John Gray thanked the Commissioners and Staff for the recognition and gift and expressed his
appreciation of the working relationship with the County and also his time spent as a County employee.

The Board approved the Minutes of the January 7, 2013 Planning and Zoning Public Hearing and
the January 22, 2013 Board of Commissioners’ meeting.

Resolution Amending Meeting Schedule for Cancellation of Public Hearing by Guy
Cornman, Planning and Zoning Director
The Board adopted the Resolution Amending the Meeting Schedule for the cancellation of a
public hearing on March 4, 2013, due to no items to be heard. (Exhibit 2)
4.
Award of Vending Machine Contract
The Board awarded the vending machine contract to Lex Vending for a period of three years with
a commission of 21.25%. (Exhibit 3)

Budget Amendments by Zeb Hanner, Assistant County Manager
On a motion by Commissioner Potts and a second by Commissioner Yates, the Board voted
unanimously 7-0 to approve 2.d. subject to approval of the Social Services Board.
On a motion by Commissioner Potts and a second by Commissioner Jarvis the Board voted
unanimously 7-0 to table 2.f. for more information.
On a motion by Commissioner Jarvis and a second by Commissioner Potts, the Board voted
unanimously 7-0 to approve 2.k. for software.
On a motion by Commissioner Potts and a second by vice Chairman Yates the Board voted
unanimously 7-0 to approve the remainder of budget amendments for the Sheriff’s Department, Garage,
County Manager, Social Services, Senior Services, Davidson County Schools, Inspections, Public Works,
Purchasing, 911, and Capital Outlay.

Local 2nd Amendment Preservation Ordinance by Chairman Fred McClure

Chairman McClure shared information from a draft document entitled “Local 2nd Amendment
Preservation Ordinance” and a Resolution from Beaufort County. Chairman McClure noted that he has had
a great amount of response from the public on the issue of “the right to bear arms.” He presented to the
Board a proposed resolution entitled “Resolution Expressing Support for the Preservation of the Right to
Bear Arms.”
Commissioner Potts asked that “adopted by unanimous vote” be added to the resolution.
Commissioner Jarvis proposed that the resolution be amended by removing “for the legitimate
purpose of sport, collection and self-defense” and by removing the word “excessive” from the eighth
paragraph.
Upon request of Commissioner Kepley, County Attorney Chuck Frye advised the Board that the
amendments that had been proposed must be considered in light of the Court’s finding of an individual
right to possess a firearm and the restrictions on this right that have been upheld by the Courts.
On a motion by Commissioner Potts and a second by Commissioner Jarvis the Board voted
unanimously 7-0 to add “passed unanimously” to the resolution.
On a motion by Chairman McClure and a second by Commissioner Potts the Board voted
unanimously 7-0 to adopt the Resolution with amendments proposed by Commissioner Jarvis. (Exhibit 5)

Set Public Hearing for Rezoning Requests by Guy Cornman, Planning and Zoning
Director
On a motion by Vice Chairman Yates and a second by Commissioner Jarvis the Board voted
unanimously 7-0 to set a public hearing for March 12, 2013, 7:00 PM, in the Commissioners’ Meeting
Room, Governmental Center, 913 Greensboro Street, Lexington, North Carolina, for rezoning requests
from Teresa Smith and TCAC Properties, LLC.

Update on Banking Services by Robert Hyatt, County Manager
Robert Hyatt apprised the Board that he and staff have found the new proposal from the current
banking service to be greatly different from the contract negotiated before, and therefore, he and staff are
not comfortable with continuing with the current service. Mr. Hyatt noted that the recommendation is to
put the contract out to bid.

On a motion by Commissioner Potts and a second by Commissioner Truell the Board voted
unanimously 7-0 to put the banking services contract out to bid.
H.2.a.
Budget Amendment for Optimist Park Parking
On a motion by Commissioner Watford and a second by Commissioner Jarvis the Board voted
unanimously 7-0 to approve the budget amendment to reverse anticipated funds to come from the East
Davidson Boosters for the Tennis Courts at Optimist Park, and in addition, to reallocate County funds set
aside to do the Optimist Park Tennis Courts to repair where preliminary work was done at Optimist Park
and develop more parking at the Park. (Exhibit 7)

The Davidson County Board of Commissioners met for a budget-planning retreat on Thursday,
February 14, 2013, at 8:00 AM, in the Commissioners’ Meeting Room, of the Governmental Center, at 913

Revenue
Assistant County Manager Zeb Hanner stated that property tax revenue is up $900,000; therefore,
revenue is estimated to be $1.5 estimated over budget.
Joe Silver noted that the County will have some costs of $3.50 per tax bill due to the new state
law for collection of vehicle taxes. The date is July 1, 2013 for the new law to be in effect.
Zeb Hanner noted that the sales tax revenue has decreased in the last 7 years. He pointed out that
the Medicaid swap with the State has placed more financial responsibility on the counties. He further noted
that Inspections revenue is down, but Register of Deeds revenue is up about $100,000 and ambulance
revenues are up some. He noted $119,000,000 is the total revenue budget.
Expenditures
The County is under-spending when compared to the last 3 years. Zeb noted that with underspending and the revenue coming up some will go into Fund Balance.
On a motion by Commissioner Watford and a seconded by Commissioner Potts the Board voted
unanimously 7-0 to amend the agenda for discussion of Pay Compensation, Goal Setting, and Department
Head Budget Meetings.
Fund Balance
Reserve
County Manager asked Jane Kiker to speak on the proposed figures for fund balance.
Jane stated that $2.5million can be moved to Capital Reserve.
Projected Tax Revenue
Joe Silver stated that the revenue will be $12,950,000 in tax and $66,000 is motor vehicle tax
revenue. He noted that there is residential growth and tax revenues as a result. He noted that the State
collection of motor vehicles affects the County Tax Collection; and therefore, offices in Denton and North
Davidson may have to be closed. He stated that numbers from this year will affect revaluation.
Personnel/Operating Costs (Salaries, Health Insurance, Unemployment insurance, Retirement,
Fuel, Utilities
Jim Tysinger stated that there will be no more than 1-3% increase in health insurance. He stated
he would propose not to pass on the increase to employees. He noted the Workers’ Compensation reserves

are still up due to safety programs and wellness programs. Unemployment costs are coming down:
$40,000-$50,000 a year is the cost per year but there is a reserve pool. There is an increase up to 7.07% in
retirement costs. He proposed a salary increase for employees since FICA ate up the increase last year and
employees have less take-home pay at present than the year before.
Chairman McClure noted that the increases in health insurance costs have been 9-13% and he
congratulated the committee that has worked on health insurance.
Zeb noted that a 1% increase to employees health insurance would be $415,000 cost to the
County.
Operational Costs
Robert Hyatt commented on the increase in power costs from Duke Power. He noted that our
utilities have stayed mostly the same.
Fees
Jane Kiker noted that the County charges $395 for ambulance calls and she proposed a $40-$50
increase to the fee. She noted that there is a 83% collection. She further noted a debt set-off collection of
$300,000 last year.
State Budget Issues
Robert Hyatt noted $7,000 a month for filing fees to the Clerk of Court to be in effect March 1,
2013. Chuck Frye noted that most of these fees incurred are from Child Support cases. He further noted
that the requirement will be to pay the court costs “up front” as opposed to being deferred until after
settlement. He stated that the filing fee per case is $150.
Robert apprised the Board of changes made at the State level for Workforce Development.
Commissioner Kepley stated that our Workforce Development Board is the best in the State.
Proposed Debt Refinancing
Jane advised the Board that there was an opportunity to refinance some of the County’s
outstanding debt which would reduce the County’s debt service payments for next budget year. She
highlighted that BB&T agreed to reduce their costs. $2 .24 % for the COPS issue.
Proposed 2013-2014 Capital Improvement Plan

Zeb Hanner exhibited projects that need to be approached and are not in the plan at present. He
then exhibited the projects in process and completed. He commented on the Willie M. property and the
Windstream, as well.
Mr. Hanner stated that Central Permitting project should be completed by the end of
March. Zeb noted that the County Debt will be $104,000,000. He noted that by 2017 it will be
$151,000,000.
Zeb said that if the County builds the high school, taxes would have to be raised, other options
would have to be considered and the high school could cost about $50 million.
Robert Hyatt noted that the County would have to call for a general referendum on the ballot for
an increase in sales tax to pay for the high school.
Facilities Issues
Dwayne Childress passed out an exhibit for the projects in process and the projects on hold for the
future. He noted a final adjusting changeorder for the Sheriff’s Office that will be coming forward at a
meeting at the end of February. Robert Hyatt noted that the consultant will be Bill Burgin of Ramsey,
Burgin Smith of Salisbury at a cost of $30,000.
Brian Shipwash addressed the Board and requested some information on a timeline for the
LEXCOM/Windstream building. Vice Chairman Yates commented it would be the last of this year.
Dwayne Childress noted the possibility of constructing a Mezzanine within the building, but stated that
adding another story/floor is not possible.
Robert Hyatt noted that the Museum exterior needs may be addressed very soon.
Dwayne Childress stated that the parking deck is structurally sound and repairs will be made.
Vice Chairman Yates recommended all repairs to the library be made this year.
RFP for Landfill
Rex Buck stated that two bidders responded and then introduced Mark Cathy of McGill and
Associates. Mr. Cathy exhibited the bid tabulation and noted the two bidders, Santek and Waste
Management. Charlie Brushwood noted that the next expansion of 6 acres will last about 2 years. Mr.
Cathey continued with detailed explanations. Discussion followed. Rex Buck emphasized the need for
volume in trash collection to generate the volume of revenue needed to keep the landfill open.
Rex
commented that the County’s landfill tipping fee of $36 per ton is right in the middle when comparing

tipping fees with other counties.
Charlie Brushwood noted that Rowan County has negotiated with
Davie County in an effort to get more volume of trash and revenue, and, he noted that it has noted that it
worked for Rowan County. Rex responded to a question about Davie County’s tipping fee, which is $34.
Chairman McClure asked Rex if the landfill can be turned around.
Rex replied that there is a
plan in place, and they are striving to move forward, but it can not happen in a matter of a few days. Charlie
noted that much of the work for the expansion of the Landfill can be done in-house.
Commissioner Potts suggested the first meeting in April (April 9th) for a decision on whether to
privatize operations and negotiate on all issues or move forward with Landfill work.
Report from Economic Development
Steve Googe addressed the Board and stated the need for the County at present is to provide for
industry. He noted that we have lost the County’s manufacturing, but have also have gained some recently.
He noted that the furniture industry may be coming back.
Request from Sheriff Grice
Sheriff Grice requested that the operation of the animal shelter be taken away from the Sheriff’s
Department. He noted he would continue to have Animal Control Officers and a Program. Sheriff Grice
shared the information on letters and donations received for the Animal Shelter.
Sheriff Grice also requested an additional SRO position.
Monecia Thomas addressed the Board saying that the Health Department is not the best
department to manage the Animal Shelter.
Sheriff Grice noted that his department would still maintain the Animal Shelter.
Commissioner Kepley suggest letting Judy Lanier and employees have a separate department and
manage it. Robert Hyatt noted that staff would take another look at it.
Expansion Opportunities for Converting Additional County Vehicles to Use Propane Gas
Jimmy Daley, with Blossom Propane Gas, addressed the Board and noted there are 225 gallons of
gas (259 gallons propane) usage from deputies and the County saves $403 a month per vehicle.
Sheriff Grice stated that safety of the deputies is his primary concern. He said he didn’t know if
using Propane is the way to save money. He mentioned the amount of equipment that each of the deputies

has to carry. He noted that the trunk is smaller in the Dodge vehicles that the department has at present and
the radio is in the trunk ad there is not much room for the propane equipment. Discussion followed.
Update on 911 Communications
Al Linker with Linker Communications addressed the Board and brought in some
recommendations on communications for the County. Mr. Linker covered the areas that are out of reach of
Davidson County 911. He apprised the Board that the Viper system, a public safety system only, and it is
full and will not allow more users. He then presented options for improvements to the present system and
estimates of probable costs. He also identified sites for antennas and tower access. Discussion and
questions about the VIPER system followed.
Agenda/Minute Management/Electronic Voting
Joel Hartley presented a recommendation for the Provost system for Agenda/Minute
Management/Electronic Voting.
On a motion by Commissioner Potts and a second by Vice Chairman Yates the Board voted 6-1 to
approve the purchase of the Provost System for Agenda/Minute Management/Electronic voting;
Commissioner Kepley voted “No.”
Discussion of Items Requested by Commissioners and Add Items to the Agenda
Future High School in northern end of the County (possible timing and funding options)
Commissioner Kepley expressed his support for the high school and noted that he felt the time is
right for it.
Commissioner Watford commented that he felt it is time to concentrate on the Sheriff Office, Jail,
Courthouse and other construction projects besides schools, because schools have been the primary concern
and construction over the past 10 years.
Chairman McClure replied that the schools may be able to use some of their fund balance.
Zeb Hanner noted that the school enrollments are decreasing. Zeb agreed to provide more
information.
Reedy Creek Reservoir (water supply)
Commissioner Kepley apprised the Board of the lack of water supply that occurred several years
ago, which resulted in the formation of the Reservoir Committee. He further apprised the Board that the

Reedy Creek Outfall was determined to be the best place for a reservoir. He emphasized the importance of
protecting the water at Reedy Creek now. He asked for an ordinance to be drafted.
Donation /Sale of Surplus Vehicles to Local Governments/Non-profits
Robert Hyatt solicited the feelings of the Board members on donating surplus vehicles to entities.
The Board asked that a policy be drafted. Chairman McClure stated that he did not feel the County should
give to municipalities and entities that have their own source of revenue.
Board Decorum
Chairman McClure commented that the Board members should not be talking among themselves
while people are speaking in meetings. He emphasized respect and courtesy. He, then, reminded the Board
that items or add-ons that are to be voted on and are on the agenda, need to have exhibit material so that the
Board has enough information to make a decision.
Ambulance Base in Arcadia Area/Salem Glenn Coverage
Robert Hyatt reviewed the situation with the ambulance service in the Salem Glenn area of the
County. He noted that a new ambulance base there would still not completely solve the problem of
response time due to the arrangement of roads, etc. in the area. Commissioner Kepley asked if the County
has looked into the former fire station location for a base. Commissioner Yates asked if the Forsyth County
Ambulance Service could be contacted to see if service could be worked out and they would be
compensated. The Board agreed for Robert to get an update from COG on the area.
Federal Issues of Statewide Significance to Submit to NCACC
Robert apprised the Board of information on electronic notification to be included on a local Bill.
Chuck gave some details. The Board was agreeable to be included for submission to NCACC.
Commission Items
Pay Classification
Commissioner Watford stated that Davidson County Commissioners pay is a little higher in
comparison to other counties and stated that paychecks need to be cut by $3,000 per year.
Goal Setting
Commissioner Jarvis suggested a committee for goal-setting. Vice Chairman Yates supported the
suggestion. The Board agreed to meet after the March information meeting.

Department Head Budget Meetings
Commissioner Jarvis asked if Department Heads and Commissioners could meet when each head
meets with Zeb and Robert in budget meetings. Commissioner Watford explained that the County

I would like to request the Board of Commissioners consider appointing David Inabinett, J. Dwight Cartner,
and Mark Rachels to the Davidson County Department of Senior Services Advisory Board.
The Senior Services Advisory Board is comprised of nine (9) voting members with representation from a
variety of areas in Davidson County. Committee members serve three-year terms beginning at the January
meeting and ending prior to the January meeting at the conclusion of the third year of service.
These three individuals are very much advocates for older adults and issues that affect older adults. If
approved, these candidates will be an asset to the board.

Contents of Application: All applications for amendments to this ordinance, without
limiting the right to file additional material. shall contain at least the following (applicant
may attach additional sheets if necessary):
( a) If the proposed amendment would require a change in the ZONING ATLAS,a fully
dimensioned map at a scale of not less than 400 feet nor more than 20 feet to the
inch showing the land which would be covered by the proposed amendment.
( c) Any alleged error in this ordinance which would be corrected by the proposed
amendment with a detailed explanation of such error in the ordinance and
detailed reasons how the proposed amendment will correct same.
( d) The changed or changing conditions, if any, in a particular area or in the county
generally, which make the proposed amendment reasonably necessary to the
promotion of the public health, safety, and general welfare.
( el2 The manner in which the proposed amendment will carry out the intent and
purpose of a comprehensive plan.
( f) All other circumstances, factors, and reasons which applicant offers in support of

ITEM INFORMATION: Please review the attached items for consideration.
As part of the agreement approved by the Board for the Performance Management Project, the Departments
were allowed to bank part of the department savings in the following year if they achieved their goals. The
Tax Department and 911 would like to appropriate $27,455 each for a total of $54,910 to Contracted
Services. The funds will be used to purchase an Oblique Imaging overlay for the GIS system.
The staff of GIS, Tax and 911 met together and decided to collaborate to get an Oblique overlay for the
GIS system to enhance the capabilities for appraising and public safety. Linda Hairston has listed what
staff feels are the advantages to the County and the GIS System in the following documents.
