Appendix B-1 Advertisements Sunday Times Combined Metros 5 - 11/12/2013 11:02:27 PM - Plate: NEWS ● Thursday December 12 | 2013 Father’s bail relaxed to allow him to go on holiday NOMAHLUBI JORDAAN A JOHANNESBURG father accused of killing his daughter’s boyfriend and the teen’s father on Halloween got the thumbs up to go on holiday over the festive season. Retief Liebenberg, 46, appeared briefly in the Benoni Magistrate’s Court yesterday for the murder of his 20-year-old daughter Chevonne’s boyfriend, 19-year-old Dewalt “Poena” Visser and the boy’s father, Dewalt Visser, 46. The two were shot in Liebenberg’s home on October 31. He was arrested on the same day and faces two counts of murder. At the request of the prosecution, the case was postponed to February for further investigation. Magistrate Ian Cox also agreed to a request by Liebenberg to scrap his bail conditions over the festive season so that he could go on holiday to the South Coast. He was released on R50 000 bail on November 15 on condition that he reported to the Benoni police station every Monday, Wednesday and Friday. He was also ordered not to apply for a new passport to replace his expired one. Investigating officer Warrant Officer Peter Mbonani told The Times the state suspected Liebenberg had killed the two men after discovering the younger Visser in his house on the day of the incident. “The accused did not approve of the relationship. On the day of the incident, he found them both in his home,” Mbonani said. Mbonani said on the day of the incident, Visser snr had allegedly received a call from his son, who reported that Liebenberg “did not want to let him go”. “When his father got there, [Liebenberg] allegedly shot them both and they died on the scene,” he claimed. SNOWBALL’S CHANCE Free Syrian Army fighters in playful combat in the snow in the city of Aleppo yesterday Picture: AMMAR ABDULLAH/REUTERS Coastal town rocked by horror attack ‘Timid black Muslim’ set alight at newlyweds’ door NIVASHNI NAIR RACIAL tensions are high in Umzinto, on the KwaZulu-Natal South Coast, after an Indian man was arrested for allegedly setting alight a young black man at the weekend. The local community is demanding that Rojith Dayasagai, 43, leave Riverside Park, the scene of Saturday’s incident. “We are mobilising and will make sure that he is removed,” a resident said yesterday. Dayasagai has been charged with attempted murder after allegedly pouring paint thinner over 25-year-old Junard Moosa before setting him alight. He appeared in the Umzinto Magistrate’s Court yesterday and was not asked to plead. He was released on R500 bail. According to Lungile Lata, who married Moosa’s brother a few hours before the attack, her new brother-in-law had come to the newlyweds’ flat on Saturday night to resolve a domestic dispute with his girlfriend. “We sorted out the problem and agreed that his girlfriend should stay with us for the night. We closed the door behind him. A few seconds later, we heard sounds of struggle,” she said. Lata said Moosa, a “timid black Muslim”, and her neighbour, Dayasagai, appeared to be “fighting”. “It all happened so fast.” Lata said after the young man was set alight the fire spread to their ‘ He is burned from his head to his toe. He is totally unrecognisable doorstep, preventing her and her husband from helping Moosa. “He jumped off the balcony. We hear from neighbours that he rolled on to sand to try to stop the flames,” she said. Moosa is fighting for his life in hospital. “He is burned from the top of his head to the tip of his toe. He is unrecognisable. ‘‘We are just so scared that we may lose him,” Lata said. She said that though the family was aware of the racial storm that has been brewing since the incident their priority was Moosa’s recovery. “There was no argument. We can’t understand what the fight was about.” But some community members yesterday said justice has already failed Moosa. Simon Magudulela said: “R500 bail for such a gruesome attack? I don’t believe it. “The police must keep [Dayasagai] inside or we will escort him out of the area.” An Indian resident, who did not want to be named, said she was afraid that other Indians will “bear the brunt” of the incident. “I was informed that the community wants Indians to pay. ‘‘We were not behind this. We must leave this matter to the police,” she said. KwaZulu-Natal police spokesman Colonel Jay Naicker yesterday confirmed that a case of attempted murder was being investigated. Dayasagai would appear in court again soon, Naicker added. The Times 5 Goldin assailants get parole NASHIRA DAVIDS THE two men who were accomplices in the kidnapping, hijacking, robbery and murder of actor Brett Goldin and his friend, designer Richard Bloom, will leave prison on June 26. Yesterday Jade Wyngaard and Nurshad Davids, who were sentenced to 12 years in prison in 2006 for kidnapping, hijacking and robbery, were given parole. Their bids for parole had been denied in the past. Goldin’s mother, Denise, has fought to keep them behind bars. Shavaan Marlie and Clinton Davids were sentenced to 28 years for murder. There was a national outcry when the naked bodies of Goldin and Bloom were found in an open field in April 2006. Correctional Services spokesman Simphiwe Xako said the family did not contest the decision to allow parole. “Denise Goldin did not attend the proceedings. [All] the family wants is to feel safe. “The men must show that they are fully rehabilitated and must express remorse,” he said. Denise Goldin said it was difficult to accept that the accomplices to the murders had been released after serving only two-thirds of their sentences. She said she prayed that they would be returned to society as good citizens and that they would not commit another crime. “One does feel bruised at the outcome because Richard and Brett can never get a second chance.” Public notices and news 70 South Coast Herald, December 13, 2013 %X\DWLFNHWThande- AUCTIONS PUBLIC AUCTION ka Shinga from South Coast Hospice encourages everyone to purFKDVHDUDIÀHWLFNHWWRZLQ WKLVGROO¶VKRXVHNQRZQ DV-HQQ\¶V+RXVH,WZLOO be on display at Ramsgate Stationers at the Southcoast Mall until December 24. In terms of Section 79 of the Mineral and Petroleum Resources Development Act (MPRDA), an Environmental Management Programme (EMPr) covering the proposed activities must be prepared and submitted to PASA for consideration and for approval by the Minister of Mineral Resources. The EMPr will evaluate the potential environmental and social impacts of the proposed activities and provide mitigation and management measures to help avoid and reduce negative effects. PASA accepted EMEPSAL’s application on 22 November 2013 and the EMPr is due to be submitted to PASA by 18 March 2014. Background Information The Deepwater Durban Exploration Area is located far from the coast and in deep water. It is approximately 50 km offshore of the East Coast of South Africa at its nearest point. The easternmost extent of the Exploration Area is approximately 380 km from the coast. The total area of the Exploration Area is approximately 50,000 km² with water depths that range from 2,200 to 3,600 metres. Proposed Activities EMEPSAL have proposed an initial three year exploration programme. The proposed minimum programme would comprise the acquisition of airborne geophysics data (7,000 km2) and the licensing (and possibly acquisition) of 2D seismic survey data (2,600 line km). EMEPSAL may however acquire additional airborne geophysics data (up to a total of 40,000 km2) and licence and acquire up to a total of 4,300 line km 2D seismic survey data. Depending on the results from these surveys, the following activities may then be undertaken: 2D and/or 3D seismic surveys Seabed surface heat flow measurements Seabed and water column sampling Multibeam echo sounder and sub-bottom profile survey Autonomous Underwater Vehicle (AUV) survey The additional activities would be carried out in sequence or parallel and the schedule for these activities has not yet been determined and would be dependent on the result of the initial surveys. Invitation to Provide Input and Comment Environmental Resources Management Southern Africa (Pty) Ltd (ERM) has been appointed to assist EMEPSAL in preparing the EMPr. As part of the process, input and comment on the proposed activities is being solicited from stakeholders and the general public. Please send your comments to the person below. A more detailed Background Information Document, providing initial project information, has been compiled and is available online at www.erm.com/deepwaterdurbanEMPR or from ERM on request. Also, if you or your organisation would like to register to receive further direct notifications about the EMPr process, please provide your details to the person below. Defence Minister Jean-Yves Le Drian admitted yesterday that France’s mission to pacify its former colony represented a much more difficult operation than the military intervention against Islamist rebels in Mali earlier this year. And those remarks were borne out by Philippe Vokaer’s account of his final contact with his 23-year-old son Nicolas, one of two French paratroopers killed in a firefight while on a night patrol in the capital, Bangui, on Monday. “We had a text exchange the same evening,” Vokaer sr told French daily Le Parisien. “He had witnessed some atrocious scenes. As soon as the French soldiers disarmed the Muslim militia, they saw them being lynched by a Christian mob in the middle of the street. There was nothing the army could do to stop it.” T In Bangui, a humanitarian aid worker, who did not want to be identified, said he feared mass reprisals against members of the country’s Muslim minority, who are associated with the Seleka coalition behind the March coup which plunged the Central African Republic into anarchic terror. “What we are faced with now is the spectre of a vicious spiral of reprisals with the village self-defence militias organising ‘return matches’ against Seleka and the Seleka themselves going on a killing spree as they retreat to their strongholds in the north,” he said. Curfew Despite those fears, the situation in Bangui, where hundreds were slaughtered with clubs and machetes last week, appeared generally calm yesterday, with residents suggesting that fear levels were subsiding following the weekend deployment of 1 600 French troops. Bangui, which is under an hours-of-darkness curfew, was quiet overnight with the exception of some sporadic shooting heard close to the national broadcaster’s headquarters. Le Drian acknowledged that NEW DELHI: India’s Supreme Court yesterday struck down a 2009 lower court decision to decriminalise homosexuality, dealing a blow to gay activists who have fought for years for the chance to live openly in a deeply conservative society. The judges said only parliament and not the courts could change a colonial-era law criminalising homosexuality. The lesbian, gay, bisexual and transgender community across India reacted to the surprise decision with defiance. “We cannot be forced back into the closet. We are not backing off from our fight against discrimination,” said Gautam Bhan, an activist who had petitioned the court. the chaotic situation in the republic made the French operation there more complex than the much bigger intervention in Mali, where France deployed 4 000 troops from January to break the backbone of armed Islamist groups who had taken control of the north of the country. “Central Africa may be less demanding in terms of weapons, transport and logistics than operation Serval was in Mali, but it is a lot more difficult because the identification of the enemy is not nearly as simple,” Le Drian said. The defence minister repeated that France would be seeking to hand over responsibility for the Central African Republic peace enforcement mission to an African force as soon as it could. On Tuesday US President Barack Obama authorised the release of $60 million (R620m) in military aid to the country. French President Francois Hollande made a brief visit to Bangui on Tuesday evening. He defended the military intervention as the only alternative to “carnage.” “France is not here out of any self-interest. France has come to defend human dignity,” he said. – Sapa-AFP P13 Crying Members of the Muslim Brotherhood argue with policemen during the trial of the Brotherhood leaders in a courtroom in Cairo yesterday. Prominent members of the organisation were arrested in a state crackdown after the army’s overthrow of President Mohamed Mursi and are charged with perpetrating violence during July’s clashes. The trial came PICTURE: REUTERS to an abrupt end yesterday when the judges walked out, citing chaos in the dock. Ex-worker knew of Madoff scam NEW YORK: During three decades of working for Bernard Madoff, Frank DiPascali said he knew his boss was running an illegal scheme. But the long-time aide also insists he believed Madoff ’s claims that he had hidden assets to cover his customers’ liabilities – until a meeting in Madoff ’s office in late 2008. “He said, crying: ‘I’m at the end of my rope’,” DiPascali testified in a New York yesterday. “He added, ‘I don’t have any more goddamn money. The whole thing is a fraud’.” Days later, Madoff was Skinnies score, fatties fork out for fares WELLINGTON: The head of a tiny Pacific airline that pioneered a fare system based on passengers’ weight said yesterday the move had been so successful the carrier was upgrading its fleet. Samoa Air introduced its world-first system late last year, when it began charging passengers fares based on how much they weighed, rather than a set price for each seat. Chief executive Chris Langton said the 1.34 tala (R5.95) per kilogramme charge had proved popular over the first 12 months as it meant cheaper fares for most passengers. “People do the sums, that’s their first interest,” he told the Australian Broadcasting Corporation. “They compare what they would pay on a pay-by- weight system and just do basic arithmetic.” The World Health Organisation says Samoa has one of the world’s highest rates of obesity. Langton said the airline was in the process of adding to its three-aircraft fleet a new Cessna 208, which would be configured to ensure larger passengers who paid high fares were given more space. – Sapa-AFP SEASON’S GREETINGS SO MANY LIFESTYLES. Lawyers and supporters of gays, lesbians and transsexuals vowed to continue pressing for the removal of the law, which they say encourages discrimination, even if it is rarely invoked by prosecutors. “We feel very let down,” said lawyer Anand Grover, who had argued the case for the advocacy group NAZ Foundation. “But we continue to fight for what is a constitutional right.” The law, dating back to the 1860s, when Britain ruled over South Asia, states that “whoever voluntarily has carnal intercourse against the order of nature with any man, woman or animal” can be punished by up to 10 years in prison. – Sapa-AP under arrest. DiPascali’s testimony came during the trial of five former Madoff employees accused of helping pull off a Ponzi scheme that cost investors $17 billion. All five – computer programmers Jerome O’Hara and George Perez, portfolio managers Annette Bongiorno and Joann Crupi, and back office director Daniel Bonventre – say they are innocent and were duped by Madoff into believing the business was legitimate. DiPascali pleaded guilty. He has been testifying in the US District Court in Manhattan, detailing how he and the defendants conspired to falsify documents, fool regulators and hide the fraud from clients. He knew the purported trading in client accounts was fake but thought the returns were realistic, backed by Madoff ’s hidden assets, he said. The scheme collapsed on December 11, 2008, when the economic downturn prompted many customers to ask for redemptions, leaving Madoff unable to cover their requests, DiPascali said. Madoff is serving a 150-year jail term. – Reuters Police pull out of protest camp Review asylum policy, Oz told KIEV: Scores of Ukrainian riot police withdrew yesterday morning from a protest camp after moving against demonstrators overnight in the authorities’ biggest attempt yet to reclaim streets after weeks of protests against President Viktor Yanukovich. Several police left positions around the protesters’ main camp in Independence Square and moved away from government buildings occupied by demonstrators enraged at Yanukovich’s decision to pull the plug on an EU trade deal. Overnight they had cleared streets near the camp and later surrounded the city hall, where demonstrators sprayed them with water to prevent it from being stormed. – Reuters SYDNEY: Rights group Amnesty International has urged Australia to review its asylum seeker policies and end offshore detention after finding “debilitating and humiliating conditions” at processing centres that breach obligations under international law. A steady flow of refugee boats is a hot political issue in Australia, polarising voters. Prime Minister Tony Abbott’s conservative Liberal-led coalition won power in September partly owing to a tough campaign against asylum seekers. In its report, Amnesty said 1 100 male asylum seekers now detained on Manus Island in Papua New Guinea were living in squalid, “prison-like” conditions, where one compound was reported to violate the UN Convention Against Torture. Compounds on the island are known to be overcrowded LOS ANGELES: A second man charged with stealing a piece of the car in which Fast & Furious actor Paul Walker died has surrendered. Authorities said 25-year-old Anthony Janow surrendered yesterday at the San Fernando courthouse. Walker and driver Roger Rodas died on November 30 when their Porsche crashed in Los Angeles. Prosecutors said Janow and 18-year-old Jameson Witty stole a roof panel as the wreckage was being towed. – Sapa-AP with more than 100 men sharing an environment of stifling heat and an overwhelming stench, Amnesty said. “This system of harsh conditions and humiliating treatment is a deliberate effort to pressure people to return to the desperate situations they have fled,” Claire Mallinson, director of Amnesty in Australia, said. Reckless “The policy of offshore processing is here to stay,” Australian Immigration Minister Scott Morrison, who heads the combined asylum seeker task force known as Operation Sovereign Borders, said. “To walk away from offshore processing would be reckless and irresponsible.” He added: “Where practical, suggestions raised to improve the operations of our offshore processing centres will be given proper consideration.” The UN High Commissioner for Refugees last year identified a global total of 10.5 million refugees, compared to just over 30 000 settled in Australia, putting the country’s share at 0.29 percent, ranking it at 49 among countries that host refugees. Pakistan hosted the largest number, with 1.6 million, and Iran, with 868 000 people. Amnesty said asylum seekers at Manus were forced to line up for several hours a day for meals and had no access to adequate medical facilities. Depending on the results from these surveys, the following activities may then be undertaken: • 2D and/or 3D seismic surveys • Seabed surface heat flow measurements • Seabed and water column sampling • Multibeam echo sounder and sub-bottom profile survey • Autonomous Underwater Vehicle (AUV) survey The additional activities would be carried out in sequence or parallel and the schedule for these activities has not yet been determined and would be dependent on the result of the initial surveys. The 12 survived the protest yesterday after police sent them to a hospital where they were being treated for poisoning, said Wang Yuping, one of the residents. Chinese petitioners sometimes are driven to extreme measures as their frustration boils over after years of unresolved grievances and routine beatings by local authorities. Wang, 40, said the petitioners have been unsuccessfully seeking redress since 2010 for the razing of their homes by authorities. – Sapa-AP ISIZULU December 13, 2013 12 upper coast FEVER GUY VEZI guy.vezi@witness.co.za.co.za U KUDLULA emhlabeni kukaMnuz Nelson Rolihlahla Mandela ngeledlule, kufana ncamashi nokucisha kwelambu ebelikhanya emhlabeni wonke.
