Republic of the Philippines Province of Guimaras Message The inclusion of the Province of Guimaras in the 2015 publication entitled The Many Faces of Poverty is a milestone for the province that prides itself with being the first in the region to implement the Community-Based Monitoring System (CBMS) on a provincial scale. Our initiative to generate primary socioeconomic data through the CBMS technology has been confronted with many obstacles, resources-wise, and the rapid turnover of personnel trained in data encoding and map digitizing. But persevere, we did, and some municipalities which were able to partner with the academe in the earlier stages of data encoding used the municipal poverty maps extensively to prioritize projects for implementation, which were identified to be most responsive to the needs of majority of the populace. We are grateful to our implementation partners—particularly the CBMS Network; the Department of the Interior and Local Government; and the local governments of Jordan, Buenavista, Nueva Valencia, San Lorenzo, and Sibunag, all in Guimaras—for the support in carrying out this undertaking. The success of CBMS I inspires us to plan for CBMS II with more enthusiasm and certainty so that decision making, particularly on identification and prioritization of projects, becomes more evidence based and anchored on scientifically generated and updated information. The Many Faces of Poverty in Guimaras POPULATION The Province of Guimaras had a total population of 141,153 covering 32,255 households in 2011–2012 The Community-Based Monitoring System (CBMS) census conducted in the Province of Guimaras in 2011–2012 covered all five municipalities consisting of 98 barangays. Data showed that the province had a total population of 141,153 in 32,255 households. The Municipality of Buenavista is the most populated with 42,510 people, accounting for 30.1 percent of the province’s total. It is followed by the Municipality of Nueva Valencia with 32,323 (22.9%) and Jordan, the province’s capital, with 29,949 residents (21.2%). Meanwhile, about 34.7 percent of the total population in the province were 15 years old and below. HEALTH AND NUTRITION Three in every one thousand children under five years old died Based on the results of the CBMS census, 0.3 percent of children aged zero to four years died during the reference period. In fact, 59 children died, translating to 3 child deaths for every 1,000 children below four years old. The highest proportion was reported in the Municipality of Sibunag where 0.6 percent of children died while the lowest was recorded in the Municipality of Nueva Valencia and Jordan, both with 0.2 percent. Meanwhile, at the more disaggregated level, higher proportions were recorded in some barangays. The top three barangays with the highest proportion of child deaths came from the Municipality of Buenavista: Taminla (3.4%), Banban (2.6%), and Navalas (2.4%). One in every one thousand women died due to pregnancy-related causes The province also recorded a relatively low incidence of death due to pregnancy-related causes. In fact, only one case of death was recorded during the reference period. This was in Barangay Sebaste in the Municipality of Sibunag. At least 2 in every 100 children zero to five years old were malnourished Among children aged zero to five years, about 2.4 percent were considered malnourished during the reference period. This means that at least two children in this age range were classified as malnourished. At the municipal level, data showed that Sibunag had the highest magnitude and proportion of malnourished children. In particular, the municipality had 119 malnourished children, representing four percent of all children aged zero to five years in the municipality. The Municipality of Jordan came second with 2.8 percent, followed by San Lorenzo with 2.5 percent. Moreover, some barangays in the province reported more severe problems in malnourishment as indicated by the very high proportions of malnourished children. The top two barangays with the highest proportions came from the Municipality of San Lorenzo. Barangay Tamborong, which ranked first, recorded the highest proportion at 22.5 percent. This means that at least 22 in every 100 children five years old and below were malnourished. Barangay Igcawayan came second with 17.5 percent. HOUSING About 1.5 percent of households were living in makeshift housing while 3.2 percent were informal settlers Based on the results of the CBMS census, about 1.5 percent of the households in the province were living in makeshift housing. This problem, however, was more prevalent among households in the Municipality of Nueva Valencia where 3.2 percent of its households lived in makeshift housing. Furthermore, makeshift housing was more widespread in several barangays. For instance, 20.2 percent of households in Barangay Lucmayan in Nueva Valencia were living in makeshift housing. Manila: De La Salle University Publishing House. Meanwhile, 3.2 percent of households in the province were considered informal settlers. Although the Municipality of Nueva Valencia had the largest proportion of informal settlers, the Municipality of Buenavista recorded the most number of households (i.e., 387) considered as informal settlers. However, looking at barangay level data, Barangay Taminla in the Municipality of Buenavista registered the highest proportion where 34.2 percent (or 51) of its households were considered informal settlers. This means that least 34 in every 100 households in the barangay were informal settlers. Barangay Sawang, also from the same municipality, ranked second with 28.1 percent. WATER AND SANITATION About 9.2 percent of households had no access to safe water supply while 12.7 percent had no access to sanitary toilet facilities A few households in the province were reported to have no access to safe water supply. In particular, at least 9 in every 100 households in the province had no access to safe water. This problem is, however, more prevalent in some municipalities. For instance, in the province’s capital of Jordan, 12.1 percent of the households had no access to safe water. This is the worst case among all municipalities in the province. Meanwhile, 10.0 percent and 9.3 percent of the households in the municipalities of Sibunag and Buenavista, respectively, had no access to safe water supply. Two barangays in the province were considered “waterless”1. Both were from the Municipality of Buenavista: Barangay Dagsa-an (63.0%) and Barangay Tacay (57.2%). Moreover, in terms of sanitation, 12.7 percent of the households in the province had no access to sanitary toilet facilities. The Municipality of Sibunag recorded the highest proportion of households without access to sanitary toilet facilities at 18 percent. It is followed by San Lorenzo (16.4%) and Nueva Valencia (15.1%). On the other hand, the problem with sanitation was even more pronounced in several barangays in the province. For instance, in Barangay Morobuan in Jordan, 45.6 percent of households had no access to sanitary toilets. It was followed by Barangay Cabano in San Lorenzo and Barangay Panobolon in Nueva Valencia with 35.8 percent and 32.9 percent, respectively. BASIC EDUCATION About 7 in every 100 children aged 6–15 years old were not in school Results from the CBMS census revealed that among children 6–11 years old, about 11.8 percent were not enrolled in elementary school while 34.2 percent of children 12–15 years old were not attending high school. However, only about 6.9 percent of children 6–15 years old were not in school. This means that about 7 in every 100 children 6– 15 years old were not attending school. Municipal level data showed that Buenavista and San Lorenzo had the worst condition in terms of this indicator. In fact, 7.1 percent of children aged 6–15 years old in each of these municipalities were not enrolled in school. The province’s capital of Jordan came next where 6.9 percent of the children in this age range were not in school. Furthermore, some barangays in the province recorded low school participation rates. The highest proportion of children 6–15 years old not attending school was recorded in Barangay Magsaysay in Buenavista at 20.7 percent. Barangays Balcon Maravilla in Jordan (16.2%) and Lucmayan in Nueva Valencia (13.3%) also recorded relatively high proportion of school non-attendance compared with the rest of the barangays in the province. INCOME AND LIVELIHOOD About 57 in every 100 households were living below the poverty threshold Income poverty rate in the province was also relatively high at 57.2 percent, representing a total of 18,437 households. This means that in every 100 households, at least 57 had a per capita income which is below the poverty threshold. Higher income poverty rates for some municipalities were, however, reported during the reference period. The Municipality of Sibunag recorded a poverty rate of 70.7 percent, the highest among the municipalities in the province. It is followed by San Lorenzo and Nueva Valencia with income poverty rates of 64.4 percent and 62.0 percent, respectively. Manila: De La Salle University Publishing House. income poverty incidence. For instance, Barangay Igcawayan in San Lorenzo had a poverty rate of 88.7 percent. Barangay Morobuan in Jordan and Barangay Taminla in Buenavista ranked second and third with poverty rates of 85.7 percent and 85.2 percent, respectively. It is also worth noting that at least half of the households in 33 (out of 98) barangay were living below the income poverty threshold. Forty-five percent of households had no sufficient income to satisfy their nutritional requirements The province is also faced with the problem on food poverty. In fact, at least 45 in every 100 households were living below the subsistence threshold. Among the municipalities, Sibunag recorded the highest proportion of households with a per capita income that is below the subsistence threshold. In fact, 60 percent of households in the municipality had no sufficient income to satisfy the nutritional requirements of its members. It is followed by San Lorenzo and Nueva Valencia where 51.8 percent and 51.0 percent of the households, respectively, were classified as food poor. At the barangay level, Igcawayan in the Municipality of San Lorenzo registered the highest proportion of households who were food poor (82.4%). A number of other barangays in the province also exhibited very high proportions of households living below the food poverty threshold: Barangay Taminla in Buenavista and Barangay Morobuan in Jordan recorded 77.9 percent and 74.8 percent, respectively. At least half of households in 37 (out of 98) barangays in the province were living below the food threshold. Hunger due to food shortage was experienced by less than one percent of the households In terms of hunger due to food shortage, results from the CBMS census revealed that 0.8 percent of the households in the province experienced hunger during the three-month period before the census, representing 266 households. At the municipal level, Jordan recorded the highest proportion of households which experienced hunger due to food shortage (1.2%). The municipalities of Buenavista (1.0%) and San Lorenzo (0.8%) also recorded relatively higher proportions compared with the rest of the municipalities. Meanwhile, Barangay Igcawayan in San Lorenzo exhibited the highest proportion of households which experienced hunger due to food shortage at 13.4 percent. Next to Barangay Igcawayan is Barangay Tacay in Buenavista where 10 in every 100 households were reported to have experienced hunger during the period. The province recorded an unemployment rate of 7.5 percent Data from the CBMS census showed that 45,814 of the total population in the province were identified to be members of the labor force. Among them, 7.5 percent were unemployed which corresponds to 3,442 individuals. The Municipality of Sibunag had the highest unemployment rate (9.6%), followed by Buenavista (9.3%) and San Lorenzo (7.7%). Unemployment rate in Barangay Tanag (22.8%) in the Municipality of Buenavista is the highest among all barangays in the province. It can also be noted that 21 (out of 98) barangays recorded double-digit unemployment rates during the reference period. PEACE AND ORDER About 0.2 percent of the total population had been victims of crime In terms of peace and order, the province recorded a total of 331 individuals who were victims of crime during the reference period. This represents about 0.2 percent of the total population in the province. The highest proportion of crime victims was reported in Sibunag (0.5%). However, some barangays recorded even higher estimates, with the highest proportion reported in Barangay Oracon Norte in Sibunag (4.8%). This is followed by Barangay Bubog in the same municipality and Barangay San Miguel in Buenavista with 3.7 percent and 1.8 percent, respectively. It is good to note that 43 (out of 98) barangays in the province had no reported case of crime victims during the reference period. CBMS COMPOSITE INDICATOR AND MULTIDIMENSIONAL POVERTY Households were not able to meet at least 1 of the 13 basic needs 2, on the average The province recorded a CBMS composite index equivalent to 1.4. This means that at least 1 of the 13 basic needs was not met by households in the province, on the average. Among the municipalities, Sibunag recorded the highest composite index of 1.8, indicating the worst condition among all municipalities in terms of meeting basic needs. In addition, San Lorenzo ranked second with a composite index of 1.6, followed by Nueva Valencia with 1.5. Worse conditions were reported in some barangays in the province. The highest composite index was recorded in Barangay Igcawayan in San Lorenzo at 2.7, indicating the worst condition among all barangays. This means that, on the average, almost 3 of the 13 basic needs were not met by the households in this barangay. About 21.5 percent of households in the province experienced multiple deprivations 3 Based on the results of the CBMS census, 21.5 percent of households in the province suffered from multiple deprivations. Data showed that about 16.7 percent of households were deprived in two dimensions while 4.1 percent were deprived in three dimensions. Results further revealed about 8.5 percent of households in the province suffered from multiple deprivations in terms of income and sanitation. These households were income poor and sanitation poor at the same time. In addition, 7.2 percent of households in the province were income poor and education poor at the same time. In terms of three deprivations, about 1.7 percent of households were income poor, toilet poor, and education poor, all at the same time. 2 This refers to household basic needs as reflected in the 13 CBMS core indicators covering the following: (1) children 0–4 years old who died, (2) women who died due to pregnancy-related causes, (3) malnourished children 0–5 years old, (4) households living in makeshift housing, (5) households that are informal settlers, (6) households without access to safe water supply, (7) households without access to sanitar y toilet facilities, (8) children 6–15 years old not in school, (9) households with income below pover ty threshold, (10) households with income below food threshold, (11) households that experienced hunger due to food shor tage, (12) unemployment, and (13) victims of crime. A higher index would mean more unmet needs and, hence, worse condition for the households. 3 A household is considered to experience multiple deprivations if it is poor in at least two in the following dimensions: health, nutrition, tenure, housing, water, toilet, education, income, job, and security.
