The findings of the community consultation are outlined in this report. Feedback from the community was received via: - online and hardcopy feedback forms - written submissions - feedback via The Leader (local newspaper) 1.2 Community Engagement Duration The community consultation and engagement period was from 13 December 2011 to 2 March 2012. Additional feedback received up to and including 27 March 2012 has been included in this report. Distribution and advertising of community engagement: Article in Rockdale Review; Posters in local libraries, Customer Service Centre and Bexley Swimming Centre; Flyer for general distribution; Council website – a dedicated section on the home page and a link to Have Your Say/Public Exhibition; Letters to all residents immediately adjoining the perimeter of the Site inviting them to attend consultation meetings; Letters/email to the Reference Group and interested community members who have provided their contact details to Council; Advertisement in the local newspaper – 3 times during the engagement period; Media Briefing with local and ethnic media; and Media Release – local and ethnic newspapers. We reside in Bexley for over a decade under Rockdale Council's guidance and governance. We are writing to you in regards to Bexley Pool as requested in last weeks Leader for suggestions and ideas for Bexley Leisure Pool complex. We would like to put one forward and suggest a water polo pool either 20m length x 10m width or 30m length x 20m width - 1.8m (6 feet) the goals are 3m wide and 0.9m high. We use Hosedown Balls and are generally yellow. You have 2m red line for referees to be clear on the rules and assist them and recent 5m line for either a penalty throw or shot or to swim with the ball designated yellow line. The centre of the pool marked by 5m lime line. You have 7 players in water for each side, with one side dark colour caps and the other light colour caps, the goal keeper wears red cap and is the only person allowed two hands on ball same time and also only one to push off bottom of pool or side of pool. The game goes for 36 mins, 4 quarters, 7 mins each, 2 min rest between quarters, 35 seconds only for the attacking team on the shot clock, to either score or change possession if no shot was taken. Whoever has scored the most goals is the winner. I am not at all happy with this new pool PROPOSAL design as I noticed the MACHINERY ROOM is still ADJACENT 2 MY HOME...The council has not taken any consideration regarding the noise problems we have had in the last decade regarding machinery, water pumps/filters & heating electric & gas heating etc...MY HOME IS NOT MARKED AS A NOISE SENSTIVE AREA as you have done for other residents!!!I AM NOT AT ALL HAPPY WITH THESE PLANS & I OPPOSE THIS DEVELOPMENT FROM GOING AHEAD!!! Can u please send me a diagram where all the heat pumps, water pumps & all machinery to run the pool will be please as I live next door...my main concern is noise. I frequent Bexley Pool with my two daughters who have swimming lessons there. We love going to the pool and enjoy the very unique bush setting and we are able to walk there from our house. The pool is a real asset to the area and when we moved here I was delighted to discover such a lovely public pool in our neighbourhood. Please upgrade the pool and allow the people of the area to continue to enjoy the pool for fun and fitness Wonderful news regarding Bexley pool upgrade. I have swum at the pool for 25 years and have lived in the Rockdale council (and before that when it was Bexley council) all my life - 75 years. The upgrade of the pool will be a tremendous project and the citizens of Rockdale surely will be justly proud that you as a council have the foresight to make this go ahead speedily. I live in Hurstville – my children schooled in Kingsgrove and they used the Bexley Pool during school swimming carnivals, etc. With this development proposal being on the agenda, it looks like the needs of the residents and communities in the area are finally acknowledged (which ‘the Leader’ reported on its front page - Such a facility will improve the public image of the Bexley area and encourage more to take up an exercise such as swimming all year round. Mark Hanna and friends of the Pool saw the long term benefits. We support their leadership on behalf of people like us in furthering this Pool development project to keep us healthier! ! """ #$ % & ' " ' " ( ) * + , ' - . - "( " I have swam at the Bexley pool since it originally opened in 1976 and I am exceptionally pleased that the pool will continue to be an important part of the Bexley community. Rockdale City Council Page 27 Bexley Swimming and Leisure Centre Community Feedback Report 28 March 2012 I have recently been made aware of the extent of the proposed changes to Bexley Swimming Centre. I have known about the proposal for some weeks, and while I was intrigued by the enhancements, I was concerned about the effect of increased customer traffic. It seems by fears were well-placed. According to your plans, which you have NOT made public to us ordinary residents, the area behind our properties, along Preddys Lane, will be made into an area for further customer parking. These changes will foremost cause substantial noise pollution, as such movement of cars will likely continue long into the night. The pool is already loud enough with frequent visits by school excursions. I can’t even begin to fathom how congested the back lane will become, rendering it almost completely unusable. All traffic travelling to and from the pool would access Preddys Road, a road which is already overused due to its direct access to the M5. On swimming carnival days, traffic comes to a standstill, and I fear that this will be a daily occurrence under these proposed changes. Finally, the pocket of urban bushland out the back of our property has been there for many, many years. Your new parking is situated directly on top of it. Do you plan to chop down all of these trees? Do you plan to destroy this wildlife area? It certainly seems that way. I am absolutely appalled that such drastic changes were NOT made public to us, residents of Preddys Road, who will be DIRECTLY affected by the new parking centre behind our houses. Did it ever occur to you that maybe we would NOT like cars travelling constantly behind our property, and that perhaps we do actually want to continue using our back lane? In your future endeavours, perhaps it would be prudent to make YOUR residents aware of changes you plan to make, and the impact it will have on their everyday lives, BEFORE the construction begins taking place? This echoes strongly of the creation of Safari Firearms, when we were only made aware of the proposed firearm store AFTER refurbishment had begun. Was this what you planned to do with Bexley Pool? Make us aware only AFTER construction had begun, making us unable to appeal? You’re committing these changes by stealth, keeping us, as rate payers uninformed of your plans, plans that will adversely impact upon our daily lives. And you expect us to pay for that? Why would you congest all parking into one small area, when the pool has access points from Highgate Street as well, and there are ample opportunities to increase parking on Highgate. How could you be that short-sighted, that you would not use the opportunity to funnel traffic into TWO places, rather than completely congest one? I have lost all faith in your ability to treat your residents fairly about matters that have defined negative impacts upon our daily lives. I expect a rapid reply explaining your behaviour and your desire to keep us ignorant I think the plans for the Bexley pool upgrade look great. I looked at the plans and loved them and think it would be a great use of all that land. My school, Sydney Tech uses these facilities every year for their swimming carnivals and other swimming events and I think it would be even better with the new facilities. One of the greatest things would be to have that under cover section for if it’s a rainy day. Congratulations to RCC on coming up with plans for a stunning, modern, world class facility. The challenge now is to avoid further delay and deliver the completed project to the community on time and on budget. I just had a look at the pool plans and they look fantastic. A much needed upgrade to the existing pool complex and the addition of an heated indoor will add greatly to the amenity of the complex. The existing Bexley pool is such an asset to the area and the proposed upgrade will be an absolutely fantastic asset to the Rockdale council area for now and into the future. Please start as soon as possible! :) Hi. Just want to express the support of myself and my family for the Bexley Pool upgrade. Looks fantastic. Thank you for providing some great facilities at last. My only query is the size of the grandstand. Does it really need to be this big? Most grandstands I’ve seen don’t really get used and it may overshadow the 50m pool too much. Thank God this proposal has been made. What a great idea. People in the area have been lobbying for an indoor leisure centre at Bexley for years and your proposal looks wonderful. Did have one question if you do respond to these emails, assuming the community have the same view of us and it goes forward, when would it be completed? The kids are sick of driving to Leichhardt for all year swimming lessons (as we are too). Page 28 Rockdale City Council 28 March 2012 Bexley Swimming and Leisure Centre Community Feedback Report My family and I are frequent users of this pool. The proposal to upgrade Bexley pool looks fantastic. There is a huge demand in this area for such a complex. It would be a great asset to this area and I would like to express our support to upgrade the pool. As nearby residents, we look forward to this new redevelopment of Bexley pool. We believe that it will be well utilised by all as it will provide not only leisure but also health benefits to many residents. Council just needs to make sure that it will maintain the areas around the pool, and not allow too much low density housing which will put a strain on roads, traffic and other services in this area. We really don't want to see this area become another Rockdale or Arncliffe with all those units being built just so developers can take advantage of the Bexley pool redevelopment. I am writing to provide positive feedback on the proposed redevelopment of Bexley Pool. My family use and have used Bexley for swimming lessons, and for pleasure for a number of years and during that time I have followed the debate regarding the proposed upgrade with interest. I wish to congratulate Council on its ongoing commitment to the 100,000 residents of Rockdale who urgently need a modern aquatic centre in the City of Rockdale without having to travel to surrounding pools. I further congratulate the Council on embarking on an (albeit) long but most worthwhile professional analysis of competing local needs, embarking on a feasibility study and holding extensive consultation with stakeholders and importantly, staying the distance often it seems in the face of opposition. It is clear that the proposed centre will achieve a most satisfactory outcome for the residents of the City of Rockdale. More specifically and speaking as a father to two young children learning to swim at Bexley it is clear that the new centre will satisfy a range of needs, including, but not limited to, water education and safety (many children drown each year in Australia needlessly and lack of water safety is a significant contributing factor), a location for serious and not so serious swimmers, water related leisure activities, and water related and dry health and fitness. In a society plagued by obesity that is no small outcome. The location will in turn be a great place to picnic and hold birthday parties for the very culturally diverse residents of the City. Parking is well catered for and that is an essential commodity of any facility and of course it will have a much needed café. I would also like to comment on the proposed design. The curved building links the external facilities to the building and effectively anchors the building to the surrounding grounds in a pleasing harmony. A far cry from monolithic structures often seen, the proposed aesthetic will be something that will become a local facility that residents will be proud of for years to come. Yes, there are issues surrounding the redevelopment that have to be addressed such as traffic flow and protecting local amenities and homes from the impact of the centre, but concerns over these sorts of issues must not be allowed to get in the way of the development. Yes, the proposed cost ($26.8m) may appear substantial at first glance but must be put in perspective as the proposed leisure centre will contribute significantly to the health, well-being and pleasure of the residents and visitors. Hopefully State and Federal government and other funding bodies will be approached and be generous enough to contribute. Even if they do not, it seems self-evident that Rockdale City Council is willing to invest in the future for the betterment of its residents and must be both congratulated and supported. It is for this reason, I urge all councillors and residents to support this proposal without further delay and allow the people of Rockdale to enjoy a facility other citizens of Sydney have enjoyed for years I have been a resident of this area since 1983. I taught for years at St. Ursula’s College, Kingsgrove, from where constant use has been made of Bexley Pool. Many are the Annual Swimming carnivals I have attended there. I fully support every attempt that is being made to improve this facility which is so vital to our area. I rejoice to see the possibility of a heated pool and spa to cater for needs of older people who use these for therapeutic purposes. Congratulations to the Council for your support for this venture. Please continue to bring this work to the conclusion we so desire, which will so enhance our area and be a benefit to so many people, old and young. Thank you. I recently read that Rockdale Council was proposing an upgrade of Bexley Pool. After looking at this proposal on your website I am very impressed. One of the issues concerning local govt is the lack of future planning. This upgrade would be a huge asset to the rate payers of Rockdale. Yes it would cost a lot and be a burden on Rockdale Council's financial situation but in the long run, the cost benefits and usage of the complex by Rockdale locals and other consumers in Sydney would far out way early financial issues. What a great resource this will be for the community. Congratulations on your foresight I support the Bexley Pool upgrade as my children use the facilities and an upgrade is well over due. I used to often go there when I was younger and now having children who like to swim I enjoy going there again. I feel the upgrade will encourage far more people to come to Bexley as generally it is currently looking a little old and stale and is competing with Hurstville etc which is far more modern. I would prefer to go to Bexley as it has a better grounds and location. Thank you for supporting this and this email shows my full support as a local resident. I live in Allan Street Bexley and so live very close to the pool. Generally I think the new designs are fantastic and it is great to see the Council pushing ahead with this. My comment would be that the current pool has the walkway along the northern side so when I am walking home from Kingsgrove train station (or Bexley North during winter) I do use this walkway to get home thus saving me a long walk up to Stoney Creek Road and Rye Avenue. I don't think this walkway will be preserved under the new designs - is this correct? Assuming it isn't I know I could walk down closer to the creek but this is usually very dark, doesn't have a path, and I wouldn't be comfortable walking through there at night. Could you please consider alternatives to replace this access route? Happy to discuss. Thanks Thought I would respond to the proposed pool upgrade at Bexley. It is a fantastic idea that will last not just for the current population but for the generation that follows. To not use a facility will mean we lose the facility and the land will be sold for residential development at some point in the future. Any sporting/leisure infrastructure we have in our city/local area with an expanding population is priceless. Children learn to swim/people keep fit, it is an activity that the elderly can use especially with heating etc. Council I am all for the upgrade What a brilliant idea to expand the Bexley pool in this way. This will definitely attract more people to the facilities. What an excellent use of the taxpayer’s money to improve such a wonderful and safe place for the citizens! The plans look wonderful. Living on an island and so close to water all citizens, especially our children, need to learn about water safety and how to swim. It is for safety and for health. This is a wonderful facility that many of the schools use. I think you should go forward and develop the facility for the community. The Bexley pool is used by many schools and is pivotal to the development of kids skills around swimming and physical development. I believe it should be fixed at worse and even remodelled and expanded. I am a local and wish to voice my support for the upgrade of Bexley pools. To the Councillors and Design team of the new Bexley Pool, I just wanted to comment on the proposal for the new Bexley Pool. Generally the design is exciting and progressive and I feel that the pool is a long time needed resource for the community; however, as a mother I must say I am very disappointed at the images provided of the children's play pool. The current design seems like an opportunity lost. The design team and councillors should take a look at the various water installations around Sydney, in particular those at the Olympic pool and the park facilities at Steele Park in Marrickville, Darling Harbour and Pyrmont Pirrama Park. Children's water play can be so much more than what has been currently proposed for Bexley. These other facilities provide fountains, trickle pools, slides and other 'water play' equipment that I feel the Bexley pool would benefit from. The other facilities I've mentioned around Sydney bring so much joy to young children and their families- they provide important places for social interactions for children and their families, they provide creative play environments which stimulate children's imaginations and improve their self-esteem, and in these days of obesity provide crucial places for kids to get exercise. As building density increases these facilities become more and more important. Also, with the dangers of UV radiation, inside facilities are also particularly important for young children. Also, Australian children need to be water-safe due to the number of pools and beaches in our environment and it is critical we start children swimming early, and this is best done at well supervised pools with fun and encouraging atmospheres. I implore the Councillors to look into further improvements to the children's pool. I don't feel that I am alone in these feelings- the mothers at my playgroup and pre-school regularly drive their children out of Rockdale to other places to get better environments for their children to play. After trips to various pools and parks I've also noticed that the children's water features are the most highly used sections of the pools and parks, used by more people than any other section of the pool. With this in mind, surely this warrants more energy into the new design? I do understand that these facilities are very costly, but the chance to build them comes once in every few generations. Don't make it good, make it outstanding! Generations of children and their families will thank you. Make Rockdale great by putting more thought into this section of the pool. I'd love it if people drove their children into Rockdale from other areas because our pool was so good. Page 30 Rockdale City Council 28 March 2012 Bexley Swimming and Leisure Centre Community Feedback Report In relation to the Bexley Swimming Leisure Centre Project, here are some considerations that I have thought up. A particular interest is underground buildings because I believe they are the most environmentally friendly form of building available. I list energy efficiency and cost savings in construction amongst the benefits, and they also allow native vegetation to be retained in bushland settings whilst simultaneously eliminating fire danger.” They allow you to retain 95 per cent of native vegetation on your land, so you have almost total biodiversity protection,” In the wake of the devastating Victorian bushfires I believe now is the time to challenge some of the conventional wisdom about building in bushland areas before the rebuilding phase begins.” The fire risk issue is virtually non existent with underground buildings provided they’re constructed properly. The main consideration in bushfire prone areas is that you need to have a barrier around you; a hazard reduction zone of some kind. The main consideration you have then is windows and doors. If you don’t have quality double glazed or laminated windows, the windows are so fragile that the onset of a major firestorm can cause an air pressure differential between the fire area and the inside of a building. The inside air pressure is greater so it blows the windows out and the fire pours in and destroys the building.... Everyone thinks that by sealing themselves inside a normal building they are safe, but not at all.” But the idea of building underground would need a major education campaign and marketing makeover before it became acceptable to the average builder. “The key word is underground and everybody thinks ‘wombat burrow’. A better word would be ‘earth covered’. Earth covered building is a much more palatable thing to describe,”. The type of building I am talking about involves a concrete slab, concrete walls and a concrete roof. Doors, windows and sun lights are fitted to maximise light into the building. Kitchens, bathrooms and other fittings can be carried out by regular tradespeople. “Everybody thinks of underground buildings, like the subterranean houses in Coober Pedy, but the main design is a ‘cut and fill’ type of design... you cut into the side of a hill and backfill but the main design is a ‘cut and fill’ type of design... you cut into the side of a hill and backfill around the walls. The roof is completely earth covered so you have to mow the roof or plant gardens on it, or native plants.” The design is equally possible to build on a flat block by bringing in soil and backfilling around and on top of the concrete structure. I believe it’s not just fire; the effects of other natural disasters would be minimised with earth covered buildings. “What happens now when a single hailstorm hits Sydney? Thousands of windows get destroyed and all the roofs. There was hideous destruction in just one day... I’ve seen Sydney hit with a hailstorm in the 90s that nearly used up the entire supply of glass in Australia in a single day’s storm. It took months and months, sometimes years, to repair some structures in Sydney.” Most modern buildings were only built to only last 30 years, whereas an earth covered building should last for “hundreds”. With more wild weather predicted in the coming decades it would pay to make some smart decision about how we use our resources now. “I was in Queensland after Cyclone Yasi and I have been in other areas where cyclones have destroyed large areas of land. I recommended in Queensland they build underground or earth covered housing to withstand cyclones, but no one would listen. Real estate agents just laughed at it. In one particular area, they built houses, all identical... It was the most horrendous, boring architecture I’ve ever seen. But it was done because it was quick. It would have been cheaper to build underground earth covered housing... but the housing industry is locked into design which is dinosaurian.”I believe there are around 70,000 underground houses in the United States, but don’t have any figures for Australia because many have been built without council consent. I first came across the idea when I was working in concrete construction on large building projects in the 1990s.“I saw massive destruction of habitat to build houses and it just seemed to me to be insane. In contrast to the impression of them being like a wombat burrow, underground buildings are spectacularly well lit... Under Australian standards, virtually every room has to have natural light coming in and you can do that with skylights or you can do that with an atria structure. You can create atriums where a number of rooms come off a common area. That area feeds light through windows into the interior of the building.” Complex problems defy simplistic explanations or solutions. The problem of human survival in large-scale urban environments is so complex it is not going to be solved by one thing like building underground, but it is part of the solution. It’s all about resource use and availability...The main problem is population; there is just too many people. But even if we can control population we are still going to come up against the issue of resource use. Conventional building requires greater resources than this because they are short lived structures. We have to build for the future, for hundreds of years into the future, and that’s not just buildings, it’s roads and infrastructure for providing essential energy and water supplies. We have to build infrastructure so that it’s not having to be continuously repaired and maintained because the resources are just not there to be able to do it. “We are facing a population explosion in the next 10 years... The development pressure will be vast, and my argument is to build appropriately. You can have your biodiversity protection, which is a major consideration for occupation, and you can have safety. Hello. As a local resident who uses the pool relatively frequently (once a week at least at the moment) I have a keen interest in the proposals concerning the pool. I have spent some time looking at the proposals, plan (etc) on the website and have a couple of queries. It is the path that currently runs to the back of the complex up the slope towards Allan & Highgate Streets? It is not apparent on the new plans. Also, are you able to tell me the area of the complex that will be used up by buildings (including pools and stands) compared with the area currently used? I really hope the pool is repaired if not fully renovated. Bexley really does not have enough good transport for people to regularly go to leisure centres/ pools located in other suburbs. Bexley pool has only been around for a short time (as pool time is measured), it was built when I was a teenager and most youngsters had to travel to Canterbury pool which was a rare treat. Bexley pool would be greatly missed by the general community and local schools if it were shut down. I don't expect everything on the proposal to go ahead, however keeping some grassed area for families to relax on and a bit more shade area would be good. The great thing about Bexley is the tranquil location and the availability of a soft surround between swims. Any improvements however small would be welcome; however an all year round facility would no doubt increase regular patronage. Sun shelter is very important. The proposal and plans looks terrific. My only concerns are the traffic congestion and cost to rate payers. The council already squeezes enough out of us via rates and the ridiculous high rise and high density buildings/apartment blocks Rockdale. I’m actually more opposed to the new plans for more building rather than the pool; our beautiful city will look like an ugly concrete jungle and with middle to low income earning folk, Will turn into a ghetto. Just look at the development of Wolli Creek ,,,it looks like a ghetto. I would like to support the proposal for the upgrade of Bexley Pool. I am a parent of 3 children and we have used the pool for many years. Please accept my feedback on the proposed Bexley Aquatic Centre development. 1. I totally support the proposal. 2. I would be most interested in the 50m outdoor pool and the gym facility 3. I would use the facility 2-3 times a week 4. I don't currently use Bexley pool facility 5. My only concerns are around the parking and street congestion during busy periods 6. I would like to see Bexley pool continue to provide a service to the community including school swimming carnivals Please upgrade Bexley pool so everyone would come and swim, including me! I saw your images online and agreed to them! A great initiative by Rockdale council. A progressive step forwards the community in general. I would defiantly increase my use of the new pool and facilities along with the rest of may family. I won’t need to drive to Sutherland or Homebush pools anymore to enjoy a decent facility. There are many more of my friends and local schools that support this proposed development 100%, even if they haven’t registered their support directly. Any councillor that doesn’t support the Bexley pool development is definitely not in touch with enough of the community. I think the Bexley Pool upgrade is a fantastic idea and will be an asset to the local community. I live in the Rockdale Council and it is great to hear about this proposal. I and my family will definitely go to the Bexley Swimming Pool more often once it is built. I just have a comment, for the new swimming pool, can you please have locker available there. At the moment, the current swimming pool's lockers are not working and therefore I have to leave my car key and wallet in the ground while swimming in the pool. I do not feel very comfortable about this (obviously for security reasons). If you can take care about this point, that will be great! Thank you so much Hello I live in Preddys Road Bexley. Firstly I would just like to say that the new pool proposal is a fantastic idea for the area. The only worry that I have, is a parking issue. I have lived here since 1996, and every year there are issues of cars illegally parking on Preddys Road, which is a safety issue, as cars speed down the hill and do not take notice of these cars. The area in particular is the section from the bottom of the hill, across the road to the pool entrance (where the bus stop is), to the driveway at my house.. This area is a no stopping zone, yet in times of heavy pool usage, people do not heed the law. This is dangerous, as cars turning right into Cannonbury road, are at danger because cars coming down the hill (at speed), do not see the car turning and have no where to overtake the turning vehicle, as there are cars illegally parked in the no stopping zone. Accidents at this intersection have occurred because of this. So in closing, my only concern is the parking issue that the residents will face in times of high demand and usage of the pool facilities. Thanks for your time Bexley Pool is a great set-up. Spend the money on other services such as Library, Aged Services, Clean Ups Page 32 Rockdale City Council 28 March 2012 Bexley Swimming and Leisure Centre Community Feedback Report As an active mother of 2 young children, I think the proposed renovations to the Bexley pool are a brilliant initiative which will benefit the community. We live locally and don't attend the pool too often as it is outdoor. We also travel to Ashfield to attend swimming lessons for the kids as there aren't any local facilities that are up to scratch. If the proposal goes ahead we will definitely become regular users of a lot of the facilities and services. You have my support. Please proceed! - Full steam ahead! I am a resident of Preddys Road, and I welcome this upgrade of this facility. I currently take my children to Hurstville aquatic centre to learn to swim, even though I would prefer Bexley pool, but as the LTS program is only offered over the summer months, I had to go elsewhere. My children and myself use this facility in the summer months and we believe it would be an asset long term for the city of Rockdale. I am very sorry to be losing the nice quiet, basic facilities at Bexley pool. I appreciate that the pool needs to be rebuilt. I certainly don’t need anything fancier, and I really value the leafy surrounds and modest facilities. Its one of the last unreconstructed pools in the area and I’ll really miss it! I cycle from Marrickville to Hurstville to go to work, and I stop at the pool on the way about once a week in the morning. I would still visit the new pool once a week once it is built, and would use the lap pools (as long as the place is not too crowded or too glitzy), but I am not at all interested in using the sauna or spa or gym facilities. My priorities are: - That the new facilities are constructed with sustainability firmly in mind – using the most sustainable materials possible, using passive solar design so that air-conditioning is not necessary, using energyefficient equipment, retaining a high level of permeable/semi-permeable surfaces on site so that runoff is minimised, the use of tanks to collect water for garden maintenance and toilet flushing etc. If these features could be showcased to patrons, all the better. This is a great big expensive project and it should not just look like a building for the future, it should actually really look to the future. - That if many more people are going to visit, council promotes and facilitates the use of public transport and active transport to reach the pool, instead of focussing on providing car spaces. Good bicycle-parking facilities will be necessary, and bicycle routes to the pool could be enhanced and promoted as the pool is opened. - That the nice, leafy informal recreation space around the pool is maintained as much as possible – all the things you are proposing take up a lot of room – car parking etc. I urge you to keep as many trees as possible and not to make the landscaping full of hard surfaces and formal landscaping. - That the creek and bushland behind the pool is properly protected during construction (from sediment etc) and that the pathway that passes behind the pool (which I cycle along most days) is kept open during construction. In the new pool complex, I would really appreciate: - some shade over the outdoor pool - showers with a slightly lower pressure than currently (showering at Bexley pool is like standing under a fire hose, trying to avoid permanent injury!) - ‘warm’ shower temperature set to 41 degrees, rather than 43 (the current ‘warm’ temperature is too hot for me), or a temperature that one can control. I vote to have the upgrade for Bexley Pool, at the moment I take my kids elsewhere because the existing facilities are inadequate We support the proposed upgrade of Bexley swimming pool. Other (please comment) The following comments were made by people who expressed a concern with the proposal. 10% of the respondents completed this section and the comments are reproduced below: Capital Cost Although I am aware of that the local community would get a lot of use out of the proposed aquatic centre, there are also lots of other initiatives that the community would benefit from as well. 26 million just seems like just a big expense, when that money could be shared amongst different projects that would benefit the community. Are you trying to do too much? Sounds like overkill. The Homebush pool is huge too and it’s operating at a loss. It’s only been open for 10 years and already needs major renovations costing millions. Keep it simple. Do what’s necessary. Cost blow outs and mismanagement. Please, no stupid pandering to Muslim groups to have segregated swimming classes for Muslim women. If you have these I will not be using the facilities. I don't pay my rates to pay for someone else's religious agenda. They can use the normal facilities like everyone else at the same time as everyone else. Full costs to operate are not included in the cost schedules provided - eg no furniture, too many other exclusions, substation, etc. Also, have grave doubts over the carparking requirements and its location. As a stand alone aquatic facility very little other fitness opportunities will be available. What would have been the outcome if your consultants were asked to find the top 10 locations for a new aquatic facility for the City of Rockdale? Assume a site constrained by a creek, cliff, and in a former quarry would be well down on the list - if it even appeared on the 10. Your planning committee members appear not to be objective. Hope the new General Manager seriously investigates the process undertaken. As stated the proposal will be a legacy for the next 50 years. I don’t believe that the proposed costs to run the facility are true and include all operating costs and would like to see proposed budgets and what is included and not included in the budget to obtain this ongoing running costs of $427,353 per year as its seems very low to me. I am in favour of this upgrade but want true costs before fully supporting it Going over the budget and having to sell off the land (better not...) I think it’s over the top. Don't have to spend so much money. The pool needs to stay so many people use and so many schools. I would never swim at Hurstville I’m really excited about the new plans. They look fantastic, but I have heard that the foundations under the current facility are very poor. My only concern is that if this sort of money is to be spent I hope that something is done to address the issues with the ground surface under the entire site. If not able to finance whole project, set priority steps. Priority Olympic sized 50m outdoor pool followed by pools - lowest priority gym. It looks amazing - but I think it is far too much $$ and perhaps more than we need for Hurstville complex is not far away - overkill My school would use this pool for swimming carnivals and other fun activities. There is no need for such an extravagant upgrade costing that much. It needs for of an uplift and 25m pool. This proposal says funding will come from cash reserves, sales of assets and grant funding will be sought from state and federal government Community benefit A great asset for the community for the health and well being of the citizens. Bexley needs a quality and comprehensive facility that caters for all capabilities of swimming, including a gym I am unlikely to use the facilities because I am an old lady. I believe that the proposal is world class. It will put Rockdale Council on the map with other councils that provide excellent sporting facilities. The proposal is an investment in the present and in future generations. I think a beautiful sports facility is one of the best things a council can provide for its community and this one is VERY beautiful. It is a wonderful community facility and it would be a real loss to the community if it were to close!!!! It would be an excellent community resource. Look at the new Enmore Pool It's about time Bexley area was improved with decent facilities. Love it. Can't wait. Would use the pool more in winter with my family NOT AT ALL!! We are not opposed to the upgrade of the pool and the proposed upgrade to the existing car park in Highgate Street, as we think it would be cost effective Delivery / Timing I would like the 50m pool to be available during development. We need a decent pool size for training while the 50m pool is out of action Environment Concerned that the ambience of the existing pool will be lost and it will be indistinguishable from large aquatic centres in other areas. Hope that Bexley Pool retains its peaceful atmosphere during non-peak times. Find current pool very relaxing. I enjoy the current pool in its tranquil location. I am worried that a new centre will mean more people/noise and loss of the gardens/tranquillity I would like to see as much grass and trees preserved. The surrounding greenery around the pool is one of the main reasons why I swim at Bexley. I live nearby, concerned that noise would be an issue, especially echo noises through Bardwell Valley and Prime Ministers walk Impacts on existing bushland and topography. Excessive response to need 4 new pools. Too many "bells and whistles" when a more simpler redevelopment that sits sympathetically in its existing landscape is possible. It will totally change the feel of Bexley Pool as is, it will become another leisure centre of which there are enough (see below). Also, proposed car park will infringe on bushland reserve. The local nature strip will be destroyed. This is home to many birds and beautiful flora. This will significantly increase the local traffic where all local residents will be affected by a pool and leisure centre that is hardly used. What a waste of money, let's spend our council money protecting our local flora and upgrading parks, roads and libraries The loss of vegetation for the proposed car park. Should save and replant more native vegetation for the Bardwell Valley area. My only concern is that this opportunity is used to support the Open Space Concept and that any potential to maximise space usage on the property is realised. That includes the internal design elements. Due to extensive experience in using such facilities worldwide I would also like to contribute by being part of the Reference Group if that is possible. The parking will affect the green corridor and threaten one of the fair good bits of native bush which once gone will be forever gone Too grandiose for site; the sylvan surroundings now large part of present pool's attraction will be destroyed by such unnecessary over-development. All that is needed is 50m outdoor pool heated in winter ONLY; 25 m indoor pool heated year-round; children’s' play pool heated. Small gym facilities as at present useful but not necessary; shade trees and shaded seating; a simple refreshment kiosk. All accompanied by well functioning and clean shower and toilet and changing facilities. Canterbury Council's Aquatic Centre at Tasker Park represents the ideal solution. It incorporates all the foregoing simple elements; it is operated by and - most importantly, constantly well maintained - BY the Council, first and foremost, as a community facility and service not something to be commercially exploited. Though I am not familiar with Canterbury's Roseland pool complex, other sometimes Roselands users from the Bexley pool "family" report on it as the Tasker Park centre. Both good examples to follow. We are residents on Preddys Road who purchased our house purely due to the lovely nature outlook at the back. The proposal will mean cutting down those trees and reducing our property value. Therefore we all on the street will be seeking compensation as this is affecting our standard of living. With leisure centres at Canterbury, Hurstville & Roselands, it is nice to still have a local outdoor pool. I feel this would be lost with the construction of another "leisure centre" at Bexley. Facilities 50m pool should be refurbished only and improve grass areas A weather proof attractive cover is needed for carnivals-schools and other so that rain does not affect the carnival. Have to have a 50m pool Don't need gyms/sauna/steam rooms Fix the 50m pool if necessary but not a massive expenditure. There are plenty of gyms around we just need an outdoor people which is heated as required. I would use the centre more often for indoor facilities I think the proposal is an overkill. Just give us a fully functional all year round 50 m pool (outdoor) with shaded seating. We do not need another gym facility there is already about 8-9 of these and growing. The beauty of this existing facility is it not overdeveloped. Fix it up - open it year round and the people will come back. To spend $26.81 million is a joke, mismanagement of ratepayer’s money. I would like to suggest we have a water polo pool the design similar to mlc laddies school Must be welcoming to young adults or older people - do not agree with party rooms Making sure that the shades over the 50m pool are waterproof This is really narrow minded and selfish of the pool who only wish to generate more income by having more facilities!!! It may over shadow the 50m pool too much and may not need to be that big. Most grandstands I have seen at pools don't get used that much. Would love some sort of jets or fountain etc in the children’s play area. They love that stuff. Thanks We need a water polo pool Proposed carpark garden and lighting I don't know that you need a huge grandstand as I love the lovely green open spaces you have there which is good for family gatherings. I would suggest maybe some BBQ's be installed. Please look at Enmore Pool and compare it with Bexley and make it look like that. We do not need another Hurstville Aquatic Centre Learn to swim We use currently have to go to Hurstville for swimming lessons but it would be much more convenient to go to Bexley, plus we like Bexley pool better it is really peaceful and relaxing. And nicely protected from the wind. Location Having attended the current pool lots over the years for our children's/zone swimming carnivals the inadequacies of the area become obvious. Open up the options for another site for more dry facilities Management Ensure that it does not become the enclave of a few by ensuring patrons are well behaved and be very strict about clothing worn in the pools. No weight equipment should be provided in the gym, rather fitness classes would do well. Crowd behaviour I extensively use Bexley Pool in summer and Hurstville Aquatic and on odd occasions Homebush Olympic. I have found that the with all the facilities they get very overcrowded at times and serious swimmers like me are forced away, however Homebush has a 50m pool for lap swimmers only any its never been a problem except for carnivals etc. I would be inconvenienced if the extra crowds the proposed indoor facilities attract spill over to the existing lap lanes or if lap lanes are not set to a suitable minimum. I hope the entrance fees are set appropriately at the higher end to keep the rif raf out and attract the quality/serious patrons who appreciate it and are happy to pay. My daughter pays hundreds to join other facilities and the patrons are happy to pay. Sans Souci pool had real problems a few years ago until they increased entry fees and the quality of patrons increased. I strongly oppose entrance fees being set at low prices to please those who want to pay nothing as a swimmer and ratepayer. I doubt I would use this pool unless it is kept extremely clean Noise, crowd control Make sure you have good signage, access into the pool complex for those walking rather than driving to the pool. Social issues - misconduct using the facilities The time it opens and closes. Opening hours. What will they be? The maintenance of this pool has been a problem for years. The money wasted on consultancies and upgrade of amenities only to be damaged by patrons has been shameful and irresponsible. Why was the main change rooms left underground? How is bonus for early completion arrived at? Is there interest from a bona fide leisure centre operator to run this facility as a profit? The money saved by adopting the suggested less grandiose proposal should certainly be used on other much needed Council facilities, especially the central Library. There is no need to spend $26.81 million for a new leisure centre, $5 million is sufficient What happens if governments do not provide the funds needed? Where will Rockdale Council get the money? "Footpath" on Canonbury Grove, as it is hard to walk up and down on grass, especially when wet. You can see something for your money As a user of the pool I have seen lots of schools using it for their carnivals. This Leisure Centre Proposal if it is completed will attract a lot of people from outside the community I am a student at Danebank and we hold our swimming carnival there every year. This pool proposal is a great idea. I think it would be a great facility for School swimming carnivals I use this pool for our school swimming carnival each year and also once a month to do swimming training. Please build the centre. I work at Kogarah High and have our swimming carnival there every year. The new facility would enable the school to offer swimming and gym on a weekly basis for sport. In addition, I would use it every afternoon on my way home instead of travelling to Sylvania F First at night. Congratulations Rockdale Councillors on your vision! About time Bexley had some proper recreation facilities I am 51 years old, a local public accountant always lived in the area /Carlton 21yrs and everyone knows the St George is a jewel, the BEST place to live and such quality facilities proposed are well deserving to the area long time coming. I am very active but close to retirement, like many other residents, and will have much more time to use the centre. It is also important to have places that foster sense of community and inclusion for those, like retirees or stay at home mothers, who may be more isolated than they are used to. I am very pleased with this plan. With the new facilities many more locals will use the pool/gym. I cannot believe that there are some councillors that are opposed to the development of Bexley pools. As a resident of Bexley and a rate payer I expect the council to develop and improve facilities in our community, but it seems that every time a worthwhile proposal comes along it gets put into the too hard basket until someone has the backbone to make a decision. This proposal can only be a benefit for the local area, as well as a show piece for the local community. I enjoy the swimming centre and attend daily. It is a wonderful centre for the community. I feel this proposal would service the community across a range of services e.g. schools, sports clubs ,personal etc. also given our changing climate indoor facilities are very important for the health of staff and visitors. Also the amount of money spent would be recovered in a timely fashion. I feel we really need this facility in the area, as there is nothing like it. Although there is the swimming school at Bexley Pools currently, it is too difficult to continue in winter and therefore, we have to take our children to other areas for lessons. I also own a commercial property in Bexley North and believe that Bexley & Bexley North should be one of the most sought after suburbs to live south of the CBD....This new pool proposal will just about put it there. I am a regular lap swimmer at Bexley and just enjoy the surroundings, peaceful environment, and being able to generally have a lane to myself ( travel time is not a consideration for the benefits gained). RCC has a gem here please don't waste it. I love Bexley location for a pool I love the community feel to BP. I enjoy the open green spaces and the freshness of the pool site. The pool feels safe and accommodating. Please the less s/steel and glass we have the better I personally believe that making such facilities renovated and available attracts youth out of the streets and we would see more healthier environment here at St George and Bexley area. Thank you. I spent 21 years of my formation years at Bexley North and this type of complex is a must for the area. When I lived at Bexley North, if we wanted a swim we had to walk to Brighton and I mean walk. This complex is a necessity for the area, irrespective of cost. I strongly support the proposal - believing that it will drastically improve the social and economic paradigms that make up the city of Rockdale i think it is a great proposal for the area and one that would the best swimming centre in the St George area. Though winter it is too cold for outdoor pool (main reason I use Hurstville Aquatic Centre in winter) I'd also like a better fitness centre which will greatly increase patronage of the centre I use the Bexley swimming centre extensively from October through to April and I think putting the time and money into re-developing this centre with an indoor pool and other facilities will greatly increase the patronage throughout the year as the current outdoor pool and facilities are too exposed for routine use through the winter months. I also think this centre is a valuable community asset as the only other aquatic centre immediately in the area is Hurstville aquatic centre, which is regularly overcrowded, leading to poor patron satisfaction. I would much rather see Bexley swimming centre upgraded than to see the area turned over to property developers. I was here the day it opened & have been coming regularly ever since, I would hate to see it close I will enjoy the centre a lot more with the new proposal. Currently I'm attending the Maroubra pool which offers the exact facility in the proposal. In hot summer days the outdoor pool isn't the best during the day I work at Kogarah High School and these plans will serve to better our community. I work in the area I work in the area and may likely be using it after work sometimes I work in the area and use the facility every now and again. I work in the area and would like to use it I would definitely come here if it was upgraded I would love to use a local pool and gym all year round. I grew up at this pool and our area desperately needs this facility I would only use it once a month or less because I already have a swimming pool but the proposal plans look great and I would recommend going there to anyone, definitely. If I lived close by, I would go there every day depending on the cost of entry. I would use the facilities during winter as well as summer I would welcome such a facility. I would get quite a lot of use out of it with any young family. My kids love the pool and such a facility will only enhance their fun. Increase in physical activity and decrease in obesity as well as overall health benefits to all. This facility is definitely required. It is (Bexley + surrounding suburbs) an area where younger families are moving in and there are not enough facilities to cater for our needs. It would be a great asset to Bexley and Rockdale Council. Myself and others who live in the area go to other facilities such as MLC Burwood swim centre for swimming as facilities are better and there is an indoor pool and facilities for parents. "We need this swimming and Leisure Centre" It is essential this goes ahead and quickly It is essential to upgrade this establishment for the benefit of the community It is essential we upgrade these facilities now to better serve the growing community in the future. Our family is excited about the proposed development. We currently use the pool 4-5 days a week but winter is an issue with heating. In the past we travelled to other Council areas to use their facilities. Our family relies on Bexley Pool as an important part of our lives and look forward to its ongoing availability and improvement Our local pool is well overdue for an upgrade, this plan is fantastic. Outstanding proposal, thank you Rockdale Council Please go ahead. This has been on the agenda for years. Mark Hanna has done a great job with updates from Council meetings and lots of people have taken an interest because they care Presently the pool is a little run down. With the upgrade the pool will be used more. It's one of the only rec facilities in the area so should be upgraded Rockdale Council is to be congratulated on having the foresight to build something like this for the community. I work at Kogarah Rockdale Council needs to ensure Bexley Swimming & Leisure Centre goes ahead if they really care about the community they are representing Rockdale Council should be proud enough to provide excellent facilities for the community, not being half hearted. We have a youth population who need the facilities plus an aging population who should be provided for to keep good health Rockdale needs a state of the art swimming facility in the west of the municipality. The Hurstville Aquatic Centre is overcrowded, a sign of the popularity of swimming as a leisure activity. Should go ahead will benefit the community especially children Sorely needed in our local area - always swam at the beach, but after recent reports of pollution, I've stopped. The current facility is in disrepair and thus we use it sparingly. The proposed facility would inject a positive leisure centre facility with massive flow on benefits for the local community. The district needs more facilities including rehabilitation. Hurstville gym is already over crowded the local area is currently lacking in the facilities the new leisure centre would provide The pool is an excellent facility for the local area. It has been run down for many years. The sooner these upgrades are implemented the better off this community & council The pool upgrade would be of great benefit to local schools and the community. I have attended many swimming carnival here and my family frequent the pool regularly. The upgrade would make our experience here very pleasant. There are the obvious benefits for the locals who would be more inclined to make us of this facility as well as the broader implications. An improvement of the facilities would lead to more individuals and groups using this facility and I would be more inclined to use this facility should it be improved. The proposed pool would be a brilliant thing for the area. My kids have been swimming here for the last 5 years and what's disappointing is that we have to go elsewhere to swim in the winter The proposed upgrade will provide the residents surrounding Rockdale LGA ability to use the facility that may not be available in their local LGA or already running at full capacity. In return Rockdale Council may benefit from patrons residing outside its LGA to make this project economically viable and sustainable in the long run. The St George / Sutherland Shire is totally lacking the swim facilities of other areas and is showing in our results. This redevelopment is a necessity. The whole family is looking forward to the fine development There are many community non-gov organisations that could make use of this facility eg Greenwood Cottage, Benevolent Society, Bexley. It would be great to provide these groups with free/very discounted prices to access the facility. They would benefit greatly! If the pool is closed then many will go to other St George area pools We need a leisure centre in Bexley We need a leisure centre in this area that has an indoor and outdoor pool with better facilities, if you need inspiration have a look at Sutherland leisure centre, its a fantastic centre with both indoor and outdoor pools and great facilities. Consideration to easier access to pool spaces in the new pools would be important. The current facility makes this very difficult for older/disabled people to easily use the venue Because of being unable to climb in and out I haven't been going. My grandchildren live in Bexley North. The Chair has been broken a long time I am a 76y/old mother with a 40y/old intellectually disabled daughter. The proposed facility would make a big difference to our lives and bring us great enjoyment. Many mobility impaired or ageing people don’t own cars but need a pool to keep active, pain free Will there be stairs into the warm water pools so elderly can enjoy the water as well? Not just a ladder can't use them. - The pool is well located within the LGA and should remain in Bexley. - Is it possible to consider upgrades of the walking tracks to the pool through Bardwell Valley bushland, to promote alternate means of accessing the pool other than by car? I enjoy running to the pool through the valley. - Could the pool be built so that a section could be screened off at times for the Muslim community? I thought it was good when the pool used to close for a period to accommodate this part of the community. - Please try and maximise its environmental performance 1. Why are information days only on Wednesdays? (excluding many residents) 2. Concept plan does not realistically show the developments 'footprint' in relation to the existing topography/residences etc 3. Why only one concept plan? This is a classic "decide and defend" approach to "consultation"/information process I enjoy the relax current environment at Bexley pool right now as it’s quiet, easy to park, very green and community friendly atmosphere. Please retain I suppose Bexley Swimming and Leisure Centre Proposal would be ideally forthcoming. It's got a lot of space and land, trees all around would be a good investment for the next generation Make sure recycling water is put in please as there is a lot of roof space to catch the water One of the best things about Bexley Pool is the community feel (aspect) it has. This proposed development will commercialise Bexley Pool. With YMCA taking control there has been an overall improvement with the facilities. We love BP the way it is. Sustainability - Environmental The proposal seems to be attempting to meet a wide variety of perceived 'leisure' and sporting needs on one site. The present parkland setting will be lost to provide a gym and the large indoor pool areas. Retain the lawns, replace the current pools on sound footings and cut back on the rest of the proposal 1. Enmore Pool (AKAC) is wonderful - please copy this design - light filled, envirofriendly 2. A room for yoga/pilates is higher priority + cheaper than a gym 3. Exercise like swimming is essential for physical + mental health - Bexley Pool is much needed! 1. If a water slide (either fixed or inflatable or both kinds) were a feature, this would be an attraction for older children. Currently we go to Sutherland or Botany, as Hurstville seems too dirty or over chlorinated. It would be nice to retain the outdoor grassy area of the current pool. 2. Please do not waste money on closing off a "womens only" area as one other Council did. It is not appropriate for the majority to fund 1-2% of the population for this when they can access the private sector and pay themselves. A 50 metre indoor pool would be better, though obviously more expensive. Consider the option to cover the outdoor pool at a later date for UV protection. Also a centre divider on the 50 metre to double the lane usage (2x25 metre pools) eg NSW uni and Woy Woy. A 50m pool with grass area $ a stand for school sports days and swimming carnivals and a toddler pool would suffice. Putting in submerged benches for smaller children to use for swimming lessons that could be removed would mean that you would not need an additional 25m pool A decent cafe as opposed to a kiosk would be good. I'd like to be able to have breakfast before going to work. A friend playing water polo suggested a pool accommodating water polo playing dimensions would be a good idea, especially to this demographic also A gym that is not to costly would be great A low-cost local gym would be a great addition to the local community. A single site for a range of activities would make this very attractive to visit instead of separate venues. Thanks! Change rooms - Family room needed so that young children do not have to change in Ladies or Mens change rooms. Disabled chair lift needs to be in a position that minimises walk or other to pool. Disabled change rooms important. This room needs another chair and more pegs to hang clothes, towels etc. Consider a waterslide. The only place I know of with a waterslide is the two slides they have at Botany pools. It would be very popular with the majority of people especially children who visit. It wouldn't take up much area and would create more revenue Consider to include in development the ability to play sport like waterpolo. There is a shortage of such pools for schools, clubs and state associations Could a waterslide be considered Could you add jumping board and waterslide as well as a water playground like Sydney Olympic Park Aquatic Centre Design and facility mix are excellent. It is essential however, that outdoor seating for 50m pool is covered with waterproof material. This will allow school carnivals and other events to proceed even if raining. At present, carnivals are cancelled if raining causing re book problems. A waterproof cover over the 600 seat grandstand will totally eliminate this problem. Don't mess with my Bexley pool! I like it just the way it is and while the upgrade is taking place, the pool will be closed for MONTHS!!! Where am I supposed to swim? This is a rort of community funds and welfare. dose it have a slide Fantastic design and facility mix. Long overdue. Will cater for everyone in the community. However, the cover over grandstand for 50m pool must be waterproof to allow carnivals and events to take place even if raining, and prevent cancellations. Great idea but I think the main thing is fix the outdoor 50m pool Great to have many recreational facilities on one site. Opportunity to have a drawcard facility for elite sportspeople Great to see increase in parking. A must have is an undercover spectator area suitable for school swimming carnivals. (See Roselands spectator area). Great to see the councils future vision. Gym with excellent creche/child minding is a MUST. Currently a member of Hurstville Leisure Centre Have you thought of half closing the 50m pool. eg Inverell and Junee pools are such, work well and maybe more cost effective Heating in change rooms is needed in winter and on cold days. Canterbury Pool has heating in the change rooms. Hurstville Pool is already overcrowded. We should be maintaining facilities for local people. You can't afford to lose existing infrastructure. Rockdale City Council Page 65 Bexley Swimming and Leisure Centre Community Feedback Report 28 March 2012 I fully support the proposal. Most important is the provision of an out door 50 metre swimming pool combined with an indoor swimming pool in the one facility as in the present proposal. The 50 metre pool is essential for schools, training and recreation lap swimming in line with other councils. Rockdale must retain a 50 metre pool, we cannot afford to go backwards on this. As in the proposal an indoor pool is also essential combined with a 50 metre pool. This is because in the colder months swimmers in the indoor pool will subsidise and make the 50 metre pool viable through the year (blankets as with other pools open in the winter can cover some lanes and retain heat). An all year round facility will be more viable as swimmers will have the choice of either outdoor or indoor swimming all year. This will mean retention of swimmers through the whole year even when it is colder. Swimmers will be less inclined to permanently switch to an indoor facility in other areas. The present proposal will retain existing swimmers and attract new swimmers and people who may not have started swimming. Good on Rockdale. The proposal is a winner!! I hope that there will be a basketball court as many other centres that have basketball courts are further away, so this would be very convenient. I like my pool and so do my kids I like my pool so don't get rid of it! I met and discussed some of the design aspects with Zoran at the current Pool site. If the plot size allowed for it, my suggestions related to the inclusion of an undercover, low cost (?) dual court, Sports Hall space which could be booked for basketball, indoor hockey, indoor soccer, netball, gymnastics, volleyball, badminton etc. This is in high demand in the community and similar facilities are very successful overseas. This would encourage the usage at the site apart from aquatic activities. The separate gym hall alongside the equipment area would seem to be adequate for pump, aerobics, zumba, pilates, yoga etc. The equipment area should include rowers, stair climbers, Swiss balls and spinning bikes as well as any weight-related machines. The proximity of the steam and sauna areas should allow access from the change rooms. Washing machines and costume spin/driers should be included in the change area accessories. Change, pool, sauna/steam should all be on one level. The proximity to and combined use of the nearby cycle track should also be promoted. As mentioned above, I'd be happy to provide feedback within the Reference Group in the hope of helping ensure that Rockdale creates a world class facility. I take my kids to Hurstville Aquatic Centre because there is a warm pool for children's learn to swim and shade on hot days. I'll now go to Bexley instead. I think it would be good to have an all in one sport centre to accommodate for a gymnasium and other sports such as waterpolo I totally support this - it will be great to have a gym facility close to home I would like a covered 50m pool I would like a covered 50m pool I would like a heated outdoor 50m pool available during winter at minimal cost to the environment I would want to have a waterslide I'd like to encourage the existence of a decent kid-friendly coffee shop/kiosk where mums/women/friends can sit and chat over a coffee after swim/gym. Better if not within the smelly, chlorine area which isn't safe for little kids anyway If you are going to the expense of replacing the 50m outdoor pool and you want it to be of national standard, put in kicker starting blocks, not just basic ones. This will attract competitive swimmers from all over the southern Sydney area as there is no where else to practice using these. It would be good if your were able to make a section of the pool able to incorporate a water polo sized field due to the lack of facilities in the local area. Just fix the big pool. It is a fantastic setup as it is Just fix up existing pools and leave as is. It is the nicest family friendly pool and surrounding that one could have when you went for a swim and I have used it very frequently in the 35 years I have lived here. My girls learned to swim there and was in squad. Don't ruin something so nice. Please ensure the grandstand retractable cover is waterproof. This will prevent school carnival cancellations when it rains, and gives families somewhere to go when it rains rather than overcrowd the indoor facility. Make it fun and good and add water refilling stations Make the indoor pool 50m My only comment would be to make sure that there is enough shaded area & that the shaded area is waterproof. Thank you My family and I live in Bexley. We use the pool quite a bit but do think that there is a current lack of shade for non-swimmers as it is. If there was more shade we would use it more often. The new proposed design fixes that problem so we would use it more. More local schools would also use it if there was shade for non-swimmers, because my child’s school Kingsgrove goes to Roselands specifically for the shade around the outside pool area. Need more 50m outdoor pools that are maintained and heated for public use. Sick of stuffy unhealthy indoor pools. Nice new showers Outdoor 50m competition pool with seating and shade structure- shade structure should be water proof also. Please do not allow any barbeque area. Hurstville Pool has large numbers of Rockdale residents using it The 50 metre pool needs to be deep enough for competition water polo. This would provide a further much needed facility for the sport and a further 12 month income stream for the centre. The leisure play area should have water features such as buckets, water cannons and the like. Maybe a zero depth play area? The proposal creates a facility which will encourage me to train more of our students for water polo knockout competitions. As a teacher at St George Girls High School I fully support this positive step. The proposed facilities would be good to have on one site - its complete can do all your training at the one venue The retractable shade over the spectator bleachers should be waterproof. Or why make them retractable at all? If they are permanent they can definitely be waterproof. Water bottle refilling stations Water slide would be another option for kids. We have used pool for 35+ years. Do not need an "Aquatic Centre" just upgrade the main pool as required and make sure the disabled chair works. We like the grounds and the general setup. What about children’s outdoor area? BBQ area? Smoking area near small kids pool but not too close not far away Why not 'fix' the current outdoor 50m pool also possible 'heat' this like Victoria pool, Glebe. I would like aqua aerobics for myself and lap swimming plus learn to swim for my grandchildren Will the heating be solar supplemented? Roundabout needs to be added to the entry and exit of the carpark With the facilities that would be available with the new pool would plan on taking the grandchildren (young) on a fairly regular basis Wonderful facility and something for everyone. Lots of kids in the area would benefit and the gym makes it absolutely awesome (and the creche!!) Make the pool deep Yes I think Bexley swimming pool is great for its simplicity all pools are outside with a fresh open appeal. Just upgrade the pool/pumps/filters and leave well enough alone. I dislike everything indoors. Where can the small children swim outdoors in this As I am approaching retirement I am planning to increase my sporting activities and what better way to do so than with a state-of-the-art facility Doing laps is the best way to keep fit I am elderly and this helps to keep me mobile I am writing with regard to Masters swimmers and the ongoing health benefits this pool will provide to adult swimmers. Thank you for having the foresight to provide for older people, a safe venue that allows gentle exercise year round I look forward to having such a facility of this magnitude in my backyard. This is excellent for kids in promoting exercise/fitness as most families love water and these days people have little space in their yards for a pool. My kids attend the local school of which their swimming program takes them to an out of area pool, many schools will be able to use Bexley as swimming centre. I support this proposal fully as I think the new facility would encourage more families with children to exercise. With the increasing obesity rate in children I would have thought the Council would want to encourage exercise by this amazing proposal, not remove the facilities I think this will be a great ingredient to a healthy population. People will get into a fitness regime. I want to use proposed Leisure Centre to keep fit Swimming is a great exercise and it will be well used. The proposal is a sensible solution to meeting the health, recreation & sporting needs of the community. Important for well being of communities With my HSC finished, I am now finding myself spending more time exercising, and because I live just up the street, Bexley Pool is perfect for me. I think Bexley has been in desperate need of an upgrade for awhile, and modern amenities will definitely improve the popularity of the centre Yes. Coming from outer western Sydney I realise the importance of swimming pools and leisure centres in promoting fitness and social activity among people of all ages and backgrounds. Without leisure centres and community swimming pools only those who are lucky or wealthy enough to afford private swimming pools or able to fit swimming pools in their backyards can enjoy the benefits of what should be a community asset and a community activity. Not everyone is able to get their own pool. Community pools are a good way of encouraging young people to get active and healthy. It is cheaper than a fitness centre. My wife uses the pool frequently as a fitness facility with weights are too hard for her and can cause injury. Swimming as a non-weight bearing activity ensures she stays fit and assists with weight loss maintenance. It is essential that Rockdale Council expends funds on a worthwhile community asset. At Hawkesbury we are blessed with 2 pools. We used to have 3 but UWS in their stupidity have decided due to lack of funds by a tight-arse Federal government to bulldoze their pool. Rockdale Council don’t be dropkicks like UWSHawkesbury campus. This is brilliant! Thanks A worthwhile project which the Council will in the long term reap the benefits. Any project which promotes fitness and well being is worth the investment especially if it can save lives by teaching those vulnerable to learn to swim Am a teacher at Earlwood Public School and we use the facility for our swimming carnivals and learn to swim programs. A lot of our children use the facility for recreation and structural swimming activities As a life long (58 yrs) resident of Bexley North, I feel that the Swimming Centre is a necessity. I used it when my children were young, and had it had an indoor heated pool, would have had them taught to swim there. As it was, I had to do it in pools in the Hurstville Council area As a mother of two children who attend a school that uses this facility for its swimming lessons and carnivals it is important to all of these school children to have this upgrade go ahead. From my perspective alone it will be exciting to have a truly all weather, modern sporting facility which will motivate me to start an exercise regime. I'm really looking forward to it. As a mother, I feel it is important that we have a facility that will be able to teach our children necessary skills such as swimming and lifesaving Bexley pool is a fantastic community facility - my 3 year old son already loves the pool and will likely continue to throughout his childhood. His younger sibling would use the creche. An indoor pool would make all year swimming possible for children. We love the gym proposal as well Brilliant idea. Once built more people will come. Perfect for teaching children how to swim and for the whole family to exercise together currently I am swimming at a pool near work. Would love the opportunity to have a pool close by to have my son keep learning to swim, and me to do my laps near home. Currently swim at Roselands pool at least once a week and my children did their swimming lessons there as well because of the heated indoor pool. Bexley pool is a great facility for the community but please bring it up to standard. Given that the existing pool is leaking water - it must be replaced especially as swimming in such a major part of Australian culture. All Australians need access to learning to swim and improving fitness. Local residents would also benefit and need to embrace local growth instead of being territorial! I am a school teacher in the local area and the school currently uses the pool for learn to swim programs for 2 weeks and for our swimming carnivals. For our carnivals, we lack the room and parents and children have no where that is comfortable to sit. A grand stand would be beneficial. For our learn to swim program, our infants classes are often left cold from using the outdoor pool and many students do not turn up. The indoor pool would be useful for this. I currently use the gym at the pool which was recently put in and would love to follow up with a swim, however the outdoor pool is simply too cold. I am also aware of many children who go to other swim centres to continue lessons in winter because Bexley pool is just too cold. These are all issues that could be fixed if the proposal went ahead. I fully support this upgrade and am looking forward to being able to take my children to the heated indoor pool to teach them to swim and for myself to improve my health in the outdoor pool. I honestly believe there is nothing better than for people to learn to swim and continue to do this throughout their lives. In this day and age it is irresponsible of us not to provide facilities of this nature to allow our children to learn to swim and then the ability to stay healthy throughout their lives, not to mention the amount of drowning we hear of still. I have a young family. Closely down the pool would disadvantage learn to swim classes. It is long overdue and our children need it if they are to maintain swimming right throughout the year. It is most essential for our young people to learn to swim. I hope you include a nice coffee shop and sell swimming accessories. A nice place for young mothers to meet with their children. Please advertise well It would be great to put the kids into swimming lessons and use the gym Looks fantastic! Really important for Rockdale Council to have good swimming facilities particularly to encourage young kids learning to swim. My children have attended their swimming lessons for several years - having stay in my local community I also like the fitness facilities that have recently been set up My daughter has been learning to swim at the Bexley pool for some time and the staff are always fantastic. I think the pool is currently underutilised, as it cannot be used in winter. If the proposal goes ahead and there's an indoor pool then my daughter can keep up her lessons all the year around. The pool is in a great location, so what are the possibilities for the proposal to go ahead? Our family uses Bexley Pool daily at times during the school holidays and for swimming lessons for our children. An indoor facility would increase our use. We do not currently use the pool in cold months Personally I would use the pool more often. Professionally, as a PE Teacher students at my school would utilise the facility more often - for sport, for PE lessons The inclusion of a learn to swim pool is vital in providing swimming and water safety lessons to children within the community the NEED FOR SWIMMING TO BE TAUGHT TO ALL SCHOOL CHILDREN AND HAVE IT INCLUDED IN THE CURRICULUM WILL MAKE IT ESSENTIAL TO HAVE A COUNCIL POOL FACILITY SUCH AS BEXLEY. Want a heated indoor learn to swim pool We have just moved to the area and are looking forward to using the pool. My children attend swimming lessons at the pool and we are looking forward to some warmer weather so we can use the pool more frequently. What a fantastic proposal to help our kids learn to swim! We need more facilities like this. What a great idea. I would bring all 3 kids to lessons. I would come during the day. I'd have parties & this is the perfect place. Looking forward to having carnivals here also. what a great upgrade, not only its good for day to day it is important for children’s swimming development With several pool drownings lately, it is very important for my kids to learn to swim Introduce other local community's in our area. This will help to create a better, safer and fun environment for kids to learn how to swim and will allow their parents to participate in activities A suggestion that the new swimming pool could be where the tennis courts are and the tennis where the swimming pool is It is not in the best location Pools will not cover costs Not enough dry space/facilities Check the history on the Hurstville Centre Rather than compare the number of sporting fields with the proposal, why not assess the outcomes when very limited other facilities are being provided other than water space. Council should check on the cost implications of the recent construction of the Enmore Pool at Marrickville Council. Overall it appears to be an overdevelopment of the site. Also, the development team appears to be biased on using the current site. Demographics have changed since 1974 and Council's new LEP does nothing to increase the population around the current site - suggest you compare census information 1974 cf 2011. The area of Rockdale is large enough to accommodate a smaller swimming facility in the south of Rockdale The location is on the outskirts of our area - should be more central Rockdale City Council 28 March 2012 Management Miscellaneous Parking Bexley Swimming and Leisure Centre Community Feedback Report It would be wonderful to have this facility so close to home and would attract many people back who have gone to other swim and leisure facilities. The location of the proposal is ideal - practical for all residents of Rockdale local government area as it is central. An easterly location is impractical for residents of western part of the city, traffic congestion higher in that area. East has the beach Accessibility of the facility might be somewhat limited, seeing that the popularity would greatly increase. As long as it is run professionally and hygienically. It would be good if there were pool rules such as, showering before entering the pool, compulsory swimming cap, designated lanes for lap swimmers and properly patrolled to ensure pool safety is adhered to. If you want it to be a going concern and attract loyal patrons please have a zero tolerance for bad behaviour. Longer trading hours would be good too to enjoy a swim and sauna after work. Bexley pool is a very quiet community based leisure centre unlike other swimming pools with riff raff entering and you cannot enjoy quality time with family Have concern about gym. Hours of operation. I have not been to the pool because the last time I went it was too crowded, one could not do even one lap In terms of its operation, you should check out Hurstville Pool on a hot weekend. They let too many people in and it is dirty and overcrowded. It's a shame that it can't be used through winter Please purchase a pool cleaner to clean the pool EVERYDAY! Presumably the pool will not have segregated swimming, like some other pools do have??? That the pool is used for swimming and not walking up and down. Exercise pool should be used by walkers There has been an increasing number of middle eastern women taking pre teen boys into the female change rooms, disregarding the notice on the wall which prohibits such action. Pool staff acknowledge this is unacceptable behaviour, but have failed to take action Hello I have been coming to Bexley Pool for 20 years. We have all been told too many lies, who do we trust now I Have worked for the centre and know what needs to be done to give people what they want and need I live in the area Is Council serious? I permanently damaged my right knee and ankle, dented my shin when I slipped on the temporary and dangerous remedies to a sinking pool. No-one cared!! I was forced to move to Canterbury Pool I was actually impressed by the changes specified by the council. HOWEVER, I was appalled that the proposed changes to customer parking, which include removal of natural vegetation and congestion along Preddys Lane, were not made public to residents along Preddys, including myself. We had to find this out from a disgruntled neighbour, and I was wondering when, if ever, you were planning on telling us of these changes. This is not acceptable Parking could be an issue backing onto Preddy's Road The car park proposal (that seems to be missing) should go to the northern side of the development where the canal is, not back of existing properties. Better off contributing to upgrading the parking at a nearby facility and consolidating with them An invaluable resource for all local schools Being elderly I am unlikely to use these facilities. However I fully support this project Bexley pool is a fantastic and much needed public facility, we regularly use it, my wife and I and our children would be lost without it. I live 5 mins walk away and will go to Sans Souci Leisure centre until its built Having these facilities would allow me and my 3 children to use the pool in the winter and not have to travel to Homebush - as we don't use Hurstville I am in Bexley 2-3 times a week and would love to take advantage of the new proposed facilities I am more motivated to go to the proposed leisure centre than what it is currently I am moving to the area and would like to use a facility like this often I am not a resident but think it is an excellent idea. I live in the Sutherland area and I use the facilities every week I don't currently use the facility, as I find it is tired and old. If the plan goes ahead, I would switch to this facility, as apposed to Hurstville Aquatic which my family uses now. This has my full support. I enjoy this frequently enough after work on the way home. I have used existing pool regularly since it opened years ago. (some days only person in the pool) I hope that I can use it as I live in Harrow road, Bexley and travel by public transport I hope the indoor facility goes ahead, as the schools in Earlwood are desperately seeking an indoor pool facility closer to them and they don't like Col Jones I live in the area and my kids and myself use it constantly I live in the area, teach at Kogarah High School and know many of my students also use the pool with their families. I live on Canonbury Grove and have since 2001. I have never used the current pool as I hate outdoor pools, so I drive to Hurstville Aquatics. I use them for my own fitness and my two kids swimming lessons. I would LOVE LOVE LOVE to have access to these facilities within walking distance. And the proposal looks awesome. I live only a couple of streets from the Bexley Pool BUT for the past 16 years I have used the facilities at Hurstville Aquatic Centre as they are more appropriate to my needs. My one concern is I’ll be in a nursing home before the Bexley Pool proposal is completed I look forward to enjoying the new facilities I plan to move to the Bexley area in the near future and would certainly make use of such a great proposed facility. I support this application as my family have used the facilities for many years. I think it is a fantastic idea and one the all members and age groups of our community can use! The updated facilities will encourage more patrons to the Pool. The upgrade should ensure more people use the area. Please include a heated indoor pool There is no guarantee of increased patronage regardless what you do. I also use pool (50m outdoor) at Canterbury and Roselands, but not other facilities. Best thing Bexley can do to increase patronage is to open earlier in winter! 9am is too late. Rockdale City Council 28 March 2012 Praise Bexley Swimming and Leisure Centre Community Feedback Report We use the pool mainly in summer. We used to go to the Hurstville Aquatic Centre until parking issues (ie lack of available parking) forced us to look for an alternative. Since finding Bexley Pool, we have frequented and enjoyed its facilities and ample parking Yes, not everyone can get to the beach so the pool is a near alternative. Also the beach gets crowded. The beach area is becoming less of a place to swim when you consider how much of the sand the sea has claimed. We need a pool - a cool place to play and rest I live in Earlwood and enjoy swimming at Bexley every week I used to use the pool daily but got a bit lazy with my lapping but intend to restart. The cost daily is a bit of an issue but maybe you could think of a season pass or multi-visit pass which would encourage more use especially with families An excellent proposal and money well spent. The small increase in annual cost to run the new centre once it is fully developed is more than justified - many times over given the significant increase in amenity Bexley pool is a wonderful community facility that our family enjoys. This is a fabulous facility - cant wait (either can the kids!) This is a great initiative. Let's hope it goes through for the local community. This is amazing! Bexley North deserves to have a facility like this This is great. Finally a decent swimming centre. The City needs one. This plan is amazing, and surpasses any expectations I had for the possibilities for the site. The combination of indoor and outdoor pools, and fitness/ leisure facilities will increase my families usage of facility, and I'm sure will attract many more visitors from the surrounding districts. I'm only disappointed we didn’t have it completed while our children were younger. We have the chance to make Rockdale Council's one aquatic facility the best in the region - so go for it! Can't wait to use it when it's finished. Please make sure memberships are affordable. Get on with building it! Get on with it Hurry up and build it! Hurry up! I really love this. How much longer will it be before this happens? The Rockdale area desperately needs a community facility like this. It's about time that this issue actually be resolved by actually building the facility, for the benefit of the community. More delay adds to the total cost, shifting burden into new budgetary cycles [and perhaps different Councils] and causing hysteria re final cost; to be endlessly delayed as project continues to be characterised as too expensive by the naysayers. Just get it done and these arguments cannot continue to fuel conservatives and those who remain focused solely on their own needs and personal obvious lack of interest in a facility. This development WILL be of benefit of entire community, whether individuals are personally and directly interested in stepping inside its boundaries or not. This is a long overdue proposal and will be a major long term asset to roc and residents. As close neighbours we are concerned about the size of the development. We are also especially concerned about the following: 1). possible use of Highgate street as a bus drop-off point. There is no room in Highgate Street for this to occur. Highgate street and the SES carpark are congested as is. There is no room for a bus to turn. 2). We are also proud of our park at the end of Highgate street. It is well used by the local community, we would strongly disagree with this being turned into a carpark, bus zone or utilised for any other purpose. 3).Traffic is an issue, swimming carnivals restrict local traffic at peak carnival times. I experienced this when Kogarah Marist had a swimming carnival recently, taking me 15 minutes to travel along New Illawarra and Preddy's Road. I hope there will be adequate parking and effective traffic management on Preddy's Road. It is a narrow road with a hill so traffic could bank up. We don't want people parking on the residential streets. Please Please. Speed cameras or speed humps The proposal will also increase traffic on Preddys Road again reducing the value of our property making it more dangerous for our children and a noisy environment. Traffic entering/exiting Preddys Road. Are there going to be traffic lights installed? Traffic in Preddy's Lane, this is used by locals. What will the impact be? Preddy's Road traffic is already an issue. Traffic flow has vastly increased since the M5 was opened. It is a major shortcut and speed is a problem down the hills. Traffic should be considered as a major issue at the entrance. Alternative entry to and fro Am anxious of renovation Bexley is a great pool and needs the upgrade Bexley pool desperately needs upgrading, it has so much spare/vacant land lets put it to good use! Rockdale City Council 28 March 2012 User Costs / Needs Year Round Use Bexley Swimming and Leisure Centre Community Feedback Report Desperately needs an upgrade - its location would also take a lot of business away from Hurstville Aquatic centre as a lot of people dont like not having an option Great facility whose update is long overdue I am 42 and have been going to Bexley Pools since I was a child, the pool facility has had little to upgrade in all that time. My children go there now it is time to bring bexley pools in par with other pool centres to make it even more attractive. I believe this pool should be upgraded because it is a great asset of the Rockdale area. More people would go if the pool was fixed. I am hoping the proposal gets approved as I would use this pool more often I currently work at the pool as a swimming teacher and have been there for 2 years. I have noticed that the pool is in much need of improvement which would totally benefit the community in my opinion. I live around the corner from the pool and I totally support this. The pool is old and in need of repair. I also teach at Danebank School which uses this pool every year for their Swimming Carnivals and it will be amazing to hold it in these facilities. I love Bexley Pool. Many great memories. Does need an upgrade though :-) The centre needs refurbishment This facility has been neglected and overlooked for a long time. I have seen a decline in learn to swim, swim squads which have State and National level swimmers leave and go elsewhere and a swim club, namely BSC, become non-existent. This proposal has the potential to provide fun, fitness and most importantly the ability to produce Ian Thorpes, Steph Rices of the future. This is a desperately needed project and looks wonderfully exciting - please please proceed with it - it will be greatly used by the community - everyone I speak to is greatly in favour of it. This pool has been used by many schools over many years. It deserves an upgrade. Many more families over a wide area will be able to use the upgraded facilities. I can understand the resident's objections surrounding the pool but you can't stop progress. This upgrade is needed for the community and long overdue - the pool hasn’t changed much since I was 8 which is 30 years ago. Upgrade for the future will be much appreciated Upgrading and maintaining the local pool is money well spent and continues an institution. Provide more fitness options and more patrons will come year round. Upgrading facilities would make it a better experience in order to get people to come to the pool We are a sporting nation. Our children need to swim and do sports. We will always have to upgrade our pools. We live in Queensland and we use this pool regularly when we are here with our family We need the pool upgraded badly We should not lose this pool complex, but improve it. I normally swim Sept-April but with proposed indoor pool could swim all year round. You will attract more people from other Council areas. Can't wait!! I am currently in squads and it would be a great improvement if I could swim in the winter I love swimming in summer but it is too cold in winter to swim outdoors. An indoor swimming pool would be great. Since I only want a pool open year round, an indoor and outdoor pool is all I require. I understand this may not be economically viable without all the other facilities listed above. Summer usage more at present. If indoor - winter usage This will give me the opportunity to swim during the whole year instead of October to April. Welcome all year round facility Would only use spa, sauna, steam if kept very clean Would never use creche or party room Would only use gym if properly outfitted and supervised Would love a warmer pool for the kiddies (Hurstville is awful and overcrowded). Would love to come here more often but can't on wet weather days.
