REPORT DATE ISSUED: April 14, 2014 ATTENTION: SUBJECT: REPORT NO: HCR14-037 Chair and Members of the San Diego Housing Commission For the Agenda of May 9, 2014 Funding Commitment under the Naval Training Center (NTC) Homeless Assistance Plan COUNCIL DISTRICT: 2 REQUESTED ACTION Approve an allocation of $161,887 to rehabilitate San Diego Youth Services’ Take Wing housing program, and $50,000 to rehabilitate Catholic Charities’ House of Rachel Independent Living Program. This allocation will expend the balance of the San Diego Housing Commission’s remaining commitment to the City of San Diego’s Naval Training Center Agreement. STAFF RECOMMENDATION That the San Diego Housing Commission (Housing Commission) take the following actions: 1) Approve a revocable grant in the amount of $161,887 to San Diego Youth Services to install a solar photovoltaic system at its Take Wing housing program; and 2) Approve a revocable grant in the amount of $50,000 to Catholic Charities to upgrade the electrical system at the House of Rachel Independent Living Program; and 3) Authorize the President & Chief Executive Officer (President & CEO) to execute all necessary documents in a form acceptable to General Counsel. SUMMARY In 1993, Congress and the President of the United States approved the closure of a large portion of the Naval Training Center (NTC) at Rosecrans Street and Nimitz Boulevard in Point Loma. The federal Base Closure Community Redevelopment and Homeless Assistance Act required certain actions for conversion from military to civilian use, including a plan showing how the needs of the homeless would be met. The San Diego City Council (City Council) established the NTC Reuse Committee, which brought together various homeless providers, to advise them in developing such a plan. (Attachment 1 is a list of NTC Homeless Subcommittee Members). In July 1996, the City Council approved the Homeless Assistance Element of the NTC Reuse Plan that allowed the provision of off-site assistance to the homeless. A plan was developed to support 150 transitional housing units, primarily in Council District 2. The City of San Diego (City) and the NTC Homeless Subcommittee executed an agreement for the City to “secure, appropriate, and disburse” up to $7,500,000 on certain transitional housing projects proposed by members of the NTC Homeless Subcommittee. This agreement recognizes the Homeless Subcommittee as an ad hoc advisory body to be consulted for purposes of carrying out the agreement. The table below shows the Housing Commission’s NTC funding to date, which includes expenditures for all but $211,887 of the $1 million contribution. In 2003, the Housing Commission approved reserving the $211,887 to fund a future project by the Salvation Army. NTC Homeless Assistance Plan Funding Distribution Agency Project Amount San Diego Youth & Community Services Wing Street $ 483,113.00 The Salvation Army Family Development Center $ 150,000.00 Father Joe's Villages Villa Harvey Mandel Project $ 80,000.00 Catholic Charities 9th & F Street Project $ 75,000.00 Total Spent $ 788,113.00 Remaining Balance to be Committed $ 211,887.00 In 2009, the City and the NTC Homeless Subcommittee executed a third amendment to the initial Agreement allowing subsequent projects to support rehabilitation of existing facilities. The Subcommittee supported allocating the Housing Commission’s remaining NTC fund commitment to the Salvation Army’s Door of Hope project to replace an existing transitional housing facility in Kearny Mesa. However, on July 29, 2010, the Salvation Army withdrew its request for NTC funds and the NTC Homeless Subcommittee reallocated the funds to San Diego Youth Services (SDYS) and Catholic Charities. SDYS proposes to use $161,887 to install a solar photovoltaic system at its five-building, 33-unit Take Wing housing development in the Midway District, which serves homeless youth. Incentives from the California Multifamily Affordable Solar Housing (MASH) Program will contribute approximately $177,113 and SDYS will contribute the balance of funds for this project through its capital improvements fund. Installation of the system is expected to result in annual operating cost savings of approximately $90,000. Construction is estimated to start in August 2014. Attachment 2 provides a project description. Catholic Charities proposes to use $50,000 to repair the electrical system in nine units of the House of Rachel Independent Living Program. Additional interior unit repairs will be completed if the cost to repair the electrical system is less than $50,000. Attachment 3 provides a project description and repair priority list. FISCAL CONSIDERATIONS The proposed funding sources and uses approved by this action are included in the Fiscal Year 2015 Proposed Budget and Proposed Affordable Housing Fund Plan under the Rental Housing Finance activity. Approving this action will not change the Fiscal Year 2015 total budget. Approving this action will result in the installation of a solar photovoltaic system for the Take Wing housing development at a total cost to the Housing Commission of $161,887 and electrical/interior rehabilitation at House of Rachel Independent Living at an average cost of $5,556 per housing unit. April 9, 2014 Funding Commitment under the Naval Training Center (NTC) Homeless Assistance Plan Page 3 Funding sources approved by this action will be as follows: Housing Trust Fund (Linkage) - $211,887 Funding uses approved by this action will be allocated as follows: Grants - $211,887 Approving this action will grant the President & CEO, or designee, the authority, for all project budgets, to transfer and/or reallocate funds between any and all funding use line items within the total approved project budget provided that the total project budget amount after any and all transfers/allocations does not exceed the previously approved budget total, when the operational need(s) arise and/or when such actions are to the benefit of the Housing Commission and its mission. PREVIOUS COUNCIL and/or COMMITTEE ACTION The initial agreement between the City and the NTC Homeless Subcommittee was approved on July 31, 1999, with amendments to the agreement approved as follows: Amendment 1 – November 3, 2005 Amendment 2 – February 28, 2007 Amendment 3 – May 18, 2009 KEY STAKEHOLDERS and PROJECTED IMPACTS Stakeholders include remaining members of the NTC Homeless Subcommittee, the City, and the Housing Commission. ENVIRONMENTAL REVIEW The proposed rehabilitation is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15301 because Take Wing and “House of Rachel” are existing facilities and the proposed actions do not involve expansion of the existing uses. Women receive life skills coaching and case management while being offered an affordable safe and sober living environment Project Design: Catholic Charities intends to use its NTC Settlement funds to install new electrical wiring and renovate two bathrooms for the Independent Housing Program. A majority of the wiring in the building and in particular the nine units is more than 50 years old. Residents experience frequent power outages and flickering of lights. We believe that it is no longer safe to keep patching the problems and we should replace the wiring in the building. Project Funding: The requested NTC funding of $50,000 will be used to fund the cost of the entire project. Catholic Charities will take responsibility for any changes over the $50,000 allocation Project Timeline: Design Phase: Scope of work has been established Estimated Project Start Date: As soon as funds are available Estimated Project Completion Date: Approximately 30 days from start date
