An idea.
A committee of forward-thinking people.
No small amount of effort and a little luck.
They all converged in 1978 to become the Wayne County, Indiana, Foundation, Inc.
Progress came in ts and starts, and money was tight. By 1980, though, the Foundation
was ready to award its rst grants – which totaled $7,300.
These rst awards supported the YMCA and YWCA, Richmond Civic Theatre, Sunrise
Therapeutic Riding, Leadership Wayne County, the Nettle Creek Players, and the United
Way. That same year the rst scholarship was awarded to Susan Davis from the Ruth
Hamilton Robbins Memorial Fund.

Ten years later, the Foundation had assets of $1,118,807, and managed 19 funds.
Additionally, there were 7 scholarships and our total distributions that year were just over
$331,300.
Over the years, a growing number of gifts and bequests combined with strong market
returns to fuel the Foundation’s grantmaking and scholarship support. The Lilly
Endowment GIFT program provided incentive, and by our twentieth anniversary, our assets
exceeded $14,609,000. About this time, we surpassed the $4 million level in cumulative
distributions and, in 2007, the Foundation surpassed the $10 million mark.

At the close of a tumultuous year that marked our thirtieth anniversary, the
Foundation had nearly $24 million in total assets under management in 330 funds.
We achieved a record level of distributions and scholarship awards last year – $1.6
million – and received a nearly equal amount in gifts and pledges.
But, like the past board chairs who frame this page, the numbers – and our history – are
only part of the story.

highlights of the last 30 years.

Each year, area eighth

Day” at Earlham College.
The Wayne County Foundation’s efforts in 2008 illustrate many of the ways we seek to address community
needs. In addition to grants and scholarships, we help community-based causes in a number of ways and work
throughout the county to leverage private giving for the public good.
Education has been a priority in recent years and 2008 was no exception. Over half of our funding is directed to
scholarships and education-related initiatives. Many of these programs relate to school-based settings, but
others reach out to the community in many different ways.
Last year we placed a particular emphasis on getting more students involved in the 21st Century Scholars
program – an opportunity for qualifying students to attend public colleges in Indiana tuition-free. Our Impact
Grant allowed site coordinators from Communities In Schools to work hand-in-hand with the 21st Century Scholars
program and local schools to promote this exceptional educational opportunity. In just six months, the CIS staff
was successful in registering 139 seventh and eighth grade students… a 162% increase over the previous year.
The Impact Grant was designed specically to complement the Foundation’s three-year partnership with Dave
Murray and the National Center for College Costs. Dave’s work in the classroom helps students understand the
critical importance of continuing their formal education after high school. More importantly, he works with
students and their families to show them how to access state and federal resources that make college more
affordable. Of particular interest is Dave’s innovative work to help students complete the required paperwork on
time and take advantage of every available funding option.

to bring together into one group, collection, or place
While higher education is a priority, the Foundation is also very interested in early childhood and elementary
education. We were proud to partner with the Third Grade Reading Academy in its inaugural year. This
innovative program was designed to confront the decit of students who fail the third grade reading/language
ISTEP test – a critical early predictor of academic success. This “grassroots” program generated $150,000 in
gifts from the community in 2008, including signicant support from Foundation-based donor advised funds.
The Foundation was also able to extend distinctive educational opportunities to a number of local not-for-prot
organizations, including our Partners in Philanthropy. A special collaboration with The Fund Raising School and
the Center on Philanthropy allowed us to host Interpersonal Communications for Fundraising and Developing
Major Gifts – two important courses that would not otherwise have been available in our area. The goal: enable
local leaders to strengthen critical skills that will help their organizations better serve Wayne County.

There, too, were specic opportunities for women to network and learn in 2008. The Giving Circle: Women
Helping Others was formed. This small group of dedicated women meets regularly to learn about local
nonprot organizations and how their collective contributed investment can serve the community. This
investment, in the form of grants given to local organizations that predominantly serve women and children,
will be made annually in the fall.
In October, the Foundation hosted a one-day women’s conference that gave area women a chance to
attend a full day of educational workshops. Various sessions were offered in management, effective
communication, investing, making charitable contributions, coping with stress, and estate planning.
Over 100 women attended the event.
The Women’s Fund began
as a way to thank the many
people who had touched the
lives of Pat Heiny and Mary
Jo Clark. They hosted a party
each year for friends who had
contributed to their success.
One year, in lieu of the party,
they established a fund through
which grants could be made to
those who serve women and
girls.
Today, the fund is supported
by the dozens of women who
attend the annual luncheon
and art auction. In turn, the
fund supports a wide range of
causes important to women
and girls. Recent recipients
of grants from the Women’s
Fund include the DIPLOMAS
program, the YWCA, Habitat
for Humanity, Amigos, the Wise
Women program at Townsend
Center, Cope Environmental
Center, and Girls, Inc.
Known for its unique themes, the Women’s Fund luncheon showcases the talents
of local artists and uses their donated works to raise money to support the fund’s
grant-making efforts. Paulette Sankofa, Ivy Tech College, was a featured artist.

Vigran Family Foundation, he and his family retained

The Legacy Society
For thirty years, the Foundation has helped generous
individuals and families create lasting benets for our
community. These legacies are ones of “philanthropy in action”
and thoughtful concern for others. For that we are forever
grateful.
The Legacy Society was created in 2007 as a way to thank
these forward thinking donors, to recognize their generosity,
and to encourage others to emulate their generous acts. The
Society is comprised of the many caring individuals who have
made formal plans in their will or estate plan to benet the
community through a gift to the Foundation.
Members of the Society are recognized by a permanent
display featuring a beautiful Magaw wall sculpture in the
Foundation ofce. They are celebrated at an annual event
and receive special invitations to other Foundation events
throughout the year.

The Acorn Society
We’ve all heard the saying “great oaks from little acorns grow.” That
concept remains true today. Small amounts – the acorns – invested
carefully over an extended period of time can yield substantial
assets – the oak trees – to fund future opportunities.
The Acorn Society was established in 2007 as a way for donors to
build meaningful, permanent funds over time. After a small initial
investment, regular payments help increase the fund. Upon
reaching $5,000, an endowed fund is created for the purpose
specied by the donor.

The Wayne County College Fund
Richmond College Incentive Plan
The Wayne County College Fund was established in the
early 1990s to help raise the educational standards of
people of Wayne County, provide an incentive for further
education, support Wayne County Colleges, and enhance
Wayne County’s economic development potential.
The Richmond College Incentive Plan provides
scholarships to Richmond High School graduates
who intend to further their education at a Wayne
County college. The Plan is administered by the
Richmond High School Alumni Association and
provides “last dollar” scholarships to students who
demonstrate nancial need. The cumulative fund
balance as of December 31, 2008 was $927,013.
Awards are made to graduates of Wayne County High
Schools who will attend a Wayne County College.
These “last dollar” scholarships are based on nancial
need. They are available to non-traditional students and
enrolled college students, as well as graduating high
school seniors.

Lilly Endowment Community Scholarships are awarded on the basis of academic performance,
written essays, letters of recommendation and nancial need. Chosen from a large pool of
applicants from throughout Wayne County, the Foundation’s Lilly Scholars receive a four-year full
tuition scholarship and book stipend to the pubic or private Indiana college of their choice.

While attending Lincoln High
School, Allison was very involved
in extracurricular activities and
volunteer work. She was a member
of French Club, SADD, English
and Fine Arts academic teams,

Wayne Helping Hands Ministry and
a preschool assistant.

The late Charles Rodefeld
was a life-long Wayne
County resident, successful
businessman, and civic leader. He recognized the value
of charitable giving as a means for promoting community
spirit and he understood the potential for progress that
a community foundation could leverage. Recipients of
this distinguished honor personify the Rodefeld traits
most remembered: an exceptional commitment to the
community through volunteer leadership and signicant
personal or corporate giving.
Ruth Wickemeyer was
the Foundation’s rst paid
executive director and it was under her direction that the
organization grew from a well-intentioned committee to
a respected community foundation with more than $8
million of assets under management. She will be best
remembered for her intellect, her fundraising acumen,
and her determination to succeed.
Al Gentry was the recipient of the 2008 Rodefeld Award.
Al’s volunteerism goes back several decades and has
been largely focused on the Whitewater River gorge.
In the early 1970’s, he recognized that the gorge was
a geological and historical treasure that should be
protected. He led an effort to establish the Society for
the Preservation and Use of Resources (SPUR), the
rst local organization devoted to the protection of the
gorge. He was also actively involved in the “rails to
trails” initiative which led to signicant improvements
of the original trail and its connection to the Cardinal
Greenway.
Dr. Jim Daggy was awarded the 2008 Ruth J.
Wickemeyer Award for Community Service. Dr. Daggy
has been a staple of the Boys and Girls Clubs since its
early years, and nearly since its inception. He became
a board member in 1964 and served consecutively
for the four decades since. He served as president of
the board of directors in 1970 when the organization
undertook a successful capital campaign for a building
addition. Thirty-two years later he was an honorary
chairman of the “Campaign for Kids”, the largest
single capital campaign for a community based nonprot organization in Wayne County. This successful
campaign helped raise more than $3.6 million for the
new Richard E. Jeffers Boys and Girls Club building that
currently serves over 1,500 members annually.
Al recognized the historical value of the abandoned
Starr Piano Works and the Gennett Recording Company
and worked to create the Starr Gennett Foundation in
1991, which has the express purpose of educating the
community about the legacy of the Gennett Studios and
promoting the development of the site into a city park.
In addition to his volunteer service at the Boys and
Girls Clubs, Dr. Daggy is a long-time board member
and past-president of the Rose Garden committee, has
served as a long-time board and committee member
at Area 9 Agency on Aging, and has worked on the
Cardinal Greenway committee since its inception.

The basis or groundwork of anything
The year two-thousand eight will forever be remembered for
its economic and political history … leaving many with an
uncertain, but hopeful outlook.
For the Wayne County Foundation, 2008 will be
characterized as another strong year for gifts received
and new funds created. In fact, it was a record year for
distributions.
The Foundation received just over $1.4 million on nearly
1,300 gifts. This marks the eleventh time in 12 years that
the Foundation has generated more than $1 million in new
gifts – a remarkable testament to the community’s
generosity and the stability of our organization. Moreover, it
reects the community’s interest in a wide range of
charitable interests.

Twenty-one new funds were created at the Foundation last
year. This number included two Acorn Funds, ve agency
endowed funds (Partners in Philanthropy), a women’s “giving
circle” fund, and our rst town fund.
With over $1.65 million in total grants and scholarship awards the Foundation set a record for total distributions
in one year. Education, including education-related programs and over $500,000 in scholarships, represents the
single largest area of our total grantmaking.
Unfortunately, all of our progress in 2008 came to pass in the shadow of a historic market collapse. It took its toll
on our assets and our investment returns throughout the year, and especially in the last quarter. Good
diversication and a shift in asset allocation strategy helped mitigate our losses … but in this situation, losses
were unavoidable.
It is important to know, however, that your Wayne County Foundation remains fundamentally sound and well
positioned for future growth. While it will take time to recover from the market losses, our commitment to
continued community development and our enthusiasm for developing new connections is stronger than ever.

2008 Investment Results
The Foundation’s endowed fund investment portfolio was not immune to the catastrophic change
experienced in 2008. Stock and bond markets around the world went into a free fall during October while
policymakers scrambled to stop the chain reaction and prevent a complete nancial market meltdown.
The economic recession, which was already well underway, will likely be prolonged and deepened by the
interruption of credit caused by the severe stress within the banking system.
Although the Foundation’s 2008 investment returns were sharply negative, these results were slightly better
than the portfolio’s benchmark policy index and ranked in the middle of a large universe of other balanced
accounts.
Longer term, the portfolio has advanced 4% annually since 2003. This modest result is indicative of 2008’s
negative impact on our performance over the last six years.

Asset Allocation Policy
During 2008, the Foundation’s Investment Committee established a new asset allocation policy for the
portfolio. After many meetings and consultations with our Oxford advisors, the Committee selected a
strategy that reduced the portfolio’s exposure to stocks and similarly increased the commitment to certain
alternative investments. These changes are designed to improve the long term return of the portfolio and
reduce its risk characteristics.

The Wayne County, Indiana, Foundation, Inc. exists to foster and encourage private
philanthropic giving, to enhance the spirit of community and to improve the quality of
life in the Wayne County, Indiana, area now and for future generations.
