This project description is updated to reflect the May 2015 plan submittal. Project Location. The Alvarado Village project site is comprised of two adjacent parcels totaling approximately 1.936 The project provides a highly walkable, pedestrian friendly site. The commercial frontage provides 12 new parallel acres. The current site is vacant, and is part of the Old Alvarado Historic District. The project site is directly adjacent to parking spaces, maintains the existing UCB bike lane, provides a street tree buffer between the street and sidewalk to Union City Boulevard (UCB) and is less than a quarter mile from historic Smith Street. To the north, the site is bounded add comfort for pedestrians, and brings the streetwall closer to UCB to achieve a pedestrian scale and higher visibility of by industrial space, and to the east it's bounded by single family residential zones; to the south, it's bounded by a small, the Ashops. The sidewalk is designed to provide comfort, safety, and easy access to the commercial spaces. The similarly zoned vacant CS (Specialty Commercial) parcel. Across UCB, to the west, lies Alvarado square, a mixed-use architectural style of the project is "Old California," in keeping with the spirit of the Old Alvarado District. Each home has a dedicated 2-car side-by-side garage. City Ventures is also proposing - 3,400 square feet commercial GLA below 2 stories of residential along UCB. These spaces are designed to be highly flexible- divisible into smaller commercial spaces or combinable into larger ones. Commercial parking has been placed at the north of the site to create a critical visual link between the shopkeeper units and adjacent parking. The site allows for entry directly through the south homes under Plan Type A, a 3-bedroom home with a den. This plan type has rear loaded garage and a front loaded pedestrian entry (front door). There are 10 homes under Plan Type C, a 3-bedroom home. This plan type has a rear loaded garage and a combination of front loaded and rear loaded pedestrian entry. There are 7 homes under Plan Type B, a 4-bedroom home. This plan type is double loaded off of the alley, such that both garages and front doors are accessed from the same side of the home. This allows a back side with limited window and door penetrations. Plan Type B is utilized along the north boundary for this purpose. The homes are oriented inward toward the site and away from current or future uses in the Industrial zone north of the site. For all homes, green design measures will be incorporated throughout, with solar on each home, energy efficient appliances and materials, garages pre-wired for electric car charging, and a specific focus on healthy, energy efficient living. parking area (ingress only). The biological recommendation below will be complied with in the manner specified herein. 15. Prior to construction, a nesting raptor survey should be completed to ensure no migratory raptors have colonized the site since the assessment prepared by Johnson Marigot dated April 8, 2015, Acoustical—Report by Edward L. Pack Associates doted October Z 2015 Air Quality —Report by illingworth & Rodkin dated September 30.2015 Please see sheet SP1 for incorporation of Acoustical Recommendation Ill. All remaining acoustical recommendations will be complied with lathe manner specified herein. All Air Quality recommendations below will be complied with lathe manner specified herein. 1. Maintain closed at all times all living space windows and glass doors of the project within 250 ft. of the centerline of 1.6. All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded areas, and unpaved access roads) shall be watered two times per day; Union City Boulevard and with a direct or side view of the roadway. Install windows and glass doors with the minimum Sound Transmission Class (STC) 30. To minimize the impacts of stationary noise, the City shall limit construction activities between the hours of eight am, and eight p.m. on Monday through Friday, nine am, and eight p.m. on Saturdays, and Sundays and holidays, between ten am, and six p.m. 3. The City shall develop a Construction Abatement/Mitigation Plan to reduce adverse noise effects from construction activity. Key elements of the plan shall include but not be limited to the following: a. Construction contractors shall comply with all relevant provisions of applicable local noise policies and ordinances. b. All construction equipment shall have sound-control devices no less effective than those provided on the original equipment. No equipment shall have un-muffled exhaust. c. As directed by the City, the contractor shall Implement appropriate additional noise mitigation measures including, but not limited to changing the location of stationary construction equipment, shutting off idling equipment, rescheduling construction activity, notifying adjacent residents in advance of construction work, re-routing heavy truck traffic, or installing acoustic barriers around stationary construction noise sources or construction sites. _4—AILdieseLpowetecLequipment_should_belocated moto_than115_ft.from.any_residenceilthe_equipmentisio_operate for more than a few hours per day. 17. All haul trucks transporting soil, sand, or other loose material off-site shall be covered; 18. All visible mud or dirt track-out onto adjacent public roads shall be removed using wet power vacuum street sweepers at least once per day. The use of dry power sweeping is prohibited; 1.9. All vehicle speeds on unpaved roads shall be limited to 15 mph; 20. All roadways, driveways, and sidewalks to be paved shall be completed as soon as possible. Building pads shall be laid as soon as possible after grading unless seeding or soil binders are used; 21. Idling times shall be minimized either by shutting equipment off when not in use or reducing the maximum idling time to 5 minutes (as required by the California airborne toxics contra! measure Title 13, Section 2485 of California Code of Regulations [CCU. Clear signage shall be provided for construction workers stall access points; 22. All construction equipment shall be maintained and properly tuned In accordance with manufacturer's specifications. All equipment shall be checked by a certified mechanic and determined to be running in proper condition prior to operation; and 23. Post a publicly visible sign with the telephone number and person to contact at the Lead Agency regarding dust complaints. This person shall respond and take corrective action within 48 hours. The Air District's phone number shall also be visible to ensure compliance with applicable regulations. 24. All diesel-powered off-road equipment larger than SO horsepower and operating on the site for more than two days continuously shall, at a minimum, meet U.S. EPA particulate matter emissions standards for Tier 2 engines or equivalent. 5. Dirt berming and stockpiling materials whenever possible can also help reduce noise to sensitive receptor locations. 6. Place long-term stationary equipment as far away from the residential areas as possible. Traffic— Report by Hexagon Transportation Consultants dated August 13, 2015 7. Keep mobile equipment (haul trucks, concrete trucks, etc.) off of local streets near residences as much as possible. Please see sheet C3.1 for incorporation of below Traffic Recommendations. 8. Earth Removal: Use scrapers as much as possible for earth removal, rather than the noisier loaders and hauling trucks. 9. Backfilling: Use a backhoe for backfilling, as it Is less costly and quieter than either dozers or loaders. 10. Ground Preparation: Use a motor grader rather than a bulldozer for final grading. Wheeled heavy equipment is less noisy than track equipment. Utilize wheeled equipment rather than track equipment whenever possible. 11. Building Construction: Powers saws should be shielded or enclosed where practical to decrease noise emissions. Nail guns should be used where possible as they are less noisy than manual hammering. 12. Generators and Compressors: Use generators and compressor that are housed in acoustical enclosures rather than weather enclosures or none at all. 13. Provide a noise disturbance coordinator with a phone line and voicemail/answering machine. Post signs with Information. 14. Keep vehicle paths graded smooth as rough roads and paths can cause significant noise and vibration from trucks 25. Due to the close proximity of the existing and proposed north driveways, it is recommended that the signal heads facing the new driveway approach include "programmed visibility" capability so that the signal indications only would be seen by drivers exiting the proposed driveway. In addition, the existing northern driveway should be signed as right turn only. 26. In order to provide adequate corner sight distance at the north driveway, one of the following options are recommended: a. Remove four parking spaces closest to the north driveway and designate as no-parking, or (2) Install a "No Right Turn on Red" sign for the north driveway. 27. At the south driveway, a minimum of 20 feet (south of the driveway) should be designated as no parking on Union City Boulevard as recommended by the CA MUTCD.
