Orleans. Bob Tippee
is Editor of Oil & Gas
Journal, and its web site, Oil & Gas Journal Online. Since
joining the Journal in 1977, he has written on all aspects of
the international petroleum industry, with special interest in
economics, energy policy, geophysics, and the Middle East.
His work for the magazine has won awards from American
Business Media, New York Society of Business Press
Editors, Association of Petroleum Writers, International
Association for Energy Economics, International Association
of Energy Advocates, and Houston Society for Technical
Communications. He also has won the Cicero Speechwriting
Award and is the 2010 recipient of American Business
Media’s Crain Award.
Tippee became the Journal’s chief editor in January 1999.
He also was Editor-in-Chief of the 1997 through 2001 editions
of the Journal’s annual affiliate, International Petroleum
Encyclopedia. Bob is the director of three PennWell
Petroleum Group conferences and has written or co-written
several books on the oil and gas industry.
A native of St. Louis, Missouri, he holds a degree in Journalism
from the University of Tulsa and served as an officer in the
U.S. Air Force for four years.

Message
This will be the final API Newsletter for 2013. There have been many accomplishments in 2013 for the API Delta
Section including:

Added 12 new board members
Revised our mission statement to more accurately reflect our goals
Revised our bylaws to be consistent with our current activities
Initiated an improved membership system (will be fully implemented next year)
Re-instituted our Teacher of the Year Program which was highly successful at recognizing worthy teachers
in our area
Awarded $20,000 of scholarships to talented and hard working students interested in our industry
Continued support for existing organizations – Childrens’ museums, NACE Camp, STEM, FETCH,
Robotics
Supported new charities including the Aquatic Robotics Camp and the Gulf of Mexico foundation
Presented meritorious service awards to two deserving candidates in our industry
Held a successful golf tournament and clay shoot providing social opportunities for our membership and
raising funds for our charitable work
Over the remaining two months of the year I hope to formalize a longer term strategy to increase our support of three
area children’s museums and have them incorporate exhibits that may inspire our youth to consider our industry
while educating the public about our industry.
If you would like to get more involved in API, there are many opportunities and we welcome the help. In particular,
we will need to fill two officer slots next year and we need help on the newsletter/website sponsorship committee.
If you want to get involved, you can put in as much or as little time as you desire, but I am sure that once you start,
you will want to do more with this fine organization.
I think it has been a great year for API. Thank you for your continued support of the API Delta Section and thanks to
everyone who helped the API Delta Section in 2013!

Well Interventions including Slickline services, E-line services, Hydraulic
Workovers, Recompletions, Coiled Tubing, and Emerging Technologies?
A New Orleans branch of ICOTA USA, Intervention and Coiled Tubing Association, is currently being
formed. This section is going to focus on all types of intervention work being performed in the Gulf of
Mexico, from new deep water subsea completions to P & A work on the shelf. The goal is to bring to light
the existing and new challenges of today’s offshore well intervention industry and help solve these issues
by improving communication and promoting technical awareness. For more information, please contact

The API Teaching Excellence
Award Program 2013
The August 13 Luncheon for the API 2013 Teaching Excellence Program was
a very special occasion for the API Delta Chapter. This recent event gave API
the opportunity to honor an outstanding group of teachers, their administrators,
and principals in the Greater New Orleans Area and surrounding parishes. The
program was re started this year after a long post Katrina hiatus.
The annual API-Delta Chapter Golf and Sporting Clay Tournaments fund the
Teacher Recognition Program. The event provides an opportunity to highlight
API-Delta Chapter and showcase the contributions of the petroleum industry to
the community.
API is committed to public education and, to that end, has chosen to recognize the
untiring efforts of public school teachers who continue to deliver quality services
to students with minimal compensation and inadequate resources. To date, the
Delta Chapter has awarded over $150,000 to new and veteran teachers in the
New Orleans area.

during our general meeting on August 13 - 2013.

2013 Technical Luncheon Highlights the Gulfstar Project
Stafford Menard with Williams presented the Gulfstar Project at the API Delta Section Technical
Luncheon on August 13. Gulfstar is a new spar floating production system (FPS) that will be
installed in the Gulf of Mexico to accommodate production from the Amerada Hess operated
Tubular Bells field.
The FPS will be the first facility of its kind to be manufactured
entirely in the US. It will be based on wet-tree technology and
will be deployed in Block 768 of Mississippi Canyon, in a water
depth of about 1,310m.
The production platform is designed to process 60,000 barrels
of oil a day and 200 million standard cubic feet of natural gas
each day. The facility will supply seawater injection services as
well.
Williams designed Gulfstar FPS as a standard design to
provide a flexible, reliable solution for deepwater producers.
This standard design approach allows customers to reduce
their cycle time from discovery to first oil. From sanctioning a project to completion, Gulfstar can
be delivered in 30 months.
Gulfstar is the first system of its kind to be built in
the United States, creating 1,000 jobs in 20 states.
Williams sourced 90% of the materials and equipment
domestically. Fabrication of the hull is taking place in
Aransas Pass, Texas, while the topsides fabrication
is occurring in Houma, La. At least 90 percent of the
materials are being sourced in the U.S
Stafford reviewed the vision of the Gulfstar concept,
the construction of Gulfstar, and the commercial
aspects of the project at the technical luncheon.

2013 API Golf Tournament
Covington Country Club was the site of the 2013 API Delta Chapter Golf tournament. The tournament
was held on September 20th and hosted 49 total teams (morning and afternoon). The weather cooperated
long enough to get in both rounds which made for a great day of golf. Thanks to our many food and
beverage sponsors, who provided plenty of cool beverages and delicious hot food to make this a most
enjoyable event. The API Golf Committee would like to thank everyone involved in helping make the 2013
API Delta Chapter Golf Tournament a success!
Through the generosity of all the corporate, team and hole sponsors we were able to raise over $34,000
dollars. The proceeds will be used for our scholarship program, teacher mini- grants, the Louisiana Children’s
Museum, and the other opportunities to promote education and the Petroleum Industry in the Greater New
Orleans area. We could not have achieved this without you and we truly thank you for your support!!
We hope to see you all at next year’s 2014 API Delta Chapter Golf Tournament.
