On Saturday, December 5, several Waller County
officials were attending an Awards Ceremony and luncheon for the Waller County Child Welfare Board at the
Saltgrass Steak House, located in Katy at 21855 Katy
Freeway. Nearly 100 people were in attendance, including Waller County Sheriff Glenn Smith, all Waller County Commissioners-- Justin Beckendorff, Russell Klecka,
John Amsler, Jeron Barnett, and Waller County Judge
Trey Duhon-- along with County Clerk Debbie Hollan,
and District Attorney Elton Mathis.
While attending the event, Sheriff Smith’s and
Commissioner Beckendorff’s vehicles were burglarized
and in total eight handguns and two rifles were stolen.
Sheriff Smith stated that his county vehicle, a black 2006
Ford F250 truck, was parked in the rear parking lot of the
Saltgrass Steak House. Smith arrived at the location at
11 a.m. and departed the restaurant at 1 p.m.
Smith noticed when returning to his vehicle that the
driver’s side door lock had been tampered with and was
pushed in. He said that the vehicle’s alarm did not work
since the keyhole was punched and the key lock burned.
Six handguns and two rifles were missing, including:
(four county issued) Heckler and Koch UMP45 .45
Caliber sub-machine gun; Springfield TRP .45 Caliber;
Heckler and Koch Compact 45; Smith and Wesson B&G
Revolver; and four personal- Sig Sauer PM400 300
Blackout Rifle; Sig Sauer 1911 .45 Caliber; Bond Arms
Derringer .45 Caliber; and a Heckler and Koch P30SK
9MM. Also, a Sheriff’s Office issued windbreaker jacket
was stolen.
According to Smith, after noticing the burglary, he
immediately called the WCSO who then in turn notified
Saltgrass Steakhouse about the burglaries. Smith then
stated that he drove back to Hempstead because he believed that the most important first step was to get the
stolen guns’ serial numbers into the Texas crime database system, and he believed the fastest way to do that
was at the WCSO.

WallCo Commissioners drop cameras for uninsured motorist detection
The Waller Times
On Wednesday, December 9, the
Waller County Commissioners Court
met in regular session at 9 a.m. at the
Waller County Courthouse. Commissioners Justin Beckendorff, Russell
Klecka, John Amsler, and Jeron Barnett were present and Waller County
Judge Trey Duhon presided.
During public comments, local resident LaVaughn Mosley asked for the
resignation of Sheriff Glenn R. Smith,
and pledged to encourage students of
Prairie View A&M University to boycott Hempstead if there is no resignation. Mosley stated that a resignation
was in order due to the Sandra Bland
incident and due to the burglary of the
sheriff ’s gun’s which took place on Saturday, December 5 in Katy. See related

Rick Welch addressed the commissioners court about his concerns on
the proposed installation of cameras
for uninsured motorists. According to
Welch and to the State Attorney General’s Office, revenue from a pretrial
diversion program cannot be split between a county and a private company,
as had been suggested by the IX Group.
He also discovered that Bowie County’s District Attorney has submitted a
request to the Attorney General to see
if such a public/private arrangement for
pretrial diversions is allowed by Texas
State Law. Bowie County has also been
approached by the IX Group for the
purpose of installing cameras to detect
uninsured motorists.
Later in the session, the IX Group’s
withdrawal of the proposed contract for
uninsured motorists enforcement was
spread upon the minutes (officially recorded).
Duhon stated the item was tabled,
rather than brought up for a vote because he was “gathering feedback and
doing more research on the topic.” His
main concern was that the Texas insurance database is not up to par and has a
10% error rate.
Commissioner Amsler stated the
issue should have come to a vote and
should never have been postponed, and
added that everyone on the court should
have to “face the music.” Amsler argued that the votes were never there to
approve the cameras and there was no
reason for the delay. He also noted that
the withdrawal of the contract by the
IX Group was received on December
3, the last day to prevent a vote on the
contract from taking place at court.
Although no vote could take place
because no contract was on the table,
Judge Duhon agreed to a show of hands
and commissioners unanimously raised
their hands in open court showing opposition to installation of cameras in
Waller County, but it was not an official vote for the record.
Afterwards, Duhon stated, “The issue, as far as I am concerned, is dead.”
In other business, the court approved the agreement between Waller
County and the Waller County Fair
Association and approved payment of
$10,000, after receiving reassurance
that the WCFA is in negotiations to ac-
complish a full financial audit, to be available in early 2016. Commissioners noted
that other entities receiving funds from
the court must submit a third-party financial audit, which will be requested of the
WCFA in the future.
I.T. Holleman Elementary School held their first-ever holiday wreath decorating
contest in early December. Children were encouraged to design a holiday wreath
with their families for a chance to win a spot on Holleman’s float in the annual
City of Waller Christmas Parade. First, second and third place for each grade level
was named, as well as an overall Grand and Reserve Champions before the City

Waller Wonders – Social Security Administration = Confusion

I
got a letter from
the Social Security people a
few weeks ago;
looked like a form
letter. At a “certain age,” I’ve discovered, one gets a good number
of such letters.
This letter announced – as if
I didn’t know – that I have a birthday coming up – okay, it’s a rather
significant birthday – and that I
need to take certain actions with
Social Security. Other than advising me of my birthday, I didn’t
understand anything else in the
letter.
So, I did a logical thing – for
me. I logged into my online Social
Security account to see if I could
untangle the message. Nope.
The company chairman and I
share a birthday, so I showed him
the letter, assuming, of course,
that he received the same letter. He didn’t (nor has he gotten
one to this day). I also assumed
that, because he is a lawyer, that
he could interpret governmentspeak. Nope, he didn’t understand
the letter either.
I showed the letter to a coworker 15 years my senior, and
who understands Social Security much better than I. He just
scratched his chin, shook his head,
and said, nope, I don’t know what
they’re trying to say.
After learning a few years
back that I won’t get accurate information by phone, I took myself
to the Social Security office. I explained to the nice lady (really, she
was nice) about getting the letter
and how no one could interpret
it. With an air of confidence, she
took the letter and read it.
She frowned. She laid the letter down on the desk and read it
again … slowly. I know she read it
slowly because she ran her finger
along the sentences, sometimes
backing up to read some of the
words again.
She frowned … again.
She looked at me, and obviously not wanting to admit it, said,
“I don’t know what they are trying
to say, either.”
Well, THAT’S comforting. I
get a letter from Social Security
that I don’t understand. I take the
letter TO the Social Security of-
fice for translation, and THEY
don’t know what it says either!
I told her about searching
the Social Security website – and
even Google – and that I couldn’t
find anything that even remotely
fit the wording in the letter. I went
on to tell her that I had also used
the benefits calculator to determine my Social Security benefits
and got conflicting information.
She nodded knowingly and
said, “The website is good for
some things, but not so good for
others.”
Okay, that was not reassuring.
I asked her to please run the
calculations for me so I could decide my next step. She cheerfully
did and gave me the printout. It
didn’t match anything I had gotten on the website, but I suspected
her numbers were more accurate
than the website. I was beginning
to realize that the website was not
going to be a good resource for
me in the future.
She recommended that I file
for Social Security now because
of the sometimes-lengthy time it
takes to process the benefits. She
also suggested that I do it there in
the office in case I needed help.
She assured me I could cancel it if
I changed my mind.
Within 20 minutes, my task
was complete and I was on my
way home. My confirmation said
I would get an email from Social
Security … or I could email … or
I might get a phone call. Oh, and
that phone call could come day,
night, or on a weekend.
A week passed and I heard
nothing. When I checked my account, the message said my application was being handled in
Birmingham, Alabama, and that
“no decision has been made at
this time.” What decision? I’m
eligible. Let’s do this.
Finally, after almost two
weeks, I got “the phone call.” The
kind lady asked me for all kinds
of identifying information – date
and place of birth. Various names
used by my parents. Mailing address. Physical address. Social
Security number. She didn’t ask
my blood type, though.

so we started the review of my
application. It went well until we
got to the amount of the benefit –
how much will my check be. She
told me how much. I told her that
didn’t match anything from either
the website or the Social Security
office. We played “what if ” with
dates and she gave me some other
figures. I told her that I now have
five different figures, which made
it difficult – and confusing – to
make a decision.
We compared the original
two figures I had against the three
“what if ” figures she just gave
me. They were close, but still …
That’s when she remarked that the
figures she was giving me were
after the Part B insurance premium was taken out.
See, that doesn’t make sense
to me. I know I have to pay it, and I
know it is automatically deducted.
However, that premium is an expense. The Social Security check
is income, or revenue. I need to
know what those figures are separately, because they are separate
in a budget. They belong in different columns. I understand that the
net result is zero, of course, but I
want to do my own math.

that it makes perfect sense. She
said, “I understand that!” Well,
finally!
And so, after two weeks, I
had the proper information and
was able to make a proper decision. It’s going to be a lonnnng
old age, I’m afraid.

of Rudolph-themed merchandise-puzzles, snow globes, mugs,
view-master reels, and slippers.
Then in 1949, his brother-inlaw, songwriter Johnny Marks, set
Rudolph’s story to music. Bing
Crosby turned down the song, and
singing cowboy Gene Autry was
chosen to record it instead. The
song was an instant hit, selling 2
million copies the first year alone,
and remains one of the best-selling songs of all time.
The song’s royalties and merchandise sales allowed May to
pay off his medical debts, and his
mortgage, and allowed him to live
comfortably, but did not make him
rich. After leaving Montgomery
Ward in 1951 to manage the Rudolph empire, he returned seven
years later and continued to work
as a copywriter until his retirement, at the age of 70, in 1971.
An animated version of Rudolph the Red-Nosed Reindeer,
created in 1964, is the longestrunning Christmas special in television history, although the television version varies from May’s
original tale, it is a most-beloved
American classic to this day.
“Rudolph the Red-Nosed
Reindeer” has indeed become a
piece of American folklore, and
a metaphor for overcoming obstacles, embracing differences,
and recognizing each individual’s
unique potential.” After 75 years,
it still teaches a powerful lesson to
younger generations.

WISD to hold District Site-Based Decision Meeting
Waller ISD will host a District Site-Based Decision Making

Sheriff Smith has been under
fire since Sandra Bland committed suicide in the Waller County
Jail last July. The Texas Commission on Jail Standards cited the
jail for not complying with state
standards regarding staff training and observation of potentially suicidal inmates. Protesters
converged for several weeks last
summer outside his office.
Details on the stolen guns
have been entered in national and
Texas crime databases. Crime
Stoppers is offering a $1000 reward or information on the theft

than 35 years of law enforcement, “ Smith added.
Smith also stated that the
guns were not laid out in the open,
but were secured. “Some were
hidden under the seat and others
in backpacks,” Smith said.
Then, the sheriff requested
that Chief Deputy Joe Hester
contact Waller County Patrol Supervisor Corporal Bryan Mace,
who was instructed to meet with
the sheriff and complete an incident report. Corporal Mace met
with Sheriff R. Glenn Smith at
the Waller County Sheriff’s Office later that same afternoon.
On the day the incident took
place, Sheriff Smith also contacted the ATF, the Harris County Pct.
5 Constable, and the Texas Rangers, and all are currently working
on the case. Although the Harris
County Sheriff’s Office, where
the incident took place, was not
contacted until Monday morning, the HCSO is also working
on the case, along with a Waller
County investigator.
Some have cited the sheriff’s lack of judgment for not
immediately notifying local law
enforcement. Federal law states
that licensed gun owners must
report theft or loss of firearms
“within 48 hours of discovery
to the ATF and local a local law
enforcement agency”, which in
this case was done in accordance
with the law.
Also, contact was made with
Wade Wilson, manager on duty
at Saltgrass Steak House who
stated that there are cameras in
that area of the parking lot, but
that the camera system is currently not working, and that management has contacted a service
company for repair.
Later that same evening,
Commissioner Pct. 4, Justin
Beckendorff noticed that his car
lock had been tampered with,
but since his packages were still
in the backseat of his vehicle, he
did not suspect a burglary.
The next morning, he called
the sheriff to find out what police agency to contact about his
lock. After talking to the sheriff,
who informed him of his stolen
guns, he checked for his two licensed handguns and discovered
they were missing from their seat
pouches in his vehicle, a 2004 red
Dodge Ram. The missing guns
are a Glock 19 9mm with night
sights, and a Kel Tec P-32 Caliber. Beckendorff then contacted
the Harris County Sheriff’s Office and filed a report.
When asked why he had so
many weapons, Sheriff Smith
stated that he usually doesn’t
carry quite that many weapons,
but just happened to have a few
more last week, and that some
were newly received. Smith stated that he always carries an assault weapon, however, in case
of a SWAT incident, which he
said can happen at any time. He

Dance! Dance! themed event. The show promised five super dance hits that will surely get you moving, and the students delivered. The show gave a brief history of Rock and Roll through songs. Rock
and Roll began in the American south in the 1940’s. Rock and Roll’s musical style was developed
by combining R&B and country styles with a rhythmic beat and vocals, much like the Rock and
Roll of today. The students sang and danced to At the Hop, Twist and Shout!, Down at the Twist

LDE Contest held at Blinn College. Five teams advanced to

was exciting and full of music that captured the student’s attention. The show was sponsored by the
PTO, and was attained by a grant that PTO President Joanna Alvarado received to bring the Fine

Obituary
BUCK
“Buck” Bernard Hayes Buck,
age 57, of Hockley, passed away on
December 12, 2015.
Buck was born in Fort Bragg,
NC and grew up in a military family.
He is preceded in death by his parents, Mr. and Mrs. B.H. Buck, Sr.;
nephew, Charles Garvin; brother-inlaw, Bennie Grepares; he is survived
by his wife of 26 years, DeeDee
Buck; daughter Kristina “Kristi”
Buck; brother, Benjamin Buck; sisters, Yanka Reyes and husband Ray,
Emily Iverson and husband Barry,
Maricela Garvin and husband Scott;
brother, Benjamin Buck; brothers
and sisters-in-law, Andy Grepares
and wife Jan, Greg Grepares and
wife Sharon, Tony Grepares and
wife Yazmin; nieces and nephews,
Matthew, Nathan, Nicholas, Logan, Dustin, Jade, Yanniz, Crystal,
Adony, Natalie, Bernard, Benjamin,
Andrea and Kelsey as well as many
other relatives and dear friends.
Buck was a brilliant, hardworking man with many talents. He
had a great sense of humor, and was
admired by many and loved by his
family and friends. His greatest joys
were his wife DeeDee, the birth of
their daughter Kristina “Kristi”,
whom he cherished, and cooking
for his family and friends. He also
enjoyed bowling, horseshoes, pool
