In Belgium: • Romanian Committee VSOR Opwijk Outcomes (developments within the community): • The interest in joining the project grew after local visit from FDAAM and the participation of local stakeholders at the training in Viscri (May 2010); • The collaboration between the family doctors and the town hall has strengthen in order to address the patients’ health needs. In Belgium: • Romanian Committee Diest. Outcomes (developments within the community): • Stakeholders were searched and found. The family doctor assumed a key role in mobilizing the people and in coordinating the CLS; • A working formula was found: CLS Apold functions as an informal health-focus group, under the Association Casa Apold. They are concerned with patient education on basic health problems and wish to facilitate access to health information (set up an info-desk). Delta points: what can we improve? • Followed-up capacity-building; • Attract more volunteers and stakeholders; • Regular health actions and small projects (set up an active Heath Info-desk); • Set up a Vizidom working group (home visits for ill persons); • Youth animation – partnership between Casa Apold and AGLT; • Collaboration and mutual support in relation to the CLSes in the nearby: Viscri, Homorod; • Regional visibility and promotion; attracting partners, supporters and potential financers. Outcomes (developments within the community): • Very strong CLS active into the community; • Health promotion (regular activities): prevention of diabetes, oral hygiene, domestic violence, the importance of sport for the life development; • A broadening of the action fields ex. Outcomes (developments within the community): • A very strong CLS that organises activities in the city ex. anti-tobacco campaigns and World Diabetes Day; • Also focus on the environment ex. Earth Day and campaign “Air, Water, Health” (in support of the health policies); • A strong GLT in Borsa. Outcomes (developmets within the community): • The Flemish partner created the infrastructure that will facilitate regular health programs and campaigns; • Very good collaboration between the Flemish partner and the school – this is a mature and active partnership that could complete the CLS development; • The family doctor manifests interest in joining the CLS. Delta points: what can we improve? • More new volunteers and stakeholders; • Patient information and education; needs assessment and health improvement plans with measurable and achievable objectives; • More animation of the social life in the village: help Marius to find more youngsters to be trained in the summer camps of AGLT and organize themselves as a GLT. This might make things go faster when youngsters will have their own structure where they can be active and creative. Pop de Băseşti — school director Maria Cordea; high school Andrei Mureşanu; kindergarten from Cehu Silvaniei; • Family doctors; • Association of patients with Down syndrome - Nagy Elisabeta; • „Silvest” Association. In Belgium: • Romanian Committee Dilbeek. Outcomes (developments within the community): • At the moment a new found group which is very active and organises activities on a regular base; • Activities: sportive and cultural activities for children with disabilities (ex. Down syndrom) and their parents; • Activities: sensibilisation campaigns on diabetes (November 2010) for teachers (future multiplicators of information); • Fundraising campaign in order to support the Down Syndrome Association. • The local administration will allocate a place for the CLS in the former building of the town hall. This ensures the infrastructure for more actions, for more people. Delta points: what can we improve? • Animate social life: start up Local Youth Group; maybe there are also possibilities for Vizidom; • Network with close patient or social organizations, establish partnerships to the benefit of broader target groups (women, youth, old people); • Information campaigns on a regular base, especially in school —organizing the Health Week in 2011 in schools; • Regional collaboration, promotion and visibility; • Inscribing CLS with juridical personality. In Belgium: • Romanian Committee Tessenderlo. Outcomes (developments within the community): • An active CLS, doing monthly prevention actions into the community, in school, at County Council on the following topics: anti-tobacco , diabetes, the human body, healthy nutrition, hand and oral hygiene; • Within the local community the people are working together on a common health policy for the Social –Medical Centre (extended at Sulita, Botosani/5 km away); • Strong stakeholders in medical field and into community development. Delta points: what can we improve? • Cerchejeni needs leading figures in the future. That’s why more youths need to be trained into AGLT national camps; • New generation of OLF active women have to be motivated to come into National network (participation to national trainings needs to be promoted); • At Sulita were is Edy Gurau director we can help developing the Social-Medical Centre as a sustainable socialeconomical enterprise ( is a need, it will bring working places into community), will bring taxes into community • Leadership at the Public Authority Level. Social partners: • GLT (activities only during vacations due to the fact that the youngsters work in Botosani or go to school in Iasi); • A new generation OLF; • County council Blandesti and Sulita. 8 FDAAM annual report 2010 ADAM Cluj Napoca / Cluj (health shop) Joined the network in: • 2002 (the health shop opened his doors in 2006) Stakeholders: In Romania: • ADAM: 1 coordinator, 1 shop responsible, 1 bookkeeper; • Other service-provider ( collaboration based on a contract): dental cabinet and medical centre (tomography, x-ray) ADAM members receive a reduction (dentist 15-20% and doctor 10%). In Belgium: • CM-Brugge. Outcomes (developments within the community): • Total number of members: 247 (76 new members in 2010); • Received accreditation from the County Direction of Social Performances (Labour Direction) to perform primary social services for the next 3 years; • Vizidom (home visits for ill persons): theoretical preparation for the work with volunteers, creating formal documents (contract of volunteering, volunteer’s guide, initial evaluation form, satisfaction evaluation form- for the volunteer and also for the beneficiary-, etc.), recruitment and selection of volunteers (7 people), 2 days training session, concrete visits to two beneficiaries (starting fase); • Health shop: − new and diversified products; − slight increase in sales since our new colleague came in August 2010. Delta points: what can we improve? • More promotion campaigns; • More diversified services (collaboration contracts or on our own); • Inhancing the shops visibility. In Belgium: • Romanian Committee Kinrooi-Coman. Outcomes (develompents within the community): • Strong representatives at local and international level on different approaches: medical (Dr. Beatrice Botezatu), spiritual (local catholic priest), women from community (grass-roots implication); In other words all the direct and active stakeholders are highly involved; • Concrete actions: anti smoking campaigns in schools, World Diabetes Day, informative campaigns on the subject of smoking and long diseases organized in the city hall of Saduleni in cooperation with DSP Bacau, campaign ‘the importance of an apple in a healthy and balanced diet (campaigns started by doctor Botezatu from Saduleni which was implemented during 3 whole months); • Common projects between Coman and Sanduleni (big commune which is surrounding Coman); • Very strong community life developed into the last 3 years because of the CLS project development; • Increased focus on youngsters and a big interest in education from Romanian working group and Belgium stakeholders. Delta points: what can we improve? • Level of communication between stakeholders into community (strong individuals, strong emotions); • Development of social-medical services specific for Coman Community. Outcomes (developments within the community): • Long history in implementing health projects into community; • New actions into community based on health policies; • Tri-angle projects with the help of the 3 partners (Romania, Zoersel (Belgium) and Moutier (Switzerland). Delta point: what can we improve? • Lack of social grass-roots organizations; • 4 years ago the GLT was very strong in Crucea. With more collaboration, its functioning can achieve once again that level; • Women interested in developing local OLF. In Belgium: • / Outcomes (developments within the community): • Growing number of members : December 2009 there were 1248 and in December 2010 the number grew up to 1438 (180 new members); • World Diabetes Day: the opportunity to measure the glucose level in the blood free from charges and in case of deviant values the patients could enjoy a free session of bio resonance therapy / information brochures on diabetes. Outcomes (development within the community): • Total number of members: 92 (increase with 74 members in 2010); • An increasing number of members see the advantage of a civil society; • Health shop: − Changed the location for a better visibility and a better contact with potential customers; − Multiplying the number of equipments for the renting service; − Increasing the number of material renting (+/- 60 rentals); − Information corner in the shop; • Vizidom: creation of a database with the beneficiaries (starting fase); • A first meting with other organisation has taken place. Delta point: what can we improve? • Organize actions on a regular base; increased patient and stakeholders involvement; • Good follow up of the needs assessment; • Regional functioning: around Ladesti there are at least 3 more municipalities working with Flemish, French or Italian partner in the socio-medical field. FDAAM annual report 2010 17 ADAM Slatina Timis / Caras Severin Joined the network in: • 1999 Stakeholders: In Romania: • ADAM: members of the general assembly, project coordinator, 1 family doctor, 2 dentists, 2 medical assistants, 1 nurse, 1 local coordinator in Resita: 1 bookkeeper and 1 PR director; • CJAS Caraş-Severin; • Local administration: mayor and county council Slatina-Timis. In Belgium: • Romanian Committee Geel; • CM-Turnhout. Outcomes (developments within the community): • Total number of members: 1.800. (In)direct beneficiaries 7.000 inhabitants; • Direct contract with CJAS (authority). 2.500 patients on the list of ADAMS by which the reimbursement from CJAS goes directly to ADAMS. This is the only ADAM with structural incomes coming from the authorities. • Social Medical Centre: Multi disciplinary team daily present and working according the Legal norms and maintaining contacts with CJAS; more then 10 services offered in total; • ADAM’s working field: − Slatina-Timis: Slatina, Ilova, Sadova Noua en Sadova Veche; − Resita: rental service (Medioteca); − Verendin (and Luncavita): new dentist practice, CLS; − Golet: OLB, CLS; − Bucosnita: CLS; − Armenis: collaboration with existing dentist practices, CLS; − Otelu Rosu: exploring the possibility of organising a rental service; • Vizidom (Slatina-Timis): 10 volunteers, 27 sick persons with home visits. • Social fund for urgent medical needs; • Health promotion: cancer, kidney problems, TBC, hepatitis, blood donation, anti-smoking, EHBO, hand hygiene, persons with disabilities, hart diseases, healthy nutrition, volunteer work, ….(reaches 2.394 inhabitants); • The organisation of the EUROST event; • Projects application: Together for each –Rompetrol Grants, Youth in Action, ERSTE Award for Social Integration; • Obtained accreditation for providing social-medical services (home nursing). Delta points: what can we improve? • Health campaigns ans small projects on a more regular base; • Designing and implementing a local health plan (with achievable objectives); • Animate the social life: youth, women, Vizidom; • Regional visibility: partnerships or collaborations with other NGOs (ex. Red Cross, patients organizations, etc.); • Access/mobilize financial resources for completing the work at the Socio-Medical centre. Outcomes (developments within the community) : • The CLS is doing a very good job in spotting and listing basic/emerging health problems and in finding solutions that fit the local context. They have good credibility within the community; • Collaboration with the dentist from Rupea: dental check-ups and treatments for children from primary school (costs are supported from the social fund); • Social Fund; • Health promotion: campaign on oral hygiene in primary school to promote a proper way of tooth brushing; • Distribution of reading glasses for the elderly; • Collaboration with AGAPEDIA Foundation (Brasov) for women's health education (family planning, cancer prevention, gynaecological treatments etc.). During the morning and the afternoon, the participants were invited to follow one of the workshops: project management, action plans, groups communication and Vizidom. On the 8th of May, FDAAM organised in Viscri (Brasov) a national training on the topic “Improvement of the health care within the community”. 73 volunteers and staff members from 5 ADAM’s and 12 CLS’s participated. They attended in large numbers. EUROST 20 years of partnership It was Ioan Suru, local ADAM coordinator , to address the First word during the opening conference. Two other conferences were mentioned on the program: firt of all the participation of women at the public life and administration and second of all the fight against poverty and social exclusion. EUROST: the celebration of 20 years of partnership between Geel and SlatinaTimis took place between the 5the and the 8th of August. ADAM Slatina-Timis is the pilot project of the FDAAM foundation and hosts on a regularly base schooling and training days. A delegation of Romanian representatives from the FDAAM foundation and the local ADAM/CLS were present at this celebration. ADAM training in Cluj The staff members from 5 different ADAM’s came together on the 29th of October to discuss the administrative problems some of them are facing, the actual situation of their local organisation and the future consequences. During conversations in group, they succeed to exchange personal knowledge and experience. National FDAAM training in Arad The afternoon program started with a clarification made by Ioan Suru on the “coplata” which is implemented in Romania when visiting a doctor of a specialist. It resembles the Belgian co-payment system. Immediately after, two workshops were organised: one on ‘diabetes and local health promotion’ and in parallel an other one on ’regional solidarity’. Right after the Decentralized Forum in Arad, FDAAM organised on Saturday the 6th of November a national training day on the topic of health promotion. 36 representatives from 15 Romanian counties were present. In the morning, the participant were invited to attend the final declaration of the Decentralized Forum. Health care, social organisations, education and the environment were the discussed topics. Training health shops in Bucharest On the 8th and 9th of December 2010, the employees from the ADAM health shops in Cluj and FDAAM annual report 2010 The attending specialist wrote an evaluation report for the Flemish partner. Iasi met with the national director. It was a trilateral international exchange with the Polish colleagues of Flandria Mutuality and the Belgian partner. 23 A strategical plan for the future was designed for the health shops . Participation to seminaries and congresses General gathering ACOR in Bucharest (Ro) Towns (ACOR). The FDAAM representatives had the opportunity to present their vision on local health policies and the underlying problems. The working of the two local structures of CLS/ADAM were also explained. Thanks to this invitation, FDAAM had the chance to learn more about the difficulties that are faced by the local councils and administrations. FDAAM received an invitation for the 23 February to participate at the 8th General Gathering of the Associations of and Communes in Romania National Patient Conference in Bucharest (Ro) Between 11 and 13 March, FDAAM was present at the national event in which the Romanian patient played the leading roll. The main topics on the agenda were: the reorganisation of the health system, patients rights and an equal access to the different health services. On the side there were discussions on more specific subjects like for example: conical, cardiovascular and rare diseases. The FDAAM staff members were accompanied by two representatives from CLS Stremt en CLS Sanduleni. Swiss interest at Moutier (CH) ADR-Flanders, at the General Assembly in Moutier (17 April). The possibilities were discussed to the stakeholders. Suisse motivated their members to inform their Romanian partners about CLS/ ADAM. Fee for Service was presented as a way to enter the FDAAM-network. Switzerland heard about CLS/ADAM and it arouse the interest of the decision makers of OVR-Suisse. They invited Jozef Goebels, president of FDAAM and Session Dutch NGO at Turnhout (B) On 2nd of June, the Dutchmen came with 10 persons to Turnhout for a deep discussion about future cooperation with ADAM Moldovita and FDAAM. Already since 2009, the Dutch NGO “SMHO” came knocking at the door to cooperate with their Romanian partner, Vatra Moldovitei. OLF & OLB training in Moldovita (Ro) ADAM Moldovita organised for the OLF women groups and the OLB men groups a training in the period between 23 en 25 July. 38 volunteers from 12 different Romanian counties were present. 6 motivated Flemish volunteers together with a Dutch woman guaranteed some external input. The training weekend took place in the ADAM building. The main goal was to exchange experiences and to gather ideas on how to further develop OLB and Provincial gathering in Hasselt (B) On 15 September 2010, Ramona Sinca and Cristina Chert, two FDAAM staff members, met up with the involved partners from Limburg, Ivo Belet and Frieda Brepoels, both members of the European Parliament, and Lies Jans, member of the Flemish Parliament. They professionals had one important message: the crisis had stroked Romania very hard and the adherence to the Ioan Suru, FDAAM consultant, gave a presentation on the guarantee provided by CLS/ADAM when it comes to living up to the patients rights. During his explanation, mister Suru emphasized the need to reorganise the social medical services and to tune their functions to the needs of every individual patient. FDAAM also had the opportunity to put up a stand with information on their projects and initiatives. OLF groups in other Romanian villages. The women were familiar with the event: European Union did not represented a benefit for the Romanian population. The two ladies explained how CLS and ADAM can in fact make a difference when 24 this was their forth gathering in the last four years. They exchanges information on how to organise and manage such a group. A workshop on household violence was also organised. A lot of the volunteers fulfil an important roll in their local CLS/ADAM so they discussed these theme as an action point for future prevention actions. The ’education’ game from Steunpunt Opvoedingsondersteuning in the province Limburg was really appreciated. This was the first training for OLB. it comes to an accessible and quality full healthcare. CLS/ADAM see to it that persons don’t become victims of the growing poverty rate due to their health situation. With the help of their ‘stone soup story’ they explained how CLS/ADAM contributes to solidarity, teamwork and redistribution within the county. The members of the Parliament were willing to help search for possibilities to offer some financial support for these bottomup initiatives. FDAAM annual report 2010 Participation to seminaries and congresses Alliance against Poverty in Brussel Committee of the Regions (B) FDAAM got the opportunity to address itself to the audience in Brussel and to share with them its vision on the poverty in Romania, as seen through their own eyes and based on their experience in the Romanian coun- ties and the cities districts. FDAAM, thanks to his two structures, CLS and ADAM, is able to bring change on the local level. Provincial meeting at Leuven (B) and the cabinet of the Provincial Executive Monique Swinnen. The way how CLS/ ADAM anticipate at the health needs of citizens was discussed in detail. Further on the Fee for Service was presented and motivated. On 20th September at the provincial government building of Flemish Brabant a meeting was organized to discuss with the Brabant partners Decentralized Forum RomaniaBelgium in Arad (Ro) On 5th and 6th of November 2010 in Arad took place the 5th Decentralized Forum. This event was organized by the province of Arad with the help of Somepro, the organisations ADR and OVR/PVR and the embassies in Romania and Belgium. During the opening speeches the focus was on finding a balance between the existing competences and budget on the local, regional and national level (vertical decentralization). After that the 200 participants followed one of the five workshops planed: healthcare, education, environment, social organisations and public safety. The idea of decentralization within these 5 domains was further discussed in detail. Ramona Sinca and Johny Suru, both received the necessary time during the workshop on health care to explain their projects within the ADR-Contact Day in Asse (B) FDAAM was for the second year on the row invited to participate at the national ADR training (27 November). The trade Union LBC-NVK opened the debate on the poorly situation of the Romanian nurses in the Belgian health care sector. The theme of local development throughout tourism was also touched upon Their modus operadi is to empower citizens to collaborate with health services and policy makers in creating a better local environment. The staff members shared the FDAAM vision on solidarity and collaboration, as implemented by the two structures (CLS and ADAM). Johny explained the way in which mutual help organisations (ADAM) work as a new model of dispensary. During the workshop on social organisation, FDAAM was represented by Cristina Chert, who plead for the creation of social organisations on the local level. She told the story of the local youth, women and men organisations and CLS/ ADAM and how they can be a equal conversation partners next to the local administrations. Moldovita). Contact was made with some students from Karel De Grote Hogeschool in function of their internship. The Romanian ambassador and the cabinet of minister Schauvliege were also present at this event. Action & promotion Common national FDAAM-Action Days (CA-days) Once again the local CLS/ADAM decided to unite their forces and to organise two common action days in 2010. The CLS/ADAM prepared special activities around two topics: smoking and diabetes. “Anti-tobacco day” was celebrated at the end of May in four different counties. During the training in Arad, the diabetes issue was elaborately discussed in function of the upcoming World Diabetes Day. The CLS/ADAM from 12 Diabetes day CLS Bordesti and 50 pupils and their teachers attended the presentation. The CLS volunteers saw to it that in addition to the personal story, the people who were present received general information on disease. This was an eye opener for the pupils. Within the framework of World Diabetes Day, CLS Bordesti took on Sunday 21 November the initiative to invite one diabetes patient to share his personal experience regarding the inconveniences that the disease brings along. 10 grownups Diabetes day ADAM Cluj-Napoca During the entire month, the two shopkeepers distributed FDAAM information brochures on diabetes and healthy nutrition. ADAM Cluj decided to put diabetes in the spotlight on 15 November. In order to announce the citizens, they displayed posters with the World Diabetes Day logo and the practical information about their actions in the window of the health show. Diabetes day CLS Ladesti their glucose level. The CLS volunteers also went from door to door handing out diabetes informative brochures. This way not only the diabetes patients were reached but also the rest of the citizens which, without knowing, may bear a risk for diabetes. With the help of the medical staff and the county council, CLS Ladesti managed to organise a diabetes information campaign on 18 November. The doctor took the necessary test for the detection of diabetes in the local dispensary. 40 citizens received a free measurement of Diabetes day ADAM Moldovita/CLS Vatra Moldivitei Simona Brustur tested the glucose level in the blood free of charges. Everybody received information on the prevention and the early detection of diabetes. Next to that, the patience received information on what a healthy nutrition really is. ADAM Moldovita joined forces with CLS Vatra Moldovitei in order to organise a common action day on diabetes on 18 November. Both organisations brought citizens together. The medical assistant Diabetes day CLS Taut lively conversations, one may conclude that diabetes can have a far reaching affect on the daily life. Starting from the idea of prevention, the food pyramid was presented. At the end, 30 persons received a diabetes screening test which they could fill in for themselves. The upcoming CLS Taut organised on Sunday 21 November an informative session in the local school. The CLS volunteers welcomed 42 of Taut’s inhabitants. Fist of all there was a presentation on diabetes by Marioara. Those present were all willing to share in group their own personal experience with the disease. To prevent that ill persons, due to their health situation, become isolated from the outside word, the volunteers organise house visits. Through the volunteers, the persons are able to maintain contact with the rest of the community. This initiative took life 5 years ago in ADAM Slatina-Timis thanks to the health care volunteers. This service went by the name Asistenta Bolnavilor and was successful started in Slatina-Timis. 2010 was the year in which the name changed to VIZIDOM (Vizită Domestică). As mentioned in the working plan composed in March 2010, a group of volunteers started their VIZIDOM activity in ADAM Cluj and ADAM Iasi. A FDAAM staff member provided the necessary support. A VIZIDOM workshop was organised during the national training in May. The experience gathered by Slatina-Timis and Flanders came in handy. Partners and network Informal open network veni Pitesti (partner Opjono); Valea Chioarului (partner "Affligems Roemeniëcomité" NOROC), Sarmas Harghita (partner Senoro), Ruginoasa Iasi, Bahnea, Mures (partner Humanitas Bilzen), Spermezeu (partner Zemst), Homorod (partner Roca Aalst). They all are active counties within the informal open network of FDAAM. The following Romanian counties were visited by a FDAAM staff member or participated to a FDAAM training. Up until now there is no firm structure on the local level. Nevertheless the contact is maintained and followed up in function of an effective start. A few of them will be included next year in the overview due to the fact that they will start until then: MioFee for Service The local support offered by the FDAAM staff member to CLS and ADAM in Romania during the past years, seems to have led to very good results. It created a new dynamic within the FDAAM network and between the Flemish and Romanian partners. The last few years, the provinces Limburg and Flemish Brabant but also the Flemish government invested in the further development of CLS and ADAM. The above mentioned sources of subvention shrank and some even stopped existing towards the end of 2010. Addressing the Flemish FDAAM partners 2010 Belgian partners: • Romanian Committee from Geel; • LCM; • Somepro. partners to support CLS and ADAM from their partner county financially in the near future became a necessity. This was discussed in Flanders with the FDAAM staff members during the regional meetings in 2010 under the title “Fee for Service”. In 2010 the “Fee for Service” (FFS) proposal was conceived in order to give the Flemish partners the possibility to support their Romanian partner financially (between 500 and 2.000 €). Depending on the amount, CLS and ADAM will receive more “services” (guidance and support).
