My name is Patrick Kirschbaum, I
am the president of the Land of
Lakes Bowfishing Association. I
am a father of 3 great boys that are
7 years old and younger. I am a
construction worker by trade. I
have bowfished for 6 years and one
of the few in MN that will bowfish
all season long, winter time is my
favorite time of the year. My favorite bowfishing events are the ones
that involve youth and to be able to
watch their face when they connect
with a fish makes it worth all the
effort. In the fall time I like chasing birds around the woods and
field with my brittney. I also try
my luck with the stick and string
for deer.

Troy was born and raised in St. Cloud and
now lives with his wife Mary and son
Reece. He is a 1988 graduate of Willmar
Community College with AS Degree in
Law Enforcement and worked for Sherburne County Sheriff’s Department as a
deputy from 1988-1991. He then started,
owned and operated TBL Wholesale Bait
LLC based out of St. Cloud until 1999. In
2000 to current he started Sam & Danni’s
Pet Resort & Spa, Inc. Troy is the
owner/president of Sam & Danni’s Pet
Resort/Spa, Inc. a business that specializes
in the pet care industry which employs 9
people. He also has been a professional
dog trainer for 27 years. In the past he was
the president of Granite City Bass masters
and also a member of the LaSauk Lions
Club. Troy lives the outdoor lifestyle and
in the past, he was a serious tournament
bass fisherman fishing some 18 tournaments per year, he now enjoys the sport of
bowfishing and the camaraderie of the
wonderful people in the bowfishing community and now spends 90% of his fishing
time bowfishing instead of bass fishing.
Troy and his wife do several archery hunting trips per year which include Minnesota, North Dakota, Texas, Quebec, and
Colorado. As Vice President of the LLBA,
Troy’s goals are to continue to build membership through organization and communication with current and future members.

On the hill….
To date (written 04-13-10) we have seen a quite legislative session with regards to bills affecting bowfishing. So far we have not seen
any attempts to exclude night bowfishing from any MN body of water like we perhaps thought. Talking to MNDNR top officials they
have not heard of any continued efforts to block night bowfishing and we can only hope it will stay this way. On the other side, with
MOHA, we have been very busy supporting and fighting the high number of bills related to hunting and fishing. From things as big
as definitions for the Outdoor Legacy Fund and making sure the money is being properly used to small bills which would allow
catfishermen to use bigger bullheads as bait, a lot of effort has been put in at the capitol to remind those in St. Paul that the hook and
bullet folks of this state are watching and we have expectations with how things should unfold. While we, the LLBA, are not pushing
any agendas this year rest assure I have been putting my time in at the capitol and other events to continue to build relationships
important to the success of bowfishing in MN. Throughout the session I have attended all of the MOHA Legislative Caucus meetings
at the state capitol and spoken with many legislators making for some great work being done.
As we discussed at the annual meeting we will be working with the MNDNR this summer to look at the possibility of allowing catfish
and snapping turtles to be added to the list of fish we can legally harvest. This will not be something done quickly so please be patient
and I will continue to keep members updated as I can. If you have any questions or concerns please feel free to contact me at

Annual Banquet Meeting...
2010 LLBA ANNUAL MEETING
The 2010 LLBA meeting was called to order by LLBA President Brian Petschl at 2:15pm on February 27, 2010 and we started it off with
introductions.
Treasurer’s Report
LLBA Treasurer Mark Ellenberg broke down the 2010 financials by what we took in for revenue, what we had in expenditures, and what
we donated to other associations who assisted us with seeking legislation for night bowfishing. In general we are doing well and will continue to grow our financial status to help promote and protect the sport in Minnesota.
2010 Donations
LLBA President Brian Petschl talked to the group about making donations again to three organizations who support the LLBA efforts; The
Minnesota Outdoor Heritage Alliance (MOHA), Anglers for Habitat (AFH), and Sportsmen for Change (SFC). He explained to the membership the importance of these groups and how they assist us with legislative and MNDNR efforts.
Bylaws Changes
LLBA President Brian Petschl went over the proposed bylaws changes and added some additional grammatical changes and it was pointed
out to him he had two sections listed as Board of Directors twice. He will make the changes and the new board will get the adjusted bylaws out to the group in the near future.

The membership voted on the following for 2010 board members and each position had 100% approval by attending members:

State Shoot
LLBA President Brian Petschl spoke to the group about past interest in having the state shoot become a member only shoot? The general
consensus was the membership did want to see the LLBA state shoot become members’ only and voted 100% approval. Member Randy
Reisberg asked the group if they were interested in not allowing scouting/shooting 24 hours before the state shoot on the body of water(s) it
is on? After a great discussion it was decided by the attending membership to not restrict such activities. The votes were counted it was
announced that Ottertail County (Dead, Anna, and Fish lakes) will be the location for the 2010 LLBA state shoot. LLBA President then

discussed setting a date for the shoot and it was decided by the membership to have the state shoot on Saturday June 5th.
Youth Events
LLBA President elect Pat Kirschbaum spoke about the importance of our youth events and listed 2010 events:
April 24th – Fergus Falls Green Wings youth event. Darrell and Tammie Schreiber once again will be attending this event and
will need assistance from interested members.
May 8th – JGACP/LLBA Kids day. This event has been the main youth event for the LLBA since the beginning.
Mid-August - Pheasant’s Forever Dakota County youth event. This will be our 3rd year attending.
Tri-State Youth Festival – This is an opportunity we had to pass up because of our get together with the Wisconsin Bowfishing
Association. If time allows, and we have volunteers, we will look into attending this event this year.
Legislative Update
LLBA Legislative Director elect Brian Petschl informed the group that the LLBA will be meeting with the MNDNR this summer
to seek to have catfish and turtles added to the list we can harvest. He stated the reason for seeking this was not to add other
species to the barrel but to allow us to harvest fish/turtles for consumption. He also said he has been watching for legislation to
not allow night bowfishing on the St. Croix River and as to date nothing has been introduced. This information was provided by
the MNDNR at a previous meeting attended by Brian Petschl and Pat Kirschbaum. He also added he will continue to let members know of any other legislation that affects MN sportsmen and sportswomen.
Cabela’s Conservation Day and Bowfishing Day
LLBA member Darrel Lego spoke to the group to let them know the LLBA will be attending the Conservation Day on March
20th and the Bowfishing Day on April 17th. Both of these events are at the Rogers, MN location. We will be in need of members
to help out at both of these events. Check the forum for additional information.

the new laser bowfishing sight be donated to the silent auction.
Old Business
LLBA President Brian Petschl talked about the issues we had with the Midwest Outdoor Magazine. We continually ran into
issues with new members not receiving their subscription and billing problems, it was decided by the board to discontinue our
relationship with MWO. No one had any issues or concerns with this decision.
New Business
The floor was opened to allow members to bring up anything of interest to them and Pat Kirschbaum announced that a group of
members got together to purchase a lifetime membership for outgoing president Brian Petschl for all of his efforts the past two
years. Brian thanked everyone for this honor was very humbled by the gesture. He then thanked the members to allowing him to
serve as president and now as legislative director. He has taken the role as vice-president for the Minnesota Outdoor Heritage
Alliance (MOHA). Brian will continue to promote the sport at the state capital and at the MNDNR, along with continuing to
increase opportunities for MN bowfishermen and bowfisherwomen.
Meeting was adjourned by a vote of the membership and dinner was served!

Boat Maintenance is critical
for a successful season.
Spring is here….
With the weather warming and the lakes free of ice, we are all chomping at the bit to get
ready for the May 1, 2010 season to start and with the night season starting May 1, everyone is really pumped.
There are a few things to check on your equipment that will help your first outing be fun instead of a hassle.
• Your trailer, packing the bearings with fresh grease is very important and it only cost a couple of bucks but
will save you a break down on the side of the road, I do this once a month to avoid problems.
• Checking your lights. This too is easy to do. Trailer lights are always a hassle, they seem to always go out
when you need them the most, check all of your grounds to make sure they are not corroded or rusty where
your ground connects to your trailer.
• Check your wires for frays or bare spots, a little electrical tape should be applied to bare wires.
• Check your tire pressures, many tires loose air after sitting all winter, low tire pressures will cause the tire to
heat up and could blow while traveling down the road.
• Outboard: it seems every year people sit at the landing because their outboards don’t start!
A lot of this could be avoided with a little preparation in the fall before putting their boats into storage. I
typically add some sort of stabilizer to my gas tank right before my last trip of the year, this allows the fuel
stabilizer to work it’s way through the engine before I put it away for the season and also helps to keep the
fuel from varnishing over the winter.
Along with the stabilizer in the gas for a couple bucks you can purchase “fogging oil”.
Right before you store your boat, if you have a carborated engine, while it is running remove the housing and
spray the fogging oil directly into the carbs allowing the cylinders to coated with this oil.
The lower unit, moisture can collect in your gear lube in your lower unit over the winter, fresh gear lube is a
cheap, I typically put fresh gear lube in when I put my boat away in the fall and then drain in the spring
replacing with fresh gear lube before my first trip of the season and then again monthly depending on how
much I’ve been using my boat. This may seem excessive but, like I stated before couple bucks is better then a
couple of hundred if moisture gets into your lower unit.
•
Spark Plugs: Don’t forget spark plugs fresh spark plugs are a must every year! Two cycle motors tend to
fowl very easy, having fresh or at least clean spark plugs will ensure your motor has spark when its time to
use it.
•
Batteries! Here is where most people have problems also. At around a $100 per battery it pays to take care of
these things, I will typically get about 3-4 years out of my batteries. Some of the things I do are check my
water levels at least 1 time through the winter and store them in my house where it is warm DO Not store
your batteries on the concert floor this will drain and ruin your batteries very quickly!
Maintaining a charge on your batteries through out the winter will also help ensure the batteries are still alive
when spring comes.
Check your water levels, most batteries will loose water through out the winter do to evaporation. This is
very easy to do, with a screw driver pop off the caps and check to make sure the water level is above the lead
plates if it is low buy some distilled water and fill the battery cells just so the water level is above the plates,
then charge.
If you follow these easy steps your batteries will last longer and charge better.

LLBA 2010 Points system
The points system is going to be for individuals, or teams (no more
than 3 people per team) to participate in a season long challenge.
Please let me know ahead of time if you are going to participate as an
individual or as a team. The challenge will go throughout the entire
2010 season, but only in the state of minnesota. Tournaments can
count to your contributing numbers.
I will be keeping track of numbers, big fish, big three, and small fish
for all who wish to participate. Big fish and big three will all be
determined by weight and small fish will be determined by square inch
(taking length x height of fish). Also I will keep a list of every species
of fish that is legal to harvest with a bow and keep a running tally of
who shot the biggest for eash species throughout the entire season.
All weights should be measured on a digital scale to the nearest
ounce. Darrell Lego and I are going to have Cabela's gift cards for the
winners in each fo the 4 categories (numbers, big fish, small fish, and
big three).
Now for the submitting.......I will accept either PMs or emails (just put
"2010 points" in the topic of either) of what was shot and when. Be
sure to include weights of the fish you want me to track in each
category and species, and square inches for small fish. I am also in
the process of trying to come up with a form that can either be posted
here or on the website that people can fill out and email to me to have
less confusion (but it is still a work in progress).
If anyone has any comments or concerns please let me know.....as I
wanted to give everyone a little heads up before the 2010 season
begins.
