July 9, 2014 CLARIFICATIONS No. 1 Re: Solicitation No. 8004933 – International Premium Lounge Development Please be advised of the following clarifications to the above referenced Solicitation: Q1. - We understand that DFW Airport provides passenger statistics for all terminals in DFW Airport’s website. Please provide a more detailed statistics breakdown for Years 2012, 2013, and 2014 (up to June 2014) based on the followings: By Terminal By Destination By Originating Departing versus Transit/Transfer By Class of Travel (First Class, Business Class, Economic Class) A1. Passenger statistics for part of Fiscal Year 2014 (October through April) are attached by Terminal, including enplanement and deplanement information (Exhibit A) Seat configuration for all aircraft serving DFW Airport is attached (Exhibit B) Q2. Please provide the “summer flight schedule” and “winter flight schedule” for Years 2013 and 2014. Are there any plans in changing the flight schedules (especially for long-haul flights to Asia Pacific and Europe)? What are the new flights / airlines / routes planned to introduce in the next couple of years? The Summer Flight Schedule and Winter Flight Schedule are included as an attachment. (Exhibit C). Flight schedules are dependent upon the air carriers. While we do forecast new flights / airlines / routes, it is not guaranteed that any will commence. While DFW Airport makes not representation that these services are coming, attached is a forecast. (Exhibit D) A2. Q3. A3. Please provide the size (in square footage) and seat capacity and a copy of the layout plans of the existing lounges in all Terminals. Information on existing DFW Airport lounges in Terminal D is attached. (Exhibits, E, F and G) In addition, American Express has their own 9,000 square-foot lounge operated under a Concessions agreement. (www.thecenturionlounge.com/location/DFW). Q4. A4. Please advise if there is any restriction in airport & lounge operating hours. Any restrictions regarding airport and lounge operating hours would be determined by TSA Security Checkpoint openings and closings as the proposed lounge space is on the secured side of Terminal D. A complete list of current checkpoint opening and closing times as of July 2014 can be found at: www.dfwairport.com/travel/security. Q5. We would like to request a floor plan with M&E provisions of the vacant space in Terminal D (the total area is approximately 17,000 square footage) that is planned for the proposed airport lounge product for premium international customers. Please clarify whether it is the Board’s intention to provide the capital funds for the design and construction of the International Premium Lounge or whether it is seeking outside investment. It is the Board’s intention to provide the capital funds for the design and construction of the International Premium Lounge. As part of Phase 2 of the solicitation, if a proposer would like to include a cost-sharing arrangement with a hotel partner as part of the firm’s response, DFW would be open to the idea as part of the proposal. If outside investment is sought, please clarify whether the successful bidder is expected to source the funding. If outside investment is sought, it will be as part of the Phase 2 scope of work (if it commences). The successful proposer would be expected to help negotiate part or all of the funding and compensation as part of the agreement with the hotel or other appropriate partner. If outside investment is sought and secured, what contract provisions (i.e., length of lease) will the airport provide the investor to allow for the recovery of the capital investment? The Airport will provide the investor a reasonable amount of time to amortize the firm’s capital investment. The Airport is not locked into a certain timeframe. The contracting provisions and lease term will be provided in the separate RFP for that leasing opportunity. With reference to the statement made on page 23, Phase 4: Project Management and Implementation Support, please clarify if the Consultant will have any role in the selection of the firm. The Consultant could advise DFW Staff making the selection. Will the new Premium Lounge replace the existing lounge product facility or be developed in addition to the existing facility? This RFP for the development of a new International Premium Lounge is a result of the recent growth in international travel that has brought a more savvy customer into DFW Airport’s Terminal D. DFW currently offers lounge products, but they do not meet the standard of those offered by other major global hubs. This ultra-premium lounge concept is intended to serve first- and business-class customers traveling to international destinations. It is yet to be determined whether or not existing lounge facilities would be re-concepted as a result of this program. Is it expected that the airport or the selected lounge operator will contract with the participating airlines? It is anticipated that DFW Airport will contract with the participating airlines. Has a specific location been designated for the International Premium Lounge facility? If so, please advise on available square footage and location. Yes, a specific location has been designated for the International Premium Lounge facility in Terminal D. The approximate square footage is 17,000. Exact location map is attached. (Exhibit H) Since our company, Plaza Premium Lounge Management Limited, is headquartered in Hong Kong and we currently do not have any business establishment in the United States, we would like to request if we can submit our Proposal first via electronic copy (to skillyon@dfwairport.com) on or before 11:00 am (Central Time) on July 14, 2014 followed by the submission of the original hard copy via courier (we shall forward you a copy of the Airway Bill for your tracking at your end). Otherwise, it will mean that we must send out the original hard copy via courier by 6:00 pm on July 9, 2014 (Hong Kong time) to meet the delivery deadline of 11:00 am on July 14, 2014 (Central Time), which means we shall loose three full days of working time. Please confirm if this request is acceptable to DFW Airport. Solicitation No. 8004933 Clarification No. 1 Page 2 of 4 A13 The Airport cannot accept proposals in any manner other than that provided in the RFP. A company may consider electronically sending their proposal to a local printing company with delivery capabilities in order to have their proposal printed and delivered on their behalf prior to the deadline. Be advised that this information is provided as advice based on the question submitted and the Airport assumes no liability or responsibility for its success or failure. Q14. Please confirm DFW Airport can enter into a contract with Plaza Premium Lounge Management Limited (a Hong Kong company) should we be awarded the contract. In other words, please confirm that we do not need to set up and register a local company in the United States for this contract should we be awarded the contract. Confirmed; location of a business does not affect our ability to award a contract. A company does not need to register as a local company in the United States. A14. Q15. A15. Q16. A16. Q17. A17. Please confirm if “Airport Concessionaire Disadvantaged Business Enterprise (ACDBE)” certificates and “Disadvantaged Business Enterprise (DBE)” certificates are acceptable to satisfy the requirement for “Small Business Enterprise (SBE)”. A Disadvantaged Business Enterprise (DBE) that is certified by the Texas Unified Certification Program may be counted towards an SBE goal, however, this only fulfills the SBE certification requirement. The DBE Certificate(s) must be included with the proposal submission. The SBE firm must also have a place of business in the Airport’s market area at the time of the proposal submission Please provide a current listing of certified SBE’s who can provide DFW Airport passenger demographics market research database / services (including but not limited to passenger mix, age, nationality, residency, business / leisure split, purchasing behavior and spending power, trip duration, onward travel pattern, frequency of travel, socioeconomic group distributions, purpose of flying, means of transportation to/from airport, destination, dwell time). See attached listing of certified SBE firms for ‘Market Research’-related services. Please provide a current listing of certified SBE’s which are allowed to perform passenger interview and statistical information and data collection work at DFW Airport (including work in the Restricted Area [that is, after Security]). See attached listing of certified SBE firms for ‘Market Research’-related services. Q18. Certain contract terms had been revised, negotiated and agreed to for a prior project. Can the previously agreed upon provisions be incorporated into the agreement for this project, or is there an opportunity to negotiate and revise any of the terms of this agreement including, but not limited to, the insurance provisions? A18. Proposals are negotiable and we cannot commit to terms in a previous contract applying to this RFP. It is preferred to have the clauses in question provided to us with your recommended edits to review and possibly modify by addendum. Proposals are negotiable, but there is no guarantee of acceptance of any exceptions or edits proposed by a firm. Q19. Page 8, Section 7.2.4.10.3 asks us to provide a range of information “for all on-going and incomplete projects.” This is particularly challenging for us as: (a) we are a multi-national firm with hundreds of on-going projects, and many of our contracts prevent us from disclosing client names / nature of client work, providing information for all on-going and incomplete projects may be challenging. Would it be sufficient to provide guarantees around team-member dedication to the DFW Airport project and for those not 100% dedicated to the project, guarantees that they are not working on any competitive projects?
