Commissioners Russell Klecka, John Amsler, and Jeron Barnett were present and Waller County Judge Trey Duhon presided. Commissioner Justin Beckendorff was ill and unable to attend. During public comments, resident LaVaughn Mosley again urged the resignation of Sheriff Glenn Smith, and stated that due to a lack of a resignation he has started the process of encouraging Prairie View A&M students to boycott Hempstead. Several residents also addressed commissioners to express their disappointment and grave concerns on the reduction of early voting locations to two, as approved by commissioners on December 16. Bush, the state recently acquired three historic buildings close to the Alamo--the Woolworth, Crockett, and Plaza Buildings. The announcement of the purchases came several weeks after the General Land Office entered an agreement with the City of San Antonio to implement improvements to the Alamo Historic District and the Alamo Complex. With the purchase, the General Land Office has initiated a project entitled the Alamo Plaza Restoration Project, with a goal to enhance the visitor’s pilgrimage to the world-renowned “Cradle of Texas Liberty.” The plan is to turn the Alamo Plaza into a world-class historic site as big and bold as Texas itself. Both party chairs, in order to simplify voting, had recommended the change to only two early voting locations for the March 1 primaries at the December 16 meeting of the commissioners court, which was unanimously approved. Election Administrator, Dan Teed, expressed his misgivings about the party chairs’ proposal at the last meeting, and asked commissioners to approve his prior recommendation. Teed’s recommendation was subsequently unanimously approved by the court, naming the Waller County Courthouse as the main early voting polling place, with branch early voting at the Brookshire Waller County Library, and the Waller ISD Administration Building. Additional early branch voting locations include: Fieldstore County Building, St. Francis Episcopal Church, Prairie View, Monaville JP 3 Building, and Katy VFW Hall. Commissioners voted down a request by the Coun- ty Auditor, Alan Younts, to take action to amend the 2015 budget to accommodate the $14,250 received for the state supplement for the county judge. Judge Duhon and Commissioner Barnett voted in favor of the action, and Commissioners Amsler and Klecka were opposed. County Auditor Alan Younts stated that the item was just cleaning up the budget since these funds were not on the radar when the 2015 budget was developed, and that the amount is already in the budget for next year. Younts stated that if no amendment was made in this matter by the end of the year, the negative funds in the Judge’s budget would trigger an audit by the state. Commissioner Klecka stated that he wanted more information about the money and it’s use before he could vote “for” to amend the budget to accommodate the $14,250. A special session has been scheduled for Tuesday, December 29, at 9 a.m. at the Waller County Courthouse to discuss the proposed budget amendment. Alamo Plaza Restoration Project moves forward Inserts this week: o last 45 days. During construction, that portion of Waller St. will be closed and citizens will have to find alternate routes. In other action, council unanimously passed Ordinance #486, which adopted changes in the building codes that govern construction in the City of Waller. According to Superintendent of Public Works, Gene Schmidt, the city is currently under a 2003 Building Code. Council adopted the 2012 International Code for building, residential, mechanical, plumbing, fire, fuel gas, existing building, swimming pool and spa, and property maintenance. Also adopted was the NFPA 101 Life Safety Code, 2009 International Energy Code, and the 2011 National Electrical Code. Council also approved moving forward with a new City of Waller website design, allowing it to be mobile friendly, and adapt to all screen sizes. The new design is slated to be more contemporary, and will be coded to the MODx content management system that the city recently upgraded to, which makes it easy for city staff to make edits, and is also very secure. During staff reports Captain Michael Williams of the Waller Police Department stated that Operation Holiday is going well, and that officers have logged over 200 visits to local stores in an effort to reduce holiday thefts. Mayor Danny Marburger presided over the meeting also attended by Mayor ProTem Sidney Johnson, and council members Edna Eaton, Nancy Arnold, Dwayne Hajek, and Mike McCormick. Council unanimously approved to accept the bid received from Wakefield Bridges for the demolition and reconstruction of the Waller Street Bridge in the amount of $148,100. City Engineer David Leyendecker recommended approval of the bid. Other costs associated with the bridge project include $14,810 for contingencies, $7,405 for contract bid and project management, $810 for surveying, and $2,962 for inspection, bringing the total cost to $174,087. Contingency may not be needed or spent, according to Leyendecker, but needs to be included in case of unforeseen costs. The project also includes construction of a sidewalk on the south side of the bridge for pedestrians. Mayor Marburger stated that the city still has $100,000 remaining in the bond issue slated for streets and drainage, which can be used for the bridge project, and the rest will be paid out of the city budget. Dubbed “A Star Reborn”, the revitalized plaza will have a Texas History Center that includes a world-class multimedia center with three theaters, a state-of-the-art historical/educational outreach center, and five primary foundational museum presentations on Texas history that include: the history of Alamo Plaza, the history of the Texas Revolution, David Crockett and Frontier Expansion, the Spanish Legacy and El Camino Real de los Tejas, and the popular culture of the Alamo. In addition, the renovated complex will include an Historical Journey Network Center (Visitor’s Information Center) and advanced media center, highlighting local and regional cultural Artist’s rendition of possible outlay for the future Alamo Historical Complex in San Antonio. Yep, 2016 is rolling in on Friday. That’s maybe good news for some, and not so good news for others. Obviously for the oil industry, there’s precious little good news, what with oil at somewhere between $34-37 on any given day. On the other hand, that same source of bad news is good news for consumers, at least those traveling over the holidays. Gas prices in this area were around $1.55-1.60, which encouraged people to hit the roads. Talking about travel, I ran across a list – a rather extensive list – of towns in Texas that might have fit the holiday mood. (Don’t worry – I won’t list them all.) I’ll let you pull out your atlas and find out where these places are. For instance, there’s Happy, Smiley, Friendship, and of course, Sweet Home – all very appropriate for holiday visits, don’t you think? When do we leave? Well, there’s Sunrise, Sunset, and Sundown, so take your pick, and maybe we’ll even see a Rainbow. Food is an important element of holiday visits, and Texas has all kinds of choices. For breakfast we have Bacon and Oatmeal. As the day progresses, we can enjoy Turkey or Trout, with a side of Rice, or maybe a Noodle or two. A holiday meal isn’t complete without something sweet, so reckon we could find something to satisfy that craving in Sugar Land? We could, of course, just wash our meal down with Sweetwater … never tried it, but we could always dunk a couple of tea bags in it to flavor it up a bit. Texas is a pretty big state – we could tuck several states or foreign countries within our borders with room to spare. But let’s say we have an itch to travel. To make it easier for your atlas search, I’ll run this down alphabetically: Atlanta; Buffalo; Detroit; Colorado City; Denver City; Klondike; Nevada; Memphis; Miami; Boston; Santa Fe; Tennessee Colony, and Reno. That’s just domestic names. Now for some international travel, still within our state borders: Athens; Canadian; China; Dublin; Egypt; Ireland; Turkey; London; New London; Paris, and Holland. While we don’t have a Washington D.C. in Texas, we have Washington-on-the-Brazos and there’s always Whitehouse. Let’s say we’re in for some interplantetary travel. We can do that, too, by traveling to Venus, or we could stay here and enjoy Earth. History and holidays team up well, so how about trips to Santa Ana; Goliad; and Alamo (not “the,” just Alamo, located in Hidalgo County in the Rio Grande Valley). The kids get bored on road trips (maybe not so much now with all the hand-held digital devices), but just in case, you can point out Kermit; Elmo; Nemo; Tarzan, and Sylvester. The adults in the vehicle might be amused by Frognot; Bigfoot; Hogeye, and Notrees. Interesting story about that town. The community is 20 miles north of Odessa, and the site of oil drilling activity, of course. Sporting a couple of different names back in the day, the community boasted one tree. Unfortunately, it was destroyed in the construction of a Shell gas plant. Thus the name, Notrees. Some names beg for further research. For instance, there’s Dime Box and Old Dime Box, both with the same ZIP code. Best and Veri- best might seem like rival cities, but no. Veribest was originally named Mullins, but the U.S. Postal Service wouldn’t put a post office in the town because there was already a Mullins, Texas. So, the mayor approached a young lady in the grocery store and asked her what she thought the name should be. She spied a jar of pickles on the shelf with the name Veribest … and there you have it. All this traveling has made me hungry, so I think I’ll stop for a Ding Dong. That delightfullynamed town is eight miles south of Killeen in Bell County. Alas, the history of the name does not involve snack food. Two of the early settlers in the town, both named Bell, opened a general store. They hired an artist to paint a sign for the store, which naturally depicted two bells (or Bells). Perhaps with a bit of whimsy, the artist tagged one bell “Ding” and the other “Dong,” and thus the name of the town. This is a good opportunity to tell you a bit about how Waller came to be named. There is no funny story, nothing weird. Perhaps the only weird thing is that Waller sits astraddle the Waller-Harris County lines, which does present some problems to citizens. K.H. Faulkner filed a plat on January 11, 1884 to establish the town, which, like the county, is named for Edwin Waller. Edwin Waller, born in 1800, was an entrepreneur, signer of the Texas Declaration of Independence, the first mayor of Austin, Texas, and the designer of its downtown grid plan. That tells you that we have a pretty strong pedigree. About a month after the town plat was filed, the post office was set up and the first general store opened. The public school was organized in 1887, and by the end of its first year of operation had eighty students. The town boundaries were established in 1889 when Waller was actually laid out. By 1897, there was a population of about 500, with an established newspaper and a bank. In 1898, the South Texas Baptist College was established by the South Texas Baptist Conference. Unfortunately the 1900 Galveston hurricane badly damaged the college and it never reopened. Telephone service was installed in 1912, and the Guaranty Bond State Bank (now Wells Fargo) opened in 1915. Waller was incorporated in 1947, and Jim Haney became the first mayor. Population was 712 in 1950; today’s population is just shy of 2,500 and growing. Now you know a little bit more about our community. While we don’t have a name quite as exciting as Cut ’n’ Shoot, or Hoop and Holler, we do have a solid community, with great schools, and even greater citizens. Congress gives the American people coal in their stocking By Carrie Prazak-Gourley On December 18, Congress 1206 Smith St., Waller, TX 77484 Sunday School - 9:45 am Common Ground - 11:00 am (a Spirited Traditional) www.wallerumc.org approved a massive omnibus budget bill containing a whopping $1.1 trillion for funding the entire government for the remainder of fiscal year 2016. New speaker of the House, Paul Ryan, followed in former Speaker John Boehner’s footsteps into funding policies opposed by the majority of the American people. Despite the rising national debt, slated to reach $19 trillion this year, not one dime was cut from the budget, instead spending increased across the board. Both political parties are to blame for this monstrous budget, which Carrying Christ into our community with a strong faith! 936-372-3907 dumps another half trillion dollars in debt on Americans’ heads right out of the gate. To add insult to injury, our own U.S. Representative, Michael McCaul, along with Texas Senator John Cornyn, supported the bill. Only Senator Ted Cruz, the antiestablishment presidential candidate, opposed it. The 2009 page bill passed the House 316 to 113 and is a $1.149 trillion grab bag of special interest giveaways, liberal victories, and conservative concessions that most members likely did not have time to read. The bill fully funds DACA (deferred action for childhood arrivals), which will continue to churn out work permits and federal benefits to hundreds of thousands of illegal immigrants. Sanctuary cities are also not barred from receiving federal grants, despite their refusal to follow federal immigration laws. Sanctuary cities release criminal illegal aliens back into the population, resulting in many deaths, including the tragic death of Kate Steinle in broad daylight, gunned down by a fivetime criminal alien, released by the San Francisco Police Department, in violation of federal law. Since the budget has no restrictions on sanctuary cities, countless numbers of criminal aliens will be released into the population, able to continue to wreak havoc on the American people. In addition, the bill will fund the admission of tens of thousands of refugees with access to federal benefits and will allow multiple immigrant and visa programs exploited by terrorists such as the “I1” “student” visas (Boston bombers) and the “K-1” “fiancee” visas (San Bernardino) to continue. The bill also allows for admission of hundreds of thousands of migrants from countries with jihadists movements. No additional assurances were made in the vetting of refugees for the safety of the American people. Americans will still pay for the majority of abortions through their taxes, since Planned Parenthood, the largest provider of abortions, is fully funded, despite disturbing videos showing the organization haggling over the price of body parts of aborted babies. During a time when the United States has the highest number ever of citizens out of the workforce, the bill quadruples the H-2B foreign worker visas. This so that U.S. companies like Disney can hire foreign workers at cheaper prices and force the American workers to train their replacements. Congress also snuck into the omnibus a Cybersecurity Information Sharing Act, which was opposed by many in both parties. Senator Ron Wyden, (D-Ore.) said this about the act, “Americans deserve policies that protect both their liberty and their security. This bill fails on both counts.” Out of all the negatives to the budget, one positive note is that the 40 year ban on light crude exports was lifted, which hopefully will generate more jobs for Americans. But, at the same time, more spending was incurred by extending the wind and solar tax credits for another five years. Numerous tax credits, due to expire, were extended in the budget, and the moratorium on Obamacare’s medical device tax and the insurance policy cadillac tax were both put on hold (which is a win for the unions). One lonely high mark in the omnibus bill is that it included an agreement by both parties to restore rational budgeting on Capitol Hill, ending the recurring artificial brinkmanship which yearly drives Congress to accept bad deals. Hopefully, that comes to fruition. Without a doubt, Congress sold the American people down the river with this bill, one of the most irresponsible pieces of legislation ever passed. Again, Congress ignores our immigration laws, fails to fund a border fence for our national security, and totally disregards the negative consequences of an ever rising national debt--projected to be near $20 trillion when President Obama leaves office in 2017, doubling the debt left by G.W. Bush and his predecessors. Many ignore the fact that our economy has never recovered from the 2008 recession. Our GDP (Gross Domestic Product) growth remains at around 2%, and although unemployment numbers are lower, the millions that have quit looking for work are not included in the unemployment number. If the holders of our national debt were to flee, the economy would face a downturn unlike any yet experienced in American history. Yet Congress continues to listen to special interests, and both parties prove that they believe in “big government”, which continually diminishes the rights of the states and of the people. So Happy New Year America. Your government is continuing to irresponsibly support the status quo, not addressing the serious issues affecting the American people. All seven of the Waller ISD junior high and elementary schools are participating in the junior high contest with the fifth-graders from each of the elementary schools representing the junior high school that they will attend next year. Over 270 students in fifth through eighth-grade have participated so far. Currently, Waller ISD is leading Texas in the number of students participating in the virtual meet.
