1. Dangerous goods
To establish uniform rules for the safe national and cross-border transport of
dangerous goods in the EU by road, rail and inland waterways.
E.g: Classification of goods, their marking and labelling, construction and testing
of containment, training of personnel, documentation, loading and unloading,
construction of vehicles and vessels.
This work is linked to international agreements (so-called ADR, RID and ADN under
UN-ECE and OTIF) – development of the technical provisions addressed at
international meetings.
To create a system of transparent and uniform application of controls on vehicles
carrying dangerous goods on European roads.
To ensure safety and to create a single market for transportable pressure
equipment, including mutual acceptance of periodic inspections made in any EU
Member State.

vehicles
• Council Regulation (EC) No 2411/98 of 3 November 1998 on the recognition in
intra-Community traffic of the distinguishing sign of the Member State in
which motor vehicles and their trailers are registered

circulating in the Union
• Directive 2014/46/EU of the Parliament and of the Council of 3 April 2014 amending
Council Directive 1999/37/EC of 29 April 1999 on the registration documents for

Heavy commercial vehicle of category M2, N2, N3 and M3 must be equipped with proper
speed limitation devices.
Occupants of category M1, N1, N2 and N3 vehicles must use proper safety systems
(seat belts, child restraints).
