extreme speed penalized in all Junior and Pony classes. In the Pre-Green, Children’s, Adult Amateur and non-rated hunter sections
horses will not be jogged for soundness. Management reserves the right to combine or cancel any divisions with insufficient entries.

JUMPERS
In all jumper classes, ties involving first place will be jumped off. Ties for other than first place will be placed according to the
time taken to complete the course. Orders will be drawn per USEF rule JP112. Time allowed will be based on a minimum
speed of 382 yards per minute (360 yards per minute for pony jumpers). Riders are not required to wear hunt coats except in
Special Classes. Riders must wear collared shirts. Management reserves the right to combine or cancel any classes with
insufficient entries. Must have 3 entries to fill a division. See schedule for Stakes Classes.

Horse must have at least 6 entries to run. To be shown over a derby-style course with fences or options no higher than 1.20m. Natural
obstacles may be included and will be open for schooling on schooling day. Class runs Thursday not to start before 3pm.
Open to all horses & riders. The USHJA National Hunter Derby is a two round hunter classic with round 1 being judged on
performance, hunter pace and style, quality and substance, movement and brilliance. After each round additional points will be added
with one point for each high option fence jumped without major fault (max 4 points). After round 2 a maximum of 10 bonus points
may be awarded to each horse/rider combination for handiness of round and brilliance of pace. The score will be announced
separately and added to each rider’s score. Fence height 3’ with four option fences set at 3’3” to 3’5”. Must be entered in a hunter or
jumper division at this show to be eligible for this class. Must have 10 entries to run. Class runs 8am Sunday morning.
Table II.2.a. Horse must have shown in and completed at least two classes in the same division at the same show to be
eligible. No cross entry of riders between into any class exceeds 1.10m in height. (Entry to WIHS Jumper phase is allowed.) Natural
obstacles may be included and will be open for schooling on schooling day. Class follows 1.10m divisions on Sunday.
Open to junior and amateur riders. Designated first-round classic. Horses must have entered, shown and completed at least

may be awarded to each horse/rider combination for handiness of round and brilliance of pace. The score will be announced separately
and added to each rider’s score. Fence height 3’ with four option fences set at 3’3” to 3’5”. Must be entered in a hunter or jumper
division at this show to be eligible for this class. Must have 10 entries to run. Class runs 8am Sunday morning, May 24th.

GENERAL RULES, CONDITIONS &
SPECIFICATIONS
Every class offered herein which is covered by the rules and
specifications of the current Federation rule book will be
conducted and judged in accordance therewith. Management
reserves the right to refuse any entry.
Entry Forms: Care should be taken to enter each horse in its
proper class. Exhibitors are responsible for their errors and
those of their agents in making out entry forms.
Entry Forms MUST…..
*Be signed by the exhibitor, rider, driver handler, coach (if
applicable) and trainer or agent. In case of a rider under 18
yrs., his/her parent or guardian, or if not available, the trainer
must sign an entry on the minors behalf.
*Show the mailing address, phone number of owner & trainer.
*Include all current USEF membership numbers (or pay $30
non-member registration fee) for each owner, lessee, agent,
trainer, coach and rider.
*Include USHJA horse registration number.
*Include additional membership numbers and birthdates of
junior and amateur riders as required per section or class
specifications.

CLOSING OF ENTRY: Entries for Rose City Opener
Close May 7th, 2015. Post entries accepted after that date and
during the show at regular fees, plus $50 per horse late fee.
Add/Scratch: Substitutions or transfers allowed at $5 per
horse and/or rider per class, after start of the show.
No gate adds on Sunday. No exceptions!
Returned Checks: Checks returned by the bank for any
reason will be assessed fees listed below. Upon notification of
a returned check, account will be given 3 days to make full
payment, including penalty, which MUST be paid in certified
funds, cashier check, or money order. Overnight mail service
is advised in order to avoid notifying the USEF for
disciplinary action in accordance with USEF GR913. Checks
returned by the bank will be assessed the following fees:
-First time returned check: will be re-deposited and subject
to a fee of $50.00.
-Second time returned check: will NOT be re-deposited, but
Will be subject to a $50.00 service charge, plus 10% of the
face value of the check.
Cancellations & Refunds: Exhibitors canceling after the
closing date of entries shall forfeit their entry fees, except in
the case of disability of entry. Should an entry be unable to
compete due to illness or injury, a refund will be made upon
presentation to the show secretary a certificate from a
veterinarian (on official letterhead) prior to the first class in
which the horse is entered. No refunds of entries shall be made
after the start of the show unless the veterinarian certificate is
issued by the official show veterinarian and a refund form
filled out in the show office. Refunds will cover only those
classes in which the horse has not yet competed. In either case,
a $50 scratch fee will be retained. There will be no refund of
stall or tack room fees.
USEF ENTRY AGREEMENT
By entering a Federation-Licensed Competition and signing
this entry blank as the Owner, Lessee, Trainer, Manager,
Agent, Coach, and behalf of myself and my principals,
representatives, employees and agents, I agree that I am
subject to the By-laws and Rules of The United States
Equestrian Federation, Inc.
(The “Federation”) and the local rules of Competition. I agree
to be bound by the Bylaws and rules of the Federation and of
the Competition. I will accept as final the decision of the
hearing Committee on any question arising under the Rules
and agree to release and hold harmless the competition, the
Federation, their officials, directors, and employees for any
action taken under the Rules. I represent that I am eligible to
enter and/or participate under the Rules, and every horse I am
entering is eligible as entered. I also agree that as a condition
of and in consideration of acceptance of entry, the Federation
and/or the Competition may use or assign photographs,
videos, audios, cable-casts, broadcasts, internet, film, new
media or other likenesses of me and my horse taken during the
course of the completion for the promotion, coverage or
benefit of the competition, sport, or the Federation. Those
likenesses shall not be used to advertise a product and they
may not be used in such a way as to jeopardize amateur status.
I hereby expressly and irrevocably waive and release any
rights in connection with such use, including any claim to
compensation, invasion of privacy, right of publicity, or to
misappropriation. The construction and application of
Federation rules are governed by the laws of the State of New
York, and any action instituted against the Federation must be
filed in New York State. See GR908.4.
CONDITIONS OF COMPETITION: Life, senior active and
junior active members shall be eligible to participate in all
classes at regular Competitions. A non-member may
participate as a handler, rider, owner, lessee, agent, coach or
trainer at Regular Competitions, upon payment of a $30 nonmember registration fee. Participants in the following classes
are exempted from the Requirements of this rule: 1) lead line,
2) exhibitions, 3) games and races, 4) citizens of other nations
who have proof, in English, of current membership in good
standing of their own National Federation.
USEF membership requirement: All participants (rider,
handler, owner, trainer, manager, coach, agent, or lessee) must
present to the show secretary a current U.S. Equestrian
Federation membership card or copy thereof, or if not a
member pay a $30 non-member registration. Membership may
be obtained online at USEF.org or at the show.
USHJA membership requirement: In order to compete in
hunter, hunter breeding, pony hunter breeding, junior hunter,
or pony hunter classes at licensed competitions as an
exhibitor, rider, trainer or agent, a person must be a member of
the U.S. Hunter Jumper Assoc., or pay a $30 non-member fee
to the USHJA. Classes listed in GR901.9 or GR207.2 are
exempt.
USHJA Horse Registrations: All horses competing in
Federation non-breed restricted licensed competitions with
hunter, hunter breeding, jumper and hunter seat equitation
classes (except those activities enumerated in GR 901.9, items
1-11) must be properly identified and must obtain a
Registration Number from the USHJA. A registration number
for each horse must be entered on all entry forms for licensed
competitions.
MEASUREMENT AND AMATUER CERTIFICATION:
All Small, Junior and Pony Hunters must possess and present
a Current Measurement Card to the show secretary before
numbers may be picked up. If the cards are not available,
MEASUREMENT WILL BE REQUIRED. Photocopies of
current Amateur Certification of Junior memberships may be
included with entries or made available when picking up
numbers.
Federation Drug Fee: A $16 fee will be charged for each
horse in performance and/or equitation classes ($8 equine drug
and medication fee to provide for research, inspection and
enforcement of the rules regarding use of medications and
drugs) see GR407.1, .2 and .3. A $2 USHJA Zone fee will be
charged for each horse in performance and/or equitation
classes. To be remitted to USHJA in accordance with
GR1210.14.
MOTORIZED VEHICLES; Minors who do not have a valid
driver’s license which allows them to operate a motorized
vehicle in the state in which they reside will not be permitted
to operate a motorized vehicle of any kind including, but not
limited to golf carts, motorcycles, scooters or farm utility
vehicles on the competition grounds of licensed competitions.
Minors who have a valid temporary license may operate the
above described motorized vehicles as long as they are
accompanied by an adult with a valid driver’s license. The
parent(s), legal guardian(s), or individual who signs the entry
blank as a parent or guardian of a minor operating a motor
vehicle in violation of this rule are solely responsible for any
damages, claims, losses, or actions resulting from that
operation. Violations of this rule will be cause for sanctions
against the parent(s), guardian(s) and/or trainer(s) who are
responsible for the child committing the offense. Penalties
may include exclusion of the child, parent(s), guardian(s),
and/or trainer(s) from the competition grounds for the
remainder of the competition and charges being filed against
any of the above individuals in accordance with Chapter 6.
Wheelchairs and other mobility assistance devices for
individuals with disabilities are exempt from this rule.
PROTECTIVE HEADGEAR and attire: It is compulsory
for ALL persons at Federation licensed hunter, jumper or
hunter/jumper competitions, when mounted anywhere on the
competition grounds to wear properly fastened headgear
which meets or exceeds ASTM (American Society for Testing
and Materials)/SEI (Safety Equipment Institute) standards for
equestrian use and carries the SEI tag. It must be properly
fitted with harness secured. A show Committee must bar
riders without protective headgear from entering the ring if not
suitably presented to appear before an audience. All exhibitors
are required to wear shoes or boots with a riding heel
whenever mounted on horseback on the grounds.
Champion & Reserve: To be eligible for Champion or
Reserve awards, horse must be entered and shown in entire
division. The champion and reserve will be awarded to the
horses with the most points in the division. Must have 5 to
complete a division.
PROTESTS: Any rider, driver or handler, exhibitor, owner,
agent, trainer, or parent of a junior exhibitor, or any life,
senior, or junior member present at the competition may file a
protest with the show committee of a licensed competition or
with the Federation hearing committee alleging violation of
any Federation rule(s). The protest must be in writing, b)
signed by the protester, c) addressed to show committee of the
competition at which the alleged violation occurred, or to the
hearing committee, d) accompanied by a deposit of $200 if
made by a Federation member or parent of a junior exhibitor
member, or $300 if made by a non-member; received by the
steward, member of the show committee, competition
manager or secretary within 48 hours of the alleged violation.
If made directly to the hearing committee, the protest must be
received by the Federation Office by the 10 th business day
following the last recognized day of the competition, or by the
10th business day following the date on which the alleged
violation occurred other than at a licensed competition.
ELIGIBILITY: To be eligible for a stake classes, the horse
must be entered and shown in the entire division to be eligible
for payback. Must have 5 entries to complete a division.
Awards: Awards will be given to first place and ribbons to
eight place in hunter equitation and jumper classes.
Premium Checks: Prize money will be paid by check made
payable to the owner listed on the entry form within 30 days
after the close of the show. Prize money checks not cashed\
After 90 days will have a stop payment placed on them and
the exhibitor will forfeit the money.
Prize money in all classes,(excluding Jumper Welcome,
Jumper Derby and National Hunter Derby), will be divided
30%, 25%, 20%, 15%, 10%.
SPECIAL CLASSES: Open to all riders. Prize money to be
divided 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%.
Order of Go: The order of go will be drawn.
ATTIRE: Formal Attire is required in all Special Classes.
Schooling: There is a mandatory schooling/grounds fee of
$40. The arenas will be available for schooling rounds on
Wednesday from 9:00am to 4:30pm. Protective headgear
must be worn at all times.
Haul-in/Non-showing Horses: Haul-in fee: $30/day. A fee of
$50/day will be charged for non-showing horses. Any horse
on the show grounds, competing or not, must sign a release
waiver in the Show Office.
Shavings/Feed: Baled Shavings available on grounds for
purchase. All feed and bedding orders must be received by
noon for same day delivery. Straw bedding will be charged
$20 extra per stall.
Dogs: Dogs are not permitted to be loose on competition
grounds at any time! They must be on a leash or otherwise
contained. Individuals must not lead dogs while mounted. Dog
owners are solely responsible for any damages, claims, losses,
or actions, resulting from their dogs’ behavior. Dog owner
failing to comply with this rule may be subjected to penalty
under chapters 6 & 7, as well as issuance of warning cards.
There will be a $50 fine for loose dogs caught by
management.
Arenas, warm-up Areas: Schooling arenas are sand footing.
Jumper arena is grass 275’ x 300’. Carlson Sign Hunter Ring
is grass 250’ x 175’. Juniper View Hunter is grass 250’x 150’.
A sand lunging area will be provided.
Smoking: NO SMOKING IN THE BARN AREA.
SMOKING PERMITTED IN DESIGNATED AREAS
ONLY.
Stabling: 10x10 portable box stalls with locking doors
provided. No first bedding. Shavings available for purchase
through Show Office. Straw and other bedding materials
permitted with an extra $20 fee. Stalls may not be re-sold or
sublet by exhibitor.
Fees listed are for Tuesday 10:00 am through Sunday
evening.
*No microwaves, refrigerators, hot plates, crock pots, or
other electric appliances may be used in tack stalls or
stabling areas. For horse and exhibitor safety, no extension
cords crossing aisles.
*Exhibitors are responsible for the condition of stalls upon
departure. Anyone dismantling or causing damage to stall
will be charged a $100 fee per panel with a maximum fine
per stall of $400.
Lunging: LUNGING IN DESIGNATED AREAS ONLY.
Sharps/Medical Waste: Needles must be placed in the proper
receptacles. Anyone found in violation shall be subject to a
fine or other penalties deemed necessary by show
management.
Parking: IN DESIGNATED AREAS ONLY
RV/Trailer Parking: For RV’S and horse trailer with living
quarters only, parking with courtesy electric hook-ups:
$150/week. No Water provided.

across the Deschutes River and take the Cline Falls Hwy exit
on the right. At stop sign turn right, go past Eagle Crest Resort
and continue down about 7 miles. Show on Right.

OHJA Medal Classes: Classes open to OHJA junior and
amateur members in good standing. See OHJA Rule Book for

OHJA Mini Medal: Fence height not to exceed 2’6”. No
cross entry with 3’ Medals. No one or two stride in and outs.
OHJA Children’s Medal: Fence height not to exceed 3’.
Riders entered in this class may not cross enter into junior

2014 Zone 9 Specifications (MT,WY,ID,OR,WA)
In accordance with GR1111.4: CA,NV,UT,CO,ND,SD,NE
and Canada are contiguous states. Contiguous points
earned in USEF/Equine Canada licensed competitions will
only receive national points in USEF rated divisions.
Adult Amateur Hunter: To be ridden by Amateurs who are
no longer eligible to compete as Junior Exhibitors. Horses or
Adult Amateur riders entered in Adult Amateur Hunter
Sections may not compete in the Amateur Owner Hunter
section at the same show. Riders may not show in any classes
in which the fences are 3’9” and over at the same show.
Ponies may be ridden by adults , suitability to count. Fence
height not to exceed 3’. Horses and ponies NOT jogged for
soundness. Age groups for awards are 18-35, 36-49, 50+.
Children’s Hunter Horse: Open to horses to be ridden by
Junior Exhibitor. Horses or riders entered in the Children’s
Hunter section may not compete in the Junior Hunter section
at the same show. Riders may not show in any class in which
the fences are 3’9” and over at the same show. Fence height
not to exceed 3’. Horses NOT to jog for soundness. Age
groups for awards are, 13&U, 14-17.
Children’s Hunter Pony: Open to Junior Exhibitors. Ponies
may not cross-enter into any rated section at the same
competition. Classes may run as one or split Small/Medium
and Large to run at 2’,2’3”, and 2’6” respectively. Children’s
Hunter Pony riders may compete on a maximum of one
Children’s Hunter Horse section at the same competition and
in any class not to exceed 3’(exception pony jumpers). Green
and Regular Hunter Pony riders may compete on a maximum
of one additional pony in the Children’s Hunter Pony section
at the same competition. A year-end award will be given.
Ponies NOT to jog for soundness. Suggested distances for the
Children’s Hunter Pony sections as follows:
*2’Small Children’s Hunter Pony should be(based on (9’9”
stride):4 strides at 48’9”; 5 strides at 58’6”; 6 strides at
68’3”; 7 strides at 78’8”;8strides at 87’9”.
*2’3” Medium Children’s Hunter Pony should be (bases on a
10’3” stride): 4 strides at 51’3”; 5 strides at 61’6”; 6 strides
at 71’9”; 8strides at 92’3”.
*2’6” Large Hunter Pony should be (bases on an 11’ stride):
4 strides at 55’; 5 strides at 66’; 6 strides at 77’; 7 strides at
88’; 8 strides at 99’.
Pre-Green:
A Pre-Green Hunter is a horse in its first two consecutive
years of showing at 3’ or 3’3”, regardless of age, that has
never shown at 3’6”. A horse’s pre-green status may be reinstated for a future competition year if it was not shown at
the 3’ height or 3’3” height at more than four (4) competitions
prior to Sept.1 and if it was not shown at that height after
Sept1 in the same year. Fences: 3’- 3’3”. Horse may not cross
enter in 3’6” divisions. Horse are able to cross enter into PreGreen 3’ and 3’3” sections at the same competition. Horses
NOT to jog. To be judged on performance. There will be two
annual awards for the Pre-Green sections: 3’ and 3’3”.
Children’s/Adult Jumper: Horse and rider combinations
may not cross enter in the Amateur, Amateur Owner, and
Junior Jumper sections. Riders may not show in any classes
where the jumps exceed 3’9”. Fences to be set at 3’6” or
1.10m.
Elite Jumper Year – End Award: All monies won in classes
1.30m and above and $25,000 and higher will be calculated
together for a year-end award.

Medal
Class Specifications: Open to all Junior members of the USEF
and Equine Canada who have never competed in any of the
following National Equitation Final with fences at 3’6”.
Pessoa/US Medal; ASPCA/Maclay; USEF Talent Search (East
or West); Jump Canada Medal Finals; WIHS Junior Equitation
Finals; Hunterdon Cup; North American Equitation
Championship.
To be shown over a minimum of eight fences 2’9” to 3’ in
height, spread not to exceed fence height. The course may be
either a Jumper or Hunter type course and must include at
least two changes of direction and a combination. Water
obstacles (i.e.; water jump, Liverpool) are not permitted. The
top four riders are required to perform at least two individual
tests from USEF Tests 1-19. An Open Numerical Scoring
System must be used in the first round, with each riders score
announced at the completion of their round. There is no
minimum requirements to fill the class.
Approximately forty riders will be invited to compete in the
finals and will be chosen as follows; the high point rider in
each of the regional series will be invited, along with
additional riders working from the top down on the National
Standings list for the qualifying period. Any unfilled slots will
be chosen by continuing down the National Standings List.
Ariat National Adult Medal
Class Specifications: Open to all amateur members of USEF
and Equine Canada who are eligible to compete in the Adult
Amateur Hunter Section at this show (based on USHJA Zone
specs for the show location). Additionally, a rider may not
compete at the same horse show in any hunter or
equitation class in which the jumps exceed three feet, three
inches (3’3”) or any jumper class set at 1.20m or higher,
