As drafted this is a model law, including pre-HUD homes, which allows for converting homes to real
property, whether or not it is affixed to real property. Industry feels that various methods for conveying

STATE NEWS
MMHA Website
A redesigned association website was officially launched after the midyear meeting. In
order to access the members only information you need a username and password,
due to security issues that have changed dramatically since the system was first developed some old passwords needed to be adjusted slightly. In June you MAY have received an e-mail
directive from Karen Callahan of Adventures Online our website host. For new members simply go to
www.MassMHA and sign up. Take a look, and write some comments on blog/issues addressed.

NEW
Welcome Arthur Jemison, Deputy Undersecretary and Karl McLaurin, MHC Program Coordinator in
the Executive Office of the Department of Housing and Community Development (DHCD). We thank
them for attending our mid-year meeting to learn more about our association and industry. Jemison,
discussed the function of his office and expressed openness to further discussions on collaborations.
There appears to be more opportunities, especially with MH cooperatives. McLaurin, enthusiastically
introduced himself, one of his duties is Program Coordinator of the Manufactured Home Commission
(MHC) replacing John Curran who recently retired.

the positive side of community life as well as alerts on legislation pending.
Scholarship Fund
We need YOUR help to continue our scholarship program
in 2013 and for years to come. At the mid-year meeting
a suggestion was made to include a check off on your
membership invoice. Consider a donation of $25; $50 or
$100 for this fund. It provides a small stipend to support
and encourage 2-3 young people, nominated by association members. Next application deadline is April 1st.

New MHI President/CEO
Welcome Richard A. Jennison to the position of President and CEO of Manufactured Housing Institute (MHI). Jennison is responsible for the management of
our national industry association. He oversees staff in the areas of government
affairs, codes and standards, communications, marketing, membership development, meetings, education and administration. Prior work includes Omni
Solutions Group as Senior Vice President for Marketing and Business Development; nearly eight years as President and CEO of the Brick Industry Association
(BIA); Chief Operating Officer at the Point-of-Purchase Advertising International
(POPAI). He replaces Thayer Long.
MHI Testimony
House Subcommittee on Financial Institutions and
Consumer Credit on Negative Impacts of Dodd-Frank and SAFE Acts
MHI and the manufactured housing industry testified before the U.S. House of Representative’s Committee on Financial Services’ Subcommittee on Financial Institutions and Consumer Credit. Tom Hodges,
Clayton Homes General Counsel represented MHI and the industry detailing the unforeseen, negative
consequences of the Dodd-Frank Wall Street Reform; the Consumer Protection Act (Dodd-Frank Act)
and the Secure and Fair Enforcement of Mortgage Licensing Act (SAFE Act) has on manufactured housing lending. Other groups testifying included the Securities Industry and Financial Markets Association,
the National Consumer Law Center, the National Association of Mortgage Brokers, the National Association of Home Builders, the National Association of Realtors, and the Mortgage Bankers Association.
MHI was the only manufactured housing industry group invited to testify before the Subcommittee.
Anti-Money Laundering - On February
14, 2012 the Financial Crimes Enforcement
Network (FinCEN), a bureau of the U.S. Department of Treasury, published final rules
on anti-money laundering requirements for
non-bank residential mortgage originators.
The new requirements went into effect August 13, 2012. The regulations require nonbank mortgage originators to establish (internal) anti-money laundering programs and
report suspicious activities. Template copies

MHI reports in June 2012, that 12 homes were delivered to
Massachusetts (last years 12-month total was 82 homes.)
The top three (3) states for shipments in June were Texas
(911); Louisiana (443) and Florida (217).
In the Northeast two states were up significantly in June
from the same time last year. Pennsylvania =172 homes
shipped in (+33 from previous year) and New York = 170
homes delivered (+31 from same time previous year).
Overall 5,987 homes were delivered to US States /Canada
in June. The total number of home delivered in 2011 (single
and multi) was 51,606. If you are bringing new homes onto
your property, we encourage you to request dues be submitted to our Association. Dues have been paid by Skyline;
Colony Factory Homes; Virginia Homes; Champion Home
Builders.

Two New Cooperatives in the State
Two resident associations purchased properties in Carver, MA
on June 22nd. According to ROC USA®, Pine Tree Village, a
family community of 186 homes/lots and Cranberry Village
(55+) with 280 homes/lots were purchased by the residents
with assistance from the Shelburne Falls, MA based Cooperative
Development Institute. CDI is a certified technical assistance
provider with a national nonprofit organization that works to
help residents of mobile/manufactured home communities
form cooperatives and buy the property. Technical assistance
continues to be provided by CDI to the association for the length of the mortgage a minimum of 10
years. The David Piper Family, who previously ran these two communities received high praise for their
professionalism over the years in various news reports of this transaction. Welcome new Resident
Association Presidents David Tessier of Cranberry Village and Susan Roovers of Pine Tree Village.

• MH personal property loan transactions are still subject to Truth in Lending Act (TILA) disclosures (MHI).
• A recent proposed rule would exempt all MH personal property loan transactions from conforming to
Dodd-Frank appraisal requirements, it is an open rule that must be issued in final form by Jan. 2013 (MHI)
• MHI continues work on S. 3484 and H.R. 3489 statutory revisions to both the SAFE Act and the high-cost
mortgage provisions within Dodd-Frank. Continue to SUPPORT!
• CFPB considers Chattel Relief. Comment period ends 11/9/12.
• Rent to Own Concession Agreement with State Review (Wisconsin Assn).
• Boston-State House ended formal session, however in the 2010 year-end recess action was taken on 1309
bills (MassTrac)…we are vigilant and working on several bills!
