The Community Building Partnership Program, an initiative of the NSW government, provides funding for projects that benefit the local community through building or improvement of facilities that deliver positive social, recreational or environmental outcomes. The NSW Government will provide $25,650 towards the project, with Twin Towns matching their contribution dollar-for-dollar to complete the $51,300 project. The new shade sail will provide 132 square metres of sun protection for swimmers and will be especially beneficial to those competing in competitions and carnivals. Dave Maynard said the shade sail will cover a large area at the kiosk end of the pool. “The shade sail is 22 metres long and 6 metres wide, so swimmers will be under cover when they queue behind the blocks and also in the pool in front of the blocks. “For safety reasons, the shade sail will be high enough to ensure it doesn’t obstruct vision of the entire pool. “During carnivals, the kids dive from the starting blocks and sometimes queue for five or ten minutes or more in the hot sun so the location of the new shaded area will be ideal,” said Dave. Member for Tweed Geoff Provest said it was fantastic to be in a position to assist a great community organisation like Twin Towns in their provision of better facilities for use by the wider community. “Sun safety is an important issue, especially in the climate in which we live. “This new structure will significantly improve the amenity for schools, swimming clubs, social groups, seniors and all members of the community who use Oasis Pools for recreational swimming, competitions or carnivals,” said Geoff. In the past, there has been a need to erect up to six individual tents to provide shade for officials at the amateur swim meets. This year, thanks to the new shade sail, these requirements will be covered. Every year, Oasis Pools at Club Banora is used by around 150,000 children and adults, who visit the pool to swim recreationally, competitively or for coaching. ISSUE 463, February 2016 | 1 CLUBNEWS www.twintowns.com.au BOARD CHAIRMAN’S REPORT ANNUAL GENERAL MEETING TUESDAY 10 MAY 2016 Twin Towns Annual General Meeting is to receive the Board Report, Financial Statements for the year ended 31 December 2015 and the reports by Directors and Auditors thereon. At this year’s Annual General Meeting, an election year, members will be asked to select nine (9) directors for the ensuing two year term to act as caretakers overseeing the strategic management of Twin Towns Services Clubs and Resort on behalf of members. Company director positions are open to members who pass the necessary criteria such as, having been a member for a period of two years, and who are acceptable in accordance with the Corporations Act, The Registered Clubs Act and Twin Towns Constitution. In 2010 changes to the Registered Clubs Act resulted in any new director now required to obtain the appropriate educational skill sets available through registered training providers to be eligible to sit on any board of management of Registered Clubs. Understanding the principles of good corporate governance and due diligence are an essential ingredient in the ever increasing club regulatory environment, along with your responsibility and liability as a company director. The ClubsNSW Directors Institute has designed a significant future director’s pack with a wealth of information for the consideration of any potential directors prior to nominating for club boards. When the Registered Clubs Act was updated in 2012 Twin Towns Board of fifteen took the proactive approach to reduce director numbers by three in 2014 and again with another reduction of three in 2016 to achieve the mandated nine prior to 1 January 2017 as mandated by the Act. This reduction was adopted as a notice of motion by members at the 2013 Annual General Meeting. Once members have elected the nine directors for the following two year term and as soon as practicable after the Annual General Meeting the elected directors adjourn to choose the Deputy Board Chairperson and the Chairperson for the following two year term when the next election of officers takes place. Regardless of regulatory director reductions members are still entitled to nominate for positions on the board of management with mandatory prescribed advertising for director positions at Twin Towns Services Club to take place on 6 February 2016 with elections at the Annual General Meeting on 10 May 2016. What is Responsible Service of Alcohol (RSA)? One of the most controversial and least understood issues involving members, patrons and staff at Twin Towns Clubs and Resort is based around the Liquor Act and indefensible intoxication regulations. For any staff to request persons deemed to be under the influence of alcohol to leave the premises in accordance with the Liquor Act is for the benefit of other members, patrons, the Licensee and the community. Intoxication is a serious matter with serious implications for many. Consequently, during early December local Police Officers Sergeant Brad Stewart and Senior Constable Grant Seddon from Licensing provided terrific insight to directors, management and staff on the ‘Responsible Service of Alcohol Regulation’ along with ramifications for all under the company umbrella, including patrons. These presentations were led by our consulting compliance officer from Trojan Corporate and Twin Towns Clubs and Resort Manager of Security encompassing some 350 staff on the Responsible Service of Alcohol. RSA is: Minimising alcohol related problems, violence and anti-social behaviour (harm minimisation); Selling alcohol responsibly; Implementing best practice and strategies to prevent intoxication; Compliance with NSW Liquor Laws; Not serving minors or intoxicated persons; Recognising intoxication; Discouraging harmful activities; Understanding the impact of alcohol abuse and misuse on the community; Promoting and supporting safe environments. The evolution of the NSW Liquor Laws and RSA over the last twenty years has resulted in much tougher penalties and greater responsibilities for those working in the liquor and hospitality industry, as well as patrons attending clubs, hotels, night clubs etc. They are a direct result of noncompliance and non-conformance by some liquor Licensees. You will recall the extreme measures adopted in Newcastle and Kings Cross with lock-outs after 1am due to intoxication and out of control patrons, and the complete lack of compliance by some venues which resulted in these closures being deemed necessary to reduce alcoholrelated violence, intoxication and resulting community problems. The Law states that it is unlawful for a licensee or staff member to sell or supply liquor to an intoxicated person on licenced premises [Section 73(2)] of the Liquor Act 2007. The maximum penalty is $11,000. The KEY explanation under the Act for a person to be deemed intoxicated is if “that person’s speech, balance, co-ordination or behaviour is noticeably affected and it is reasonable in the circumstances to believe that the affected speech, balance, co-ordination or behaviour is the result of the consumption of liquor”. Twin Towns Clubs and Resort management, staff and security personnel make no apology for following the letter of the law with the following severe ramifications applicable for nonconformance. When breaches of the Liquor Act are identified penalties of up to $11,000 and or twelve months suspension under the Liquor Act are applicable to Licensees, Staff, Patrons and Minors. To cause directors, management and staff to strictly adhere to the law the Act was reviewed in 2012 to include ‘The Three Strikes and You’re Out’ Policy. The first strike for an offence is active for three years while severe Licence conditions may be imposed for a first or second offence. A third strike can result in the imposition of Licence conditions, Licence suspension for up to twelve months, licence cancellation and a moratorium on a new liquor licence being granted for the same business operators at the premises for up to twelve months and/or disqualification of a Licensee for any period of time. Ramifications for directors managing members’ assets and Licensees as shown are severe. To avoid prosecution the licensee will need to show that the person has been refused service, the person has been asked to leave the premises, the police had been attempted to be contacted or contacted to assist in removing the person from the premises. Unfortunate as it would appear a person who has been identified as being intoxicated (under the influence of alcohol) must leave the premises and the belief that if one stops drinking you are entitled to remain on the premises is not acceptable nor negotiable under the NSW Liquor Act. Once a person has been refused entry or ejected from a licenced premises you may not attempt to re-enter the premises for twenty four hours, you must not remain within the vicinity of the premises (50 metres) without a reasonable excuse such as waiting for transport or fearful of personal safety and must not re-enter the vicinity of the premises within six hours without a reasonable excuse. For abusing this regulation a maximum court fine of $5,500 applies. Police and offices of the OLGR also have the option of issuing a $550 penalty on the spot for each time you refuse to move on. Our staff may not always be accurate with their assessments, but in light of the ramifications, when in doubt they are better to err on the side of caution. The consequences of continuing to serve an intoxicated patron are far-reaching, dangerous and may cost them their job or the Club its licence. I have been known to enjoy a cold beer or two but understand I am responsible for my actions so please enjoy our clubs and resort, be respectful and diligent, and good health to all. Michael Fraser FEATURED Twin Towns Masters Swimming The Masters Swimming Club enjoyed a busy and productive year in training, competition and socially, attending many carnivals including River City, Miami, Noosa, Yamba, Marlborough, Toowoomba and New Zealand. The Club also participated in ‘Postal Events’, which means they swim at their own pool and send the results back to the officiating Club. Amongst the most notable were the British Open and the Redland Bay Postals, where great results earned medals and certificates. This year, as in the past, dedicated coaches Kaye and Linda provided all the necessary guidance and corrective advice to ensure members swim at their highest level during meets. 2 | Internal competitions are also well attended with trophies awarded to the winners at the Masters Swimmers AGM, including the John Scarr Trophy for the closest nominated time over a 1000 metre swim. The monthly PSG (Pat Scott-Glassock) Trophy is a nominated time over 100 metres. The best of six times in a calendar year wins the trophy. The Club was also involved in Masters Swimming competitions such as recording the metres swum up to and beyond one million, with awards presented for one, two, five, ten, etc. It usually takes a good swimmer about three years to achieve one million metres. Each year, the Club counts the metres and Masters ISSUE 463, February 2016 Masters Swimming Redland Bay Postals team proudly show off their certificates. Warriors trophies are presented by Masters Swimming Australia to the highest recorded metres. At 96 years young, club member George Corones has racked up many achievements over the years and, in fact, had another couple of FINA World Top Ten Results in 2014. The social year culminated in a trip to Norfolk Island, where 12 members enjoyed a rollicking and unforgettable time in this almost forgotten territory of Australia. Go there! There are currently 58 members of the Masters Swimming Club. She also has a solid track record as a consistent ‘high achiever’ in the pool, racking up an astonishing medal tally at Masters swimming events across Australia. At the age of 46, the former Toowoomba TV presenter slowly became accomplished in each swimming stroke, thanks to her Water Dragons coach Andrew Hunter at Oasis Pools at Club Banora. Since joining Twin Town Masters Swimming Club, Jenny has recorded almost six million metres (6,000kms) in pools around the country. She has competed in a Masters Swimming Australia (MSA) event, travelling to Townsville, Launceston, Darwin and Canberra, and collecting sixteen gold, six silver and two bronze medals along the way. Jenny also swam in five other meets and collected fifteen gold, three silver and three bronze medals. Jenny is ‘swimming proof’ that anything is possible, with a little support, encouragement and professional coaching to set you on the right path. Things simply escalated,” said Patti. Couples glide and spin across British ballroom dancefloors to soundtracks arranged by Club Banora and Twin Towns favourite Tony Gilbert. The trombone player, bassist, pianist and arranger reinvents hits of the 1920s, 30s, 40s, 50s and 60s for dances like the cha cha, jive, foxtrot and tango. Mixing business and pleasure, they opened for the Mayor’s ball in Tamworth before jetting off to host 30 dancers as their guests aboard Celebrity Millennium for a dance cruise in Singapore. His latest album C’est Si Bon was the No. 1 album on the UK danceable music charts through Christmas and the year’s best seller in its genre. Tony and Patti return after a summer break for Social New Vogue Dancing at Club Banora every Thursday evening during February from 6-9pm DST. They joined Twin Towns thinking they’d wind down their careers as they approached retirement. The 19-year-old singersongwriter from the northwest NSW bush hopes to record his first album later this year, and says his bimonthly spot at Twin Towns will put a regular income into his pocket. Armed with his acoustic guitar, Benny will perform from a songlist that includes contemporary hits by artists like Ed Sheeran alongside Aussie pub rock classics and the occasional original. Benny played his first Twin Towns gigs in January. “I do all sorts of acoustic covers. I’m learning new songs all the time,” he said. “There’s some classic pub rock songs like Khe Sanh (Cold Chisel) and that sort of stuff. And if the mood is right and it seems like the audience is up for it, I might even throw in one of my original songs.” Benny grew up one of five brothers - the middle one - in the north western rural town of Warialda, population about 1500, near Moree. “There was some livestock but mostly, it was wheat and barley on 2,000 acres. I learned to drive a car when I was eight years old and rode motorbikes from the age of 10. It was a pretty awesome thing growing up like that. It’s the thing I miss, being able to jump on a bike and ride around that great big property.” Benny can’t remember a time when music wasn’t part of his life. “Dad would sing us to sleep when we were kids. He didn’t sing professionally, but he had a voice. He’d sing songs by Cat Stevens and The Eagles. By the time I could talk I was singing right along.” Benny joined the Talent Development Program, a Community Partner of ClubsNSW, and the Schools Spectacular in 2010 while he was in Year 9 at Warialda High. Established in 1991, The Talent Development Project Foundation (TDP) is the most successful youth training and development program in the Australian music and entertainment industry. Annually up to 50 NSW school students take part in this program which has produced success stories such as Human Nature, John Foreman, Paulini and a host of award winning country music and musical theatre stars. Bringing the fun back to Trivia Annual Conference at the Gold Coast Convention and Exhibition late last year. “It might be one of the most important gigs I’ve done. I got a lot of bookings,” said Benny. “Jobs like this one at Twin Towns mean I have some regular money coming in. That means I can save. It all helps.” Selected students are offered a series of monthly masterclass workshops conducted by industry experts, developing their performing, creative, musical and entertainment skills. Benny performs at Twin Towns at The Stage on Friday 5 February (5-8.30pm); Sunday 28 February (4-7pm); Tuesday 8 March 7.3011.30pm; and Thursday 31 March 4-7pm.
