Executive Summary for TORCH
April 19, 2013
Purpose:
The purpose of this report is to summarize the research and recommendations pertinent to the UT
MBA Team’s consulting engagement with TORCH from Feb 28 th to April 19th, 2013. This project is
an applied learning experience for the UT MBA students enrolled in BA 518, Innovation in Practice.
The team of Anthony Menzies, Amanda Satterfield, Brian Yount, and Doug Manofsky along with
faculty partners devoted a total of 357 hours to the project.
Statement of work: do the research and benchmarking to develop a predictable set of recommendations as to
how TORCH can proactively arrange temporary housing for homeless people/families in Anderson County.
Project Development:
We learned an incredible amount about TORCH and its mission to aid the economically disadvantaged and
promote self-sufficiency in Anderson County. We began by understanding the problem of homelessness in
Oak Ridge, which is considered to be a problem that goes unnoticed by many.
We used a framework learned in class to research, interview, and benchmark in order to come to our
recommendations. Through this process, the group conducted interviews with 13 community members,
including town officials and professionals to learn of potential solutions to housing the homeless.
Additionally, our group conducted benchmarks of 7 other non-profit organizations such as Volunteer
Ministries Center and Restoration House of East Tennessee to see how they deal with housing the homeless
and how they promote their causes.
Recommendations:
In analyzing TORCH and the problem of homelessness, we found clear changes that must be made. We
recommend the following: 1) Build relationship with the town by attending Community Development
meetings 2) House homeless using a variety of methods to avoid “group home” implications and to buy
time until further funding can be met 3) Seek private donations of housing in the community including will
& estate donation 4) Continue to monitor the status of 501 (c) 3 application and engage in legal action if
necessary 5) Document success stories and publish them to the web across multiple channels 6) Increase
awareness through Social Media, E-Newsletters, and Google Grants 7) Engage the help of interns and
volunteer labor.
Key Takeaways:
Key takeaways for the client were the “unified wisdom” of outsider perspective and realizing that without
community support and investment in this project, it will not succeed. Similarly, our team learned many
elements of project management and consulting, which emphasized the importance of in-person interviews
and communication skills. Overall, it was a great learning experience for both parties.
We really appreciate the help and learning experience that Sheila Michel and Zabrina Minor
gave us. Attached is our presentation.

SUMMARY
Based upon an aligned set of interests, the UT Full-time MBA Program, the UT Anderson
Center for Entrepreneurship and Innovation and TORCH have entered into a 7-week
collaboration project for the spring 2013. TORCH is an Oak Ridge community
organization that is lightening a path to a brighter tomorrow. The UT b-school desires to
provide 4 MBA students an applied learning experience to develop innovative value
creation skills. TORCH desires to identify and arrange for temporary housing of 10
homeless families per night in Anderson County. The 1.5 credit hour class known as
BA518 will be supported by Zabrina Minor and Sheila Michel, Client Partners, plus Dr.
Sherman Jones and Glenn Swift, UT Faculty Partners. This Statement of Work (SOW) will
guide and measure this project to the mutual satisfaction of TORCH, the students and the
UT b-school.
Founded by Sheila Michel in April 2012, TORCH has filed for a 501 C (3) organization
structure in order to invest in and support the holistic transformation of the economically
disadvantaged in Anderson County as they pursue self-sufficiency. The aspiration is to
become a community center where healthy, economically independent, self-sufficient
citizens collaborate to break the cycle of poverty. Zabrina Minor became the full-time
Executive Director in January 2013. Of their four initiatives to support self-sufficiency, the
GAP Program is the focus of this project. GAP is as the name implies, designed to fill gaps
in the various community programs that address barriers to sustainable housing. Barriers
include availability of such necessities as shelter, food, work, local transportation, cell
phones, medical attention, etc. Of immediate focus is identification and arrangements for
temporary housing in Anderson County for homeless people/families. TORCH has set a
goal to have capacity to house 10 people/families per night in Anderson County. This is the
charge taken by the MBA Team.

Reporting
Anthony Menzies, the MBA Project Manager, will provide a weekly email status report on
the team’s progress to the stakeholders. The team, partners and faculty will meet weekly
for a 3 pm, one-hour “check-in” meeting each Monday. The meeting will be held at
TORCH. The first meeting will be on March 4 at 3 pm.

Class Meetings
Beginning February 28, 2013, the entire class and faculty will meet Tuesday and Thursday
from 8:10-9:25am in HBB 402 to share learning’s. An Anderson Center E&I partner will
periodically join us to share their experiences to innovate with the class.
Grades
Sherman and Glenn in their UT faculty role will assign grades to each student.

TORCH will provide references for UT and students, as requested.
Recommendations and Next Steps
The client partners and invited guests will review the MBA Team’s recommendations and
implementation plan at presentation of the Final Report scheduled for 5 pm on April 22.
The Final Report will be in PDF electronic format vs. print and contain three sections:
Executive Summary, presentation visuals and appendix’s. An advance copy of the
presentation visuals will be attached to the last weekly report.
Expenses
While the b-school will not charge for the 200+ hours of labor, TORCH will provide
reimbursement for pre-approved expenses such as out of area travel, printing, etc.
associated with project deliverables.
Hours
The MBA Team will track hours weekly for reporting purposes, not reimbursement.
Proprietary Information
The UT students and faculty agree not to disclose proprietary information provided them
by TORCH. Nor will the TORCH name be attached to ideas or recommendations generated
by UT b-school other than in the Final Report submitted to TORCH.

Internships
Since the 17-month MBA curriculum requires that all students complete a summer
internship, TORCH will consider hiring or connecting one or more of the students for
internships in the summer 2013.
Media Release/Case Study
As appropriate, a Knoxville News Sentinel Business Journal Case Study will be prepared
and published after this applied learning experience. All parties will develop this Case
Study.
MBA Program Evaluation
At project completion, TORCH will provide, as requested, feedback data to the UT MBA
Program Office.

This memorandum describes the progress and goals of the applied learning experience between the UTMBA program and TORCH.

Weekly Accomplishments:
During the past two weeks, the team focused on understanding more about TORCH through meeting with
the Executive Director and Chairman of the Board and by researching TORCH on the internet. This past
week, we began interviewing members of the community to find out their opinions about the homeless
problem and potential solutions. Furthermore, we began to understand how outsiders view the TORCH
organization.
All of the team members put considerable time and effort into making sure we attempted to schedule an
interview with the 22 contacts that have been provided by TORCH as well as contacts that we thought were
important to interview. We were able to conduct roughly ten 20 minute interviews. From this information,
we have compiled our findings into a presentation that provides details about the problem and background
of the homelessness issue in Anderson County. We have also read the Nooe study in order to gain a better
understanding of the problem in the entire Knoxville region, and we will incorporate some of these findings
into our presentation.

This memorandum describes the progress and goals of the applied learning experience between the UTMBA program and TORCH.

Weekly Accomplishments:
This week, the team spent time benchmarking organizations that are similar to TORCH. We came up with
a list of six potential organizations along with potential benchmarking metrics. We gathered information
from each organization’s website and 990 forms. Furthermore, we spoke on the phone with representatives
from two organizations and met in person with one organization.
From this information, we have compiled our findings into a presentation that provides details about how
other organizations are able to house individuals and obtain funding. We are beginning to understand the
operations of transitional housing as it relates to homelessness prevention.

Week 4 – Project Report TORCH

This memorandum describes the progress and goals of the applied learning experience between the UTMBA program and TORCH.
Statement of work: do the research and benchmarking to develop a predictable set of recommendations as to
how TORCH can proactively arrange temporary housing for homeless people/families in Anderson County.
Weekly Accomplishments:
During the past two weeks, the team sought out organizations that are different from TORCH to benchmark
successful practices. We accomplished this through internet research and by conducting interviews. We
were able to meet with Young Williams Animal Shelter at its location, and King’s Kitchen at their location.
We also obtained contact information for program directors with Phi Theta Kappa and made plans to
interview them next week. The team also brainstormed other ways to help TORCH accomplish its goals,
both functionally and financially. Additionally, the team conducted phone interviews with Oak Ridge
Mayor Tom Beehan and Oak Ridge City Manager Mark Watson. Lastly, the team condensed and
organized its project notes to date to ensure achievement of goals. Findings will be discussed in the next
meeting.

We have not heard back from Betsy Coleman, but we hope to hear from her soon to get her perspective about
the real estate issues. Also, we will be in contact with Phi Theta Kappa next week to get their perspective about
fund raising and other successful practices. We feel that we are still on track to synthesize all the data next
week.
Focus for Upcoming Week:
This upcoming week, we will wrap up interviews and research. We hope to meet with TK Wright, a
property owner in Oak Ridge to drive us to various housing locations in the city. From these findings, we
plan to synthesize data and further discuss a solid set of recommendations to make to TORCH.
We feel that a lot of progress was made in the last meeting, and we look forward to the discussion in the
following week!

Weekly Accomplishments:
This past week, we interviewed Kimberly Bell to get more housing recommendations, and we conducted
further research based on her suggestions. Furthermore, we drove through the City of Oak Ridge with the
assistance of TK Wright (a former Oak Ridge Resident) to see various properties in person. The group also
spoke with members from the Knox Heritage to find out more information about historical tax credits.
Unfortunately, the group was unable to speak with the Phi Theta Kappa Honor Society due to scheduling
conflicts. From our final investigations, we have further developed our recommendations and have gained
much headway in compiling our final report for TORCH.

MEET TORCH
Sheila Michel, of Oak Ridge, Tennessee raised four children in Oak Ridge and was the driving force behind the creation
of TORCH. In 2009, Sheila began to dream about an organization that would take action against the problem of
homelessness in Oak Ridge and Anderson County. A member of 1st Methodist Church, Sheila was in an excellent position
to become aware and take advantage of a building that the church inherited and subsequently began to open up for nonprofits to use. Her husband, a retired cardiologist, is the director of the free clinic just below TORCH’s office. Sheila’s
drive and perseverance coupled with the good location have developed TORCH from a dream to a reality.
Zabrina Minor, also of Oak Ridge, developed a strong foundation and competency for managing housing issues through
her work as ______________. She is now the ________________________ of TORCH and devotes an impressive
amount of time and energy to helping as many struggling Oak Ridge citizens as possible. Her tireless efforts have resulted in
