Oconee County is a progressive community offering a wealth
of amenities and attractions that suit the needs of our diverse
and growing population. From miles of picturesque biking
trails and countryside to antique shops and art galleries,

This Newcomer’s Guide will cover an array of topics that will familiarize
yourself with the community and provide an overview of community services,
local government, schools, events, and much more! We hope that this guide
will be useful for you as you get acquainted with your new home. If you have
any questions about the community, please contact the Oconee County
Economic Development Department or the Oconee County Welcome Center.

Oconee County was founded on February
25, 1875. Originally part of Clarke County,
Oconee was named for the river which
forms its eastern boundary. Oconee comes
from the Native American word meaning
“spring of the hills.” The Oconee County
Courthouse (left) was constructed in 1939
after the old courthouse burned down in
early 1938. It was placed on the National
Registry of Historic Places in 1984.

conee County is home to over 35,000 residents and covers 185 square miles in the northeast Georgia region known as the “Historic Heartland.” With rustic Antebellum homes,
charming downtown shops, and miles of rolling farmland, Oconee County retains the feel of a
small town community with all the advantages of a big city. In fact, Oconee County has been
recognized as one of the best counties in Georgia for its quality of life, public school system,
and parks and recreation programming. While renowned for its excellent quality of life,
Oconee County is also a great place to do business. Over 1,300 businesses call Oconee County
home, including a number of headquarter operations and Fortune 500 companies.

Oconee County is comprised of four cities: Watkinsville (the county seat), Bishop, Bogart,
and North High Shoals. Originally known as the “Big Springs” community, Watkinsville was
formed in 1802 and named for Col. Robert Watkins of Augusta. The city was incorporated on
November 24, 1806, and served as the county seat of Clarke County until 1872. Three years
later, voters decided to create a new county, and thus Oconee County was established.
Located in central Oconee County, Watkinsville has
served as the county seat since 1875 and is home to 2,832
residents. Known for its distinction as the “Artland of
Georgia”, Watkinsville has more artists per square mile
than anywhere else in Georgia. Several art galleries and
studios can be found around downtown Watkinsville,
which also has several clothing stores, antique shops, a
bed and breakfast, and a bustling retail center.
Bishop sits in the south end of the county along historic
route U.S. 441 and is the smallest of the four cities with
only 224 residents. It was chartered as a town in 1890. In
the early 1900’s, Bishop was a thriving town with a depot,
post office, several stores, blacksmith, and a cotton gin.
Today, Bishop is known more for its quaint small town
feel. Artisan shops, antique stores, and horse farms are
evident in the city, as well as the original Post Office.
Bogart rests along Oconee’s northeast boundary near the
Athens-Clarke County line. It was incorporated in 1905
and currently has over 1,040 residents. Like Bishop,
Bogart is located along railroad tracks and was originally
built as a train depot when known as the city of “Osceola”
in the 1850s. Now incorporated as Bogart, named for the
railroad company’s President, the city has downtown
shops, a library, and a 37-acre recreational park.
North High Shoals is located along the Apalachee River in
western Oconee County at the junction of Morgan and
Walton County. Originally it was part of High Shoals,
which was chartered in 1901. It was changed to include
only the Oconee County side by the charter of 1966. North
High Shoals in one of the more picturesque locations in
Georgia with its untouched old southern feel and is a
popular place to explore during the Fall season.
Eagle Tavern Museum
One of Oconee County’s earliest surviving structures, the
Eagle Tavern was built in the late 1700s and is perhaps
Watkinsville’s most well-known historic landmark. It was
originally built for protection against Indian attacks but
became a stagecoach shop and tavern by 1801, serving as a
crossroads destination for travelers between Milledgeville,
the old state capital, and Athens. The building has been
through many renovations since the 1950s in order to
restore its Antebellum feel, and is now open to the public.
Elder Mill Covered Bridge
Located four miles south of downtown Watkinsville and
spanning Rose Creek, the Elder Mill Covered Bridge was
erected in 1897 and is one of only 13 covered bridges still
standing in Georgia. Unlike some of its predecessors, the
bridge still carries traffic without the support of underlying
steel beams, connecting Elder Mill Road to Hwy. 15. It was
moved to its current location in 1924 near Elder Mill, one
of several flour mills from the turn of the century. The
bridge is listed on the National Register of Historic Places.
Ashford Manor Bed & Breakfast
Built in 1893 for a merchant in Watkinsville, A.W. Ashford,
the Ashford Manor is a popular bed and breakfast in the
heart of downtown Watkinsville. The Victorian style Manor
house sits on 5-acres of beautifully landscaped gardens
with a swimming pool and cottage nearby. Inside there are
seven bedrooms and suites complete with all the amenities
needed for a comfortable stay, including mini-fridges,
private baths, individual coffee makers, robes, hair dryers,
TVs, and Wi-Fi. Call (706) 769-2633 for reservations.
Chappelle Gallery - historic Haygood House
A staple in the cultural arts scene of Oconee County, the
Chappelle Gallery showcases the work of over 125 local and
national artists in a variety of disciplines. The gallery was
opened by Kathy and Jerry Chappelle in 2001 to display
contemporary arts and crafts in a historic venue. The
Haygood House was built in 1839 and named after Atticus
Green Haygood, former president of Emory College from
1876 to 1882. Situated in downtown Watkinsville, the
Chappelle Gallery is an ideal location for art enthusiasts.
Oconee County Board of Commissioners
Oconee County is governed by a five-member Board of Commissioners who each serve fouryear terms. All Oconee County commissioners are elected at-large from the entire county.
The Oconee County Board of Commissioners meets on the first and last Tuesdays of each
month at 7:00 pm in the Oconee County Courthouse. To reach the Board of Commissioners,

Residents of Bishop elect members of the council at-large. The Bishop Town Hall may be

The mission of the Oconee County School System is to provide a safe and challenging
learning environment that inspires all students to capture their dreams. This is primarily
accomplished by improving student achievement as evidenced through local, state, and
national assessments by engaging all students in rigorous and relevant tasks that are

Oconee County annually boast one of the top school systems in the state. The Georgia Dept. of
Education recently ranked Oconee County Schools as the top school district in the state based
on the College and Career Ready Performance Index (CCRPI). With an average score of 90.4
across all grade levels, Oconee County Schools was the only system (out of 180) in Georgia to
receive an “A” rating on the CCRPI scale. This great accomplishment stems from a coordinated
effort made by all community stakeholders in ensuring that OCS students receive the hands-on
skills and requisite knowledge to successfully transition to college and career readiness.
Oconee County H.S. and North Oconee H.S. have been recognized as
being two of the best high schools in the country, according to both
Newsweek and U.S. News & World Report. For 2015, OCHS and NOHS
were ranked among the top 25 high schools out of 445 high schools in
the entire state of Georgia.

There are three private schools in Oconee County that offer both classical and parochial
educational opportunities for the community: Athens Academy, Prince Avenue Christian
School, and Westminster Christian Academy. These esteemed private schools also add highquality educational and extra-curricular opportunities for students of all ages.
Athens Academy is located on Hwy. 441 approximately 1 mile from the
Athens-Clarke County line. Athens Academy is an independent school
with rigorous academic requirements that is accredited by the Southern
Association of Colleges & Schools (SACS) and the Southern Association
of Independent Schools (SAIS). Athens Academy boasts a number of
extra-curricular
programs

Prince Avenue Christian School (PACS) relocated from downtown Athens to Oconee County in
2007. PACS is located on U.S. Highway 78, roughly 5 minutes from the State Route 316 interchange.
PACS is accredited by the Association of Christian Schools International (ACSI) and SACS. Using a
four-pronged approach, PACS seeks to promote spiritual development, strong academics, strong

Westminster Christian Academy (WCA) is located on New High Shoals Road near U.S. Hwy. 441 in
Oconee County. The school is a Christian college-preparatory institution that exists in partnership
with Christian parents to nurture their children. WCA is accredited by the Georgia Accrediting
Commission (GAC), as well as SAIS and SACS. WCA also provides a number of extra-curricular

Quality healthcare is provided to Oconee County residents at Athens Regional Medical Center
and St. Mary’s Hospital, two regional hospitals serving individuals within the surrounding
counties. St. Mary’s Healthcare provides a number of services at its various locations
throughout the county. These facilities offer outpatient diagnostic services, outpatient
rehabilitation, a wellness center, a sleep disorder center, a heart and vascular center, an
assisted living facility, and an outpatient lab collection center.
The healthcare industry in Oconee County continues to grow steadily along the Hwy. 316
corridor. Located along this major corridor is the Three Sixteen Professional Quarter on
Virgil Langford Road. This development consists mostly of healthcare practices representing
a wide spectrum of medical services from podiatrists and dentists to pain treatment clinics
and physical therapists. Over 25 practices have either opened up or relocated to the area in
the last two years with 10 more expected to open when construction of Phase II is completed.
Approximately 110 medical and healthcare practices have a presence in Oconee, making
healthcare the second largest private employment sector in the county behind retail trade.
These practices employ over 1,100 people who play a vital role in enriching the quality of life
for our citizens. In fact, Oconee was ranked as the fifth healthiest county in Georgia for 2015
by the Robert Wood Johnson Foundation. Rankings were assigned based on several health
factors such as access to healthcare, quality of healthcare, tobacco use, obesity, and diet and
exercise.
Additional medical facilities in Oconee County include Reddy Urgent Care (1061 Dowdy
Road) which provides an emergency room alternative with extended hours. Reddy Urgent
Care is open from 8:00 am - 8:00 pm, Monday through Saturday and from 10a-6p on Sunday.
Also available is Regional First Care, affiliated with Athens Regional Health System. Regional
First Care (1010 Village Drive) is open from 8:00 am - 7:30 pm on Monday through Friday,
and from 9:00 am - 6:00 pm on Saturday and Sunday.

Setting Up Your Utilities
Any time you relocate to a new community, you need to know how to contact your local
utility providers to ensure that you have the basic services that affect your daily activities.

Charter Communications is the main provider of cable television in Oconee County.
Charter Communications can be reached at (877) 304-2364 for information and orders.
If you are not in areas served by Charter Communications or would prefer alternative
service, you can contact any satellite provider to establish service. Two of the most
commonly used satellite television services are DirecTV and Dish Network. AT&T

The cities of Watkinsville and Bogart offer curbside pickup of trash for residents. Residents
in other parts of the county are able to contract with private firms for curbside pickup or
you may take your waste to any of the six garbage collection and recycling centers in the
county.
Individuals moving to subdivisions should contact their Homeowners’ Associations (when
applicable) to determine if sanitation service will be covered through their annual dues.
Some associations contract with one provider to have service within the entire
neighborhood to obtain lower rates and also limit the number of and times that collection
trucks drive through the neighborhood.
Public Safety
Law Enforcement
Law Enforcement services are provided within the City of Watkinsville by
the Watkinsville Police Department. The Department is overseen by Police
Chief Lee O’Dillon. The Watkinsville Police Department can be reached at
(706) 769-7891 for non-emergency related information.
The Oconee County Sheriff’s Office provides primary law enforcement
services to all portions of the county outside of the City of Watkinsville. The
department is under the supervision of a Sheriff who is elected at-large
throughout the county; Scott Berry is Oconee County’s Sheriff. The Oconee
County Sheriff’s Office can be reached at (706) 769-3945 for non-emergency
related information.
Fire Service and Rescue
Fire suppression and prevention activities
are overseen by the Oconee County Fire
Department. The department is made up
of seven stations which are staffed with
approximately 170 volunteers. Bruce
Thaxton serves as the Oconee County Fire
Chief. Non-emergency information and
alerts can be provided by the Oconee
County Fire Department by calling (706)
769-3975. Stations are strategically located
throughout the county in order to provide
maximum fire suppression coverage. The
Oconee County Fire Department also has
standing mutual aid agreements with
surrounding jurisdictions for assistance in
suppressing fires when necessary. Oconee

Oconee County’s fire protection is provided
by some of the state’s finest volunteer firefighters. These brave men and women serve
the county by providing fire and firstresponder service to all residents. All Fire
Rescue volunteers are trained at or above
state mandated training levels for firefighers. During FY15, the Oconee County
Fire Department finished second at the
Georgia Firefighter Competition in Macon!
Parks and Recreation
Recreational opportunities are plentiful in Oconee County. There are four
athletic complexes and a total of 630 park acres in the community, all
maintained by the Oconee County Parks and Recreation department. Our
park facilities and recreational programs contribute to a higher quality of
life while promoting investment in the welfare of our community. No
matter your recreational needs, Oconee County parks provide citizens with
numerous athletic amenities for those looking to live active lifestyles.
Oconee Veteran’s Park (OVP) is where the majority of parks and recreation programming
takes place. Located on Hwy. 53 slightly west of Watkinsville, this 200-acre complex
consists of four baseball/softball fields, four soccer fields, eight tennis courts, a walking
track, a multi-purpose gymnasium with fitness center, playground, picnic shelters, and dog
park. During FY15, over 40,000 annual day trips were made to the Fitness Center and Open
Gymnasium, which is an exceptional rate given that we are a community of only 35,000!

Herman C. Michael Park is located directly across the highway from OVP with 32 acres of
land accommodating a number of sports. Known affectionately by locals as “The Herm”,
Herman C. Michael Park has a gymnasium, three lighted softball fields, two lighted
outdoor basketball courts, six tennis courts, two volleyball courts, walking trails, a multiuse field, and an 18-hole disc golf course.
Heritage Park is located along U.S. Highway 441 in southern
Oconee County. This facility has capability for livestock events,
animal shows, and rodeos. Additionally, the park houses the
historic Central Schoolhouse along with two small historic
cabins. Bordered by the Apalachee River, Heritage Park offers
park users 364 acres of natural resources with woods and creeks,
including 10 miles of bike trails and 4 miles of equestrian trails.
The Bogart Sports Complex, located in northwestern Oconee County, is a 37-acre park
adjacent to the Bogart Library in downtown Bogart. At the Bogart Sports Complex you will
find six lighted baseball and multi-purpose fields, two playgrounds, a half-mile paved
walking trail, and a picnic pavilion.

disposal to help make your business plan come to fruition. Here are some helpful tips you
will need to follow before embarking upon your business venture;
Write a thorough business plan outlining the nature of your business. Items to consider in
your outline should include a brief description of your business, management/personnel
charts, the location of your business, market/competitor analysis, and financial forecasts.
Contact the Oconee County Planning & Code Enforcement Department (706-769-3910) to
determine specific zoning requirements for your proposed business.
Contact the Oconee County Utility Department (706-769-3960) to determine water and sewer
availability and initial costs.
Obtain necessary state licenses for alcohol sales, coin-operated amusement machines, motor
fuel distribution, tobacco sales or other licenses, where applicable. Refer to the Georgia
Department of Revenue’s list of regulations by visiting http://gtc.dor.ga.gov/_/#4.
Register your business Trade Name (i.e. “Doing Business As”) with the Oconee County Clerk
of Court (706-769-3940).
Obtain both State and Federal Tax ID Numbers from the IRS website at the federal level (or by
phone at 800-829-4933) and the Georgia Department of Revenue (877-GADOR11).
Determine whether you need state issued licenses from the Georgia Secretary of State’s office
(www.sos.ga.gov/plb/).
Once you have secured a building or office space, contact the Oconee County Utility Dept. to
schedule connection and start-up of your utilities.
Obtain Local Business License or Occupational Tax Certificate from Oconee County Planning
& Code Enforcement office.
If you are opening a food service business, you must first schedule an inspection with the
Oconee County Environmental Health office, which can be reached at 706-769-7060.
Establish an Unemployment Insurance account (404-232-3301) if you will have employees and
contact your Insurance Agent regarding workers compensation and other insurance policies
relevant to your business needs.

Epps Bridge Centre is a 486,000 square foot retail shopping center
which opened in June 2013. The center was highlighted by the
opening of University 16 Cinemas, a 3,000 seat movie theatre with
3D digital projection screens, Dolby 7.1 Surround Sound, luxurious
seating, and a restaurant. The list of tenants includes Old Navy, Gap,
Banana Republic, Best Buy, Dick’s Sporting Goods, Pier One,
PetSmart, Off Broadway Shoes, Party City, Lane Bryant, Carter’s,
Marshall’s, Ulta, and Bed, Bath, and Beyond, among others. The
center also boasts several casual restaurants, including Taqueria

Directly across from the Epps Bridge Centre is the Markets at Epps Bridge shopping center.

This annual celebration, hosted at Oconee
Veteran’s Park, commemorates the 4th of

OCAF’s Perspectives Pottery Exhibition
Perspectives, running from late August to
mid-September, is Georgia’s largest pottery
exhibit and sale. Perspectives features the
works of 50 potters, as well as thousands of
artwork from artists around the Southeast.
This three-week event brings well over
6,000 visitors to the county each Fall.

Oconee Chamber Fall Festival
The Oconee County Fall Festival is held
during mid-October each year at Rocket
Field in downtown Watkinsville. The
Chamber of Commerce sponsors the event,
which holds approximately 160 food and
craft vendors plus a 5K run and a raffle
benefitting the Education Foundation.
Watkinsville Christmas Parade
Take part of the holiday festivities by
attending the Christmas Parade in downtown Watkinsville. Floats are adorned with
holiday decorations and roll through the
city with candy and other goodies being
tossed into the crowd. Family-friendly and

Washington Farm’s Corn Maze
Washington Farms hosts an annual corn
maze at the farm on Hwy. 53 just outside
Watkinsville. The farm also has an October
hayride, pumpkin patch, and a petting zoo.
In addition to fall seasonal activities,
Washington Farms offers a pick-your-own
strawberry experience which typically
occurs between April and June, as well as
blackberries from June to August.
