Published for the Fort Sill community December 24, 2014 Post to institute new gate access policy By Mitch Meador The Lawton Constitution Preparations are underway for the dawn of a new era in access to Fort Sill. A handicapped-accessible Visitor Control Center is under construction on the east side of Sheridan Road, just inside the perimeter fence. It will soon be the check-in point for anyone coming on post who doesn’t have an ID authorized by the Department of Defense. “You may have already heard that Fort Sill is going through some access changes, and we’ve actually only taken steps to improve our access,” Fort Sill Garrison Commander Col. Glenn Waters said Monday. Maj. Gen. John G. Rossi, commanding general of Fort Sill and the Fires Center of Excellence, has directed the Fort Sill Garrison to raise the standard for access to the installation. “There’s no major threat that’s driving this. It’s just us complying with the standard,” Waters said. “We’re a little behind the Air Force on this. So if you’ve been to the Air Force locations, you know what they do there, and that’s what we’ll be doing as well.” The new system will be in place by Jan. 30. But gate guards are already scanning a lot more ID cards and educating the public about who will have to report to the Visitor Control Center, the garrison commander said. The structure going up now is a temporary facility. A permanent Visitor Control Center should be up within the next year, once pupils from Sheridan Road Elementary School move into the new Freedom Elementary School and Sheridan Road Elementary, Geronimo Road Elementary and the westernmost houses in Artillery Village are torn down. No changes are in store for anyone with active Department of Defense, retired Department of Defense, family member or other types of Common Access Card identification. Visitors can expedite the process by going online sometime after mid-January and clicking on “How to Access Fort Sill.”They can submit a Fort Sill (FS) Form 118a online or in person 10 days ahead of their visit. But someone who comes to the Visitor Control Center the day of his or her intended visit and has to fill out the FS Form 118a in person will take longer than someone who has filled out and submitted the form online ahead of time. The length of time the background check takes will vary from person to person. When the check is complete, you will receive notice from the Visitor Control by email or telephone (assuming you apply ahead of time). Approved visitors will be issued passes of varying duration. “Right now, we’re still going through some protocols and procedures, but we’re looking at a four-day pass, a 10-day pass, a 30-day pass and a one-year pass, depending on your status, what you do on post,” Waters said. Once you have the pass you can go through any gate you want as long as you present a photo ID card along with that pass. “Our intent is to make this as painless as possible, especially to those great members (of) the communities around Fort Sill who work with us on a regular basis,”he said. Waters said that, as with any new system, there will be some frustration initially. He asks everyone to keep in mind it’s not about individuals, it’s about the safety and security of everybody who lives, works or plays at Fort Sill. Traffic flow patterns near the Interstate 44 off ramps did not lend themselves to safe management of visitor traffic near Key Gate. While Bentley Gate is not as close to the interstate highway as, say, Scott Gate on Fort Sill Boulevard, its long entry lanes and room to accommodate a continuously operated Visitor Control Center resulted in its selection. Fort Sill is currently working with the Oklahoma Department of Transportation to erect highway signs that will steer visitors to Bentley Gate. Anyone who needs more information may use the Fires Center of Excellence Facebook page to make an inquiry, according to Keith Pannell, Fort Sill public affairs specialist. Pay, allowances announced DoD News WASHINGTON — The Department of Defense Monday announced the 2015 military pay and compensation rates for service members, with most service members receiving a one percent increase in basic pay. The new rates for basic pay, basic allowance for housing, basic allowance for subsistence, and the cost of living allowance rates for the contiguous United States will take effect on Jan. 1. Basic pay for service members will increase one percent, except for general and flag officers who will not see an increase in 2015. For example, an E-4 with 3 years of service will see an increase in basic pay of $22.20 per month, while an O-3 with 6 years of service will receive a basic pay increase of $54.30 per month in 2015. Basic allowance for housing rates for service members in 2015 will increase on average $17 per month, or 0.5 percent. Rates are calculated using median current market rent and average utilities (including electricity, heat, and water/sewer) for each pay grade, both with and without dependents. Two changes were made to BAH rate computations for 2015: renter’s insurance, which contributed an average of one percent to rates, was eliminated, and the Ffscal 2015 National Defense Authorization Act reduced housing rates on average 1 percent for service members. This means that even if BAH rates decline – including through the elimination of renter’s insurance and the reduction in the calculated rate – a service member who maintains uninterrupted BAH eligibility in a given location will not see a rate decrease. This ensures that service members who have made long-term commitments in the form of a lease or contract are not penalized if local housing costs decrease. Service members can calculate their BAH payment by using the basic allowance for housing calculator at: http://www.defensetravel.do d.mil/site/bahCalc.cfm. The 2015 basic allowance for subsistence rates for military members will increase by 2.9 percent over last year. The new rates are: • $367.92 per month for enlisted members • $253.38 per month for officers The annual adjustments to basic allowance for subsistence — a monthly nontaxable cash payment to military members intended to be used to buy food — are linked to changes in food prices as measured by the annual change in the U.S. Department of Agriculture Cost of Food at Home Index. From the beginning of October 2013 through the end of September 2014, the index rose by 2.9 percent, forming the basis for the increased BAS rates. However, many people and organizations unite to prevent those who are deployed from feeling left out during this time of the year. Christmas 2014 in Baghdad is a prime example of what can happen when many gather in a common goal, bringing the holidays to everyone. Col. Jose Thompson, commander of 434th Field Artillery Brigade, said the building was designed by people in the brigade several years ago and was built over the past two years. Planning for the holiday block leave started some six months ago. “We went through an intensive staff planning process. The brigade and the installation does this every single year, so we start out with a great deal of historical and continuity products,” Thompson said. “We’ve run through a number of rehearsals culminating in a brigade-level rehearsal we executed right here about two weeks ago ... We went through the entire plan on how we’re going to execute this mission right here, which really is probably the biggest operation that the brigade as a whole runs every single year. And then we ran through a whole host of smaller rehearsals at the battalion and battery level on how we were going to move soldiers. We centralized the control of it at the brigade level for the manifest. Each battery typically has about 200 soldiers and a battalion anywhere from 800 to 1,200 soldiers when it’s full. And they’re literally going to every place imaginable in the United States. And some are even traveling overseas to see family,” he said. Adventure Travel set up the travel arrangements. Buses took most of the soldiers to one of four airports — Lawton-Fort Sill Regional Airport, Will Rogers World Airport in Oklahoma City, Dallas-Fort Worth International Airport or the Dallas Love Field Airport. Roughly 350 soldiers rode home with a parent, grandparent or older sibling who came here to pick them up. Roughly 80 soldiers will travel home via Greyhound Bus Lines. “Really, it was all that prior effort and prior planning that has paid off and made this as smooth an operation as we can probably have,” Thompson said. The first chalk was called together at 1:30 p.m., and the last group was expected to go out in the wee hours of today. From day one, drill sergeants, battery commanders, first sergeants and battalion commanders have been reminding the troops that while they’re on leave, they’re still soldiers 24/7. Battle buddies Pvt. Clinton Rounsavall, 24, and Pvt. Jacob Mauger, 20, both of Bravo Battery, 1st Battalion, 79th Field Artillery, are headed in opposite directions. Rounsavall is taking a shuttle to the Dallas-Fort Worth Airport, where his wife, Melanie, will pick him up. He’s going home to Waco, Texas, to celebrate the holidays with his stepson Ivan, 11, and daughter, Emily, 6. The Rounsavalls have another child on the way, and the private is looking forward to spending two weeks with his family before returning here to finish basic training. Mauger is looking forward to seeing his girlfriend and spending some quality time with family in Crown Point, Ind. He’ll be returning for week seven of Combat Basic Training in the new year. Spc. Carlos Escudero, 22, and Pvt. 1st Class Kevin Rodriguez, 20, were headed off in their dress uniforms, as they had graduated from basic training in a Wednesday morning cere- mony at McMahon Memorial Auditorium. Both are from Puerto Rico, and both were assigned to Delta Battery, 1st Battalion, 19th Field Artillery. Escudero was accorded the rank of specialist because he graduated from the University of Puerto Rico this year with a bachelor’s degree in psychology. He chose to join the Army because he thought it would be a good life for him. He’s flying all the way back to Puerto Rico and is looking forward to enjoying some good food (chicken wings in particular). So this really is an opportunity for them to rest and relax, just like the soldiers who are going home.” Web page can help PTSD vets with discharge Army News Service WASHINGTON, D.C. — Veterans with post-traumatic stress disorder who were discharged under “other than honorable” conditions can apply on a new Web page to have their discharge upgraded if it was due to PTSD. The Army launched a webpage for the veterans to get information and ultimately enable them to apply for the change in status, said Col. Matthew B. Coleman, the military assistant to the deputy assistant secretary of the Army at the Army Review Boards Agency.
