November 2010, Vol 100, No. 11 | American Journal of Public Health
Promoting public health research, policy, practice, and education is the
mission of the American Journal of Public Health. As we widen our scope
to embrace global issues, we also sharpen our focus to support the needs
of public health practitioners. We invite contributions of original unpublished research, opinion and commentary, departments, and letters to the
editor.
The Journal is printed on acid-free recycled paper.
Cover. An elementary school student holds up a produce market
voucher he received as a reward in class instead of candy. Students
may redeem their vouchers at a stand in front of the entrance to
Garfield Elementary School where affordable, largely organic produce is offered once a week during the academic year. Access to
healthy, affordable food is a social justice priority.

What Civil Society Needs
By Rourke L. O’Brien & David S. Pedulla
The way the United States determines who is poor—a measure based solely on the cost of
food—is broken. A new approach is needed, one that measures poverty through factors
such as housing, transportation, and regional economic differences.
By Chantal Laurie Below & Kimberly Dasher Tripp
Social entrepreneurs are often reluctant to relinquish control and create strong leadership
teams. Unless they make this transition, the organizations that entrepreneurs worked so
hard to create are unlikely to scale up or have the desired impact.
By Mary C. Gentile
Social innovators are usually motivated by their personal values, yet they don’t always act
on them for fear of conflict. To remedy this, they need to articulate their values consistently
and act on them in a way that is likely to lead to good outcomes.
By Bruce Sievers
Headline-grabbing problems like global warming and extreme poverty garner most of
philanthropy’s money and energy, while less visible problems like the decline of the news
media—one of the foundations of civil society—are often ignored. Yet without a healthy
civil society, it is impossible to solve the other, more readily apparent problems.
