High efficiency and long service life - the general advantages offered by LED technology are well-known
to those who work with light and lighting. But where
concrete planning decisions need to be made, the
transition to modern semiconductor lighting is still
considered risky by some investors. Each project
has its own unique requirements, and LEDs are not
always the best solution for all lighting tasks. But the
technology has certainly reached a level that allows it
to address the typical requirements for street and architectural lighting at a high standard. Evidence of
this is provided by the daily operations of numerous
successfully implemented projects.
LED LUMINAIRE MANUFACTURERS MUST HAVE
SPECIAL KNOWLEDGE
Luminaire manufacturers require interdisciplinary knowhow to develop the benefits of LED technology for users
and to provide optimum electric, thermal and technical
operating conditions for semiconductor light sources. Luminaire manufacturer WE-EF has in-depth experience in
this regard. In 1999, the company implemented the first
large LED project with the SONY Center in Berlin. In
2008, the "One LED Concept" OLC® and WE-EF's "RFL
LED" street and area lighting luminaire series premiered
at the Light+Building trade fair. It has since developed
into a diverse range of LED-based products that contin-

ues to grow. LED versions are also available for underwater lighting, inground uplights, recessed and surfacemounted luminaires for walls and ceilings, area floodlights and technical post top luminaires. The luminaires
provide proof of their technical qualities and design potential in numerous lighting applications around the globe.
IMPRESSIVE COST SAVINGS
WE-EF has implemented its most extensive LED project
to date with the city of Bielefeld. As a result, the city has
been able to reduce the power consumption of its streetlighting systems by 1.8 million kWh annually. The main
reason for the desired savings in times of continuously
rising cost pressures in the communities was the replacement of 5889 existing luminaires in residential and local
streets with "VFL540" LED post top luminaires from
WE-EF. They have a power input of only 21W, as compared to 89W of the current mushroom opal glass luminaires. Additional energy savings can be achieved by a
55% reduction during night hours (between 10:30 pm
and 4:30 am). At the same time, light quality has also
improved noticeably. The LED luminaires light up traffic
areas more evenly than the previous system, which featured several pronounced light and dark zones.
TARGETED LIGHT CONTROL AND LACK OF GLARE
The technical quality of lighting was also a big concern
for the street lighting planners of the Neue Burg residential area in Wolfsburg. Since this project also involved the
placement of post top luminaires near buildings, it was
important that disruptive scattered light reaching into the
apartments would be avoided. With their exact light direction and effective anti-glare features, LED luminaire can
reliably meet these requirements. All foot paths and
driveways at Neue Burg are illuminated by "RFL" LED
luminaires, each with 24 LEDs and a connected rating
of 59W.

The city of Bielefeld, Germany, has installed 5,889 "VFL540" LED luminaires
on residential and frontage streets. The individual luminaires have ratings of only
21W per light point, in contrast to 89 W in the earlier solution. The considerably
lower maintenance costs also relieve the burden on the budget of the local municipality.
Similar to all other WE-EF LED post top luminaires, their
light distribution is based on CAD-optimised OLC®
lenses made of PMMA. OLC® ("One LED Concept") is a
patented optics concept centred on multiple layer technology. In contrast to the cumulative sequencing of individual light points, the multiple layer approach means that
each individual LED lights the entire evaluation field. To
this end, each LED creates an identical light distribution.
They are put on top of each other in layers, whereby the
sum of all layers results in even lighting, creating a homogeneous light distribution with very good visual comfort.
Another advantage: The loss of or decrease in luminous
flux in individual LEDs does not change the level of uniformity, as only average illuminance will decline accordingly.
CUSTOMISED LENS SYSTEMS
To ensure that different illuminance classes and traffic
conditions receive customised light, WE-EF is offering its
LED street and area lighting luminaires in many wattages
and also a number of different lighting distributions. The

The efficiency of the luminaires is increased by another
optical component patented by WE-EF: RFC® technology ("Reflection Free Contour") replaces the conventional
flat luminaire cover with a UV-stabilised clear acrylic
cover whose contoured surface follows the shape of a
butterfly lens. It means that there is less back reflection
into the luminaire interior when the light is emitted
through the cover, and the overall efficiency of the luminaire is increased by approximately 5%. Distances between light points can be increased by up to 20% to 30%
as compared to a luminaire cover using flat glass.

for streetlighting, but also provide good visual conditions
on the station platforms, as evidenced by the example of
the Dresdner tramways. Dresden's Municipal Transport
Services has set out to illuminate their 38 new tram
stops, which are in the planning stage, with LED luminaires. This project has already been successfully implemented with "RFL530 LED" post top luminaires at four
stations. With a connected rating of only 31W, the LED
luminaires require only half as much energy as conventional solutions consisting of high-pressure sodium lamps
of 63W. The transport services were impressed by the
lighting quality of the "RFL" luminaires during a one-year
test installation period.
NEEDS-APPROPRIATE SWITCHING AND DIMMING
CAPABILITIES
In contrast to conventional lamps, LEDs supply luminous
flux immediately after being switched on, and allow for
smooth reduced operations. It makes for easy light control as needed in accordance with the traffic situation,
change of lighting during the day or weather conditions.
With the "Eco Step Dim®" light management system,
available in "Basic", "Motion", "Advanced" and "Dynamic"
versions, WE-EF provides all the components that are required to implement versatile control options. This includes solutions for luminaires in stand-alone operations
as well as for extended systems. The luminaires can be
switched and dimmed depending on time, presence or
ambient lighting. Parameters for monitoring and maintenance are easily collected and analysed. The systems
can be expanded. It means that operators can start with
simple solutions that can be expanded into complex
urban networks.
The good switching and dimming capabilities of the LEDs
can be experienced in the market square La Chaux-deFonds in the Swiss canton of Neuchâtel. It is where 20

"RFL540 LED" luminaires were installed to illuminate this
centrally located market square in one of Europe's highest cities. The post top luminaires placed at the centre of
the square have been fitted with two electronic ballasts
that can be switched separately from each other, so that
the capacity and luminous flux of the lighting system can
be reduced by up to 50% during less frequented night
hours or on days when there is no market. The square
will still appear evenly illuminated and without disruptive
dark zones even when it is operated in "savings mode".
The already low connected rating of this LED solution is
accompanied by additional savings resulting from needsbased switching. The new system has a savings potential
of up to 60% of current net energy costs, with a LED
service life of up to 50000h.
SUSTAINABLE THINKING GOES BEYOND SIMPLY
SAVING ENERGY

simple energy savings. Low-energy houses made of
organic building materials, the use of rainwater, photovoltaic facilities, an infrastructure accessible entirely by
foot or bike, car pooling and even a separate kitchen
garden are just some of the measures that make living
in this residential area as environmentally friendly as
possible.
Naturally, this requirement was also extended to the selection of luminaires for the streets of Swindon Triangle.

minate streets and paths with minimal energy requirements, and also impress with their ecological balance
sheet over the entire life cycle. The housing of the
WE-EF luminaires is made of authentic refined recycled
aluminium.
WE-EF is currently working on an analysis of the ecological footprint of its LED streetlighting luminaires - an
analysis that is unusually comprehensive for the industry.
With partners such as PE International, a specialist for
Life Cycle Assessments, and IBU (Institut Bauen und
Umwelt), the company is evaluating the effects of the production, installation, operation and recycling of its luminaires on the environment. The full evaluation is
completed with an Environmental Product Declaration
(EPD) in accordance with the ISO 14025 standard. The
environmental declaration provides verifiable and comparable information regarding the environmental burden
created by a product. Investors and operators who focus
on sustainability for their projects are increasingly requesting such EPDs.
As part of its extensive sustainability, Munich Airport selected "RFL530 LED"
pole luminaires to illuminate the paths between the airport and visitors carpark, as
well as for the gates of the perimeter fencing system.
PROBLEM-FREE COMBINATION OF LAMP TECHNOLOGIES
The comprehensive WE-EF LED luminaire range provides a building kit that can be used to implement complex lighting plans based entirely on LED, but also allow
for the combination of LED light sources with other lamp
technologies. The fact that LED modules are offered with
different colour temperatures means that it is possible to
create a harmonious interplay of the various lighting
spectra. One project that combines LEDs and metal
halide lamps into an attractive all-in-one solution is the
lighting system for the beach promenade in the French
town of Mers les Bains. In this case, streets are illuminated by "RFL540 LED" post top luminaires. Their soft35

white light (3000K) creates a pleasant atmosphere. The
attractive bath architecture of the adjoining houses is
highlighted with "ETC140" inground uplights that are installed near the building front and fitted with neutral-white
(4000K) metal halide lamps. "FLC240" area floodlights
with integrated gobos lend a lively accent to the impressive lighting ambience that unfolds when the evening sun
has disappeared into the ocean. They form an oval light
motif with a wave pattern on the floor, creating a literally
seamless transition to the beach area.
CONTINUOUS INNOVATION
Outdated inventories, the ban on mercury vapour lamps
as of 2015 and interesting subsidy programmes have resulted in strong demand for street lighting during the past
few years. To this end, WE-EF has recently expanded its
LED portfolio, especially in the area of street and local
lighting. The company now produces several technical
post top luminaire series in different versions.
Just in time for Light+Building 2012, WE-EF is presenting
numerous LED innovations for architectural lighting in addition to further developments of its LED streetlighting luminaire range, including new LED gimbal versions of the
"ETC130" inground uplight and "DOC240" recessed exterior downlights. The gimbals can be smoothly rotated by
360° and tilted by 25°/30°. Once the ideal alignment for
the luminaire inserts has been reached, the position is reliably and reversibly locked into place. Both LED gimbal

The LED product innovations rely on WE-EF's in-house
lens technology to generate precise lighting distributions
with a high degree of luminaire efficiency - with the sole
exception of the "DOC220" design. It combines a "Fortimo" LED module from Philips with an aluminium reflector, optionally with dark-light characteristics or with a
micro-structured surface.

Expertise and ability: LED luminaires require knowhow and experience
An absolute prerequisite for being able to make the benefits of LED technology effectively available to its users is
interdisciplinary know-how on the part of the luminaire
manufacturer. Such expertise is required to enable optimal operating conditions for LEDs from the standpoints of
electrical, thermal, and lighting management. The luminaire manufacturer WE-EF has gained extensive experience in this respect. In 1999 WE-EF executed its first
major LED project at the SONY Centre in Berlin. In 2008
at the trade fair Light+Building, WE-EF premiered its
"One LED Concept" OLC® and its "RFL LED" street and
