Introduction
This newsletter is one in a series intended to keep the
community informed about the construction of the Gas
Conditioning Plant (GCP) at Esso’s existing Longford
facilities near Sale in south eastern Victoria, outlining
progress to date and highlighting key upcoming activities.
Background
The GCP is being constructed on private land already
occupied by Esso, zoned for industrial use and adjacent
to the existing Longford facilities. The GCP will
process gas associated with the largest domestic gas
development on Australia’s eastern seaboard, the
multi-billion dollar Kipper Tuna Turrum (KTT)1 Project.
Over Dimensional Transports
During 2015, a number of over dimensional loads were
safely transported to the construction site. Most of the
equipment was transported at night and spread over
many days in order to minimise inconvenience to other
road users and in accordance with regulatory permits.
Since the commencement of the project, almost 20,000
tonnes of equipment has been moved to the site. A
total of 155 oversize transports have been completed
which have travelled over 35,000 cumulative kilometres,
with the largest transport being over 65 metres long,
carrying a piece of equipment weighing 185 tonnes.
Most importantly, all our large transport movements
were completed safely with no injuries recorded and no
significant disruption to the community.
Truck Loading Facility
Regenerated glycol which is used to process gas, has
been transported by road from Longford Plants to Esso’s
Barry Beach Marine Terminal (for shipping to Esso’s
offshore facilities) since 1978. As part of the GCP Project,
a new fully automated truck loading facility has been
constructed to ensure continued safe transport of glycol.

Progress achieved in recent months
•All major equipment has been transported safely to
site and installed in its final location
•Construction of foundation works, underground
drains and site roads is nearing completion
•Fabrication of the tanks, which form a critical part of
gas processing, is well progressed
•Pipe work welding, installation and testing is
progressing
•Electrical and communication cable installation is
underway, with electrical equipment rooms now
installed
•Glycol truck loading facility now complete and
operational
•Extension of existing plant maintenance workshop
is now complete

Longford Plants Safety Case
The Longford Plants Safety Case was revised in mid2015 and submitted to WorkSafe Victoria. The Longford
Plants Safety Case demonstrates how the hazards and
risks of the facility are going to be managed. Existing
operations and maintenance procedures are being
updated to include the GCP in readiness for a 2016
start-up.
The Gas Conditioning Plant is being developed by Esso Australia as part of the Gippsland Basin Joint Venture in which Esso Australia Resources Pty Ltd
(EARPL) and BHP Billiton Petroleum (Bass Strait) Pty Ltd each have a 50 percent interest. The Turrum and Tuna developments are also part of the Gippsland
Basin Joint Venture. The Kipper joint venture participants are Esso Australia Resources Pty Ltd (32.5% and Operator), BHP Billiton Petroleum (Bass Strait)
Pty Ltd (32.5%) and Santos Offshore Pty Ltd (35%).

Safety Muster
In July 2015, Esso together with principal contractor,
CB&I, and other contractors, held a two day safety
muster showcasing a range of safety related initiatives
and products for the workforce. The safety muster
was a key event for reinforcing our site safety culture
and enhancing our workforce engagement in safety.
The Safety Muster provided an opportunity for the
workforce to take time out from their day to day duties
to share learnings, best practices and to focus on the
project’s vision of Nobody Gets Hurt.

As part of the muster, Western Australian Local Hero,
(Australian of the Year Awards, 2012), Helen Fitzroy
addressed the workforce and shared her personal
experiences of the significant impact of a serious
workplace incident. The talk was very well received by
the workforce and provided plenty of food for thought.
Community and Environment Initiative
Following a suggestion from a member of the
workforce during a site waste awareness campaign,
timber which was otherwise going to be discarded was
provided to the Australian Men’s Shed Association. The
timber will be re-used by members of the Men’s Shed
for projects such as making a kids cubby house for
Camp Quality to raffle, constructing garden boxes or by
young men working with the older men learning new
skills with timber. This initiative provided an opportunity
to re-use the timber instead of sending the timber for
recycling.
Contributing to the Local Economy
Esso has a strong track record of supporting contractors
and suppliers in the region and has utilised local
expertise in helping to deliver the project.
•Construction and fabrication has generated over
600 direct field jobs
•Up to 90% of the workforce is from the Gippsland
region
•Local suppliers in Gippsland have provided millions
of dollars’ worth of goods and services
•Australian labour, materials and equipment will make
up almost 70% percent of the project spend
