Mysore is a heritage city and attracts a large number of visitors to the Dasara Exhibitions and offers opportunities for exhibitors to showcase products such as handlooms, textiles, garments, leather goods, metal & wood crafts, handicrafts from across India. The Contractors / Agencies would be selected through transparent e-tender process. Contractors/ Agencies should satisfy the following criteria for eligibility: 1) Should have experience of minimum 3 years during the period 2006-07 to 2011-12 in organizing exhibitions / fairs. 2) Should have organized at least three exhibitions / fairs with entry fee, anywhere in India, during last six years (2006-07 to 2011-12). Of these, at least one should be of minimum 30 days duration. 3) Should have annual turnover of Rs.100 lakhs during any one year in the last six years (2006-07 to 2011-12). Interested Contractors/Agencies may visit the exhibition location at Mysore for getting a first-hand idea of the facilities and potential and participate in the tender through ‘e’ procurement portal (https://www.eproc.karnataka.gov.in) on or before 15.09.2012; 4 PM. Contractors / Agencies interested in participating in the tender required to obtain Digital Signature Certificate from DSC vendors and register with http://www.eproc.karnataka.gov.in. General Mysore is the second largest city in the State of Karnataka, India. It is the headquarters of the Mysore district and the Mysore division and located about 146 km South-west of Bangalore, the capital of Karnataka. The city is spread across an area of 130 sq.km. and is situated at the base of the Chamundi Hills. Mysore is famous for the festivities that take place during the Dasara festival, during which it receives a large number of tourists. The Urban Development Ministry, GOI rated Mysore as the second cleanest city in India in 2010 and the cleanest city in Karnataka. Known as the cultural capital and heritage city of Karnataka, Mysore is well known for the festivities that take place throughout the year especially during Dasara, the State festival of Karnataka. Mysore is called the City of Palaces because of the number of palaces situated in the city. Mysore is a tourism hot spot and also acts as a base for other tourist places in the State. One of the most visited monuments in India, the Ambavilas Palace (also known as Mysore Palace) is the center of tourist attraction. The Mysore Zoo, established in 1892, and the Karanji, Kukkarahalli lakes, Krishnarajasagar Dam and the adjoining Brindavan Gardens are also popular spots for tourists. While tourism is the major industry in Mysore, the growth of information technology related industry in the first decade of the 21st century has resulted in the city emerging as the Second largest software exporter in the State of Karnataka, next to Bangalore. Tender for Dasara Exhibition 2012 B. 3 History of Mysore Dasara Festival Mysore Dasara is one of the most celebrated and pompous festival of India. The city of Mysore has a long tradition of celebrating the Dasara festival. Dasara (Dussehra) can be described as 10-day festival in South India, culminating on Vijayadashami or tenth day. The Dasara festivities were first started by the Vijayanagar Kings in 15th Century, after the fall of Vijayanagar Kingdom, The Wodeyar's of Mysore continued the Dasara Festival by, Raja Wodeyar I (1578-1617 CE) in the year 1610 at Srirangapatna. The Mysore Palace is lit up on all the 10 days of Dasara. The festivities begin with the Wodeyar royal couple performing a special puja to Goddess Chamundeshwari in the Chamundi Temple located on the top of Chamundi Hill at Mysore. This would be followed by a special durbar (royal assembly). It was during the reign of Krishnaraja Wodeyar III in the year 1805, when the king started the tradition of having a special durbar in the Mysore Palace during Dasara; which was attended by members of the royal family, special invitees, officials and the masses. This tradition has been continued even today. The ninth day of Dasara called as Mahanavami is also an auspicious day on which the royal sword is worshipped and is taken on a procession involving elephants, camels and horses. The Mysore Dasara is celebrated elaborately with great enthusiasm. During this period, the whole of Mysore undergoes serious changes and it is decorated beautifully with the streets lighted and the trees decorated. It attracts a huge audience both from all over India and all over the world. Tender for Dasara Exhibition 2012 4 All through Dasara, the brightly illuminated Mysore Palace and the entire city is a sight to behold. Various cultural and religious programs highlighting the dance, music and culture of the State of Karnataka are performed in front of the illuminated Palace. Dasara celebrations commence with a pooja performed to Goddess Chamundeshwari atop the Chamundi Hills. The Mysore palace is one of the most glorious and lauded pieces of architecture in India. During the Dasara, the palace is lighted (7pm to 9pm) with thousands of bulbs that amplify its majesty and beauty. The sight of the palace is in itself worth it to make a visit to Mysore. Throughout the 10 days Dasara festival, Karnataka State Government arranges music, dance, and folk dance performances, flower and doll shows, wrestling and Food and Film festival. The Yuva (Youth) Dasara, which consists of musical concerts performed by youth icons, is also conducted during Dasara. During Dasara one could visit and admire many land marks in and around Mysore city. These are very important tourist places visited by National and International tourists. About Dasara Exhibition and its potential to attract exhibitors Dasara exhibition is the one of the major attraction during Dasara Festival, which is held in the exhibition grounds opposite to the Mysore Palace. The exhibition was started by the Maharaja of Mysore Chamaraja Wodeyar X in 1880 with the sole aim of introducing timely developments to the people of Mysore. The task of holding the exhibition is now entrusted with the Karnataka Exhibition Authority (KEA). The Dasara exhibition starts during the Dasara and continues for around three months. It's held in the Doddakere Maidan opposite to the Mysore Palace. Dasara Exhibition is a mammoth fair that sells all kinds of stuff like clothes, plastic ware, gifts, food etc. It has many rides and games too. Local merchants, artisans and those from all over India come here to exhibit and sell their products. Dasara Exhibition is a unique arts, crafts and cultural exhibiting centre located diagonally opposite to Mysore Palace. It is place where business men, artisans from local and other States show-case their products in a variety of arts, crafts etc. Dasara Exhibition starts during Mysore Dasara Festival and duration of it would be around 90 days. It is estimated that nearly 10 lakh persons visit Mysore during Dasara and total visitors during the whole year would be around 20 lakhs. Dasara Exhibition is the perfect hangout spot for families or groups of friends to spend a day filled with excitement and fun. It is also a great opportunity to explore and understand better the culture and glory of Mysore. A play area containing attractions like Ferris wheel is also present to provide entertainment to the people. Various Governmental agencies setup stalls to signify the achievements and projects that they have undertaken. Some of the photographs of past Dasara Exhibition are enclosed. Tender for Dasara Exhibition 2012 9 While tourism is the major industry in Mysore, the growth of information technology related industry in the first decade of the 21st century has resulted in the city emerging as the Second largest software exporter in the State of Karnataka, next to Bangalore. To develop IT sector in tier-II cities including Mysore, STPI-Mysore was started with the aim of promoting Software exports from such Secondary cities. This move is expected to go a long way in tapping the global potential in the Software market. The biggest gain will be the positive impact it will have on the Economic and Social development in these secondary cities. Presently STPI-Mysore is operating on fiber gateways to cater the IT/ITES industry Datacom Needs in Mysore. STPI-Mysore has Well Spread microwave local loop infrastructure to provide the Datacom Services across the city. STPI Mysore, which started its operations with 2 companies in 1998-99, had registered meager Software exports of Rs. 80 Lakhs, which is increasing steadily from then onwards. Currently there are 51 Software Industries and nearly 10 ITES units with export of more than 1440 Cr for the year 2008-09. These Software units have provided employment to nearly 10,000 persons. Thus the number of visitors visiting Mysore is likely to increase in the coming years and also there is steady growth expected IT industry here. These two sectors have direct impact on tourism and IT industry in Mysore and also successful of Dasara Exhibition. Karnataka Exhibition Authority (KEA) Karnataka Exhibition Authority (KEA) is an organization established in the year 1981 by the Government of Karnataka for organizing Exhibitions during Dasara and summer. From 1987 to 1993 the exhibition was conducted under the banner of Information, Tourism and Youth Affairs Departments, and from 1994 to 2003 under the banner of Kannada and Culture, Information and Tourism Departments. The duration of Dasara Exhibition would be 90 days and of Summer Exhibition is 45 days. These Exhibitions are organized by the Authority every year at Doddakere Maidana, Mysore, through tenders. Doddakere Maidana is in the centre part of the Mysore city and located in the vicinity of world famous Mysore Palace and Mysore Zoo. The Maidan is at the foot of Chamundi hills, the abode of Goddess Chamundeshwari. The total extent of land which will be made available to the selected contractor / agency is about 80 acres. E. Main Attractions at Mysore Exhibition Centre There are many attractions available at exhibition ground for tourists which are as follows: The Exhibition Centre has an attractive, ethnically and architecturally built arch entrance which depicts palace heritage. 104 permanent stalls for show-casing the products (size of each10ftx14ft.). Availability of open space for construction of 84 new stalls (size of each-10ftx14ft.). Availability of about 2 acres vacant place for establishing food kiosks, eat outs, etc. Availability of open space of 5.5 acres for locating amusement park area Tender for Dasara Exhibition 2012 13 Availability of open space of size 230 ft x 10ft for commercial space near amusement park Provision for stalls for State Government Departments for exhibiting their products Provision for separate stalls for other State Government exhibitors Exclusive stalls for showcasing handicrafts, textiles, wood craft, stones, beads, etc. by artisans of local and other states Theme based stalls that give a taste of unique culture Ball game and ring game in amusement park Sky track mono rail Radio room/children block Lush green and attractive fountains & water bodies Attractive illumination at night for the Dasara ground throughout the period F. Other infrastructure at Mysore Exhibition Centre Internal Pathways Internal Pathways have been formed to facilitate movement of visitors within the premises and they are interlinked and provide smooth flow for the visitors. These pathways have been laid with interlocking pavements blocks for easy commuting and maintenance. Yard Lighting Internal Pathways have been provided with sufficient yard lighting facilities for public convenience Parking Facility Ample of parking facility for both four wheelers and two wheelers have been provided. Tender for Dasara Exhibition 2012 14 Lawns and Green Cover Mysore Exhibition Centre is covered with good landscaping works and attractive lawns. In addition to this, trees have been planted all along internal roads. Waste Disposal The authority takes due care for waste disposal that would be created during exhibition. For this purpose sufficient numbers of dust bins are kept at regular intervals along the road side for the collection of waste and garbage. Water Supply It has good water supply system comprising, ground level sump tanks and distribution system. Drinking water facilities are provided all along the path ways at various locations for public convenience. Power Supply There is full pledged power supply facility along with backup power. The power is for illumination of entrance arch, individual stalls and for other amenities such as amusement park, sky track, food kiosks, yard lighting etc.. Compound Wall The entire land of Mysore Exhibition Centre is secured by a compound wall which is built ethnically depicting heritage and creating rural ambiance. It is also provided with attractive arch entrances which also depict rural heritage. 15 Tender for Dasara Exhibition 2012 Toilet Facilities There are also exclusive toilet facilities for exhibitors, artisans and visitors within the premises. G. Modes of Revenue Generation The agency / tenderer who will be the successful bidder of Dasara tender have following various modes of revenue generation. Rent collection from 104 ready built stalls (size of each-10ftx14ft.). Rent collection from (size of each-10ftx14ft.). Rent collection from new stalls proposed for Shilparamam in 0.50 acre land. Rent collection from food kiosks, eat outs, etc proposed in 2 acres vacant place. Rent collection from amusement park area proposed in 5.5 acres Rent collection from commercial space of size 230 ft x 10 ft near amusement park Rent collection from Ball game area Rent collection from Ball game/Ring game Rent collection from Sky Track Mono Rail Maintenance of boating and rent collection Revenue from display of Advertisements, Hoardings at the designated places within the premises. Entry fee collection 86 new temporary stalls Note : In the following cases rentals will be accrued to KEA Rent from stalls allotted for State Government Departments Rent from separate stalls for other State Government exhibitors Tender for Dasara Exhibition 2012 16 H. Schedule for Dasara Exhibition Dasara Exhibition is proposed in the month of October for a period of 90 days, which starts from 16-10-2012 to 13-01-2013 at Doddakere Maidana, Mysore. I. Eligibility Criteria for qualification Contractors / agencies with proven experience in organising exhibitions / fairs along with amusement items/equipments preferably sponsored by Central / State Govt./Board & Corporations/Authorities and having sound financial background are invited to submit tenders through ‘e’ procurement portal https://www.eproc.karnataka.gov.in. Contractors/Agencies interested in participation in this tender have to obtain Digital Signature Certificate from DSC vendors and register with http://www.eproc.karnataka.gov.in Contractors/Agencies shall satisfy the following minimum criteria for eligibility: 1. Should have experience of minimum 3 years during the period 2006-07 to 2011-12 in organizing exhibitions / fairs. 2. Should have organized at least three exhibitions / fairs with entry fee, anywhere in India, during last six years (2006-07 to 2011-12). Of these, at least one should be of minimum 30 days duration. 3. Should have annual turnover of Rs.100 lakhs during any one year in the last six years (2006-07 to 2011-12). Tender for Dasara Exhibition 2012 J. 17 Detailed Scope of Services and Conditions The successful tenderer shall organize Dasara Exhibition and collect rentals and other possible revenues from the various activities that would be proposed during the event. Further the tenderer need to follow the specified rules and conditions related to that particular activity. The detailed scope of services to be performed by the tenderer, the prescribed fees to be collected and related conditions are furnished in detail which are as follows: (a) Collection of Entry Fee The contractor shall collect the entry fee at the rates approved by the Authority. The details of fees that may be charged to the public and conditions are as follows: Conditions 1. An entry fee of Rs.15.00 (Rupees fifteen only) shall be collected on all days including Saturdays, Sundays and public holidays. The specimen copy of the entry ticket should be approved by the Authority and ticket should be printed with serial number and counterfoil. 2. For school children an entry fee of Rs. 5.00/- (Rupees five only) per student shall be collected. Free entry to be made for Children below five years / physically challenged / blind / mentally retarded etc. In case of persons above 60 years Rs. 5/- (Rupees five only) to be collected. These concessional entry fee rates shall be applicable on all days including Saturdays, Sundays and public holidays. 3. On 01.11.2012 (Kannada Rajyotsava day) and 14.11.2012 (Children’s day) entry to the exhibition shall be free between 11 am to 3 pm for all children below 14 years of age. Tender for Dasara Exhibition 2012 4. 18 The Authority reserves the right of issuing free passes to the Contractors / Government Departments / Boards / Corporations, Authority Staff & VIP’s, Press Reporters, Cultural Programme Performing Artists, etc., as indicated below: 1 Passes for sub-committees – (in case of members of the authority and if the number of sub-committees and members increase, the authority reserves the right of issuing the more passes) One pass per person for the whole period of the exhibition 2 Press Media/TV Media valid for the entire exhibition period 3 Pass for Govt. Departments / Corporations / Boards / Other Institutions 4 VIP pass entry to five persons under one pass for any one day during the period of the exhibition 5 Complementary pass valid for one day during exhibition with permit of 4 persons 6 Temporary pass (period will be mentioned in pass) 300 Nos. 300 Nos. 1000 Nos. 1500 Nos. 5000 Nos. 500 Nos. The pass holders should be allowed free to the exhibition at the entrance. At the entry gate, staff of authority will be deployed along with the staff of the contractor. 5. After obtaining approval from the Authority in respect of specimen entry ticket, the contractor should print the ticket at his own cost. The contractor should make his own arrangements for issuing of tickets, verification of tickets by appointing necessary staff at his own cost. 6. Separate ticket counters shall be opened by the Contractor for Women, Men and Handicapped persons. 7. The entry tickets shall be issued from 3.00 PM to 9.00 PM on week days (Monday to Friday) and exhibition will be between 3.00 PM to 9.30 PM entry tickets on Saturdays, Sundays and general holidays be issued from 3.00 PM to 9.30 PM and exhibition will be between 3.00 PM to 10.00 PM. Tender for Dasara Exhibition 2012 19 8. Entry fee details shall be displayed by the tenderer at all ticket counters for the notice of public. Tenderer should make necessary arrangements for display boards indicating Entry / Exist at his own cost. 9. The Authority will arrange for illumination to the main gate on all the week days from 7.00 PM to 9.00 PM. during Saturday, Sunday & General Holidays from 7.00 PM to 9.30 PM. throughout the duration of the Exhibition. The Authority reserves the right either to extend or curtail these timings on special occasions or under exceptional circumstances. 10. Vijayadasami on 24-10-2012 as well as on 01-11-2012 Kannada Rajyoatsava and 14-11-2012 Children’s Day, entry be allowed with ticket to the general public from 11-00 AM to 10-00 PM. 11. Stall owners shall keep their stalls open from Monday to Friday till 9-30 PM during week days and upto 10-00 PM on Saturday, Sunday & General Holiday’s up to the period of the Exhibition. 12. While issuing Entry Tickets, separate counters shall be opened for women, handicaps and men. 13. As the Dasara Exhibition would be ceremoniously inaugurated on 16-10-2012, free entry should be given to the general public. If under any circumstances the date of inauguration gets changed, the tenderer shall abide by any such change in the date of inauguration. (b) Commercial Stall Allotment and Rent Collection Commercial Stall Details The major revenue source for the successful bidder is from allotment of commercial stalls to the prospective exhibitors / artisans / businessmen. It can be noted that, there are many stalls readily available for occupancy and there are certain open spaces which could be used for construction of temporary stalls and allot the same to the 20 Tender for Dasara Exhibition 2012 exhibitors. The location of permanent commercial stalls and open areas that could be allotted for commercials is as per the layout plan issued by Karnataka Exhibition Authority. The contractor is required to allot both permanent and temporary stalls on exclusive basis to the exhibitors / artisans. 2. Contractor has flexibility for allotment of stalls to exhibitors on month-on-month basis or exhibition period at his discretion for enabling change of products that may be required for providing choice to visitors to the exhibition. This would be applicable for stalls under the allotment conditions of tender. 3. The contractor should put efforts to attract special artisans / exhibitors from local and other states for display of their products in the exhibition. 4. The contractor shall put efforts to facilitate display of products in the areas of textiles, handicrafts, leather items, metal craft, consumer goods, beads, special wood craft items, etc. and allot at least 10% to 15% of the total shops for each sector among the available commercial shops exclusively to such exhibitors. 5. The tenderer has to construct in ‘A’ block temporary stalls and maintain them. He shall construct in this block 14 pavilions of size 20’x28’ after stall No.45, 70 stalls of size 10’x14’ commencing after stall No.46 to 115 after the pavilions & one zero point stall of size 24’x6’ before stall No.1. 6. The contractor is required to make arrangements for plywood signage boards and zinc sheet partitions to permanent stalls at `A’, ‘B’, ‘C’ Blocks and also temporary stalls to be constructed by the tenderer at his own cost & to be maintained for whole exhibition period. Tender for Dasara Exhibition 2012 22 7. Plan and specification details may be obtained from civil section of Karnataka Exhibition Authority and construction work shall be completed as per the directions of Engineer of the Authority. The contractor shall obtain satisfactory completion certificate after completing the same from the Authority. 8. The contractor shall construct temporary stalls as per the approved plan and construct partitions in between both permanent stalls and temporary stalls using appropriate materials such as zinc sheet, MS pipes, casorina poles, etc.. 9. The detailed technical specifications of the temporary stalls and partitions are as follows : i. Providing and Constructing temporary stalls using Zinc Sheet for Roofing and fixing firmly to ground with suitable arrangements, back to back at ``A‘’ Block of size 10 ft x 14 ft each made out of MS pipe truss structure of 38 ft. span. Supported over 4’’ vertical M.S pipe with 2`x2’ 10 mm, thick base plate and fixing the truss using M.S. pipe perlins of size 3’ dia, 6mtr length. ii. The entire truss structure is supported both vertically and horizontally and tied by using U clamps. iii. The top roof covering for stalls is by using good quality 18 M.M. Gauge Zinc Sheet & bottom (ceiling) of the truss structure covered with good quality of kora cloth. iv. Any construction of additional stalls in open space at ‘A’ block by the contractor is strictly prohibited. 12. There is no restriction for the contractor for fixing the rents for the commercial stalls (permanent & temporary) and also rates to be collected from other activities organized during the exhibition. 13. The stall holders participating in the Dasara Exhibition-2012 should be registered at Commercial Tax Department (VAT). The contractor should collect the VAT Certificate from the stall holders within the 15 days from the commencement of Dasara Exhibition 2012 and submit the same to the Authority. 14. All stalls in the exhibition premises shall be provided with electric meters by the KEA and open land stalls shall be provided with electric connection on the load basis. In this connection, the Authority will collect electricity consumption charges at the rate of Rs.20/- (Rupees Twenty only) per unit. Tender for Dasara Exhibition 2012 24 15. The stall owners will be supplied power by the generators maintained by the Authority. The consumers are liable to pay any excess power charges which might result because of revision in the diesel prices from time to time. During the period of Exhibition if there is any increase in the price of diesel, contractor is bound to pay the difference in rate per unit as per the decision of Karnataka Exhibition Authority. 16. The tenderer shall assume the responsibility of printing and distributing passes for stall owners and all employees deployed in various stalls, Amusement Park, Sky track Monorail and the Entrance Gate and their staff and all such expenses shall be met by the tenderer himself. Details of all such employees and workers so deployed shall be furnished to the office of the Chief Executive Officer. 17. All the stall owners participating in the Exhibition shall invariably register with the Commercial Tax Department themselves for payment of VAT. The tenderer shall collect attested copy of the VAT Certificate from the concerned stall owners within fifteen days from the date of commencement of the Exhibition and to furnish the same to the Authority, failing which the concerned stall owners shall not be given gate passes after the conclusion of the Exhibition. (c) Food Stalls and Rent Collection The successful tenderer/agency shall construct the required food stalls in the designated place indicated in the layout. An extent of open land of about 2 acres in front of Old Rangamandira is earmarked for food stalls. The tenderer is required to construct stalls of various dimensions depending on his own diligence of the market condition. The tenderer can allocate the food stalls to food vendors / caterers/ hoteliers. The size of food stall may be decided by the tenderer. The food stalls may comprise shops for popcorn, ice cream parlor, juices & cool drinks, chats, mallige idli, South & North Indian special dishes etc. Tender for Dasara Exhibition 2012 25 The tenderer is required to use the food court premises judiciously and with proper planning for locating kitchen area, eating place, washing area, etc. Conditions 1. Nature of food items in the Food Courts can be both vegetarian and non-vegetarian. Contractor is required to designate separate area for non-vegetarian stalls in the Food Court. Contractors to note that alcoholic drinks are strictly prohibited in the Food courts as well as in any area in the Dasara Exhibition Maidan. 2. Contractor to stipulate to the allottee vendors in the food court to ensure hygiene standard are maintained and premises kept clean and litter free. 3. The contractor shall put efforts to arrange for bring in exhibitors from other states, who are experts in preparation & selling of specialized food items of their region. 4. Any wastage/garbage/plastic material if any formed shall be disposed off regularly. 5. For water supply connection to food stalls, the required cost shall be paid as per the directions of the civil section. (d) Revenue from Amusement Park The exhibition authority has earmarked space to the extent of 5.5 acres for establishing various equipment and items for amusement purposes. This place is located behind Old Rangamandira in the premises of the exhibition. In the amusement park their shall be various activities such as-Ball Games, Balloon Shooting, Ring Games, Boating, etc. Tender for Dasara Exhibition 2012 26 Conditions The contractor needs to adhere to the following conditions for organizing events in the amusement park. 1. Need to arrange and install the amusement / recreation items/equipments in the open space as indicated in the approved plan of the Authority. 2. In addition to Amusement activities, it is required to provide Ball Games, Ring Games, Balloon Shooting stalls at Chamundi Block-II and Lead Pavilion. The stalls should be constructed as per the approved drawing. 3. Enough care should be taken to provide all safety measures to avoid any kind of mishap or inconvenience to the public at the amusement area. A first aid kit shall be made available at contractor’s cost. In such unforeseen emergencies/injuries all the medical expenses including hospitalization, treatment charges shall be borne by the contractor. 4. The contractor may charge reasonable rates for items/ equipments at Amusement Park and shall submit details of rates for each item for prior information of the Authority. If any written complaints are received from the public regarding higher fee collection, the contractor is liable to pay a penalty ranging from Rs.100/- to Rs.500/- to the Authority, if complaints are proved. 5. The following documents pertaining to items/equipments need to be submitted to Authority before commencement of Exhibition: a) Fitness Certificate from the competent authority b) Fitness Certificate from the Electrical Inspectorate for the generator / electric connection Tender for Dasara Exhibition 2012 27 c) Insurance coverage for Rs.50 lakhs (Rupees fifty lakhs only) in the interest of public to cover any accidents / mishap / damages during the exhibition. d) The charges list for the items/equipments should be displayed in Kannada at least in two locations for publicity and for public notice. e) Experienced staff should be deployed for operation and maintenance of amusement items/equipments and daily inspection should be made for ensuring fitness before commencement of the activities. 6. Sale of Soft drinks, food items (Vegetarian & Non vegetarian), eatables etc., at Amusement area is prohibited. 7. Should issue 500 passes for entry of Officers/VIPs/Staff. 8. Should install high quality items/equipments at his own cost and maintain them in good condition throughout the exhibition period. The items/equipments should be installed as per list enclosed along with the tender. The items/equipments should be as for as possible new items/equipments and attractive. 9. Only hydraulic based items/equipments should be installed. The items/equipments installed at Exhibition should be get inspected by the concerned department and inspection report should be obtained and produced to the Authority for information. 10. For the amusement items/equipments, the contractor shall provide electricity at his own cost and a certificate from electrical inspectorate and NOC from Police Department shall be obtained and submitted. (e) Maintenance of Sky Track Mono Rail & Revenue Collection The contractor is required to operate, maintain and collect revenues from Sky Tract Mono Rail activities. Tender for Dasara Exhibition 2012 28 Conditions 1. Shall collect Rs.10/- (Rupees ten only) per person per round of Sky-Track-Mono Rail. The contractor shall take charge of the Sky-Track Mono Rail units ‘as is whereis’ basis and shall maintain it in good condition. 2. It should not be alienated or sublet. He shall arrange to appoint and deploy the required staff for operating the rail at his own cost. After the exhibition, the Sky-Track Mono Rail units shall be handed over to the Authority in good condition. If any unit is found damaged, the contractor is liable to get them repaired at his own cost. If any accident/unforeseen mishap happens, while operating the Sky-Track Mono Rail, the tenderer shall wholly be responsible for the same. 3. The said Sky-track Monorail shall be maintained by the contractor himself regularly. The contractor shall arrange to appoint and deploy the required staff for running these items and expenditure in this connection shall be borne by the contractor himself. (f) Maintenance of Boating Activities & Revenue Collection The contractor shall arrange to procure two children’s boats at his own expenses. The number of children’s boats shall not exceed two during the exhibition. Conditions 1. The contractor shall collect Rs.10/- (Rupees Ten only) per person for boating for one round. The rate should be clearly displayed for the convenience of the general public. Tender for Dasara Exhibition 2012 29 2. Since there are possibilities of water gushing out at the time of switch on of the Ball Fountain, care should be taken for the boating at that time. 3. Care should be taken that the fountain or the motors are not damaged. 4. In case of any damage caused to these equipments, the contractor shall be wholly responsible to make good the losses incurred at his own expenses. (g) Advertisement and Revenue Collection The Contractor should arrange for providing pole ads and hoardings at the designated places as indicated by the authority. Terms and conditions towards Providing Pole ads, centre media and Hoardings advertising are as follows: Conditions 1. Should have experience in putting up Hoardings, pole ads and centre media Advertisements. 2. Should provide Hoardings, Pole ads and centre media at his own cost and maintain the same for the whole duration of the Dasara Exhibition without fail and it should be removed completely after the completion of the exhibition. 3. Should not damage the property of the Exhibition Authority and any display of ugly advertisements including tobacco advertisements are strictly prohibited. 4. Contractor should provide 34 Nos. pole ads of 4`x3’ size, centre media of size 3`x2’ - 08 Nos. and Hoardings of size 10`x20’- 2 Nos. as shown in the drawing. 30 Tender for Dasara Exhibition 2012 The display and location details of advertisement are as follows: Sl. Contractor shall put advertisement of his interest only in 50% of the total advertisements and in the balance 50% he shall advertise, the advertisements (related to social matters and useful to public) as indicated by the authority. 6. Should provide Hoardings, pole ads, and centre media at a fixed height and advertisements should be in Kannada and English. Damages should not be done for cables, wires, Concrete bunds, buildings railings, Parks & lawns etc., in K.E.A. premises. 8. The concerned matter for advertisement shall comprise the following: a) Displays announcing proper maintenance of Exhibition premises and free from debris. b) Displays ensuring prohibition of plastic in Exhibition premises. c) Displays that will educate and create awareness to the Publics and Tourists. Tender for Dasara Exhibition 2012 31 (h) Premises for display of artifacts by Shilparamam, Hyderabad It has been proposed to allot an open area to the extent of 23,560 sft. in exhibition centre for display and exhibition of artifacts by ‘Shilparamam, Hyderabad’. The location is proposed at old mallige idle stall opposite to Old Rangamandira. Conditions The successful bidder reserves right to fix the rentals for this area allotted to Shilparamam. (i) Organizing Cultural Events During Dasara Exhibition the contractor is required to organize the Special Cultural Programmes on every Saturday, Sunday and General holidays, in addition to the Cultural Programmes arranged by the Authority. The conditions for organizing for special cultural programmes are as follows: Conditions 1. Before arranging such Special Cultural Programmes, the details of the programmes and the names of the participant artists shall be intimated to the Authority and the approval of the CEO shall be obtained in this connection. 2. All expenses including those for giving publicity to such special programmes, mega-pendal, exclusive light and sound arrangement shall be borne by the selected tenderer/contractor. 3. Emphasis must be given to organise programmes of cultural interest depicting the grandeur of the State and no room should be given for any sort of obscenity in the programmes. Tender for Dasara Exhibition 2012 32 4. Entry shall be free for artists and their groups for cultural programmes organised by the Authority on the day of the programme. 5. In case the tenderer does not organise special cultural programmes on stipulated days, the Authority shall deduct an amount at the discretion of the Authority as penalty for such days from the Security Deposit of Rs.6,00,000/- (Rupees Six lakhs only) paid along with the tender application. 6. Minimum sound and light arrangements will be provided by the Authority for cultural programmes in the auditorium and radio room during the period of the exhibition. However, for special programmes (mega-events), the contractor shall make his own arrangements if required, for better and more effective sound and light, mega-stage, seating arrangements, security staff at his own cost. 7. If in any case, programmes by eminent artists are cancelled due to unavoidable reasons, the tenderer shall make good for the losses incurred, if any, to the general public. (j) Premises for Government of Karnataka Departments/Boards/ Corporations and Other State Government Departments It has been proposed to allot the vacant area to the various Karnataka Government Departments / Boards / Corporations in the exhibition centre. Similarly, it has also been proposed to allot certain vacant area for other state government departments who wish to participant in the Dasara Exhibition. The KEA has powers and authority in allotting the above said open area to both State and other State Government Departments/ Boards/ corporations and collect the rentals accordingly. The area for the Govt. Persons/firms/contractors/agencies black listed by KEA or any other government organizations shall not be eligible to participate in the tender. 7. KEA., Mysore. This is refundable without interest in the event cultural programmes are organized by the contractor as specified in the tender document. In case, cultural programmes are not organized by the contractor, as specified in the tender document, the security deposit shall be forfeited by the Authority. In the form of DD / Pay order drawn in favour of KEA, Mysore. 10. Tenderers should submit experience certificate and other documents in original for verification. 11. Attested copies of Income Tax Returns, Pan Card and Service Tax registration certificate shall be produced for verification. 12. The tenderer should abide by the rules and regarding payment of Income Tax and Cess, duty other Taxes/fees fixed by the Central and State Government imposed from time to time. 13. The successful tenderer should have the capability of producing credit/overdraft facility from their Bankers for a minimum sum of Rs.40 lakhs. C. KEA Reserves the Right 1. The authority reserves the right of accepting or rejecting any or all tenders without assigning any reasons thereof and all tenderers are bound to the decision of KEA. 2. The Authority also reserves the right to negotiate on the financial proposals with the selected contractor. 3. The KEA reserves the right to put in place a Monitoring Mechanism for assessment of the business generated during the exhibition. The bidder may be required to extend co-operation in obtaining the information from the exhibitors. Tender for Dasara Exhibition 2012 38 D. General Rules and Conditions 1. The Contractors should issue printed duty passes to stall holders and the staff deployed at Amusement Park, Sky Track Mono Rail and at main entrance at his own cost. The list of staffs deployed at various points should be submitted to the office of CEO, KEA. The contractor shall issue 3 passes to each stall (one for owner and two for staff). 2. At any instance during the prevalence of the above contract, owing to natural disasters or unforeseen circumstances or due to the decision of the Government, the Authority reserves the absolute right, if it becomes inevitable of reducing the duration of the Exhibition or close it before the completion of the stipulated period. The decision of the Authority shall be final in this regard. 3. Tenderer/contractor shall be responsible to pay tax, cess and other duties/fees as stipulated or which may be revised from time to time by the Central/State Government. The tenderer shall produce proof for payment of all taxes before the closure of the exhibition. 4. The Authority reserves the right of supervising compliance to the above rules and regulations at any instance, at any place. 5. Employees deployed to punch tickets at the Entrance Gate by the contractor shall be instructed to wear uniforms and identification badges during the duty hours without fail. 6. This tender/contract shall not be sublet or alienated. The contractor as well as the staff appointed by him shall deal with the general public with patience and perseverance. No room shall be given for any disturbance or untoward incidents. The contractor shall be solely responsible for any such untoward happenings. Tender for Dasara Exhibition 2012 39 7. After the completion of the exhibition, the EMD of Rs.4,23,000/(Rupees four lakhs twenty three thousand only), Security Deposit for 5.5% of the Tendered amount and prescribed cultural Security Deposit of Rs. 6.00 lakhs (Rupees six lakhs only) for occasions on which tenderer does not conduct Special Cultural Programmes shall be returned without interest after recovering all dues payable to the Authority. 8. Stall owners shall exhibit their sign boards and display boards regarding entry fee. Sign boards shall be clearly displayed by compulsorily giving first preference to the regional language Kannada. 9. In the interest of the general public, the contractor shall take all steps to see that at least seven days before the inauguration of the Exhibition all the Amusement items be installed. 10. After the completion of the Exhibition, gate passes will be issued to the stall owners other items taken on lease by the Karnataka Exhibition Authority or outside the Authority premises, except Pole-Ads, hoardings and centre media. 11. As the exhibition premises are a public place, the central government has strictly banned the sale of goods relating to smoking in public place. In the exhibition area no shops shall to sale the items belonging to smoking. The tenderer has to intimate all the stall holders in writing in this regard before allotment of space/stall. 12. The contractor has to put-up temporary Ticket Booth and barricades in the entrance to the Exhibition from ittigegud road and after the Exhibition the same has to be removed by the contractor at their own cost. 13. The contractor has to put up the plat form over drainage in front of the ring stalls, ball games etc., at their own cost. Tender for Dasara Exhibition 2012 40 14. Use of plastic is prohibited in the premises of Karnataka Exhibition Authority. District Administration has ordered to encourage the use of eco friendly materials like paper bags, joot materials, cloth, areca leave plate and other similar materials. Meanwhile the use of plastic materials in carry bags, plates, cups, badges etc., has to be banned. 15. Special care and interest should be taken, by the concerned authorities regarding this. All shop holders, Hotels, Refreshments, Food stall holders, Ice Creams, Popcorn Shop holders and others are here by required to completely prohibit the use of plastic during Dasara Exhibition-2012. 16. In order to protect the interest of K.E.A. and public under unforeseen circumstances, K.E.A. reserves all its rights to add any additional terms and conditions to the agreement in accordance with law. 17. If the applicants are partnership firms, they shall submit partnership agreement deed, partnership registration certificate, recent passport size photographs of partners. Applicant/ partnership firm should submit experience certificate for having organized and conducting the exhibitions. 18. If the Applicant is a Company or an Organization or an Association, attested copies of Certificate of Incorporation, Memorandum of Association and Articles of Association shall be enclosed. In case the Applicant is a Trust, attested copy of the Registered Trust Deed shall be enclosed. Applicant shall also submit an Experience Certificate from a Govt. Authority for having organized and conducting the Exhibitions. The person who is attending the tender has to produce authorization letter in case of partnership and company. 19. Selection Process The selection will be single stage two cover system and encompass a two-part evaluation viz. (a) Technical and (b) Financial by the Evaluation Committee specifically constituted for the purpose. (a) Technical Evaluation Technical Proposal will be evaluated to ascertain the eligibility based on the following parameters: 1. Should have experience of minimum 3 years during the period 2006-07 to 2011-12 in organizing exhibitions / fairs. 2. Should have organized at least three exhibitions / fairs with entry fee, anywhere in India, during last six years (2006-07 to 2011-12). Of these, at least one should be of minimum 30 days duration. 3. Should have annual turnover of Rs.100 lakhs during any one year in the last six years (2006-07 to 2011-12). Contractors / agencies who fulfill the eligibility criteria shall be qualified for opening of Financial Proposal in e-portal. Stringent action shall be initiated against those found to be submitting forged/fake/ manipulated documents. Tender for Dasara Exhibition 2012 44 (b) Financial Proposal The financial proposal of only those bidders, who qualify technically, will be opened and evaluated by the Evaluation Committee. (c) Final Selection The contractors who quote the highest financial proposal shall be selected for awarding the contract. D. Post Selection (i) The decision of the Evaluation Committee on the technical / financial evaluation shall be final. Financial proposal of the bidders who do not qualify for eligibility during technical evaluation will not be opened. (ii) Selected Bidder will be required to enter into an agreement with KEA. (iii) Selected Bidder has to submit original Technical and Financial proposals as submitted in the e-portal to KEA along with other relevant documents. (iv) KEA reserves the right to cancel selection of Bidder, if documents uploaded in the e-portal are found not correct or not adhering to the terms of tender. (v) In case of any extension being sought by the successful tenderer he shall pay an amount calculated as per the prorate basis for the extended period and requisition for extension shall be given atleast 15 days before closing the exhibition. Tender for Dasara Exhibition 2012 E. 45 Termination of Contract 1. If in the opinion of KEA, the work of contractor in organizing Dasara exhibition is found unsatisfactory, KEA shall have the right to terminate the contract at the contractor’s risk by giving 3 days’ notice in writing to that effect. KEA shall then have the right to award the contract to such other agencies as they may deem fit and any loss or expenses incurred on this account as assessed by KEA will be deducted from the money due to the first contractor. 2. In case any dispute or differences arises between KEA and the contractor on any matter within the scope of the contract, the matter should be settled by amicable discussions. The parties have agreed that no amendment, modification or waiver of any provision of this contract shall in any event be effective unless the same has been made in writing and signed by a duly authorized officer (the word ‘duly authorized officer’ means any person authorized by the Competent Authority to take necessary action in this context on behalf of the parties) of each of the parties, and approved in writing by other and any waiver or consent shall be effective only in the specific instance and for the specified purpose for which it is given. 7. The parties have agreed that the confidentiality of the information, which may be transferred between the Parties from time to time as being essential to this Agreement and agree not to disclose the same to any other third party. However, any unresolved dispute or difference or the initiation or continuance of the arbitral proceedings shall not be a cause for postponing or delaying the performance by the parties of their respective obligations under or pursuant to this Agreement. 9. (a) A Party shall not be liable to the other Parties for any loss, injury, delay, damages or other casualty suffered or incurred by the latter due to Force Majeure, and any failure or delay by any Party in performance of its obligations under this Agreement due to Force Majeure and shall not be considered as a breach of this Agreement. (b) The Party suffering Force Majeure shall notify the other Parties in writing promptly after the occurrence of such Force Majeure and shall, to the extent reasonable and lawful, use its best efforts to remove or remedy such cause. Upon the occurrence of any circumstances of Force Majeure the Party claiming Force Majeure shall use all reasonable endeavors to continue to perform its obligations under this Agreement and to minimize the adverse effects of such circumstances. (c) Such a Party shall notify the other Parties of the steps it proposes to take including any reasonable alternative means for performance.
