PRES LEIGH DIRECTOR OF PUBLIC WORKS AGENDA: JUNE 9, 2015 May 27,2015 SANTA CRUZ COUNTY BOARD OF SUPERVISORS 701 Ocean Street Santa Cruz, California 95060 SUBJECT: 2015 SANDMAN TRIATHLON Members of the Board: The Santa Cruz Lifeguard Association has requested permission to hold its 30th Annual Sandman Triathlon on Sunday, August 2,2015. The California Highway Patrol (CHP) has requested that the County Board of Supervisors provide its approval for this event. The triathlon will start at 8:00 a.m. at Seacliff State Beach. During the bike portion of the event, participants will travel the following route: Esplanade to Aptos Beach Drive to Treasure Island A venue to Spreckels Drive to Soquel Drive to Trout Gulch Road to Valencia Road to Cox Road to Day Valley Road to McDonald Road to Freedom Boulevard to Bonita Drive to San Andreas Road to Seascape Boulevard to Sumner Avenue to Rio Del Mar Boulevard to Esplanade (see attached map). Both the swimming and running events will be held on Seacliff State Beach. This event does not require any road closures. All lane closures will be coordinated by the CHP and will be in effect only during the actual period of time required by the triathlon participants to progress through the closures. It is recommended that the Board of Supervisors take the following actions: 1. Approve the permit for the 2015 Sandman Triathlon, subject to the conditions on the attached event permit. Direct the Public Works Department to issue the event permit for the 2015 Sandman Triathlon event, upon receipt of the $409 recurring minor event processing fee. PRES LEIGH DIRECTOR OF PUBLIC WORKS SANTA CRUZ LIFEGUARD ASSOCIATION 655 14th Avenue Santa Cruz, CA 95062 SUBJECT: 2015 SANDMAN TRIATHLON Dear PERMITTEE: Pursuant to the Board of Supervisors' action dated June 9, 2015, a permit to hold the 2015 Sandman Triathlon in the unincorporated areas of Santa Cruz County on August 2, 2015, is granted with the following conditions: RESONSIBILITY OF PERMITTEE 1. No streets will be closed. 2. Signs will be placed at the intersections of Rio Del Mar Boulevard and Aptos Beach Drive, Soquel Drive and Trout Gulch Road, Freedom Boulevard and Soquel Drive, and San Andreas Road and Seascape Boulevard two days prior to the event advising motorists of the event. 3. The event will assemble in the State of California Seacliff State Beach day use area under the control of the event officials. The PERMITTEE shall obtain the necessary permits from the State of California. The triathlon will begin at 8 a.m. The only portion of the event authorized to utilize County right-of-way is the bicycle event. The bicycle portion shall utilize the following route: Esplanade to Aptos Beach Drive to Treasure Island Avenue to Spreckels Drive to Soquel Drive to Trout Gulch Road to Valencia Road to Cox Road to Day Valley Road to McDonald Road to Freedom Boulevard to Bonita Drive to San Andreas Road to Seascape Boulevard to Sumner Avenue to Rio Del Mar Boulevard to Esplanade. Any changes in the route must be approved by Public Works at least one week in advance of the event. 1 SANTA CRUZ LIFEGUARD ASSOCIATION Page -2- o 0 4. The PERMITTEE shall furnish at its own expense all personnel, barricades, cones and incidentals to comply with all permit conditions. 5. The PERMITTEE shall provide access for emergency vehicles during the lane closures. 6. The PERMITTEE shall be responsible for any damage to landscaping, fences, or private property on and adjacent to the event route. 7. The PERMITTEE shall provide a vehicle to pick up any rider or participant who drops out of the ride. The vehicle shall be clearly identified as a "Sandman Support vehicle." 8. Immediately following the triathlon, a clean-up shall be made of the event route by the PERMITTEE. 9. The PERMITTEE shall exonerate, indemnify, defend, and hold harmless, the County of Santa Cruz, including without limitation, its officers, agents, employees and volunteers from and against any and all claims, demands, losses, damages, defense costs, or liability of any kind or nature, including attorneys fees, which the County may sustain or incur or which may be imposed upon it for injury to or death of persons, or damage to property as a result of, arising out of, or in any manner connected with the Event or PERMITTEE's performance under the terms of this Permit, excepting any liability arising out of the sole negligence of the County. Such indemnification includes any damage to the person(s), or property(ies) of the County of Santa Cruz and third persons. 10. The PERMITTEE at its sole cost and expense, for the full term ofthis Permit (and any extensions thereof), shall obtain and maintain at minimum compliance with all of the following insurance coverage(s) and requirements. Such insurance coverage shall be primary coverage as respects County, and any insurance or self-insurance maintained by the County shall be excess of the PERMITTEE insurance coverage and shall not contribute to it. 11. Automobile Liability Insurance for each vehicle used in the performance of this Permit, including owned, non-owned (e.g. owned by the PERMITTEE employees), leased or hired vehicles, in the minimum amount of $1 ,000,000 combined single limit per occurrence for bodily injury and property damage. 12. Comprehensive or Commercial General Liability Insurance coverage in the minimum amount of$I,OOO,OOO combined single limit, including coverage for: (a) bodily injury, (b) personal injury, (c) broad form property damage, (d) contractual liability, and (e) crossliability. 13. All required Automobile and Comprehensive or Commercial General Liability Insurance shall be endorsed to contain the following clause: "The County of Santa Cruz, its officials, employees, agents and volunteers are added as an additional insured as respects the operations and activities of, or on behalf of, the named insured performed under Permit with the County of Santa Cruz." All required insurance policies shall be endorse.d to contain the following clause: "This insurance shall not be canceled until after 30 days prior written notice has been given to: County of Santa Cruz, Department of Public Works Road Operations, Senior Civil Engineer 701 Ocean Street, Room 410 Santa Cruz, CA 95060" 15. The PERMITTEE agrees to provide its insurance broker(s) with a full copy of these insurance prOVIsIons. 16. A CERTIFICATE OF INSURANCE(S) MUST BE FILED WITH THE DEPARTMENT OF PUBLIC WORKS AT LEAST 30 BUSINESS DAYS PRIOR TO THE EVENT OR THIS PERMIT WILL BE CANCELED. All Certificates ofInsurance shall be delivered or sent to: County of Santa Cruz, Department of Public Works Road Operations, Senior Civil Engineer 701 Ocean Street, Room 410 Santa Cruz, CA 95060 17. The PERMITTEE shall notify each resident adjacent to lanes subject to impact, in writing, of the time, date, and duration of the closure at least ten days prior to the event. 18. The PERMITTEE shall provide verification that they have met with the California Highway Patrol and the Santa Cruz County Sheriffs Office to coordinate final traffic control plans and enforcement. The PERMITTEE shall also provide verification that each agency has been supplied with an event route map. Verification shall be provided to the County of Santa Cruz no later than 30 days prior to the event. 19. A critique shall be held on August 28, 2015,at 10:00 a.m. at the Department of Public Works offices with the PERMITTEE representatives. The PERMITTEE shall arrange for representatives from the California Highway Patrol and the Santa Cruz County Sheriffs' Office to attend, as well as other interested parties, to discuss recommendations or required changes as determined. 20. The PERMITTEE shall notify all participant groups by printed handout ofthe following: a. An event route map showing the staging area, starting point, ending point, and barricaded roads. b. There shall be no alcohol consumption by event participants during the event. c. Each event group official will read this list of conditions to their group. 21. The PERMITTEE shall sign a permit containing the above conditions and shall return the signed permit to the Department of Public Works. I SANTA CRUZ LIFEGUARD ASSOCIATION Page -40702 22. The PERMITTEE will furnish the Santa Cruz County Department of Public Works with the name and phone number for the contact person that will be accessible during event hours. 23. The PERMITTEE may provide chalk directional pavement markings to guide its participants. These markings shall conform to the dimensional standards detailed in the drawings provided as "Permit Attachment A." If the markings have not faded to an acceptable level within 30 days, the PERMITTEE will be responsible for their timely removal. 24. Failure to comply with pennit conditions will result in disapproval of future triathlon events. TRAFFIC CONTROL/MONITORS 1. Each monitor shall be clearly identifiable to the participants through use of arm bands, T-shirts, etc. 2. Monitors shall be positioned at each intersection entrance along the entire race course to prevent vehicle traffic from turning into the race course. Also, to maintain control of race participants and spectators. 3. Monitors shall be instructed by the race sponsors in the following: a. Assure that all spectators remain off the roadway and refrain from interfering with race participants or emergency vehicles. b. Assure that vehicle traffic desiring to cross the race course be allowed to do so whenever it will not interfere with race participants. 4. Monitors shall be placed at intervals to be determined by the PERMITTEE along all courses to prevent cross traffic from entering closed course. 5. The PERMITTEE shall provide verification that they have met with the California Highway Patrol to coordinate final traffic control plans and supplied the California Highway Patrol with an event route map no later than 30 days prior to the event. 6. Uniformed officers shall be placed at the following intersections: a. Spreckels Drive and Soquel Drive b. Freedom Boulevard and Soquel Drive c. Sumner Avenue and Rio Del Mar Boulevard SANTA CRUZ LIFEGUARD ASSOCIATION Page -50703 NOTIFICATION 1. Notification shall be made in a newspaper of general circulation via press release or paid advertisement giving the time, date, and names of all roads on the event route no later than five days prior to the event and no sooner than 20 days prior to the event. 2. At least 30 days before the event, PERMITTEE shall in writing notify local emergency services including fire, the Santa Cruz County Sheriff's Office, the California Highway Patrol, and the Metropolitan Transit District of the event and event routes. 3. Residents and businesses that have requested notice of event shall be given written notice by the PERMITTEE of the time, date, and names of roads on the event route no later than ten days prior to the event.
