Funding Agreement: Priority Development Area (PDA) Planning Grant for
Adeline Corridor and South Shattuck
RECOMMENDATION
Adopt a Resolution authorizing the City Manager to execute a funding agreement and
any amendments with the Metropolitan Transportation Commission (MTC) and the
Association of Bay Area Governments (ABAG) and accepting the $750,000 Priority
Development Area (PDA) grant award from Cycle Six of the PDA Planning Program for
the period of January 2015 to June 2017.
FISCAL IMPACTS OF RECOMMENDATION
The Planning and Development Department has been awarded a $750,000 grant from
the ABAG/MTC Cycle Six PDA Planning Program Grant Fund for the Adeline Corridor
Specific Plan. A condition of the award is a local match of 12% of the total project cost.
Based on the amount of the grant award, the total project cost is estimated to be
$852,273, which will require a local match of $102,273. This match can be provided in
staff costs for project administration and project-related tasks as well as other direct
expenditures. Staff anticipates assigning 1.0 FTE Principal Planner for three years to
manage the project and portions of other staff time to assist with the planning effort.
The staff time and direct expenditures are expected to meet or exceed the 12% match
requirement. Sufficient local matching funds are identified from the Permit Service
Center Fund 833 from the Community Planning Fee collected on issued permits.
Grant revenues will be deposited into the MTC grand fund budget code 614-8502331.15-01 and will be expended from 614-8502-463.30-38. CMS No. A73ZM. The
grant will be will be appropriated as part of the Second Amendment to the FY 2015
Annual Appropriations Ordinance and included in the Annual Appropriations Ordinances
for FY 2016 and FY 2017.
CURRENT SITUATION AND ITS EFFECTS
The City submitted an application for the ABAG/MTC PDA Cycle Six Planning Program
Grant in April 2014. Berkeley was selected for the grant award in May 2014.
ABAG/MTC requires that the City enter into a funding agreement by the end of
November, 2014. In order to meet this deadline, staff accelerated the request for

proposals (RFP) process. A formal bid solicitation to select a planning consultant to
assist with this planning process was issued during Council recess in September 2014.
An RFP (Specification No. 15-10885-C) was released on August 11, 2014 and the
consultant selection process is under way. Under a separate agenda item staff
recommends the City Council to authorize the City Manager to execute a contract for
professional services with the selected planning consultant. The grant award covers a
project time frame of 30 months (2.5 years) from project initiation. Staff anticipates that
the process will begin in January 2015 and conclude in mid-2017 with completion and
adoption of the Adeline Corridor Specific Plan.
BACKGROUND
The Priority Development Area (PDA) Planning Program is associated with the regional
planning effort called Focusing Our Vision or "FOCUS." FOCUS is a joint project of
ABAG, the MTC, and the Bay Area Air Quality Management District. This regional
project seeks to build upon existing progress related to smart growth, tap into local and
regional objectives for the future, and create a sustainable development strategy for the
Bay Area.
Through FOCUS, ABAG and other regional partners are working with local
governments and stakeholders to identify local and regional priority areas for
development and conservation. PDAs are identified by local jurisdictions as areas within
a city or county where higher density commercial and housing development could
occur, supported by transit. ABAG provides incentives for development of these priority
areas, which includes funding for planning grants and similar technical assistance, and
MTC and other transportation agencies are prioritizing transportation funding for PDAs.
The City of Berkeley established for Priority Development Area (PDA) status for six
areas of the City in 2007, including the Adeline Corridor and South Shattuck areas .As
such, they are eligible for focused funding to assist with community planning efforts.
(Berkeley’s Downtown PDA also obtained grant funding based on being designated as
a PDA.)
This ABAG/MTC PDA Planning Program funding is intended for planning efforts
consistent with the program guidelines. Goals of the PDA Planning Program include:
1. Increase the supply of housing, including housing affordable to lower-income
households.
2. Boost transit ridership and thereby reduce vehicle miles traveled by PDA
residents by increasing land use intensities and opportunities.
3. Promote walking, bicycling, carpooling, and carsharing by effectively managing
parking and driving options while promoting multi-modal connections for
residents, employees, and visitors to the PDA.

The Adeline and South Shattuck PDA are located along multiple bus routes, have
existing bicycle infrastructure, and are in close proximity to the Ashby BART Station.
The PDAs are therefore well suited to make use of this planning process to leverage
these existing community assets and plan for and encourage growth consistent with a
clear community vision for the future.
The City’s PDA Planning Program grant application is attached to this report. It
provides greater detail about the components of the ABAG/MTC guidelines and how
staff anticipates the Adeline Corridor Specific Plan will address them.
Other cities in the region that have received PDA Planning Program funding include the
cities of Concord, Lafayette, Walnut Creek and San Rafael to prepare downtown
station-area plans connecting housing and jobs growth to multi-modal transportation
options. The cities of Oakland, El Cerrito, Richmond, San Pablo, Dublin, Fremont, and
Union City have also undertaken successful planning efforts as part of this grant

Staff expects that the process will begin in January 2015 and will conclude in mid-2017
with completion and adoption of the Adeline Corridor Specific Plan. One of the first
steps will be a comprehensive Community Involvement Plan that will lay out the multiple
approaches staff and the consultant will use to engage with the community to plan the
future of the Adeline Corridor.
ENVIRONMENTAL SUSTAINABILITY
A major objective of the Adeline Corridor Specific Plan will be to increase the
opportunity for existing and future residents, employees, and visitors to use transit, bike
or walk for daily travel needs. This will result in reduced per-capita use of private
vehicles, thereby reducing vehicle miles traveled and the associated greenhouse gas
emissions.
RATIONALE FOR RECOMMENDATION
The last comprehensive planning effort in the South Berkeley area was in 1999.
Community planning is an expensive process and funding is difficult to obtain. The PDA
Planning Program funding presents a unique opportunity for Berkeley to develop a
strong community vision for the Adeline Corridor, South Shattuck and surrounding
neighborhoods.
ALTERNATIVE ACTIONS CONSIDERED
There are no other fiscal alternatives for this planning effort.

FUNDING AGREEMENT FOR PDA PLANNING GRANT: ADELINE CORRIDOR AND
SOUTH SHATTUCK PDA PLANNING (ADELINE CORRIDOR SPECIFIC PLAN)
WHEREAS, the City designated the Adeline Corridor and South Shattuck areas as
Priority Development Areas (PDA) in 2007 and such designation has been included in
regional planning efforts by the Association of Bay Area Governments (ABAG) and the
Metropolitan Transportation Commission (MTC); and
WHEREAS, the MTC and ABAG are administering Cycle Six of the PDA Planning
Program for grant-funded planning efforts within designated PDAs; and
WHEREAS, the City seeks outside funding whenever possible to promote community
engagement and long range planning efforts; and
WHEREAS, on March 22, 2014 a community meeting at the South Berkeley Senior
Center was conducted to solicit input; and
WHEREAS, staff submitted a PDA Planning Grant application on April 2, 2014 to MTC
for a Specific Plan for the Adeline Corridor and South Shattuck PDAs for a total grant
request of $800,000; and
WHEREAS, MTC awarded the City of Berkeley a total grant amount of $750,000 in May
2014; and
WHEREAS, a local match equivalent to 12% of the total project budget is required; and
WHEREAS, sufficient local matching funds are available in the Permit Service Center
Fund 833 from Community Planning Fees collected on issued permits; and
WHEREAS, grant revenues will be deposited into the MTC grand fund budget code
614-8502-331.15-01, CMS No. A73ZM; and
WHEREAS, based on the specified scope, schedule and budget of the Funding
Agreement with MTC and ABAG, MTC will reimburse the City of Berkeley upon delivery
of the agreed-upon deliverables; and
WHEREAS, staff recommends accepting the grant in the amount of $750,000 from
ABAG and MTC for the Adeline Corridor Specific Plan planning effort.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Berkeley that the
City Manager is authorized to execute a funding agreement and any amendments with
MTC/ABAG for the Adeline Corridor Specific Plan planning effort in the amount of
$750,000 for the period January 1, 2015 to June 30, 2017. A record signature copy of
said agreement and any amendments to be on file in the City Clerk Department.
