CITY OF BARTOW HISTORIC ARCHITECTURAL REVIEW BOARD MEETING 4:00 p.m. (EST) – May 7, 2015 City Commission Chambers, Bartow City Hall 450 North Wilson Avenue, Bartow, Florida MINUTES The City of Bartow Historic Architectural Review Board held a meeting on Thursday, May 7, 2015 at 4:00 p.m. (EST) in the City Commission Chambers located at Bartow City Hall, 450 N. Wilson Avenue. Notice of this meeting was posted at City Hall and on the city’s website www.cityofbartow.net. 1. CALL TO ORDER: Chairperson Crisman called the meeting to order at 4:03 p.m. 2. APPROVAL OF MINUTES: APRIL 2, 2015 MOTION was made by Board Member Miller seconded by Board Member Moss to approve the April 2, 2015 minutes as presented. AYE: Crisman, Laplanche, Moss, Miller NAY: None Motion carried. 5. PUBLIC HEARINGS: A) Application #CA-15-04 – Tegan & Jillian Johnson, owner of the property located at 695 South Oak Avenue, request approval of a Certificate of Appropriateness to demolish an existing accessory structure and construct a new one in its place in a designated historic district pursuant to Section 2.02.01 of the ULDC. Planning Director Wiegers stated this request is to demolish two accessory structures and construct a new one. He continued through his staff report, which is attached to these minutes as Exhibit “A”. He stated the first accessory structure is located on the north property line and the second accessory structure is located on the backside of the house along Pearl Street. He briefly described the condition of these accessory structures and that there may be a bat issue. He stated this application has been publicly noticed and he has not received any responses from any interested party Mrs. Jillian Palmer Johnson, 695 South Oak Avenue, approached the podium. She stated the home has been renovated in the last ten years but the previous owners left the accessory structures. She stated the one they are concerned about is the carport at the end of the driveway. She stated they have already paid out approximately $7,000.00 in the last month for bat removal. She stated they have been told that the structure, due to the age and deterioration, cannot be salvaged or sealed up well and most likely the bats would return. She stated the other shed on the property has the same color of roof and exterior paint as the house and may also have to be torn down because of termite damage. She stated they have always wanted an older home and when replacing the carport it will blend in with the home along with placing a new driveway. She mentioned Historic Architectural Review Board Thursday, May 7, 2015 – 4:00 p.m. (EST) Page 3 of 4 that in the next few months they intend to put in the new driveway and move it over a couple of feet since as it is now about two (2) to three (3) feet from the property line and eight (8) feet from the house. She stated they intend to place a white picket fence up along the driveway as well to help block their lights from shining into the neighbors windows when she returns home at night. Peiter Versweyveld and Maria Gallo, owner of the property located at 1080 South Oak Avenue, request approval of a Certificate of Appropriateness to construct a new detached garage in a designate historic district pursuant to Section 2.02.01 of the ULDC. Planning Director Wiegers stated this is a request for a new accessory structure, detached two story garage. The second story will be used as a loft so it doesn’t have the full two story look. He stated the property is located at 1080 South Oak Avenue, which would be on the northeast corner of Oak Avenue and Stuart Street. He stated public notice was given and he received one phone from an adjacent neighbor who was just curious and wanted a little more information. He continued with his staff report which is attached to these minutes as Exhibit “B”. He stated that on the property there is a wall that will be removed since it has no historic value to the property. He stated the wall was there because it was previously part of an old telephone switching station that was located on the property. Mr. Peiter Versweyveld, 1080 South Oak Avenue, approached the podium. He stated he picked the design of the garage because it flows with the design of the house. He stated the home used to be owned by the Nyle Jordan family and Mr. Jordan used to run the telephone switchboard. He also stated that Mrs. Jordan was the city florist which is why there is a lot of vegetation on the property. He stated he is going to tear down the wall and has asked for a variance to place the garage in that location. Chairperson Crisman opened the public hearing. It is Frame Vernacular architecture and is considered to be a contributing structure. It adds to the historical architectural qualities, Case #CA-15-06 / Morgan J. Droz June 4, 2015 Page 2 of 2 historic associations, or archaeological values for which a district is significant because it was present during the period of significance of the district, and possesses historic integrity reflecting its character at that time. Transportation/Access: No new access points to the adjacent roadways are being proposed at this time. Any future connections will be required to be properly permitted and constructed in conformance with the City’s Infrastructure Development Standards. Utility Services: The site will continue to utilize City utility services. Public Notice: Public notice of the request was posted on the City’s website and at City Hall 10 days prior to the meeting date. Eleven adjacent property owners were notified within the required notification radius. Development History: None STAFF ANALYSIS The Historic Architectural Review Board shall be responsible for identifying and maintaining Bartow’s historic buildings and structures for the benefit of its residents, both now and in the future, through the development and administration of a comprehensive historic architectural preservation program. The Board shall have the authority to review and render a decision on all proposed alterations, demolitions, relocations for contributing property, and to review new construction within the boundaries designated. Pursuant to Section 2.02.01(I)(2) of the ULDC the following criteria shall be the basis on which the Board approves or denies a Certificate of Appropriateness application for alterations to an existing structure. (1) Alterations to Façade of Existing Contributing Structures. Alterations shall achieve the purpose of the U.S. Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings. a. Alterations to a façade shall be visually compatible with the buildings and environment with which it is visually related, including, but not limited to: the height; the floor-to-area ratio; the proportion between width and height of the exterior; the proportions and relationships between doors and windows; the relationship of solids to voids created by openings in the façade. b. Alterations shall not affect the architectural quality or historic character of the building, structure, or site, but shall, to the extent possible, maintain or restore the historic design and condition.
