The scarcity of uniformed men to guard our streets and the inadequacy of equipment and mobility of our policemen are suspects in the inability of the government lawmen to keep us safe from criminals. These problems have lingered on for a long time and we are not expecting to see any solutions to these if we are waiting for the government to address them head on. The meagre budgets of the national and local governments cannot afford to meet the high demands for modern equipment and continuous provision of logistics for the police force. So, it is a welcome development that the local government of Mabalacat City and the local police office decided to hold trainings on peace keeping tactics for hundreds of barangay police to augment the limited number of policemen assigned in the newly-transformed city. Kudos to City Mayor Marino “Boking” Morales and Supt. Ferdinand Perez, the city’s police chief, for coming up with this ingenious idea to involve the local folks in the upkeep of peace and order in their communities. The some 1,000 barangay cops, scattered in the 27 barangays of the city could be a huge deterrent to crimes in the bustling city that expects the entry of businesses after its conversion into a component city. We cannot overemphasize the importance of community involvement in maintaining peace and order in our areas and equipping the locals with knowhow in fighting crimes will go a long way in helping the short-handed, budgetconstrained government. The harshest description would be that the media themselves share the biases of the majority and are content with reinforcing those biases by accessing only the most easily available sources.”– Luis V. Teodoro Sa mga edukado at mga Pilipinong mulat sa pulitika, ang MEDIA ay itinuturing ng pangunahing sangkap at kalahok sa paraan ng kung paano nangyayari at pinagpapasyahan ang halalan sa ating bansa. At heto ang kanyang isinulat: “But it is also true that the Philippine media coverage are the results of shared responsibilities in situation in which the media organizations dare not risk losing readership and audiences through reports that do not confirm dominant prejudices, or which they believe would not attract, and would even drive away, consumer interest. Another factor is the cost in both money and man/womanhours of producing in-depth stories and background material based on research. Philippine mass media organizations do not normally seek to produce better reports quite simply because of cost.” Heto ang tinutukoy kong pagpapahayag: “The Philippine mass media do have many virtues, but those virtues are often overwhelmed by the vices of some— some say too many—of its practitioners. That is why the mass media are often criticized, and government regulations proposed, which are not only dangerous, but also likely to result in the suppression of what’s good in the Philippine media and the celebration of all that’s bad in them.” TOWARDS THE LIGHT Page 7 Be heard! It was sort of stimulating my brain to come up with a hot topic to get through another deadline. But what I saw on television gave me the urgency to write about this certain topic not just to beat the deadline and come up with just another column. This time this column saw print to warn parents like me to look after their children. The crawler news bits on television sent me chills that morning: A missing 4-year old boy was found dead with his head chopped off and all internal organs missing. The news was not only alarming but outright disturbing. Though police theorized that a stray dog feasted on the lifeless body of that child in Pililia, Rizal, who might have fallen to death off a steep part of a creek, the family thinks there is more to the death than just a wild animal. This incident highlighted the probability of an organized crime preying on children. When the news broke out about missing children, I thought that it was merely the handyworks of a syndicate snatching children to make them beg on the streets for easy money. But after hearing the news about the child in Rizal, I am now looking at the probable resurgence of syndicates that harvest in- think twice in getting the organ sought for by the “customer.” The amount could range up to several hundred thousand pesos depending on the urgency of the “order.” Statistics show that the number of incidence of kidney diseases has “With huge money grown tremendously indangling like meat creasing the demand for to a famished wolf, organ donors. Cobain’s suicide brought an end to a life marked by far more suffering than is generally associated with rock superstardom. But rock superstardom never did sit well with Kurt Cobain, a committed social outsider who was reluctantly dubbed the spokesman of his generation. “Success to him seemed like, I think, a brick wall,” said friend Greg Sage, a musical hero of Cobain’s from the local punk rock scene of the 1980s. “There was nowhere else to go but down.” Kurt Cobain rose to fame as the leader and chief songwriter of the Seattle-based band Nirvana, the group primarily responsible for turning a thriving regional music scene in the Pacific Northwest into a worldwide pop-cultural phenomenon often labeled “grunge.” As enormously popular as Nirvana became in the wake of their era-defining single “Smells Like Teen Spirit” (1991), it’s easy to forget just how far outside the mainstream the band really was, and just how ill-suited to pop celebrity the misanthropic, heroin-addicted Kurt Cobain was. In his suicide note, Cobain wrote: “I have it good, very good, and I’m grateful, but since the age of seven, I’ve become hateful towards all humans in general....Thank you all from the pit of my burning, nauseous stomach for your letters and concern during the past years. I’m too much of an erratic, moody baby! I don’t have the passion anymore, and so remember, it’s better to burn out than to fade away.” Cobain’s suicide note was found stabbed to a pile of potting soil with a ballpoint pen, nearby his body in the greenhouse on his Lake Washington property. It was probably written on or about April 5, 1994—the estimated date on which Cobain actually shot himself and one day after Cobain’s rock-star wife, Courtney Love, filed a Missing Person Report stating that Cobain was possibly suicidal and in possession of a gun. It was not the Seattle police, however, but a workman inspecting lighting on Cobain’s property who first discovered Cobain’s body on this day in 1994. It’s a good time to begin new projects or a new job. You can also make progress if you are currently working today. Decisions about financial advancement may come into play. Good fortune and luck surround you. It is easy for you to make correct decisions, find the right path and move forward where career and success are concerned. Life’s problems seem manageable and easy to solve. This is one of those times when it is better to sell than to buy. This applies to material things, but extends to social and romantic relationships as well. This afternoon you will make the effort to improve the channels of understanding and appreciation between friends. It could be time now to clear up any past misunderstandings. This afternoon, take some time to enjoy some lighthearted, after work get-together with your friends. Stay open to the ideas of others. There is a need for new information, with fresh opinions and alternative ideas in order to fine-tune your goals. You and your family could join a recreation center--enjoy doing different things together regularly. CANCER (JUN 22- JUL 22) Taking time to enjoy this April day before work, may find you feeling upbeat and setting the mood for a positive day, all day long. This could mean an early morning walk or run for about fifteen minutes out and fifteen minutes back home. At work you may feel that you have just improved your talents to think clearly and perhaps above and beyond the usual. Where finances are concerned, moderation is the key. Of course, you will not want to obligate your finances until you know all the details and today, there are several opportunities to improve your odds. Partnerships are far more exciting than you thought. You are attracted to some unusual associates--listen and learn. You may be introduced to a new romance later today. LEO (JUL 23 - AUG. 23) Other people may encourage you to make decisions prematurely today. Do not hesitate to delay decisions until you have had time to give important matters your full attention. Hastily conceived plans might seem attractive in the heat of the moment but might not look so smart when you have checked out the details. This afternoon you have enough interest in what you are doing for sustained work that allows you to coordinate or organize your life. You can bring into fruition particular projects or results from some psychological development. Be wise in your urge for independence. You are coming into a time of experimenting with new concepts. Having fun with the young people around you this evening can be quite enjoyable. LIBRA (SEP. 23 - OCT. 23) It’s a good time to resolve any difficulties that keep you from your goals. You will see improvements in many areas of your life . . . you appropriately feel honor and pride. After your workday has ended, you and your friends may decide it has been too long since everyone gathered in a group and had fun together. You will help plan a get-together for the near future. This may mean a camping trip or sports competition or any number of things that create an opportunity to gather and get caught up on each other’s life situation. You may even see this as a reunion of sorts. Avoid impulsive gambling or speculation for now. You may be prone to romantic infatuations; careful. You have the opportunity to make responsible choices; listen first. SCORPIO (OCT. 24- NOV. 21) Jumping into the flow of work today should be an easy challenge. Change is on the horizon, however, and you can see it coming. You are coming into a time of experimenting with new concepts and putting aside the old and learning new methods of working. Progressive people and idealistic groups or concepts play a more important role in your life. A neighborhood crime watch or community organization meeting is planned this evening. You could be really interested in the political things that are going on in your city; there are places to volunteer your talents. The process of future planning is successful and meets everyone’s idea of what they wanted for future changes in the neighborhood. Compromising and cooperation bring positive results. SAGITTARIUS (NOV. 22 - DEC. 21) It takes diplomacy, tact and patience to negotiate some strong feelings during an afternoon meeting. Acting on impulse without sufficient regard for risks can create harm. Slow down and really think about what you are saying--you will see positive results. After work, you may enjoy spending some time at the library. Family members have a difference of opinion about religion and you help to find some research and viewpoints for discussion. You may find yourself searching for the deeper meaning of life and how it relates to you. Your no-nonsense nature comes under review and you learn to be more spiritual and yielding to other people. This evening you will enjoy joking around with the young people in your family or neighborhood. CAPRICORN (DEC. 22 - JAN 19) A new sense of self, a more assertive personal style and a more dynamic approach to life are the hallmarks of this time. Work challenges move along better than usual. Doubts fade into the background and you are encouraged to do research. Rather than just accepting that which you have been taught you would begin to seek answers from more than one intelligent source. Getting the facts and making sure that people get correct information can make all the difference in the world--and any shortcomings in these areas can raise some real problems. Relaxing with your friends and joking around in positive ways are part and partial of what makes up this evening. You could be included in some team competition tonight. AQUARIUS (JAN. 20 - FEB. 18) You may decide to find work that is less stressful this year. You may not make this change right away but instead you stay aware and alert to any changes that look positive. You may prefer to look for work that has more rewards mentally than monetarily. At least there will be less pressure this year to earn top money. Becoming an independent contractor may be more appealing for now. This is a long-time process that you will not want to change overnight, but you will feel that inner determination. Avoid changes that you know could cause stress on your physical body. It’s time for action; your destiny is in your hands. This evening you may decide to relax a bit and play some computer games with a young person in your family. PISCES (FEB. 19 - MAR. 20) This morning you continue your exercise routine. This may take the form of bicycling, fast walking or any other number of other things. Diligence pays. Something that you are good at is fun to do. As you keep practicing, you get better and then you are thrilled with yourself. In the workplace, joint projects run smoothly. Something that really seemed difficult before this time is not as hard as you thought. You can breeze through difficulties and get to the easy parts. Working with others in a business or family concern will also go well. You will benefit thorough a bit of research before coming up with solutions. Simplify, simplify. In your family, you teach the three R’s: Respect for self, respect for others, responsibility for all your actions. 2 9 6 3 4 8 1 7 5 S 5 1 6 2 3 9 8 4 7 Headline Gitnang Luzon APRIL 8, 2013 DELTA from Page 1 Pampanga Mayors’ League (PML) President and Candaba Mayor Jerry Pelayo regarded Pineda as an action man as he led his team during the rescue operations last year in the towns of Sto. Tomas, Minalin, Macabebe and Apalit after the same were heavily devastated by massive flooding. Pelayo explained it was only Pineda who voluntarily devoted his personal resources, including equipment, to save the people trapped in their houses by unprecedented flooding. “With this gesture of commitment,” the PML drafted a letter, unanimously approved by the mayors, urging Pineda to run for vice governor. 7 TOWARDS THE LIGHT from Page 4 “Kami ang pumilit at nakiusap sa kanya para humabol na bise gobernador dahil nakita natin ang kaniyang malasakit sa mga Kapampangan lalu na sa mahigpit na pangangailangan (We convinced [Pineda] to run for vice governor because we were witness to his genuine concern to Kapampangans who are in dire need for help),” Pelayo said. Pineda is not new to public service. He has been one of the key officers of the Mayors’ League of the Philippines. He is also the former PML president during his stint as the local chief executive in Lubao town for three consecutive terms. “Mahal po namin dito sa Kuatro Distrito si Delta dahil hindi niya kami pinabayaan sa oras ng aming pangangailangan (We love Pineda in the Fourth District because he did not leave us during desperate times),” said Melody Zablan, 34, resident of Barangay Poblacion in Sto. Tomas town. Meanwhile, the Junkshop Operators and Workers Association in Pampanga likewise vowed an all-out support on the political plan of the younger Pineda. Pineda said she will ensure the improvement of the agricultural production of the some 32,000 farmers in the province. She launched the Pampanga Agricultural Modernization Program (PAMP) 2016 shortly after she assumed her post in 2010. The 62-year-old governor appealed to all candidates to avoid mudslinging and instead explain their platforms of government. Pineda is running in tandem with her son, former Lubao Mayor Dennis Pineda, as her vice governor. “I give you the freedom to choose if you will vote for my son. I will not campaign for him. I just want you to ask about his background,” said Pineda. ● TWIN AIRPORT from Page 1 This was one of the 18 projects approved for Central Luzon during an RDC meeting held in this city led RDC chair Mayor Oscar Rodriguez. “We should ensure that we have sufficient budgets to allocate for our priority programs,” he said. The Twin Airport project is embedded in the 2014 budget of the Department of Agrarian Reform (DAR) Region 3, which has been approved by the RDC 3 Sectoral Committee on Economic Development. The DAR initiative, for which P57 million is allocated, aims to make the Clark airport “as competent” as the Ninoy Aquino International Airport in Metro Manila, and to services to travellers that are similar to NAIA’s. “Tayo lang ang mayroong ganitong facilities sa Pilipinas,” the mayor said. Another major undertaking approved by the RDC is the proposed “Central Bulacan Tourism Loop” that will involve the upgrading of 25 road sections under the “Convergence Program for Enhancing Tourism Access.” Other projects approved involve irrigation, highways, education, skills development, education, and health initiatives around the region. The council also approved increased budgets for the different departments of RDC-3. Also present at the meeting were RDC Secretary Victor B. Ubaldo (NEDA 3 OIC-Assistant Regional Director), Vice-Chairman Severino C. Santos (NEDA 3 Regional Director), Gov. Hermogenes E. Ebdane Jr. (SCDA Chairman and Governor, Province of Zambales), Gov. Pineda. The financial assistance will be used for her daily allowance,” Palao narrated. For the past two school years, the provincial government has assisted 5,000 college scholars. The scholarship is one of the numerous programs under the education agenda of the provincial government that targets high literacy rate in the province. This is aside from the constructions of classrooms, comfort rooms, covered courts, establishment of Don Honorio Ventura Technological State University and augmentation of building at the Philippine School of Aeronautics (Philsca). ● HEALTH TIPS from Page 2 citizens are advised to get vaccinated against influenza before the flu season begins in June. “Last year pa. Birthday ni John [Prats] sa Banana Split. Yun ang pinakahuli kong naalala. “Okey naman kami. Wala namang problema. Ilang years na sila? “Magti-three,” sagot ni Carlo. “Ngayon, may Anna Liza… so- Sunshine Cruz malabong makipagbalikan kay Cesar Montano? “And of course, it’s a great opportunity for me to work with lahat po ng artistang nandito at kay Direk Toto (Natividad) at sa gawa ni Direk Carlo J. Caparas na naging mentor ko rin before when I was 17. “So, it’s a great honor that I was chosen to play the mom of Arjo and Ejay dito sa Dugong Buhay.” Bagama’t may cameo si Sunshine sa Be Careful with my Heart bilang yumaong asawa ni Sir Chief (Richard Yap), sandali lang naman iyon at ito talagang Dugong Buhay ang maituturing niyang comeback project. “Thirteen years na nag-lie low ako, I would do some guestings lang sa mga teleserye, ito ’yung una ulit after a while na regular ko,” she said. “And I’m proud to say that Buboy is a very, very good parent to our children. Kasi hindi ako ganu’ng tao,” she said. “There was a time na nagkaroon sila ng konting hinanakit kasi nakakapagbasa na ’yan, naggu-Google na ’yan. It’s really hard to explain, so, I told them to ask their daddy about it. Kasi ano ang gagawin ko? Sisiraan ko? “Hindi ako ganoon. I’ve never been that way. “Siguro nga, kaya nakakangiti ako at masaya ako ngayon, nakapagpatawad na tayo,” she revealed. “He is very generous and he’s a sweet person. Is love still there? “Of course, kapag ang isang tao minahal mo, you want what will make him brang ang daming nangyari. “Heto, ini-interview niyo ako ulit.” Bakit umalis siya sa Viva Artists Agency? Ayon kay Carlo, “One year nang wala. Pinagguest yung mga dating nasa show. Pinatawag niya. “Sabi niya, ‘O, ano? Are we good enough for you now?’ “At saka kasi yung pagsisisi sigSHOWBIZ Page 7 SUNSHINE CRUZ happy. Kung ano ang makakapagpasaya sa kanya, kung saan siya masaya, so, let it be. “The love, I will not deny that he’s my first boyfriend, my first everything. So, ang pagmamahal na ’yan, kahit naman sa kanya, sinabi ko, it will always be there.
