SANTA FE SPRINGS —
After a public hearing Feb. 24,
the City Council here approved
a 15 percent hike in water rates
(based on usage) to some 5,500
customers of the municipal system.
Another 12 percent hike

of 251.5 billing units a month,

month, up to $788,69 a month
from the current $687.44.

would be on top of a hike
of 12 percent for consumption of water and 7 percent for
meter service fees which were
approved last February.
Jensen said water usage by
customers was 7.2 percent
below average the past fiscal
year and down 18 percent over
the past three years.
He said the total average
cost of $57.50 a month, if
approved, would still be less
than the $70.26 a month average from the private Park Water
Company, $69.51 in the city
of South Gate, $66.03 by the
private Golden State Company,
$59.30 a month for the Norwalk
city system and $58.32 in the
San Gabriel Valley Water
Company.
Lower costs are Cerritos,
$44.68 a month; Whittier,
$39.82 a month, Pico Rivera,
$39.07 and Downey, $24.47.

Santa Fe Springs is the lead
city in the project. Officials
recently decided to pre-qualify all contenders to determine
which firms should be allowed
to bid on the project.
“The Valley View Avenue
Grade Separation will be the
largest public works project
ever undertaken by the city,”
Jensen said, explaining that
officials want to be sure a qualified contractor is selected.
Pre-qualification will include
sending prospective contractors a questionnaire, a request
for financial statements and
personal interviews, along with
past experience, Jensen said.
An evaluation panel and an
appeals panel will be set up by
the city manager. The formal
panel will decide if a contractor
is qualified to bid. The second
panel will hear appeals from
those not declared qualified.
The pre-bid screening is
aimed at making sure competing contractors are able to
perform the project on time and
hold the line on costs, Jensen
said in a report last month.
He noted that the project was
expected to start last August
but was delayed because of
court litigation to obtain needed right-of-way.
The project will end the current ground level crossing of
the railroad tracks at that intersection, resulting in improved
safety for motorists and better
traffic flow.
He noted that more than
25,000 vehicles a day cross
the intersection of Valley View
and Stage Road at the railroad
tracks, so closing Valley View
would be impractical.

Four lanes, two in each
direction will be needed. No
structures would be affected by
the westbound detour.
On the east side in La Mirada,
several residential properties
and an existing building at
14830 Valley View Ave. would
have been needed.
Jensen noted that the tracks
are a key part of the Los
Angeles to San Diego rail corridor. Besides freight trains,
the Burlington Northern Santa
Fe tracks carry passenger trains
including the Metrolink and
Amtrak systems.
“About 100 trains a day use
the corridor, often blocking
traffic at the at grade intersection,” Jensen said in his
report.

Norwalk delays parking fee increase at Metrolink station

NORWALK — With the price
of gasoline rising and more people using public transportation,
this is not the time to raise parking fees at the Norwalk/Santa Fe
Springs Metrolink station, two
commuters told the City Council
Tuesday night.
A majority of council members
agreed and directed city staff to
revise the increases to smaller
hikes over a period of time and to
report back April 1.
Council members Jan. 18 tentatively approved the increased fees,
which include the monthly permit
for non-residents of the two cities, which was raised from $20 to
$35; resident fees, increased from
the current $10 to $25 a month;
and the one-day parking permit,
from the current $1 to $10. That
was revised Tuesday night to $6.
Norwalk

Director James Parker said the
higher fees are needed to offset increased costs of operating
the railroad depot because of the
expansion of the parking lot on
the east side of the tracks in Santa
Fe Springs. The current fees were
established in 2005.
Juanita Strong, a resident of
Oceanside who works at a local
hospital, said the increase will
be an economic hardship for
many people, and she sees “lots
of vacant space” at the depot,
located off Imperial Highway east
of Bloomfield Avenue.
Noting an earlier report by
City Manager Ernie Garcia that
Norwalk’s budget surplus is now
$8.7 million as opposed to the
previously estimated $7.3 million,
Strong said “the Norwalk station
does not have the amenities of
Union Station in Los Angeles.
It’s unreasonable to increase fees
with no added service. The Buena
Park station has free parking and
restrooms.”
Laura Chaltin, who said she was
an 18-year resident of Norwalk,
said “I have been using Metrolink
for 15 years. There are 40 stations
which do not charge for parking,
such as Commerce.”
Councilman Mike Mendez said
“the $35 is too much. We want to
get people off the freeway.”
He noted the planned widening
of the Santa Ana (5) Freeway this
year, which will reduce traffic
lanes temporarily, could result in
more cars on city surface streets.
Vice Mayor Jesse Luera called
for cuts in station operations
while Mayor Gordon Stefenhagen
agreed with Mendez.
Councilwoman Cheri Kelley
said she would support the lower
cost for residents but said some
300 people have monthly parking
passes and that only about 50 are
Norwalk residents.
“Metrolink and Amtrak pay
nothing toward the cost of maintenance,” she said. “It’s not fair to
our residents to have to subsidize
this facility. Our budget reserves
must be used for Norwalk residents. We must make this facility
self-sufficient.”

WHITTIER — Students
beginning the spring semester at
Rio Hondo College are having
an easier time finding a place to
park thanks to nearly 150 additional parking spaces that were
recently added and new employees who were brought in to assist
with traffic management.
“At Rio Hondo College, we
work very hard to ensure students have positive experiences,”
said Maria Elena Martinez, president of the college’s Board of
Trustees.
“We know our students appreciate our efforts to provide them
a smooth start to their spring
semester. Things like temporary
additional parking, traffic direction and online resources are
components that help students
transition easier, which is our
goal.”
With multiple facilities proj-
ects under way in several locations, the Rio Hondo College
administration worked hard to
ensure students were able to navigate campus roads and parking
areas, a representative said.
“The Rio Hondo College
staff worked creatively to make
approximately 150 more student
parking spaces available for our
students this spring,” said college President Ted Martinez. “Of
course, not everyone is able to
park at the front door five minutes before their class begins.
We liken parking during the first
few weeks of class to commercial shopping malls just before
Christmas.”
Enrollment is approximately
the same as last spring. In spite
of the state’s budget difficulties,
Rio Hondo College is striving
to maintain a stable schedule of
class offerings, the representative said.

Intercommunity Hospital has
announced the appointment of
Dr. William H. Stimmler as president of Bright Health Physicians,
effective Feb. 7.
Bright Health Physicians operates a nonprofit medical foundation and an independent practice
association, a hospital representative said.
It also maintains contracts with
various licensed health care service plans, all of which serve
patients within Whittier and San
Gabriel Valley, which is the service area of its affiliated hospital
corporation, the representative
said.
Bright Health Physicians
includes 44 employed primary
care physicians, 36 specialty care
physicians and an in-patient hospitalist program with 13 adult
and six pediatric hospitalists
while operating a family practice
residency program.
It has annual revenues in excess
of $100 million, with 11 medical
practice locations and approximately 450 employees.
The association contracts with
115 primary care and 160 specialty care physicians.

A 55-year-old man was killed in his mobile home after he
refused to give up his medical marijuana to an unidentified
intruder. The victim’s step-son witnessed the shooting.

A man was shot to death in the courtyard of his apartment
complex while his children were inside his apartment.
10:30 a.m., Feb. 26, 13000 block of Telegraph Road, South Whittier.
A man reported that two 2-month-old Siberian huskies valued
at $1,000 each, were taken from his locked back yard.
3:50 a.m., Feb. 26, 4500 block of East Third Street, East Los Angeles.
An off-duty sheriff’s deputy shot a man who allegedly stabbed
one deputy and lunged at another after the suspect and two other
men confronted the deputies outside a taco stand. The deputy
was hospitalized in stable condition after undergoing surgery.
The wounded suspect also was hospitalized. His two companions were booked at the East Los Angeles Sheriff’s Station for
attempted murder of a police officer.

Fargo banks through fraudulently obtained lines of credit.

business and created fraudulent
tax documents, profit and loss
statements, business address
location, and invoices that materially misled the banks into
believing that he was operating a legitimate business when,
in fact, he had no intention of
repaying the loans, the IRS
said.
Wang also falsely represented
to an East West Bank official
that Liao Xing was a legitimate
export-import company that
needed to grow its business.
Wang represented himself as
the president of Liao Xing and
said the business — which did
not exist — required additional
capital in order to grow, the IRS
said.
Wang submitted false documentation after a bank executive explained which documents
were necessary to obtain a line
of credit, the IRS said.

concerning health is under way
on Whittier City Channel 3 cable
TV, according to Fran Shields,
director of Parks, Recreation and
Community Service.
Activate Whittier is partnering
with Presbyterian Intercommunity
Hospital and Bright Health
Physicians to provide the informative lecture series, Shields said.
Activate Whittier is a community-wide wellness program,
designed to make it easy for residents to be as fit and healthy as
they can be.
Each month, a local doctor
or health professional will present a lecture in the City Council
Chambers at City Hall, which is
taped live for rebroadcast. The
lectures are open to the public,
and a question and answer session is held after the lecture, she
added.
The topics cover a wide range
of health issues.
An upcoming topic on cancer,
which will also be presented at a
community meeting, is planned for

competed in the 29th annual
Los Angeles County Academic
Decathlon held last month at El
Rancho High School and USC’s
Galen Center.
Of the 45 schools competing, Rosemead High School
finished 16th, Arroyo High finished 23rd, El Monte Highcame
in 34th and Mountain View
High finished in 40th place.
With its overall team score
of 33,847, the Rosemead High
School team finished in first
place in the Superquiz Division
II category and second place in
Division II. Sanlie Auyeung
was the team’s top individual
scorer followed by Vincent Bi,
April Truong, Tammy La and
Khang Tran.
The El Monte High School
team brought home a gold
medal in essay and a silver
medal in speech and interpretation. The top scorer was Amy
Chien.
The theme of this year’s contest was the Great Depression,
and students’ skills were tested
on subjects ranging from music
to mathematics, science to art,
economics to language and literature.
The competition consisted
of seven 45-50 minute multiple choice tests, a four-minute prepared speech, a twominute impromptu speech, a
seven-minute interview, a written essay and a super quiz in
science.
“Working together as a team is
a crucial element in the decathlon,” said one team coach. “And
while educational excellence
is important in the selection
of team members, team spirit
along with the enjoyment and
challenge of the event also play
a part in the selection process.”
“I had a lot of fun competing
against students from the other
schools,” said one Rosemead
High School student. “I learned
a lot and hope to be part of the
team next year.”
About 400 students participated in the event that is
presented by the Los Angeles
County Office of Education in
partnership with the California
Credit Union and USC.
The decathlon is an honors program designed to promote self-assurance, academic enrichment and teamwork
among students from a diversity

“Governor Brown’s proposal
to combine dramatic budget
reductions with a temporary
extension of higher rates on
the state income tax, sales tax
and the motor vehicle registration fee is fiscally responsible,”
Los Angeles Area Chamber of
Commerce President/CEO Gary
Toebben said.
Brown met privately with the
chamber's executive committee Friday to sell his proposal,
which still faces a rough road in
Sacramento. In addition to the

to allow Los Angeles County to
withhold property taxes to cover
costs as the county takes over
state programs.
Supervisors Mark RidleyThomas and Don Knabe recommended the county’s chief executive officer push for control over
tax revenues, saying Gov. Jerry
Brown’s latest budget proposal
does not go far enough to guarantee funding for services that
will soon become the county’s
responsibility.
“The state doesn’t have a good
track record and has historically underfunded the county for
programs we deliver on their
behalf,” Knabe said.
They “already owe us millions
of dollars for similar realignment efforts. We must have a
long-term guaranteed source of
funding.”
Gov. Jerry Brown’s administration has drafted a bill calling for increases in sales and
vehicle taxes to help fund the
realignment of services between
state and local governments. The
proposal, drafted as a constitutional amendment and released
Monday, would require a twothirds vote by the Legislature and
then voter approval in a special
election.
The draft amendment proposes
to guarantee local funding for
five years through tax increases,
which would be effective until
2016. It is not clear how the
state would generate revenues
for local programs after that.
“We need to be aggressive
in order to be sure that ... our
funding is guaranteed,” county
Chief Executive Officer William
Fujioka said.
Supervisor Gloria Molina
objected to the language of her
colleagues’ proposal, saying it
read too much like an ultimatum. But Ridley-Thomas and
Knabe disagreed, saying they
fully expected to work with the
administration and legislators to
resolve open issues.
Supervisor
Michael
Antonovich had other objections.
“This is just another transfusion,” Antonovich said, asserting
that the state was doing nothing
to “actually stop the bleeding”
and calling for broader structural
reform.
The proposal ultimately passed
by a 3-2 vote, with Molina and
Antonovich voting no.
Brown is reportedly hoping to
get approval from the Legislature
for his plan by next week, which
would allow him to call a special
election for the amendment.

in the City Council Chambers, City Hall, 320
West Newmark Avenue, Monterey Park, the City
Council will hold the first of the two public hearings
on the City’s One-Year Action Plan, the annual
update to the five-year Consolidated Plan adopted
in 2010. The One-year Action Plan includes specific goals and objectives for utilizing federal
funds from the U.S. Department of Housing and
Urban Development (HUD) for local housing
and community development programs. This first
public hearing is also designed to update the
City Council and the community on the recent
performance of HUD-funded programs and projects through the 2009 Consolidated Plan Annual
Performance Report, which covers the 2009-2010
fiscal year.
To offer public comment, on desired priorities
to be addressed in the new One-Year Action
Plan covering Fiscal Year 2011-12, all interested
parties are welcome to be heard at the meeting

CENTRAL BASIN MUNICIPAL WATER
DISTRICT
WATER STANDBY CHARGE
Central Basin Municipal Water District continues
to implement water conservation and recycling
programs. These programs conserve drinking
water by using recycled water for non-drinking
water purposes. The District’s program involves
construction of pumping stations and recycled
water pipelines to transport the recycled water
to areas of need. In addition, the District provides assistance in promoting water conservation
through the distribution of water-saving devices
and through public education.
The District has adopted a resolution of intent
to levy water standby charges. A copy of this
resolution is available for public review at the
District’s below-specified Telegraph Road office.
The resolution describes how the District will fund
water recycling programs by the proposed levying
of a water standby charge. The proposed annual
standby charge for a parcel of less than or equal
to one acre is $10.00 per year or $10.00 per acre
per year for parcels larger than one acre.
NOTE: THIS IS THE SAME CHARGE AS
CURRENTLY IN EFFECT SINCE 1991. THERE
IS NO RATE INCREASE WHATSOEVER. The
charge, if adopted will be collected on the annual
property tax bill, or as directed by the District’s
Board.
PLEASE NOTE that the Board of Directors of the
District will hold a public hearing on March 28,
2011, at 10:00 a.m. at the District’s address shown
below to receive comments and written protests
if any, on continuing the proposed water standby
charges for the District fiscal year beginning July
1, 2011. In addition, the Board will review all public
protests and/or written comments before considering adoption of the proposed standby charge. Any
person may mail or file a written protest with the
District secretary, at the District’s office, no later
than close of business on March 21, 2011. The
protest must identify the landowner and contain
a description sufficient to identify the land owned
by the landowner.

Emilio G Beltran
Our loving dad, Emilio Beltran passed away on January 11 in Victorville,
California due to complications after a massive stroke. He was 80 years old.
Born in Gamerco, New Mexico. He served in the Korean War and was a
proud U.S. Army Soldier. In his civilian life, he was a truck driver for 35
years for Interstate Restaraunt Supply while living in Monterey Park for
28 years. Upon retirement, he moved to El Paso, Texas where he continued
work at various jobs. During his spare time, he even became a cowboy raising horses on a ranch. He decided to move back to California and resided
in Victorville for 16 years to be closer to his family and many friends. He
proudly worked at the Victorville Courthouse as a Security Guard Supervisor where he made many more friends. His family and friends will miss his
wisdom, great sense of humor and unselfish generosity. He was a loving husband, father and grandfather. He leaves behind his loving wife of 54 years,
Alice Beltran. Also his children: Anthony, Robert and his wife Inez, and
his daughter Sandra. His grandchildren whom he loved greatly, Priscilla
Beltran Romero, Naidene Salgado, Monique Salgado, Dominic Ruiz, Bobby Beltran and Julia Ruiz. He is preceded in death by his parents Leonardo and Antonia Beltran and his brothers Leonard Beltran , Angel Pinon
and sister, Sally Banda. Surviving siblings are Josie Mendoza and her husband Lupe, and Phillip Beltran and
his wife Blanche and also surviving spouse of Angel Pinon; Germaine Pinon along with many of his beloved
neices and nephews. And not to leave out his many long lasting friendships he had made in his life like Martin
Aguilar and Chuy Reza .Services were held last month.in San Gabriel, California, and he was laid to rest at
Resurrection Catholic Cemetary in Montebello, California. He had Mariachi’s at his 25th Wedding Anniversary and 50th Wedding Anniversary so, it was with great pride and honor to celebrate his life with Mariachis
playing his favorite songs at his burial.

MTA to purchase Union Station as modern transit hub

The
Metropolitan
Transportation Authority plans to
buy Union Station for $75 million and turn the historical landmark into a “21st century trans-
portation hub,” while retaining
its iconic architecture, the agency
announced last week.
Union Station, built in 1939,
is expected to experience a surge
in passengers once the regional
connector transit project and the
MTA Silver Line express bus station on Patsaouras Transit Plaza
are completed.
There are also plans to have
high-speed trains arrive there,
and to expand its retail areas,
according to the MTA.

station will enable us to make
the needed investments to enable
this facility to accommodate

the Mental Health in Schools
Act and hosted a panel of mental
health advocates to explain the
importance of increasing youth
mental health services.

Clinics, Laurel Stine from the
Mental Health Liaison Group,
and youth mental health advocate Kristina Baird shared their
stories and welcomed the muchneeded assistance the bill would
bring, a Napolitano aide said.
The action came Feb. 23.
“I’ve personally experienced
the benefits and transformation
a person can have, just by having access to qualified mental health professionals,” Artest
said. “I strongly feel the Mental
Health in Schools Act will help
provide our youth with access
to professionals who can teach
them tools and skills to deal
with challenges in their lives.”
The Mental Health in Schools
Act would create a competitive grant program which would
allow school districts to hire
mental health professionals. By
having qualified professionals
working in the schools, parents
and administrators would be
better able to detect and prevent
mental illness.
“I wish this bill was in place
when I was in school and when
my kids were in school,” St.
John said. “Children and parents
need to be provided with knowledge and support for the mental
illnesses that many of them are
suffering from. We don’t want
these kids turning to drugs and
alcohol to self-medicate or even
worse, suicide.”
One out of five children and
adolescents in the United States
suffers from some form of mental illness. The majority will
experience their first symptoms
by age 14, but less than half will
have access to treatment or professional help, statistics say.
“We have to continue to move
forward on mental health,”
Napolitano said. “We have had
a successful pilot program in my
district for 10 years, and now it’s
time to take action. Too often
we let stigma and shame silence
the debate and bring progress to
a halt.”

Not included in the purchase
agreement are Axis Union Station
Apartments, the Metropolitan
Water District Headquarters
building, and the office building in front of Union Station on
Alameda Street.
The MTA already owns Union
Station’s East Portal, the adjacent
MTA Headquarters building and
Patsaouras Transit Plaza.
The station is currently home
to Amtrak, Metrolink, the MTA
Red, Purple and Gold lines, L.A.
FlyAway and numerous MTA
and municipal bus lines serving
Los Angeles County and beyond.
The California High Speed Rail
Authority has expressed interest
in partially owning the station.
“Union Station is a critical
transportation hub for the highspeed rail system, providing passenger access and intermodal
connectivity,” the agency’s CEO,
Roelof van Ark, said.
“The High Speed Rail
Authority has identified a significant amount for their participation in this purchase and we will
be working with [the MTA] to,
ultimately, determine the details
behind this partnership.”
ARC plans
annual walk
March 26

DOWNEY — ARC of Southeast
Los Angeles County, based here,
will conduct its annual Walk for
Independence with opening ceremonies at 8 a.m. March 26 near
the Acapulco Restaurant in the
Stonewood Center, at Firestone
and Lakewood boulevards.
Registration is from 7 to 8 a.m.
Cost is $10 per person with children under 10 free, said Kevin
MacDonald, executive director
Walks of one or three miles begin
at 8:30 a.m. around the center area.
Proceeds from sponsorships of the
participants or entry fees from the
participants go toward ARC, a
private, nonprofit agency which
offers educational and social programs and services to about 400
intellectual and developmentally
disabled residents of Southeast
Los Angeles County.
Paid participants will receive a
free breakfast from Acapulco.
