within this award. I give my utmost thanks to each of the Committee Members as well as the Branch office for their support, resource input, recommendations and feedback and, most importantly, dedication in what each one of them brings to the NL program, teaching and helping others. You always go the extra mile to help out with projects and deadlines and this help is appreciated ever so much. Once again, thanks to each of you. In the spring we launched an array of Bronze program resources. These included lesson plans with time guidelines, candidate workbooks, rescue cards and report cards. We wanted these to be as accessible as possible so all Monica Sicotte (Chair) of these documents can all be printed directly from the Society website. We’ve been introducing the resources to the LSIs as part of the Recert cycle. The response so far has been overwhelmingly enthusiastic and encouraging. We are so pleased that this initiative has been helpful and so warmly received. Other provincial branches have also recognized the value of the workbook and are developing their own versions of it. Our intent is for the resources to be “living documents.” We will continue to refine them based on feedback and your ideas so feel free to share them with us. In the summer a call went out for Leadership Committee team members and a number of marvellous individuals stepped forward. In September 2013 the Leadership Committee met for the first time together and began to work on a parallel set of resources for the Canadian Swim Patrol program. This work is in the pilot phase and you can expect to see lessons plans, workbooks and rescues on the website in Spring 2014. The Canadian Swim Patrol program is quite remarkable in that it introduces water rescue and “how to see” scanning skills to students age 8+. Candidates who have taken these classes have a great foundation for the Bronze programs. It is a program area that we would love to see growth in throughout B.C. over the next few years. We are looking at ways to support Affiliates in promoting the program. I am so grateful for each and every person on our team for volunteering their time, ideas and expertise. We are indebted to Wendy for her insightful guidance and for all of those individuals who we can call on to take a look at the rough drafts and give feedback before they are piloted. We would like to provide the best possible program support to our Affiliates and LSIs. Let us know if there is a particular resource that you would like to see developed or any feedback regarding the current resources. Staff Representative: David Rose After organizing and running a highly successful Barnsley Branch Lifeguard Championship at Hillcrest Aquatic Centre last August, the Competition Committee has been working toward holding all three competitions in 2014. The goal is to also see more regional and local competitions held. Kim TownSchon (Chair) If you have considered holding a lifeguard competition at your pool, here are some tips to encourage you to run a competition at your pool in 2014: A lifeguard competition is an excellent training opportunity for lifeguards and can enhance and reenforce training from inservices, recerts, workshops or update clinics. It will also allow practice of many of the key principles and procedures. Start planning as soon as you decide to host a competition. It can take as little as 2 weeks, but ideally 6 - 8 weeks or more in lead time works best. Try starting with an internal mini-competition in lieu of your next inservice session. Volunteers are an important component of running a successful competition and they can be recruited through upper level swimming lessons, Bronze programs and pool user groups. With some committed sponsors and lots of volunteers, it is entirely possible to run an event without incurring any cost to your facility. The Branch has many excellent resources including some of the best competitors and officials around as well as the Competition Committee whose sole focus is competition. We are willing and able to help, just ask by contacting the Competition Committee at guardcomps@lifesaving.bc.ca. Thanks to the many volunteers who put in hours of work to make our 2013 competitions so successful. The focus of the AED-QAP program includes not only training in effective CPR and on the facility specific AED, but also training in the deployment of the AED to the scene in a timely manner. Since 2007, the program has grown to 2013 Recipients include 100 venues that have had a Canada Games Centre, Kamloops combined total 27 AED deployments, 23 Pender Harbour Aquatic & Fitness Centre of which were successful.
