We did not write a letter. We meet with the Navy staff. Captain Kitchens wrote a letter to the City and County, which we were copied on.
Since the letter was not to us we did not write any letter. Per the Navy letter we made sure their concerns were addressed in the PA.
It is a capital mistake to theorize before one has data.

Can you also provide the consulting parties with a copy of SHPD's letter concurring with the no adverse effect" determination for Little Makalapa Navy Housing, please? Navy and City have claimed SHPD concurred with FTA's determination, but we have not seen
that documented.
