Dangerous goods • Directive 2008/68/EC of the European Parliament and of the Council of 24 September 2008 on the inland transport of dangerous goods • Council Directive 95/50/EC of 6 October 1995 on uniform procedures for checks on the transport of dangerous goods by road • Directive 2010/35/EU of the European Parliament and of the Council of 16 June 2010 on transportable pressure equipment Transport 1. Dangerous goods To establish uniform rules for the safe national and cross-border transport of dangerous goods in the EU by road, rail and inland waterways. E.g: Classification of goods, their marking and labelling, construction and testing of containment, training of personnel, documentation, loading and unloading, construction of vehicles and vessels. This work is linked to international agreements (so-called ADR, RID and ADN under UN-ECE and OTIF) – development of the technical provisions addressed at international meetings. To create a system of transparent and uniform application of controls on vehicles carrying dangerous goods on European roads. To ensure safety and to create a single market for transportable pressure equipment, including mutual acceptance of periodic inspections made in any EU Member State. Transport 2. Vehicles Currently applicable rules: • 2009/40/EC of the European Parliament and of the Council of 6 May 2009 on roadworthiness tests for motor vehicles and their trailers • Directive 2000/30/EC of the Parliament and of the Council of 6 June 2000 on the technical roadside inspection of the roadworthiness of commercial vehicles circulating in the Community • Council Directive 1999/37/EC of 29 April 1999 on the registration documents for vehicles • Council Regulation (EC) No 2411/98 of 3 November 1998 on the recognition in intra-Community traffic of the distinguishing sign of the Member State in which motor vehicles and their trailers are registered Transport 3. Enforcement and equipment Facilitating cross-border information exchange on road safety related traffic offences, mutual access to vehicle registration data via electronic data exchange network. • • • • • • • • speeding; non-use of a seat-belt; failing to stop at a red traffic light; drink-driving; driving under the influence of drugs; failing to wear a safety helmet; use of a forbidden lane; illegally using a mobile telephone or any other communication devices while driving. Heavy commercial vehicle of category M2, N2, N3 and M3 must be equipped with proper speed limitation devices. Occupants of category M1, N1, N2 and N3 vehicles must use proper safety systems (seat belts, child restraints). Transport 5.
