Present were Berg and Wood. Hadley was absent. Wood moved, Berg seconded to approve the tentative agenda. All ayes and motion carried. Wood moved, Berg seconded approval of Keokuk County to purchase the west 50’ of Lot 7, Block 15, Original Plat of City of Delta in Keokuk County, Iowa, for the purchase price of $520 (assessed value) plus publication costs and attorney fees, not to exceed $200, with acceptance of a quit claim deed without abstract of title. All ayes and motion carried. Wood moved, Berg seconded to approve the minutes of April 14, 2014 as submitted. All ayes and motion carried. Met with Engineer McGuire regarding Keokuk County Highway Department happenings - a preconstruction meeting was held regarding the upcoming Pigeon Road project last week. Wood moved, Berg seconded approval of the personnel report for April Molyneux, resignation of part time office help position effective April 4, 2014 as submitted. All ayes and motion carried. Berg moved, Wood seconded to approve the Cat 924K wheel loader in the amount of $82,859 (plus parts/service credit of $3,500), with trade-in, funded from FY15 equipment budget and a John Deere lawn mower in the amount of $6,000, with trade-in, funded from FY14 equipment budget. All ayes and motion carried. Berg moved, Wood seconded to approve the emergency response communication tower height at 250’, located at Keokuk County Sheriff’s Office, at an estimated cost of $460,000 due to the immediate significant improvement in the communication areas and eventual substantial improvements due to upgrades in equipment. Berg moved, Wood seconded to approve Keokuk County Health Center under direction of Casey Thompson to act as grant administrator and signatory for the Iowa Department of Public Health EMS Grant for Fiscal Year 2015. Berg moved, Wood seconded approval of the quarterly interfund operating transfer resolution from Rural Basic Fund (011) in the amount of $304,650 and General Basic Fund (001) in the amount of $22,600 to Secondary Road Fund totaling $327,250 as submitted. All ayes and motion carried. Various board and committee reports were held. Berg attended a SADC meeting. Wood attended two RUSS meetings last week, monthly and hiring of financial manager. Discussion of old/new business and public comment was held. Insurance broker Overton informed of plans to sever ties with Two Rivers and signed a letter of intent with Acumen.
